Purpose
This procedure outlines the proper safety measures necessary to prevent injury
while conducting any maintenance, repairs, construction, and/or service on
pneumatic, hydraulic, and electric equipment and all associated parts.

Terms and Definitions
Lockout
An energy lockout involves the use of a locking device to remove any switch,
valve, raised load, or any other such device from operation. This protects the
worker by preventing the use of devices that energize equipment, parts, or
machines.
Tagout
This provides a visible warning to all personnel that a particular switch, valve,
or energy source is under a lockout procedure. The tag displays the name of
the worker conducting the lockout/tagout procedure and the date work began.

Discussion
The Lockout/Tagout Safety Procedure for FEMC supplements the
Environmental Health, and Safety (EH&S) Lockout/Tagout Program (EH-
LMNPS-204). The FEMC procedure incorporates the same basic procedures
as the EH&S document, and it provides specific information for construction
and maintenance personnel working under the Engineering Division and
FEMC.

Locking and Tagging Out Electrical Devices
To ensure the safety of all personnel, use the following steps prior to
conducting work on electrical devices.
Equipment
All locks, keys, tags, and associated lockout/tagout equipment are located in
Building 136 by the Foreman’s office. FEMC maintains a check out procedure
for locks and issues the number of locks required for each application.
1. Personnel from the Electrical Work Center and the PM Work Center use
these locks on a regular basis. Other personnel can obtain locks on an as
needed basis.
2. Obtain the proper lockout device from the lockout/tagout station located
in Building 136. Check out the lock and key and record your name, the
date, and the lock number.

Note The worker determines the appropriate lockout device by the type
of equipment receiving service and/or maintenance. Review the
task to determine the proper number and type of locks and tags
required to ensure that equipment cannot be energized while
personnel work. Please ensure that all energy sources are located
and locked out. Some jobs require more than one lock and tag.
3. Place locks and/or tags on any circuits, equipment, valves, and other
devices that personnel will be working on to prevent start-up during
service or maintenance.
The placement and removal of locks and tags must be completed by the
worker who will conduct the service or maintenance.
Note According to the EH&S Lockout/Tagout Program (EH-LMNPS-
204), personnel should place hasps and locks on main breakers,
electrical panel doors, valve handles, and other devices with
lockable points. If it is impossible to lock a device or equipment, a
tag must be used to alert others that the equipment is under
service. These measures prevent the accidental activation of
energy sources that could result in injury or death to anyone
exposed to them.
4. After placing a lock on the proper location, attach a tag with the lock.
♦ Tags must accompany all locks.
♦ Tags should include the date of lockout and worker’s name.
5. If it is impossible to attach any type of lock on the required equipment,
maintenance personnel must attach tags in all locations where switches
can be thrown, valves opened, or any other device activated to energize
equipment or release stored energy.
6. Ensure that all energy sources are blocked and/or tagged and that all
stored energy is safely released or blocked. Do this before work
proceeds.
Use of a multi-meter is one means to confirm that energy is successfully
blocked or released.

7. Remove the locks and tags once all work is complete. The locks and
tags are to be removed by the worker who attached them.
Result After successfully completing these tasks, FEMC and Engineering
personnel have accomplished approved RPSC EH&S safety practices.
