This document proposes a new approach to project management for offshore facility rehabilitation projects based on the Total Building Commissioning System (TBCS) used in the US. It describes how TBCS involves a team responsible for commissioning from design through operations. In the US, the General Services Administration manages federal buildings using this approach. The document recommends tailoring TBCS to oil and gas projects and outlines the roles and responsibilities of various parties in the commissioning process from planning through post-construction stages. Commissioning is estimated to cost 0.5-1.5% of total construction costs and provides benefits like improved productivity, satisfaction, and facility lifespan.
