It includes pathologic changes seen in hypertension, diabetes, vaso occlusive disease, vitreous, membranes, choroid, retinal pigment epithelium, retinal detachments, etc. Lesions such as hemorrhages, cotton wool spots, hard exudates and their location in the retinal layers are explained. Fluorescein angiogram and OCT images are also incorporated.

Diabetic retinopathy (DR) is a common complication of diabetes mellitus and can lead to irreversible blindness. To date, DR is the leading cause of blindness and visual impairment among working adults globally. However, this blindness can be prevented if DR is detected early. Diabetes mellitus slowly affects the retina by damaging retinal blood vessels and leading to microaneurysms. The retinal images give detailed information about the health status of the visual system. Analysis of retinal image is important for an understanding of the stages of Diabetic retinopathy. Microaneurysms observed that appear in retina images, usually, the initial visible sign of DR, if detected early and properly treated can prevent DR complications, including blindness. In this research work, an advanced image modal enhancement comprises of a Contrast Limited Adaptive Histogram Equalization (CLAHE), through morphological image, processing technique with final extraction algorithm is proposed. CLAHE is responsible for the detection, and removal of the retinal optical disk. While the microaneurysm initial indicators are detected by using morphological image processing techniques. The extensive evaluation of the proposed advanced model conducted for microaneurysm detection depicts all stages of DR with an increase in the number of data set related to noise in the image. The microaneurysms noise is associated with stage of retina diseases as well as its early possible diagnosis. Evaluation is also conducted against the proposed model to measure its performance in terms of accuracy, sensitivity as well as specificity in real-time. The results show the test image attained 99.7% accuracy for a real-time database that is better compared with anty colony-based method. A sensitivity of 81% with a specificity of 90% was achieved for the detection of microaneurysms for the e-optha database. The detection of several microaneurysms correlates with stages of DR that prove an analysis of detecting its different stages. As well as it reaches our goal of early detection of DR with high performance in accuracy.

eye disease. Digital color fundus images are becoming
increasingly important for the diagnosis of Diabetic Retinopathy.
In order to facilitate and improve diagnosis in different ways, this
fact opens the possibility of applying image processing techniques
.Microaneurysms is the earliest sign of DR, therefore an
algorithm able to automatically detect the microaneurysms in
fundus image captured. Since microaneurysms is a necessary
preprocessing step for a correct diagnosis. Some methods that
address this problem can be found in the literature but they have
some drawbacks like accuracy or speed. The aim of this thesis is
to develop and test a new method for detecting the
microaneurysms in retina images. To do so preprocessing, gray
level 2D feature based vessel extraction is done using neural
network by using extra neurons which is evaluated on DRIVE
database which is superior than rulebased methods. To identify
microaneurysms in an image morphological opening and image
enhancement is performed. The complete algorithm is developed
by using a MATLAB implementation and the diagnosis in an
image can be estimated with the better accuracy and in shorter
time than previous techniques

However, if symptoms are identified in the early stage then proper treatment can be provided to prevent blindness. Usually the retinal images obtained from the fundus camera are examined directly and diagnosed. Due to this certain abnormalities due to diabetic retinopathy are not directly visible through the naked eye .Hence by using the image processing techniques these abnormalities can be extracted accurately and required treatments and precautions can be taken. And this also reduces the time for the ophthalmologists to detect the disease and give accurate treatments.

Diabetic Retinopathy, the most common reason of vision loss, is caused by damage to the small blood vessels in the retina. If untreated, it may result in varying degrees of vision loss and even blindness. Since Diabetic Retinopathy is a silent disease that may cause no symptoms or only mild vision problems, annual eye exams are crucial for early detection to improve the chances of effective treatment where fundus cameras are used to capture the retinal images. However, fundus cameras are too big and heavy to be transported easily and too costly to be purchased by every health clinic, so fundus cameras are an inconvenient tool for widespread screening. Recent technological developments have enabled using smartphones in designing small sized, low power, and affordable retinal imaging systems to perform Diabetic Retinopathy screening and automated Diabetic Retinopathy detection using machine learning and image processing methods. Annotating Retina Fundus Images for Teaching and Learning Diabetic Retinopath...ITIIIndustries
With the improvement in IT industry, more and more application of computer software is introduced in teaching and learning. In this paper, we discuss the development process of such software. Diabetic Retinopathy is a common complication for diabetic patients. It may cause sight loss if not treated early. There are several stages of this disease. Fundus imagery is required to identify the stage and severity of the disease. Due to the lack of proper dataset of the fundus images and proper annotation, it is very difficult to perform research on this topic. Moreover, medical students are often facing difficulty with identifying the diseases in later stage of their practice as they may not have seen a sample of all of the stages of Diabetic Retinopathy problems. To mitigate the problem, we have collected fundus images from different geographic area of Bangladesh and designed an annotation software to store information about the patient, the infection level and their locations in the images. Sometimes, it is difficult to select all appropriate pixels of the infected region. To resolve the issue, we have introduced a K nearest neighbor (KNN) based technique to accurately select the region of interest (ROI). Once an expert (ophthalmologist) has annotated the images, the software can be used by the students for learning.

Rapid detection of diabetic retinopathy in retinal images: a new approach usi...IJECEIAES
The challenge of early detection of diabetic retinopathy (DR), a leading cause of vision loss in working-age individuals in developed nations, was addressed in this study. Current manual analysis of digital color fundus photographs by clinicians, although thorough, suffers from slow result turnaround, delaying necessary treatment. To expedite detection and improve treatment timeliness, a novel automated detection system for DR was developed. This system utilized convolutional neural networks. Visual geometry group 16-layer network (VGG16), a pre-trained deep learning model, for feature extraction from retinal images and the synthetic minority over-sampling technique (SMOTE) to handle class imbalance in the dataset. The system was designed to classify images into five categories: normal, mild DR, moderate DR, severe DR, and proliferative DR (PDR). Assessment of the system using the Kaggle diabetic retinopathy dataset resulted in a promising 93.94% accuracy during the training phase and 88.19% during validation. These results highlight the system's potential to enhance DR diagnosis speed and efficiency, leading to improved patient outcomes. The study concluded that automation and artificial intelligence (AI) could play a significant role in timely and efficient disease detection and management.

information and was used by the ophthalmologist in marking images for database while the automatic
diagnosing and displaying the diagnosis result in a more friendly user interface and is as shown in chapter
three of this report. The primary aim of this project is to develop a system that will be able to identify patients
with BDR and PDR from either colour image or grey level image obtained from the retina of the patient. The
algorithm was tested fundus images. The Operating Characteristics (ROC) was determined for red spot lesion
and bleeding, while cross over points were only detected leaving further classification as part of future work
needed to complete this global project. Sensitivity and specificity was calculated for the algorithm is given
respectively as 96.3% and 95.1%
Early Detection of High Blood Pressure and Diabetic Retinopathy on Retinal Fu...IJAAS Team
In this paper we present a lifting wavelet based CBRIR image retrieval system that uses color and texture as visual features to describe the content of a retinal fundus images. Our contribution is of three directions. First, we use lifting wavelets 9/7 for lossy and SPL5/3 for lossless to extract texture features from arbitrary shaped retinal fundus regions separated from an image to increase the system effectiveness. This process is performed offline before query processing, therefore to answer a query our system does not need to search the entire database images; instead just a number of similar class type patient images are required to be searched for image similarity. Third, to further increase the retrieval accuracy of our system, we combine the region based features extracted from image regions, with global features extracted from the whole image, which are texture using lifting wavelet and HSV color histograms. Our proposed system has the advantage of increasing the retrieval accuracy and decreasing the retrieval time. The experimental evaluation of the system is based on a db1 online retinal fundus color image database. From the experimental results, it is evident that our system performs significantly better accuracy as compared with traditional wavelet based systems. In our simulation analysis, we provide a comparison between retrieval results based on features extracted from the whole image using lossless 5/3 lifting wavelet and features extracted using lossless 9/7 lifting wavelet and using traditional wavelet. The results demonstrate that each type of feature is effective for a particular type of disease of retinal fundus images according to its semantic contents, and using lossless 5/3 lifting wavelet of them gives better retrieval results for almost all semantic classes and outperform 4-10% more accuracy than traditional wavelet.

Background and Objective Telehealth has become a well known tool for the delivery of health care in Saudi Arabia, and the perspective and knowledge of healthcare providers are influential in the implementation, adoption and advancement of the method. This systematic review was conducted to examine the current literature base regarding telehealth and the related healthcare professional perspective and knowledge in the Kingdom of Saudi Arabia. Materials and Methods This systematic review was conducted by searching 7 databases including, MEDLINE, CINHAL, Web of Science, Scopus, PubMed, PsycINFO, and ProQuest Central. Studies on healthcare practitioners telehealth knowledge and perspectives published in English in Saudi Arabia from 2000 to 2023 were included. Boland directed this comprehensive review. The researchers examined each connected study using the AXIS tool, which evaluates cross sectional systematic reviews. Narrative synthesis was used to summarise and convey the data. Results Out of 1840 search results, 10 studies were included. Positive outlook and limited knowledge among providers were seen across trials. Healthcare professionals like telehealth for its ability to improve quality, access, and delivery, save time and money, and be successful. Age, gender, occupation, and work experience also affect health workers knowledge. In Saudi Arabia, healthcare professionals face inadequate expert assistance, patient privacy, internet connection concerns, lack of training courses, lack of telehealth understanding, and high costs while performing telemedicine. Conclusions Healthcare practitioners telehealth perceptions and knowledge were examined in this systematic study. Its collection of concerned experts different personal attitudes and expertise would help enhance telehealths implementation in Saudi Arabia, develop its healthcare delivery alternative, and eliminate frequent problems. This research investigates the nexus between online discussions on Dr. B.R. Ambedkars ideals and their impact on social inclusion among college students in Gurugram, Haryana. Surveying 240 students from 12 government colleges, findings indicate that 65 actively engage in online discussions, with 80 demonstrating moderate to high awareness of Ambedkars ideals. Statistically significant correlations reveal that higher online engagement correlates with increased awareness p 0.05 and perceived social inclusion. Variations across colleges and a notable effect of college type on perceived social inclusion highlight the influence of contextual factors. Furthermore, the intersectional analysis underscores nuanced differences based on gender, caste, and socio economic status. The Role of Mentoring and Its Influence on the Effectiveness of the Teaching ...ijtsrd
This paper reports on a study which was conducted to investigate the role of mentoring and its influence on the effectiveness of the teaching of Physics in secondary schools in the South West Region of Cameroon. The study adopted the convergent parallel mixed methods design, focusing on respondents in secondary schools in the South West Region of Cameroon. Both quantitative and qualitative data were collected, analysed separately, and the results were compared to see if the findings confirm or disconfirm each other. The quantitative analysis found that majority of the respondents 72 of Physics teachers affirmed that they had more experienced colleagues as mentors to help build their confidence, improve their teaching, and help them improve their effectiveness and efficiency in guiding learners’ achievements. Only 28 of the respondents disagreed with these statements. With majority respondents 72 agreeing with the statements, it implies that in most secondary schools, experienced Physics teachers act as mentors to build teachers’ confidence in teaching and improving students’ learning. The interview qualitative data analysis summarized how secondary school Principals use meetings with mentors and mentees to promote mentorship in the school milieu. This has helped strengthen teachers’ classroom practices in secondary schools in the South West Region of Cameroon. With the results confirming each other, the study recommends that mentoring should focus on helping teachers employ social interactions and instructional practices feedback and clarity in teaching that have direct measurable impact on students’ learning achievements. This study primarily focuses on the design of a high side buck converter using an Arduino microcontroller. The converter is specifically intended for use in DC DC applications, particularly in standalone solar PV systems where the PV output voltage exceeds the load or battery voltage. To evaluate the performance of the converter, simulation experiments are conducted using Proteus Software. These simulations provide insights into the input and output voltages, currents, powers, and efficiency under different state of charge SoC conditions of a 12V,70Ah rechargeable lead acid battery. Additionally, the hardware design of the converter is implemented, and practical data is collected through operation, monitoring, and recording. By comparing the simulation results with the practical results, the efficiency and performance of the designed converter are assessed. The findings indicate that while the buck converter is suitable for practical use in standalone PV systems, its efficiency is compromised due to a lower output current. Generally far more sustainable than fossil fuel are renewable energy sources such as wind, hydroelectric power, solar, and geothermal energy sources. Worthy of note is that some renewable energy projects, like the clearing of forests to produce biofuels, can cause severe environmental damage. The sustainability of nuclear power which is a low carbon source is highly debated because of concerns about radioactive waste, nuclear proliferation, and accidents. The switching from coal to natural gas has environmental benefits, including a lower climate impact, but could lead to delay in switching to more sustainable options. “Carbon capture and storage” can be built into power plants to remove the carbon dioxide CO2 emissions, but this technology is expensive and has rarely been implemented. Leading non renewable energy sources around the world is fossil fuels, coal, petroleum, and natural gas. This paper aims to outline the executive regulations, survey standards, and specifications required for the implementation of the Sudan Survey Act, and for regulating and organizing all surveying work activities in Sudan. The act has been discussed for more than 5 years. The Land Survey Act was initiated by the Sudan Survey Authority and all official legislations were headed by the Sudan Ministry of Justice till it was issued in 2022. The paper presents conceptual guidelines to be used for the Survey Act implementation and to regulate the survey work practice, standardizing the field surveys, processing, quality control, procedures, and the processes related to survey work carried out by the stakeholders and relevant authorities in Sudan. The conceptual guidelines are meant to improve the quality and harmonization of geospatial data and to aid decision making processes as well as geospatial information systems. The established comprehensive executive regulations will govern and regulate the implementation of the Sudan Survey Geomatics Act in all surveying and mapping practices undertaken by the Sudan Survey Authority SSA and state local survey departments for public or private sector organizations. The targeted standards and specifications include the reference frame, projection, coordinate systems, and the guidelines and specifications that must be followed in the field of survey work, processes, and mapping products. Towards the Implementation of the Sudan Interpolated Geoid Model Khartoum Sta...ijtsrd
The discussions between ellipsoid and geoid have invoked many researchers during the recent decades, especially during the GNSS technology era, which had witnessed a great deal of development but still geoid undulation requires more investigations. To figure out a solution for Sudans local geoid, this research has tried to intake the possibility of determining the geoid model by following two approaches, gravimetric and geometrical geoid model determination, by making use of GNSS leveling benchmarks at Khartoum state. The Benchmarks are well distributed in the study area, in which, the horizontal coordinates and the height above the ellipsoid have been observed by GNSS while orthometric heights were carried out using precise leveling. The Global Geopotential Model GGM represented in EGM2008 has been exploited to figure out the geoid undulation at the benchmarks in the study area. This is followed by a fitting process, that has been done to suit the geoid undulation data which has been computed using GNSS leveling data and geoid undulation inspired by the EGM2008. Two geoid surfaces were created after the fitting process to ensure that they are identical and both of them could be counted for getting the same geoid undulation with an acceptable accuracy. In this respect, statistical operation played an important role in ensuring the consistency and integrity of the model by applying cross validation techniques splitting the data into training and testing datasets for building the geoid model and testing its eligibility. The geometrical solution for geoid undulation computation has been utilized by applying straightforward equations that facilitate the calculation of the geoid undulation directly through applying statistical techniques for the GNSS leveling data of the study area to get the common equation parameters values that could be utilized to calculate geoid undulation of any position in the study area within the claimed accuracy. Both systems were checked and proved eligible to be used within the study area with acceptable accuracy which may contribute to solving the geoid undulation problem in the Khartoum area, and be further generalized to determine the geoid model over the entire country, and this could be considered in the future, for regional and continental geoid model. The COVID 19 pandemic has highlighted the crucial need of preventive measures, with widespread use of face masks being a key method for slowing the viruss spread. This research investigates face mask identification using deep learning as a technological solution to be reducing the risk of coronavirus transmission. The proposed method uses state of the art convolutional neural networks CNNs and transfer learning to automatically recognize persons who are not wearing masks in a variety of circumstances. We discuss how this strategy improves public health and safety by providing an efficient manner of enforcing mask wearing standards. The report also discusses the obstacles, ethical concerns, and prospective applications of face mask detection systems in the ongoing fight against the pandemic. The US House of Representatives is deeply concerned by ongoing and pervasive acts of antisemitic
harassment and intimidation at the Massachusetts Institute of Technology (MIT). Failing to act decisively to ensure a safe learning environment for all students would be a grave dereliction of your responsibilities as President of MIT and Chair of the MIT Corporation.
This Congress will not stand idly by and allow an environment hostile to Jewish students to persist. The House believes that your institution is in violation of Title VI of the Civil Rights Act, and the inability or
unwillingness to rectify this violation through action requires accountability.
Postsecondary education is a unique opportunity for students to learn and have their ideas and beliefs challenged. However, universities receiving hundreds of millions of federal funds annually have denied
students that opportunity and have been hijacked to become venues for the promotion of terrorism, antisemitic harassment and intimidation, unlawful encampments, and in some cases, assaults and riots.
The House of Representatives will not countenance the use of federal funds to indoctrinate students into hateful, antisemitic, anti-American supporters of terrorism. Investigations into campus antisemitism by the Committee on Education and the Workforce and the Committee on Ways and Means have been expanded into a Congress-wide probe across all relevant jurisdictions to address this national crisis. The undersigned Committees will conduct oversight into the use of federal funds at MIT and its learning environment under authorities granted to each Committee.
• The Committee on Education and the Workforce has been investigating your institution since December 7, 2023. The Committee has broad jurisdiction over postsecondary education, including its compliance with Title VI of the Civil Rights Act, campus safety concerns over disruptions to the learning environment, and the awarding of federal student aid under the Higher Education Act.

through the improved segmentation strategies for optic and
blood vessels. It proposes improved techniques like micro
aneurysms as well ashaemorrhagesdetectionwhichhelpsin
finding the disease as soon as possible. The idea we are
taken from this pa-per is the improved blood vessel and
optic disc segmentation. The aim of mass screening
programs for diabetic retinopathy is to detect and diagnose
the disorder earlier than it causes loss of vision. This system
consist of mainly 5 stages. The first stage is pre-processing.
In this stage the pre-processing of the eye fundus image is
done for detecting the disease. The main objective of
preprocessing technique is to increase the detection
probability of disease by visual assessment and computer
aided segmentation of retinal images. After this stage
detection blood vessels are done from the retinal image.
Foreground and background classification of image is done
during this stage. The third stage is optic disc segmentation
where the complete partition of the fundus image is done.
After the optic disc segmentation the fovea of the eye is
detected. Fovea is the part of the eye where large number of
blood vessels are seen. This is appeared as a very dark color
in the fundus image of eye.All the pathological structures,
namely vascular tree, optic disc and fovea which may cause
false positive, are removed from the fundus image [4]. The
remaining patho-logical structures like microaneurysmand
haemorrhages are extracted from colour fundus image. The
last stage is feature extraction of micoaneurysm and
hemorrhage. After extracting micro aneurysms and
hemorrhages from fundus image, feature selection takes
place in order to acquire relevantinformationfromthegiven
image. Based on this feature extraction the stages of the
diabetic retinopathy is identified and the result is shown by
the system.
B. Hardware based analysis on automated early
detection of Diabetic-Retinopathy
Hardware based detection of diabetic retinopathy isn’t an
easy problem to solve. With an increase in bit depths and
image sizes software based detection techniques are
becoming less useful. Real time systems need to be quick in
processing and be able to take in a large amount of
information. DSP based systems help to ensure that only
relevant information is passed to the humananalyst.Fundus
images are the input to the system. These images need to be
preprocessed before it is passed to the segmentation stage.
Process involves in this stage includes color space
conversion, zero padding of image edges, median filtering,
contrast stretching andwindowedbasedadaptivehistogram
equalization with overlap mean [5].
C. Diabetic Retinopathy: Present and Past
A lot of work has been done in this field and there are
various ways for detecting DR like detecting blood vessels,
various lesions such as micro aneurysms, exudates,
hemorrhages etc. A change in shape andsizeof bloodvessels
is a good indicator of detecting DR. Presence of various
lesions helps in detecting diabetic retinopathy.Thusvarious
researches have been bifurcated in two ways as of
automating blood vessels segmentation. First method is
segmentation of retinal blood vessels. It means to separate
the blood vasculature of retina in fundus images from its
background. But this is a difficult task because of low
contrast in fundus imaging, variable sizevessels,presence of
various pathologies as micro aneurysms, hard exudates,
hemorrhages etc. Vessel segmentation can be achieved by
supervised, unsupervised or deep neural net-works.
Supervised methods make use of training set which is
manually processed and segmented by ophthalmologists
[6].The second method is identification of various lesions.
Here various preprocessing steps such as colour
normalization, contrast enhancement along with fuzzy C-
means clustering have been appliedforimagesegmentation.
III. METHOD AND STRUCTURE
A. Structure of Neural Network
We used the technique called Transfer learning to
implement the neural network. The baseofour network was
made up of an already trained network called ResNet50 and
we fine tuned it by adding our own layers. A sequential
model was created with ResNet50 as first layer and fine
tuning was donw by adding a Global Average Pooling layer
along with a combination of dense and dropout layers. All
dense layers use ReLu as activation function except for the
last layer which uses softmax as the activation function.
Dropout layers were used to reduce over fitting. The model
is capable of detecting 5 stages of Diabetic retinopathyie;No
DR, Mild DR, Moderate DR, Severe DR and Proliferative DR.

B. Dataset, Software and Hardware
The dataset was obtained from kaggle (APTOS 2019
Blindness Detection) which consisted 3,662 images with

labels 0, 1, 2, 3, 4 describing levels of diabetic retinopathy.
We resized the image so that trainingiseasierwithoutlosing
much details from the image. We used Kaggle Notebooks
which is a free cloud computational jupyter environment
(Similar to Google Colab). We used Tensor Flow,Kerasalong
with several other packages for developing the model. Open
CV was used for image processing.
C. Preprocessing
The dataset contained images of patients of different age,
ethnicity and the lightning was different in each fundus
imaging. Colour normalisation was done to bring all the
fundus images into a common lighting. OpenCVwasused for
colour normalisation. The imageswasofhighresolutionsoit
was reduced to 220x220 pixels so that training will befaster
without losing much details of the image. Auto cropping was
also used to remove unwanted black areas from the image.
D. Training
Out of the 3,662, 2929 images were used for training and
733 images were used for validation. 10 epoch were done to
train the network. Early stopping was implemented with
validation loss as minimum set as the parameter and
patience as 5. So if a validation loss from an epoch is set as
minimum and the next 5 epochs doesn’t produce a even
lesser validation loss, the the training will be stopped. This
was done to save time, fasten the training process and
reduce over fitting. The best model obtained was saved.
IV. RESULT
Out of 3,662 images, 733 were saved for validation purpose.
The validation process took 170 seconds to complete. The
classification is as follows 0-No DR, 1-Mild DR, 2-Moderate
DR, 3-Severe DR, 4-Proliferative DR. Accuracy is defined as
the amount of patients with correct classification. The
accuracy obtained for the best model after validationwas 78
percent.

V. CONCLUSION
Diabetic retinopathy (DR) is the leading eye disease in our
world. It causes permanent blindness. With this system we
are going to detect the disease from its early stage hence we
can control the further loss of vision. The lost vision cannot
be recollected. The only thing we can do is to detect the
disease from its starting stage and preventthefurtherlossof
vision. Here in this system we are taking the input image
from the patients (retinal image) and after processing the
image the system will extract the features from the image
and classifies the stages of the disease. With the help of the
neural network technology the system will generate very
efficient and accurate result.Thissystemwill helpthepeople
to detect the disease from its early stages and prevent the
further loss of vision.
