2. Design Approach options for Core Projects 2019 -
2021
• Ex-Post Impact Assessment
– Includes ‘control’ sites / population (within vs. without)
– Conduct baseline and endline (before vs. after); could use mid-line
or more regular surveys for monitoring earlier Outcomes
• Contribution Analysis (was discussed in ToC presentation)
– Reasoned ToC (ToC elements through stakeholder deliberations)
– Evidence to verify changes along the pathway
– Assumptions, external factors (context) and mechanisms tested
• Ex-Ante Impact Assessment ( e.g. System Dynamic (SD) modelling*)
– Simulation approach to modelling
– Can be used ex-ante to look at potential dynamic
economic/financial impacts of intervention(s)

3. Tools to support Design Approach 2019 - 2021
• Research Protocol Template (PMU – QA team)
• Protocol to guide the testing and evaluation of innovations
for improved value chain performance within Livestock CRP
(LLAFS – Baltenweck et al)
• Geoinformatics Options-by-Context Tool for Supporting Better
Targeting and Scaling-out of Sustainable Livestock
Management Options (LLAFS – Bao & Rischkowsky)
• External guidelines for acceptable rigorous assessment for
generating credible evidence (3iE and SPIA)
