This document summarizes a research paper that examines the influence of creative accounting practices on the quality of financial reporting in public corporations in Nigeria. The study uses data from annual reports of 10 public corporations from 2014-2016, which used old accounting standards, and 2017-2019, which used IPSAS standards.
The results show that under the old standards, indicators of revenue/cost disclosure, auditor opinions, notes/schedules, and compliance to standards had moderate or low influence on financial reporting quality. But under IPSAS, all indicators had higher average scores and were found to have high or moderate influence on quality. Compliance with International Financial Reporting Standards (IFRS) by Small and Medium-Scale enterprises (SMEs) has become a topical issue in accounting research, and it has become necessary in order to enhance the ability of SMEs to live up to international best business practices. SMEs are pivotal to the growth and development of any nation's economy. Many countries are opening their doors to foreign investments due to globalization and businesses are expanding beyond their national borders. Therefore, there is a need for the SME sector in Nigeria to be prepared and take advantage of this phenomenon for their growth by ensuring that their financial reports comply with the disclosure requirements of IFRS. This study assessed the factors that influence the levels of compliance with IFRS by SMEs in Ondo State, Nigeria. A cross sectional survey of one hundred SMEs in Akure was conducted through structured questionnaire. The data was analyzed using Single-Factor Descriptive Analysis, Weighted Mean Scoring, Principal Component Analysis and Regression Analysis. The study found there was low level of compliance by the SMEs in the study area and major factors influencing compliance are proper accounting records submission of accounting statements to regulatory bodies and knowledge of IFRS with mean ratings of 3.29, 3.27, 3.26 and 3.24 respectively. It concluded that there is need for the SMEs in the study area to comply with the disclosure requirements of IFRS in order to improve their capitalization and profitability. It is recommended that Financial Reporting Act in Nigeria is reviewed to make compliance of SMEs with IFRS mandatory and that Financial Reporting Council should ensure proper capacity development to enable SMEs compliance.

Although Mongolian government has made giant strides in promoting private ownership, a good percentage of listed companies are still state owned having significant influence on the country’s GDP and total market capitalization. While it is a known fact that adherence to the basic principles of good corporate governance are essential for economic growth and development, they are not usually upheld in government owned enterprises. Transparency, accountability, rule of law and stable investment climate are vital in Mongolia’s quest for economic growth and transition to free market. Moreover, in today’s internationalized capital markets, only reputable local companies that meet high environmental, health, safety and corporate governance standards are able to attract foreign capital. This makes it even more of a necessity than choice for good corporate governance standards to be maintained in all Mongolian companies; state-invested or privately held. This paper is an attempt at x-raying the transformative efforts of Mongolian government in promoting economic development and growth through improved corporate governance in state-invested enterprises in Mongolia. The aim of this study is to study the range of tactics used by various self employed Nigerian in tax avoidance and evasion scheme. To achieve these objectives, we examine literature on the aforementioned issues and questionnaire was draft base on the research question and hypothesis formulated. The statistical tools of Spearman Rank Order Correlation was used to estimate the correlations of the sampled groups in two state of the federations, Anambra and Delta, and relationships between tax avoidance and evasion and the independent variables. Results reveal that respondents are of the opinion that tax evasion is ethical sometimes, and that significant relationship exists between the ethical view, mode of tax administration and cultural practices of the self employed and tax avoidance and evasion. It is therefore recommended that authorities should constantly review tax rates to reflect prevailing economic realities, be accountable, and ensure that necessary assistance is provided at all times to self employed in terms of incentive. Over the past few decades, the world has witnessed
spectacular transformations of public financial management
systems. Kenya transformed its financial reporting system
with a view of enhancing credibility of its financial reports.
The objective of the study was to examine the relationship
between financial reporting reforms and the performance of
selected County Governments in Kenya. The study was guided
by descriptive research design and the target population was
184 treasury staff from Bomet, Kericho, Nakuru and Narok
County Governments. Census sampling technique was
employed in selecting the respondents to the study. Data were
collected using semi-structured, self-administered
questionnaires. Data was analyzed using descriptive and
inferential statistics. The findings revealed that financial
reporting reforms showed statistically significant correlation
(r=0.673) with the performance of selected County
Governments in Kenya. It was recommended that adoption of
IPSAS in financial reporting should be strengthened to ensure
optimal performance of the county governments.

This phenomenon of financial distress in public companies has been witnessed by a number of corporate failures and the increase in delisting of listed companies. This study therefore attempts determine the effectiveness of market ratios on financial distress of listed firms in Nairobi Security Exchange Market, Kenya. Liability management theory, was reviewed which provides a foundation for both liquidity ratio and financial distress. The study used a panel study is an observational study. The target population will be 62 listed companies in Nairobi Security Exchange Market as indicated in from year 2011-2015. The entire population will be used in this study. The study will use document analysis by getting panel data from listed companies in Nairobi Security Exchange Market. Panel data is a good indicator or measure of financial distress. Descriptive and inferential statistics method will be used for data analysis and interpretation. Data was presented using tables and diagrams. Hypotheses were tested at 0.05 level of significance (95% confidence level) from OLS pooled regression (fixed and random effect) which shows the relationship between the independent variable and dependent variable. The findings show that market ratio has a positive and significant effect on financial distress, (β = 0.593; p< 0.05). This study is significantly important in that it will enhance efficient management and financing of working capital can increase the operating profitability ratio.

used were: interviews and surveys. The study’s major finding was that informal small and medium
enterprises were virtually excluded from accessing working capital formal credit from established financial
institutions due to a myriad of challenges, the key challenge being none or inadequate bookkeeping
practices. Furthermore, the study revealed that The informal SMEs contribute significantly over 60% to the
Zimbabwe’s formal economy through various taxes and informal employment. The study recommended
that Ministry of Small and Medium enterprises should provide assistance in form of formal credit basing
on according records kept by informal sector.

This research aimed at analyzing the influence of strategic Capital structure practices on financial performance of manufacturing companies using evidence from Kenya’s sugar industry. The following specific objectives were addressed by this study: to assess the influence of strategic capital structure practices on financial performance of sugar Manufacturing companies in Kenya, and to determine the influence of Board structure as a moderating factor on the financial performance of sugar manufacturing companies in Kenya. This study was guided by Capital structure Model and agency theory. This research adopted a descriptive research design in which a census of all the targeted population of 12 manufacturing companies jointly from sugar manufacturing industry were drawn from a list of 800 manufacturing companies in Kenya, whereby a proportionate random sample of 109 employees were interviewed from all the 12 sugar manufacturing companies in Kenya. Questionnaires were administered as the main tool of data collection whereby 102 questionnaires were collected representing a 93.6% response rate. Descriptive statistical techniques were applied to describe application of strategic financial management practices in the sampled manufacturing companies which were sugar manufacturing companies in this study. Inferential statistical techniques such as Correlation analysis and regression analysis were applied to test the hypotheses of association and differences. Gathered data was processed by computer and the Statistical Package for Social Science (SPSS) which was the main computer software that was utilized in data analysis. The strategic capital practices’ null hypotheses were rejected implying a significant effect on financial performance. Board structure was found significant implying board structure as a moderating value has a significant effect on financial performance. It is therefore recommended that it is important for firms to mix their capital structure in order to diversify their finances. This study suggests the need for further research on other economic factors besides capital structure management practices that influence the financial performance of sugar manufacturing companies and other companies.

There has been perceived weakness deeply rooted in corruption in the accountability of government fund as experienced in all facets of Nigeria public sector and consequential waste of national resources, loss of human capital and decay of economic infrastructure within the economy. It is evident that the people electorates are in a bad position and suffering socio economically because of the lack of integrity and accountability in governments around the world, Nigeria in particular. This study empirically analyse the effective performance and accountability reporting challenges in the public sector of the Nigerian economy. 138 questionnaires were administered to the respondents but only 125 were returned comprising 24 Directors and 55 Accountants Auditors of Finance and Account from Ministries Ministerial departments 79 and 46 Accountants Auditors from LGAs , thereby representing ninety percent 90.6 of the population and the data generated for this study were analysed using simple percentages, Z test and Pearson Product Moment Correlation Coefficient via the Statistical Package for Social Sciences SPSS, 20.0 version. The result shows that accrual basis of accounting significantly promote more effective performance and accountability reporting in Nigeria Public Sector and that there is significant relationship between improved accountability and performance reporting in Nigeria Public Sector and professional accounting bodies. The study concluded that the basic fundamental way for economic development is financial discipline and elimination of wastages of national resources in the public sector which is the direct function of accountability that it is rather unfortunate that the level of accountability experienced in the country is unacceptable due to weak accounting infrastructure, ineffective oversight bodies and the clog in the wheel of legal framework. The study recommended that Government should ensure that they create enabling environment for the development of professional Accountants and employed them in the civil service and that would be achieved by retaining the existing through motivation and attracting the new with good working conditions a proactive legislature and regulatory framework that should not only exist on paper but must be operational should be in place, thus giving the FRCN the operational right through adequate funding the provisions of 1999 constitution authorising review of audited report by PAC should be strictly adhered to with punishment spelled out for non compliance and also provide for the qualification of members of PAC. More so, there should be re orientation of members to encourage them to work in the public sector and the professional accounting bodies should motivate accounting students aspiring to be professionals while the civil society and organized labour unions should help create a more vibrant civil society so that they can balance the effects of bureaucratic actions. This study determined the relationship between discretionary accruals, non discretionary accruals, on return on investment. Data for this study were obtained from secondary sources only. The study adopted an ex post facto research design. The secondary data were obtained from annual reports of 22 listed banks in Nigeria Stock Exchange. The sample banks were obtained using the stratified sampling technique while the sample size was obtained using the random sampling technique. The variables that were considered in this study are financial reporting quality and corporate performance, which were represented by the effect of discretionary accruals, and non discretionary accruals on return on investment. Data analyses were carried out using Ordinary Least Square statistical tools with aid of E view 9 and the level of significance used to test the hypothesis was 5 . The findings show that there is negative but significant relationship between discretionary accruals, non discretionary accruals and return on investment. Based on the findings, the study recommended that management of listed banks should ensure that they adopt best practices in financial reporting like Automated financial reporting solutions because there is direct relationship between abnormal accruals and return on investment. In two relatively short articles, Michael Parry first proposes a definition of the modified cash basis of accounting and then describes the four dimensions of public financial management. We welcome this approach of relatively short articles addressing key issues in governmental financial management and would encourage other authors to follow Michael’s example in future issues.
We welcome the decision by the International Public Sector Accounting Standards Board (IPSASB) to review the Cash Basis IPSAS, but we are reminded of the story of the pedestrian who was asked by a motorist for directions, and replied, “If I was you I wouldn’t start from here...”.

This research aimed at analyzing the influence of strategic Capital structure practices on financial performance of manufacturing companies using evidence from Kenya’s sugar industry. The following specific objectives were addressed by this study: to assess the influence of strategic capital structure practices on financial performance of sugar Manufacturing companies in Kenya, and to determine the influence of Board structure as a moderating factor on the financial performance of sugar manufacturing companies in Kenya. This study was guided by Capital structure Model and agency theory. This research adopted a descriptive research design in which a census of all the targeted population of 12 manufacturing companies jointly from sugar manufacturing industry were drawn from a list of 800 manufacturing companies in Kenya, whereby a proportionate random sample of 109 employees were interviewed from all the 12 sugar manufacturing companies in Kenya. Questionnaires were administered as the main tool of data collection whereby 102 questionnaires were collected representing a 93.6% response rate. Descriptive statistical techniques were applied to describe application of strategic financial management practices in the sampled manufacturing companies which were sugar manufacturing companies in this study. Inferential statistical techniques such as Correlation analysis and regression analysis were applied to test the hypotheses of association and differences. Gathered data was processed by computer and the Statistical Package for Social Science (SPSS) which was the main computer software that was utilized in data analysis. The strategic capital practices’ null hypotheses were rejected implying a significant effect on financial performance. Board structure was found significant implying board structure as a moderating value has a significant effect on financial performance. It is therefore recommended that it is important for firms to mix their capital structure in order to diversify their finances. This study suggests the need for further research on other economic factors besides capital structure management practices that influence the financial performance of sugar manufacturing companies and other companies.

There has been perceived weakness deeply rooted in corruption in the accountability of government fund as experienced in all facets of Nigeria public sector and consequential waste of national resources, loss of human capital and decay of economic infrastructure within the economy. It is evident that the people electorates are in a bad position and suffering socio economically because of the lack of integrity and accountability in governments around the world, Nigeria in particular. This study empirically analyse the effective performance and accountability reporting challenges in the public sector of the Nigerian economy. 138 questionnaires were administered to the respondents but only 125 were returned comprising 24 Directors and 55 Accountants Auditors of Finance and Account from Ministries Ministerial departments 79 and 46 Accountants Auditors from LGAs , thereby representing ninety percent 90.6 of the population and the data generated for this study were analysed using simple percentages, Z test and Pearson Product Moment Correlation Coefficient via the Statistical Package for Social Sciences SPSS, 20.0 version. The result shows that accrual basis of accounting significantly promote more effective performance and accountability reporting in Nigeria Public Sector and that there is significant relationship between improved accountability and performance reporting in Nigeria Public Sector and professional accounting bodies. The study concluded that the basic fundamental way for economic development is financial discipline and elimination of wastages of national resources in the public sector which is the direct function of accountability that it is rather unfortunate that the level of accountability experienced in the country is unacceptable due to weak accounting infrastructure, ineffective oversight bodies and the clog in the wheel of legal framework. The study recommended that Government should ensure that they create enabling environment for the development of professional Accountants and employed them in the civil service and that would be achieved by retaining the existing through motivation and attracting the new with good working conditions a proactive legislature and regulatory framework that should not only exist on paper but must be operational should be in place, thus giving the FRCN the operational right through adequate funding the provisions of 1999 constitution authorising review of audited report by PAC should be strictly adhered to with punishment spelled out for non compliance and also provide for the qualification of members of PAC. More so, there should be re orientation of members to encourage them to work in the public sector and the professional accounting bodies should motivate accounting students aspiring to be professionals while the civil society and organized labour unions should help create a more vibrant civil society so that they can balance the effects of bureaucratic actions. This study determined the relationship between discretionary accruals, non discretionary accruals, on return on investment. Data for this study were obtained from secondary sources only. The study adopted an ex post facto research design. The secondary data were obtained from annual reports of 22 listed banks in Nigeria Stock Exchange. The sample banks were obtained using the stratified sampling technique while the sample size was obtained using the random sampling technique. The variables that were considered in this study are financial reporting quality and corporate performance, which were represented by the effect of discretionary accruals, and non discretionary accruals on return on investment. Data analyses were carried out using Ordinary Least Square statistical tools with aid of E view 9 and the level of significance used to test the hypothesis was 5 . The findings show that there is negative but significant relationship between discretionary accruals, non discretionary accruals and return on investment. Based on the findings, the study recommended that management of listed banks should ensure that they adopt best practices in financial reporting like Automated financial reporting solutions because there is direct relationship between abnormal accruals and return on investment. A questionnaire survey was employed to collect primary data. The questionnaires were distributed by hand and
some were emailed. Results of the survey were reported and customer suggestions and concerns were noted.
Secondary data was obtained from the financial statements as well as operational reviews available on the
website. Data was analysed and it was discovered that the company has revolved significantly and its
performance has improved over the years. However, it was highlighted that a lot still needs to be done.
Therefore recommendations to pave way for future studies have been suggested.
Forensic Accounting and Integrated Financial Reporting of Banks using HausmanIJAEMSJORNAL
This study examined forensic accounting and integrated financial reporting of listed banks in Ghana. The study aimed to examine forensic accounting effects on the integrated financial reporting of the listed banks. Its specific objectives determined the impact Litigations, Claims, Fraud cases reported, Cost of forensic investigation and Non-performing loans (LCFCN) have on integrated financial reporting variables such as corporate social responsibility – CSR. Integrated financial reporting (IFR) is the dependent variable while forensic accounting (FA) is the independent variable. In line with these stated objectives, five research questions and five hypotheses were formulated and it adopted the ex-post facto research design. The population of study constitutes 24 listed banks in Ghana, only 8 listed banks was selected through a purposive sampling. The data for the study was purely secondary and sourced from related books of the banks via Central Banks bulletin (Ghana), African financials and banks reports for a period of 16years from 2004-2020. Moreover, data were analyzed using the descriptive statistics, the Shapiro -Wilk test for a diagnostic check for normality and a combination of the panel regression analysis with the Hausman test which aided appropriately specification whether the analysis should be done with a fixed effect or random effect model of which the fixed effect was used for the interpretation at (P 0.050 < 0.10). In nations analyzed, the results among others demonstrated that forensic accounting and integrated financial reporting were statistically significant at 1%, 5%, and 10% as claims is positive and have significant effect on CSR (β = 64687.53, P<0.10); Non-performing loans is statistically significant and had a negative effect on CSR (β = -2.934, P= 0.054 @ 0.10). The study hence concludes that the effective implementation of forensic accounting had a constructive and significant effect on the integrated financial reporting of listed banks in Ghana. The study recommends among others that the apex banks should mandate banks to incorporate forensic accounting when reassessing their employability skill set, report production, debt administration and management, and portray fairness virtue in their reporting system so as to attract more investment and positive public image.

The study applied ex post facto research design. Two research questions were raised for the study and two hypotheses were formulated. The statistical package for social science SPSS is used to test the hypotheses. The result showed that there is positive and correlative relationship between window dressing of accounts and quality of Corporate Reporting of Quoted Banks in Nigeria. The study therefore, among others, recommended that there should be one set of global financial reporting standard by all operators of financial statements which must be effectively monitored. This paper examined Financial Management Reforms and its Effect on Curbing Financial Corruption in Nigeria Public Sector. A survey design was adopted in the study and a sample of three hundred and twenty four 324 respondent which consist of Accountants and Auditors from Anambra state MDAs. The variables used for this study consists of dependent and independent variables. The dependent variable for this study is financial management reform proxy as IPSAS, TSA, IPPIS, and GIFMIS. The data generated were subjected to different statistical tests such as descriptive statistics, correlation analysis, jargua Bera normality test, and auto correlation test. The data gathered were finally analyzed using Ordinary Least Square OLS regression analysis. The study found that International Public Sector Accounting Standards IPSAS and Treasury Single Account TSA , when tested as standalone variables was found to be positively and statistically significant in curbing financial corruption. While Integrated Payroll and Personnel Information System IPPIS and Government Integrated Financial Management Information System GIFMIS when tested as standalone variable was found to be positively but insignificantly and negatively but insignificantly curbing financial corruption respectively across public sector in Nigeria. Meanwhile, the t statistic result of the interaction among these variable showed that their combination can go a long way in curbing financial corruption. The study recommends that, There should be Effective efficient monitoring, upgrading and sustenance of IPSASs, TSA, IPPIS and GIFMIS in the public sector, if Nigerian government is actually sincere and serious about tackling corruption in the country and stop cases of financial mismanagement, teaming and lading and prepare financial statements that could make full disclosure of every material facts and figures. This study examines the effect of the Fiscal Responsibility Act on budgeting and accountability practice in Nigeria's Fourth Republic. Specifically, the study determines the relationship between the pre and post effect of the Reform Act to ascertain if there is any significant difference in the management of the nation's fiscal operations. The study made use of secondary data obtained from the Central Bank of Nigeria Annual Reports and Accounts, the Central Bank Nigeria Statistical Bulletins and report of the Accountant General of the Federation as audited by the Auditor General of the Federation for the period under study. Six research questions and seven hypotheses were formulated to guide the study. The data generated for this study were presented in tables, graphs and mean scores and analyzed using the Statistical Package for Social Sciences version 22. The hypotheses were tested using the T test of difference and the Pearson Correlation r . Results revealed among others that the number of months of default on the publication of Federal Government Audited Accounts was reduced in the post Fiscal Responsibility Act era. Again, there is a significant negative trend in the mean corruption index after the introduction of the Act and that actual capital expenditure is more closely related to capital expenditure budget in the post than pre Fiscal Responsibility Act period. Based on the findings, we recommended that budgeting and accountability practice should be made more proactive by imbibing the culture of timely auditing and reporting standards as stated in sections 49 and 50 of the Fiscal Responsibility Act, 2007. Accounting function aims at providing accurate and sufficient accounting information to facilitate proper financial reporting and management performance. Accounting information is usually in the form of periodic or annual financial statements which are products of costing, financial and management accounting prepared for the benefit of a number of external interest groups. Accounting has its roots in the stewardship approach and as a management performance tool to guide the agent and the principal over the exact status of the going concern. Accounting function also involves financial statement analysis, interpreting the accounts by computing and evaluating ratios which relate pairs of financial information or items with one another. This analysis of ratios can be cross-sectional comparing the results of one company with another or trend. In doing so close attention is usually paid to profitability ratio to help keep pace with effective management performance. The exploratory research design was adopted for the study and result showed positive correlation between accounting function and management performance. The study was not exhaustive, therefore, further study should examine the relationship between audit failure and business failure as a matter of finding a solution to the problem. It was recommended that management should always carefully study audit reports to enhance decision making and management performance.

Similarly, IOSR-JEF has little interest in empirical papers that do not explain the model's theoretical foundations or that exhausts themselves in applying a new or established technique (such as cointegration) to another data set without providing very good reasons why this research is important.
The study examined the effect of fair value accounting on predictive power of earnings of listed Deposit Money banks (DMBs) in Nigeria. Fair value accounting has been a subject of serious concern in corporate finance and accounting literature following the adoption of International Financial Reporting standards. Data were collected from all the fifteen DMBs listed on the Nigerian stock exchange between 1st January 2011 and 31st December 2015. In analyzing the collected data, the study adopted descriptive statistics, correlation analysis and a panel multiple regression analysis to identify the possible effects of fair value accounting on predictive power of earnings. The results revealed that fair value accounting significantly enhances earnings predictability. The results further established that where as fair value hierarchy level one does not significantly enhance earnings predictability of listed DMBs in Nigeria, level two and three was found to be negatively and significantly influencing earnings predictability. This implies that level two and three significantly reduces earnings predictability of listed DMBs in Nigeria. Therefore, it is recommended that Financial Reporting Council of Nigeria should develop valuation guidelines that must be followed enhance reliability of fair value measurement in Nigeria.
Risk management in banks is a crucial issue mainly in Islamic banks. This study seeks to examine the impact of the incomes of mudharaba and musharaka on the relationship between risk and performance, which is measured by ROAA. This study employs unbalanced panel data regression analysis of Ordinary Least Squares method, from 16 Islamic banks from different countries over the period 2012 to 2015, which was processed by the software stata13. The results show that the income of Sharing of Losses and Profits (PLS) products (mudharaba and musharaka) has a moderating effect particularly on the relationships between performance and liquidity risk, and operational risk. However, it has no moderating effect on the relationship between performance and market risk. This study helps to enrich the literature with new models that can help bankers and Islamic finance students to get ideas and make relevant decisions in terms of investment.

Plants growing in arid regions have elicited increased attention, because the hostile environment, in which these plants survive, forces them to develop chemical protective systems through adaptation which is rarely found in vegetation of other ecosystems. Furthermore, many of the plants grow in areas, where the dependence on traditional, plant based medicines over industrially produced pharmaceuticals persists to this day. The two plants, Calotopris Procera giant milkweed, also named C. Persica and Calotropis gigantea crown ower , have been used widely in traditional medicine in North Africa, the Middle East, and South and South East Asia. This has led to extensive research on the chemical constituents of the plants. Both plants are known to be sources of cardenolides, and newer research has yielded a number of interesting cancer active constituents. In addition, extracts of both plants have remarkable nematocidal, molluscidal and insecticidal activities. In many regions, the wood of Calotropis plants has been used as a building material and as a source of fuel. In addition, certain parts of the plants have been used as feed for livestock. This research study is geared on determining the triumphs and struggles of criminology educators. Included on the aim is to know their experiences and story being considered as teacher by accident. A qualitative research design was applied in this study. Researchers conducted a personal interview with the respondents with the aid of a guide questions which all points to main issue of this study. The findings of the study revealed that out of seven respondents, four are on the age bracket of 21 to 25 years old, two respondents are on the age bracket of 26 to 30 years old and a single respondent is on the age bracket of 36 to 40 years. Most of the respondents find enthusiasm in teaching and are aware that there is a need for them to proceed in post graduate studies for them to have a considerable salary. As to financial stability, only 1out of 7 considers herself as financially stable. The rest are saying that as of the moment, they are not yet financially stable basing on the rate of their salary. Qualification matters a lot in the field of academe because this was being shared by one of the respondents who considers herself as financially stable. The aim of information retrieval systems is to retrieve relevant information according to the query provided. The queries are often vague and uncertain. Thus, to improve the system, we propose an Automatic Query Expansion technique, to expand the query by adding new terms to the user s initial query so as to minimize query mismatch and thereby improving retrieval performance. Most of the existing techniques for expanding queries do not take into account the degree of semantic relationship among words. In this paper, the query is expanded by exploring terms which are semantically similar to the initial query terms as well as considering the degree of relationship, that is, “fuzzy membership- between them. The terms which seemed most relevant are used in expanded query and improve the information retrieval process. The experiments conducted on the queries set show that the proposed Automatic query expansion approach gave a higher precision, recall, and F measure then non fuzzy edge weights. A New Proposal for Smartphone Based Drowsiness Detection and Warning System f...YogeshIJTSRD
This paper proposes a Smartphone based system for the detection of drowsiness in automotive drivers. The proposed system uses three stage drowsiness detection technique. The first stage uses the percentage of eyelid closure PERCLOS which is obtained by capturing images with the front camera of the Smartphone with a modified eye state classification method. The system uses near infrared lighting for illuminating the face of the driver during night driving. The second step uses the voiced to the unvoiced ratio VUR obtained from the speech data from the microphone, in the event PERCLOS crosses the threshold. The VUR is also compared with a threshold and if it is a value greater than that of the threshold, it moves on to the next verification stage. In the final verification stage, touch response is required within the stipulated time to declare whether the driver is drowsy or not and subsequently sound an alarm. To awake the driver, a vibrating mechanism is done and also the live GPS location is also sent to an emergency contact. We have studied eight other reference papers for the literature review. The system has three advantages over existing drowsiness detection systems. First, the three stage verification process makes the system more reliable. The second advantage is its implementation on an Android smart phone, which is readily available to most drivers or cab owners as compared to other general purpose embedded platforms. The third advantage is the use of SMS service to inform the control room as well as the passenger regarding the loss of attention of the driver. Now a days with the rapid development of multimedia technologies, research on safety and security are becoming more important. Multimedia data are generated and transmitted through the communication channels and the wireless media. The efficiencies of encryption based on different existing algorithms are not up to the satisfactory limit. Hence researchers are trying to modify the existing algorithm or even develop new algorithms that help to increase security with a little encryption time. Here in this paper, we have furnished a new technology to modify the AES algorithm which gives more security with a little encryption time and which can be used to encrypt using 128 bit key. Theoretical analysis on the proposed algorithm with the existing reveals the novelty of our work. Here we have proposed a technique to randomize the key and hidden the key data into an encrypted digital image using the basics concept of cryptography and also using the concept of digital watermarking, the concept of key hide has also been encrypted. We have also proposed a new technique to reposition the pixels to break the correlation between them. So, the proposed scheme offers a more secure and cost effective mechanism for encryption. Next on the AES criteria list good performance. Widespread market adoption will require reasonably good performance on a variety of platforms, ranging from easy tocrack smart cards to the largest servers. Theorigin of Phyllanthus niruri is tropical America from there it spread as a weed to other tropic and sub tropics. It is a tropical annual herb shrub which grows as weed in moist humid waste land. Phyllanthus niruri is among more than 500 Phyllanthus species that are widely spread in temperate and tropical climates region Lizuka et al., 2007. It grows 30 40 cm in height, has small leaves and yellow flowers the stem has green capsule, and blooms with flowers with 5 white sepals and apical acute anther.38g of Mueller Hinton Agar was dissolved in 1000ml distilled water in a conical flask, the mouth of the conical flask was plugged with cotton woo wrapped in aluminium foil. This was sterilized in an autoclave at 121oC for 15mns. The media was removed and allowed to cool to 45oC, later poured into a sterilized plastic petri plates which were appropriately labeled. The present study revealed the antimicrobial activity and phytochemical screening of phyllanthus niruri. The antimicrobial activity of phyllanthus niruri shows great significant against pathogens which are responsible for common infections of skin, respiratory, urinary and gastrointestinal tracts. The phytochemical screening of oxalate, terpenoids, tannins, phenols, quinones, flavonoids, alkaloids, saponins and steroids were all found to be active within the plant. This bioactive phytochemicals present in P. niruri can be useful for further researches on the plant P. nururi since the phytochemicals have shown preclinical efficacies for treating human diseases’ which include hepatitis and HIV AIDS. Stressful life events affects human body, which may lead to cardiovascular diseases and effect metabolism and immune system. Recent studies showed increase in stress levels in developing countries. This study aimed to determine the stress levels in MBBS students. The objectives of the study are a To determine the current stress level, b To assess relation between stress level and lifestyle of college students. The present study was carried out in Ahmedabad City of Gujarat State. A total of 400 medical students were included in the study, which were selected using multi stage sampling aged between 18 years to 25 years. Students were questioned regarding their socioeconomic and life style parameters. The results showed that physical activity such as walking, exercise, yoga, meditation etc. were associated to stress levels. College students showed high stress levels with more satisfaction were mostly smokers. Their major reason for eating junk food and smoking was, increase in stress. Conclusion Majority of students suffered from moderate stress levels. Despite of having stress they were happy and satisfied with life with less no internet addiction. Spirituality and stress scales had a positive correlation as most of the students were averagely highly spiritual. Discriminant function can be used to determine the stress level of a person using age, BMI, internet addiction, spirituality, happiness scale and life satisfaction scale of that person. Jayshree N. The study sought to determine the extent to which the usage of social media in the marketing of agricultural products in South West Nigeria can enhance farmers turnover. It employed the survey research design to collect data with the help of a structured questionnaire to elicit information from respondents selected from six 6 south western states. Research data were analysed using structural equation modelling. The results showed that the use of social media WhatsApp and Facebook in marketing of agricultural products significantly enhances farmers turnover. The managerial implication is that use of Whatsapp and Facebook in the marketing of agricultural products for the enhancement of farmers’ turnover was found to have significant influence on the enhancement in farmers’ turnover from agricultural products. Policy makers in government should provide the enabling environment for the telecommunication companies to enhance their reach by installing their facilities across the length and breadth of the country so that the network coverage will be strong at all times so that the benefits of social media usage will not be constrained. The severity and mortality of COVID 19 cases has been associated with the Three category such as vaccination status, severity of disease and outcome. Objective presently study was aimed to assess the severity and mortality among covid 19 patients. Methods Using simple lottery random method 100 samples were selected. From these 100 patients, 50 patients were randomly assigned to case group and 50 patients in control group after informed consents of relative obtained. Patients in the case group who being died after got COVID 19 whereas 50 patients in the control group participated who were survive after got infected from COVID 19 patients. Result It has three categories such as a Vaccination status For the vaccination status we have seen 59 patients were not vaccinated and 41 patients was vaccinated out of 100. b Incidence There were 41 patients were vaccinated whereas 59 patients were not vaccinated. c Severity In the case of mortality we selected 50 patients who were died from the Corona and I got to know that out of 50 patients there were 12 24 patients were vaccinated whereas 38 76 patients were non vaccinated. Although for the 50 control survival group total 29 58 patients were vaccinated and 21 42 patients was not vaccinated all graph start. Conclusion we have find out that those people who got vaccinated were less infected and mortality rate very low. Bituminous mixes are most commonly used all over the world in flexible pavement construction. It consists of asphalt or bitumen used as a binder and mineral aggregate which are mixed together, laid down in layers and then compacted. Under normal circumstances, conventional bituminous pavements if designed and executed properly perform quite satisfactorily but the performance of bituminous mixes is very poor under various situations. Today’s asphaltic concrete pavements are expected to perform better as they are experiencing increased volume of traffic, increased loads and increased variations in daily or seasonal temperature over what has been experienced in the past. In addition, the performance of bituminous pavements is found to be very poor in moisture induced situations. Considering this a lot of work has been done on use of additives in bituminous mixtures and as well as on modification of bitumen. Research has indicated that the addition of polymers to asphalt binders helps to increase the interfacial cohesiveness of the bond between the aggregate and the binder which can enhance many properties of the asphalt pavements to help meet these increased demands. However, the additive that is to be used for modification of mix or binder should satisfy both the strength requirements as well as economical aspects. All teachers also create their own materials, whether a few sentences on a blackboard, a highly-structured fully-realised online course, or anything in between. Despite this, the knowledge and skills needed to create effective language learning materials are rarely part of teacher training, and are mostly learnt by trial and error.
Knowledge and skills frameworks, generally called competency frameworks, for ELT teachers, trainers and managers have existed for a few years now. However, until I created one for my MA dissertation, there wasn’t one drawing together what we need to know and do to be able to effectively produce language learning materials.
This webinar will introduce you to my framework, highlighting the key competencies I identified from my research. political and economic stability. Financial reporting ensures
prudence, reduce waste, and improve the quality of
governance by ensuring spending efficiency, effectiveness
and transparency especially spending on health care,
education, transport, and infrastructure. Financial reports
ensure compliance to accounting principles, enhance fiscal
discipline, unite system efficiencies, improved control over
scarce resources and provide more relevant information for
users ‘decision making.
This study identified public corporations in Nigeria with a
mix of commercial entity that generates revenue and
incurred cost for Nigerian but are non-profit oriented
government owned entities with similar traits to the private
counterparts.The objective is to find out any unethical
creative accounting practices thatwill ontheoutsidepresent
a sound financial position but on the inside a negative
outlook.
SOME THEORETICAL CONCEPTS AND ISSUES
This study was guide by several theories that provided
theoretical arguments on some key concepts of the work.
This study settles in with the Public Interest Theory;
Stakeholder's Theory associated with Ansoff in 1965 in
alignment with the objective of public corporations
examined; and the Positive Accounting Theory associated
with Watts and Zimmerman in 1978 and 1986 respectively
which will help the public corporations plan into the future.
This study considers the public interesttheory inthecontext
of accounting regulation. It provides analysis of context
within which the setters of accounting standards operate.
The establishment of accounting standard and the act of
standard setting is political, not just economical. The
stakeholders’ theory attempts to provideexplanationforthe
structure and operations of a corporation with regards to
accounting information provided to meets the needs of
stakeholders (Omoro, Adudu, & Okiro, 2014). Zimmerman
and Watts (1978) attempt to explain in their paper towards
a positive theory of determination of accounting standards,
that management’s attitude towards accounting standards
will be influenced by the effect thestandards willhaveon the
cash flow of a corporation. For several hypothetical reasons,
fund managers may decide to choose particular accounting
method over the other with the objectives ofthecorporation
in view.

EMPERICAL REVIEW
In 2010, Christiaens, Van-Cauwenberge, Rommel, and
Soederberg gave an insight into IPSAS framework on
implementing Whole Government Accounts(WGA). In their
paper, they argued that IPSAS reflects a business-like
perspective which can result in certain definite
improvements such as reporting a fair view. The study also
further noted that it may be however assume a position
where it is difficult to capture specific governmental
features, particularly when considering statistical bases of
financial reporting. In the face of the publicsectorlandscape,
IPSAS is still relatively new general and accounting reform
which has introduced a new public management system.
Bringing a business-like view into government, the
traditional cash accounting had to be changedtotheaccrual-
based accounting system. It is expected there will be an
increase in financial transparency and accountability in
government where the concept of consolidation is taken
over and weaknesses and strength of the accrual accounting
in government are worked upon (Christiaens & Rommel,
2008).The Whole Government Accounts (WGA) issue is
aimed at improving entities managerial efficiency,
accountability, and macro-economic policy-making process
(Chow, Humphrey, and Moll, 2007). The objectives of IPSAS
as a framework take into consideration the need for:
1. Transparency
2. A better understanding of thegovernmentalmarket
and non-market activities and
3. Understanding oftherelationshipbetweenfinancial
statements vs. statistical bases offinancial reporting
Watts and Zimmerman (1990) in their literature noted that
creative accounting can positively influence a corporation
when accounting practices and guidelines provided are
positively adhered to. The flexibility of the use of accounting
regulations or standards can be a tool for addressing critical
situations in a corporation (Shah, Butt,& Tariq, 2011). The
practice of reporting revenue and concealing cost incurred
for the period allows public corporation to report high
revenue generation for the period. Heally and Wahlen
(1998) with DuCharme, Malatesta and Sefcik, (2004)
supported this assertion in their study. In the study they
postulated that increasing revenueincomeby accounting for
expected income now and accruing costforthefutureallows
the corporation report higher revenueincomethanitshould
be or otherwise. This was earlier postulated by Beidlemen
(1973) when he submitted that corporations’ write-offs are
more when new management takes over blaming the
immediate past management and relieving future charges
but retaining overstatedaccruals toachieveearnings goals in
the near future. Management self interest to meet
government target either for revenue target or any other
pressure can lead to this kind of report. This could further
lead to wrong economic decisions, deceit of users of such
financial information and stakeholders. Grasso, Patricia and
Richard in their article titled ‘the ethics of earnings
management: perceptions after Sarbanes-Oxley’ in 2009
agreed that when creative accounting practices misleads or
deceives financial information users, it becomes illegal,
unethical and immoral practice.
Accounts handlers and auditors are very important in
improving financial reporting quality especiallyinthepublic
corporations. Study has shown that where Auditors and

are minimized (Yadav, 2013). External professional
involvement in a financial report increases reportcredibility
and public confidence. External auditors improves creative
accounting practices by reducing negative tendencies and
increase positive ones thereby ensuring accuracy, efficiency
and reducing fraudulent acts (Kassem, 2012).
Manipulative behaviours are encouraged most times by
decision makers of public corporation such as the Directors
and Head of Ministries, Departments and Agencies.
Management of agencies in problem,underpressuretomeet
targets and financial fraud to cover sometimes indulges in
unethical practices of creative accounting to hide financial
manipulations or mislead regulatory authorities (Diana &
Beatrice, 2010; and Amat & Gowthorpe, 2004). Asuquo
(2011) in his study believed that business entities are
surrounded with various situations and depending on the
situation, operators of financial statements indulges in
creative accounting practices to meet the situation demand.
METHODOLOGY
Most research conducted on related topic are targeted atthe
private profit oriented firms and not public corporation as
this. This research work uses the secondary data and relied
on qualitative method of analysis. Thesimple Ordinary Least
Square regression was used using the Statistical Packagefor
the Social Sciences (SPSS) software. This was used
specifically to determine the impact of creative accounting
practices on financial reporting quality.

H1: The extent of disclosure of revenue and cost has
significant impact on financial reporting quality
H2: Auditor’s opinion has significantimpact onfinancial
reporting quality
H3: Disclosuretoexplainperiodic financial performance
management has significant impact on financial
reporting quality
H4: Details of notes and schedules to accounts has
significant impact on financial reporting quality
H5: The extent of compliance to standards has
significant impact on financial reporting quality

The overall score on each of all 5 operational items utilized in the study were tested as index quality variable tools for
assessment of the level of influences it has on financial reportingquality.A total oftenpublic corporations inNigeria ofrevenue
generation and cost incurring institutions were selected and used. Sixty Annual Reports were examined consisting of 30 for
2014 to 2016 as pre-IPSAS Old Accounting Standard Annual Reports and 2017 – 2019 as IPSAS-Based Annual Reports which
was carefully selected across all relevant public sector corporations in Nigeria.

Table 1 presents an overview of operational indicators showing mean, median and strength of indicators. The result showed
that all items of operational characteristics that determine financial reporting quality are all above average mean score of 2.5
except for periodic performance disclose having a score of 1.19 and compliance to standards of 2.27 in the old accounting
standard-based reports. Extent of Disclosure to which Revenue covers the Cost of Services provided in the Report had a
differential mean score and standard deviation of 1.50 ±0.14 in the IPSAS Annual Report above that of the Old Accounting-
based Annual Report. Auditor’s Opinion of Qualified / UnqualifiedReports inIPSAS basedreport alsorecordhigher meanscore
and standard deviation of 1.49 ±0.09 above the Old Standard.

The regression result of the linear function shows that the
co-efficient of the revenue - cost function, auditors’ opinion,
periodic financial performance management, notes and
schedules to accounts, and compliance to standards are
significantly positive for both pre-IPSAS (R = 0.706, R2 =
0.671) and post-IPSAS (R= 0.857, R2 = 0.815) reporting
regime. Unit increase in Financial ReportingQuality inpublic
corporation will lead to unit increase in RevCos by 0.76,
AudOpt by 0.523, PerMgt 0.415, NoSchA0.722 and ComStd
0.520 for the old accounting standard reporting period.This
also applies to the IPSAS based annual report result.
However, comparing the two regimes, the co-efficient
differential of revenue-cost function and notes & schedules
to accounts fell by 0.096 and 0.155 respectively. The
implications is that there is a significant complimentary
relationship between revenue – cost function and notes and
schedules to account as fall in one will lead to the fall in the
other. Creative accounting practices canbeadoptedto either
increase revenue or reduce cost to achieve management
goals.
On the other hand, the co-efficient AudOpt, PerMgt and
ComStd improved by 034, 0.167 and 0.175 respectively in
the IPSAS regime above that of the Old AccountingStandard.
The implication is that a favorable audit opinion aligns with
good financial performance management and complianceto
reporting standards.
Result Findings:
Changes in revenue-cost functionand auditors’opinionhave
significant impact on financial reporting quality. Revenue-
cost function and auditors’ opinion are key qualitative
operational characteristics and are fundamental to
corporations’ financial reporting quality. A positive shift in
revenue will improve the financial position of the
corporation positively and a shift in cost will lead to deficit.
Also, an unqualified audit opinion improves stakeholders’
and public confidence. Audit opinion has the ability to
improve public trust and goodwill which invariably will
result to a positive shift in corporation’s financial position.
Changes in periodic financial performance management,
notes and schedules to accounts, and compliance to
standards are enhancing operational characteristics that will
support the financial position of the corporation. A negative
shift in qualitative operational characteristics will lead to
negative shift in enhancing operational characteristics. The
enhancing operational measures further strengthen the
quality of financial reports generated in publiccorporations.
CONCLUSIONS AND RECOMMENDATIONS
Management is expected to appoint Consultants and
External Auditors that have integritytocheckmateorreduce
the negative creativeaccountingpractices.Attentions should
be given to source documents to ensure accurate, reliable
and actual financial data are captured in financial records.
Management must also encourage post audit review and
implement recommendations made to them by theauditors.
The issues of having sound financial position in public
corporations in Nigeria on paper and poor economic
output/realities must be checked and reduced to the barest
minimum. This will improve control and reduce corruption
tendency by management.
The study showed that adoption of IPSAS based report is
better than the use of the Old Accounting Standard based
report. From the study, Auditors’ Opinion,PeriodicFinancial
Performance Management, and Compliance to Standards
improve significant the Financial Reporting Quality. The
study will recommend IPSAS based reporting pattern for
Financial Reporting Quality improvement.
