Effectiveness is the reduction in recidivism rates; more specifically, the reduction in the likelihood to
be arrested for a new crime, or for committing a parole violation. Unlike research on the
implementation of DRC s, there is not a need for a more in depth look at the benefits of overcorwding
jails and increasing incarceration costs. Costs, as mentioned earlier, are significantly more than the
costs associated with the implementation of a DRC. In addition, the steady increase in occupants of
the RHRJ has lead to contracting out of beds at other jail facilities due to the lack of space and

the feasibility of administrative capcity. Unlike the staffing for the DRC, the staffing required for the

Several cost components factor into the traditional incarceration model. The figure that is commonly
discussed within the correctional system is the per day incarceration cost. It represents the amount of
funding necessary to house one inmate for one day at the RHRJ facility. According to Captain
Shortell, the per day incarceration cost for 2013 was $73.35, and there was a slight reduction for 2014
down to $72.33. These figures will be used in subsequent calculations to compare costs of the Day
Reporting Center to the traditional incarceration option. With an average per day incarceration
occupancy of 350 beds, the yearly figure for housing the inmates equals a staggering $9.24 million.

Research suggests that every year there are between 100,000 to 150,000 children born in the United
States with a genetic disorder or defect. This represents approximately 20% of infant deaths each year.
However, many of these children live to age well beyond the expectation, and some are enrolled in
hospice. According to Armstrong Daily and Zarbock (2001), The concept of hospice today is applied
to patients who are traveling through the final stages of their lives in effect seeking shelter and
comfort. Hence, the main focus of this program is to prepare families for the death of a loved one.

Even when hospitalized, parents must be prepared to fight for the right of their child to live because
many medical professionals give the impression that any effort would be useless. Many parents are
even willing to care for the child within the home but there are no resources available to assist with
care other than nursing. This should be a key area for concern as the patient is expected to live six
months in most cases and it is more than enough time to prepare for the child s death. When that time
has passed and the child is still progressing, one is only left to wonder the next step. At this point, time
spent creating memories with family should be top priority.
It is my recommendation that the health care community implement a network of resources for parents
who are not willing to accept and grieve but are willing to accept and fight to prolong the life of their
child. Resources and information should be readily available to assist with any type of services that
would bring relief for situations ranging from housing to therapy. Medical professionals also should be
required to take a course in patient relations giving some insight into the emotional turmoil that many
parents experience. This probably would change some parent s perception of the medical profession
because discretion and empathy would be used when providing information about the child s

Rectification of camera captured document images for Camera based OCR technology Abstract Due
to the rapid progress in digital cameras industry, camera captured documents becomes as another
possibility or choice for document capturing and understanding for OCR applications. However,
image quality degradations arising from the image acquisition process have severe effect on these
applications. The distortion results from digital camera may take the shape of skew, perspective
distortion or geometric distortion. We propose fully automatic preprocessing techniques to enhance
the digital camera captured images to improve the performance of OCR applications. Our algorithms
depend on the features of the text lines and letters and do not need any especial equipment.
Experimental results on a real camera captured images demonstrate 10~15 % enhancement in current
commercial OCR packages. 1. Introduction Textual content in books, newspapers and articles have
been traditionally digitized using scanners and read with the help of optical character recognition
(OCR). Recent technical advances in digital cameras have led the OCR community to consider using
them instead of scanners for document capture. Compared with the scanner, the digital camera is quite
easier to use, being able to capture images from any viewpoint. Cameras can be easily integrated with
portable computing devices such as PDAs, cell phones, or media players. Together, these factors
