1.1. General Introduction
Construction Industry is an industry which is involved in the planning,
execution and evaluation of all types of civil works.
CI Categories:
 Transport and Communication (Road, Railway, Airway, and
Telecommunication)
 Water and Energy Works; and
 Buildings and Other Physical Infrastructures
CI is among the leading industry in producing employment and
contribute to the overall national development (Current situation of
Ethiopia)
CI specially in developing countries like ETHIOPIA consumes much of
the national budget. (Almost 60%)
Ethiopian Construction Recent Trends
Roads Projects ( 43 Billion Birr in 5 yrs)
 Many road projects under the federal & regional state Road authorities
 Road to connect Addis to Adama
Hydropower and Wind energy Projects
 The Grand Ethiopian Renaissance Dam Project
 GilgelGibe I, II, and III, Tekeze, Tana Beles, Fincha-Neshe, etc.
 Wind energy (around Mekele& Adama)
Buildings projects
 Housing projects at federal & regional state level ( 400,000 houses ( 16 B Birr)
 The construction of universities and Many health centers
Water Supply and Irrigation projects ( 10.63 B Birr)

Inception and Feasibility
At this stage, the owner will hire consultant to formally design and
develop the concept into a practicable project.
Planning and Design Stage
At this stage, the consultant plans and designs the project based on the
owner’s requirement and the possible constraints.
Tendering stage
At this stage contractors are invited to offer their best technical and
financial offers as per the conditions and specifications depicted in the
contract document.

Bid Evaluation /Evaluation of Tenders
The bids are evaluated based on:
Compliance with the contractual terms and conditions
Correction of bid prices
Detailed analysis
Award of Contract
After the negotiations have been successful, the contract will be
awarded to the successful contractor. The formal steps might include;
Writing a letter of acceptance
Writing the letter to proceed with the works
Performance bond: 10% a guarantee that will do the job as per agreed

Construction stage
Here is where the actual execution of the works takes place as per
scheduled.
Commissioning and acceptance
Commissioning a process whereby the contractor makes sure that all
installed mechanical or electrical parts are operational. During
commissioning, therefore all such parts are run in the presence of the
client or his representative as per the conditions agreed.
Acceptance has two stages:
1. Provisional acceptance
2. Final acceptance

1. Provisional acceptance:
The client accepts the completed works on provision basis for a one
year period.
During this period, all payments except retention are paid.
The other option is to release the retention money and require for a
bank or insurance security.
2. Final acceptance:
At this stage the owner completely accepts the works executed and
the retention money is released to the contractor.
But, if the client found out some construction default during this
period, he can oblige the contractor to work out that default or the
client himself works it out from the retention money.

General Introduction Construction Industry is an industry which is involved in the planning, execution and evaluation of all types of civil works. CI Categories:  Transport and Communication (Road, Railway, Airway, and Telecommunication)  Water and Energy Works; and  Buildings and Other Physical Infrastructures CI is among the leading industry in producing employment and contribute to the overall national development (Current situation of Ethiopia) CI specially in developing countries like ETHIOPIA consumes much of the national budget.   • 14. Inception and Feasibility At this stage, the owner will hire consultant to formally design and develop the concept into a practicable project. Planning and Design Stage At this stage, the consultant plans and designs the project based on the owner’s requirement and the possible constraints. Tendering stage At this stage contractors are invited to offer their best technical and financial offers as per the conditions and specifications depicted in the contract document. 14 cont’d
  • 15. Bid Evaluation /Evaluation of Tenders The bids are evaluated based on: Compliance with the contractual terms and conditions Correction of bid prices Detailed analysis Award of Contract After the negotiations have been successful, the contract will be awarded to the successful contractor.   • 16. Construction stage Here is where the actual execution of the works takes place as per scheduled. Commissioning and acceptance Commissioning a process whereby the contractor makes sure that all installed mechanical or electrical parts are operational. During commissioning, therefore all such parts are run in the presence of the client or his representative as per the conditions agreed. Acceptance has two stages: 1. Provisional acceptance 2. Provisional acceptance: The client accepts the completed works on provision basis for a one year period. During this period, all payments except retention are paid. The other option is to release the retention money and require for a bank or insurance security. 2. Final acceptance: At this stage the owner completely accepts the works executed and the retention money is released to the contractor. But, if the client found out some construction default during this period, he can oblige the contractor to work out that default or the client himself works it out from the retention money. 17 cont’d
