- Risk Assessment and monitoring
- Active DRR (prevention):
- In the last decade, several Meuros were invested in:
- Provincial road network: about 2.700 km
- High schools building estate: about 80 buildings (the “Safe-Ecologial
Schools” program)
- Manteinance and requalification inteventions on the hydraulic river
network and on the regional forest heritage (in cooperation with the
Basilicata Region)
- “Non-structural” DRR (prevention):
- Preparedness, trainings, information campaigns, drills, participation in
interregional cooperation projects (mostly EU co-funded), etc.

Philosophy
Resilience needs important innovation from the key actors and
stakeholders of local land-use policies: policy makers, municipalities,
communities and citizens
Motivational lever
By implementing Resilience (i.e adopting a “new way of living” in
urban/territorial context), local communities may benefit of specific
advantages and opportunities (from economic, social, cultural,
environmental, etc points of view)
Expectations
The local context can play a fundamental role in this change of
direction

Contents:
Application of new living models based on a better land use and
government that combine sustainable development and territorial
safety (towards risks and climate change injuries)
A reduction process of the system’s vulnerability and of the exposure of
the population and goods to the territorial risks and climate change by
the combination of different structural and non-structural actions to be
applied at local/urban/community/citizen levels:
1. resilient and sustainable urban planning
2. renovation and performance enhancement of the built environment
3. better use and protection of natural resources including land

Methodology
1. The “Institutional” channel (institutional commitment)
The TCP provides guidelines, directives and recommendations to be followed
by the Municipalities in land-use planning activities.
During the land-use planning processes, Municipalities are required:
- to demonstrate the compliance with the safety
requirements of higher-level plans and tools;
- to accompany land transformation interventions by
multi-risk and opportunity assessments demonstrating
the improvement of the overall situation and
convenience of the planning choices with respect to risk
prevention and mitigation;
- to accompany the overall land-use planning proposal by
analysis and assessments showing how “Resilient” is the
intervention and the actions to be performed for
assuring this requirement.

Methodology
2. The “Supportive” or “Cooperative” channel (strategic “subsidiary”
approach)
The interaction is addressed to policy makers, municipalities, communities and citizens, and
is based on:
- Structured institutional partnership and wide
participation in decision-making processes
- Exchanging experiences and knowledge
- Facilitating implementation of best-practices
- Providing support and cooperation in the
experimentation of new land-use and development
policies with a subsidiary approach
- Up/down-scaling the local territorial issues by
working at a wide-area supra-municipal level
- Exploring and setting up measures encouraging new
forms of investments (private) for DRR in urban areas
- Promoting, facilitating, encouraging and
experimenting PPP and PPPP at local level

• Building comprehensive and multi-level scenarios (also by using probabilistic
approaches)
• using open-source, open-data and crowdsourced systems
• ensuring data organization, availability and accessibility to wider public
– Education & Training:
• more skills needed to the local key-actors involved in land-use planning and
government policies
• more education to the communities;
• more emphasis on the socio-cultural aspect: raising communites’ awareness

• improving participation of communities in decision-making processes
– Policy:
• need for a major “ground” empowerment (communities, municipalities and Local
Authorities), providing also for pro-active communities’ involvement in decision-
making processes
• need for an improved dialogue among and between the local/regional/national
institutional and non-institutional apparatus
• networking (by using both cooperative and subsidiary approaches)
• involvement of the private sector (Public-Private and Public-Private-Population
Partnerships) in resilient and for Resilience investments
• enhancing communities risk awareness and related political will: this is

The “Institutional” channel (institutional commitment) The TCP provides guidelines, directives and recommendations to be followed by the Municipalities in land-use planning activities. During the land-use planning processes, Municipalities are required: - to demonstrate the compliance with the safety requirements of higher-level plans and tools; - to accompany land transformation interventions by multi-risk and opportunity assessments demonstrating the improvement of the overall situation and convenience of the planning choices with respect to risk prevention and mitigation; - to accompany the overall land-use planning proposal by analysis and assessments showing how “Resilient” is the intervention and the actions to be performed for assuring this requirement.
