As per the Economic Survey 2007-08, 93% of Indiaโ€™s workforce include the
self employed and employed in unorganized sector. The Ministry of Labour,
Government of India, has categorized the unorganized labour force under
four groups:
In terms of Occupation: Small
and marginal farmers, landless
agricultural labourers,, building
and construction workers, leather
workers, weavers, artisans, salt
workers, workers in brick kilns
and stone quarries, workers in
saw mills, oil mills etc. come
under this category.
In terms of Service
categories: Midwives,
Domestic workers,
Fishermen and women,
Barbers, Vegetable and
fruit vendors, News paper
vendors etc. belong to this
category
In terms of Specially
distressed categories: Toddy
tappers, Scavengers, Carriers
of head loads, Drivers of
animal driven vehicles,
Loaders and unloaders come
under this category.
In terms of Nature of
Employment Attached
agricultural labourers,
bonded labourers, migrant
workers, contract and casual
labourers come under this.
THEY DONโ€ŸT HAVE THE
SECURITY IIN JOB , MEDICAL
FACILITIES NEITHER DURING
AND AFTER EMPLOYMENT,
THEY ARE NOT GIVEN THE
BENEFITS LIKE THAT OF
DA,PENSION DUE TO WHICH
THEIR PRESENT AS WELL AS
FUTURE IS DOUBTFUL.

The latest report of the NSSO
uploaded casual workers in India
between 2004-05 and 2009-10
compared to that of the period
between 1999 โ€“ 2000 and 2004-05
very clearly shows that there is
significant increase in the number of
casual workers and decline in the
number of regular workers.
As per the latest estimation of a Sub-
committee of the National
Commission for Enterprises in the
Unorganized Sector (NCEUS), the
contribution of unorganized sector to
GDP is about 50% (NCEUS 2008)
NSSO Employment Data for 55th and
61st Rounds (for 1999-2000 and
2004-05 respectively) the NCEUS
(2007) explains that the country is
currently in a state of
โ€œinformalisation of the formal sectorโ€,
where the entire increase in the
employment in the organized sector
over this period has been informal in
nature

HAVING THE ROADSIDE STANDS.

TREATMENTS SO ULTIMATELY HAVE TO APPROACH UNPROFESSIONAL,CHEAP DOCTORS
UNLIKE THE GOVERNMENT SECTOR EMPLOYEES WHO ARE GIVEN DUE
COMPENSATION FOR HAVING PRIVATE AS WELL THE GOVERNMENT TREATMENT
DURING ILLNESS.
โ€ข 3. THEY ARE THOUGH EDUCATING THEIR CHILDREN IN GOVERNMENT SCHOOLS BUT
DUE TO LACK OF PROPER STUDIES THEY ARE FORCED TO SEND THEM TO TUITIONS
INSPITE OF HAVING VERY LESS INCOME.
โ€ข 4. THEY DONโ€ŸT HAVE ANY SAVINGS MAKING THEM WORRIED ABOUT THEIR OLD AGE
SECURITY OF INCOME.
โ€ข 5. THEY DONโ€ŸT GET THE FOOD BENEFITTS WHICH GOVERNMENT PROMISES TO
PROVIDE TO EVERY PERSON UNDER BPL.EVEN IF THEY GET, THEY ARE UNDERWEIGHT
OR KEPT DEVOID OF SOME MAIN ITEMS LIKE DAL,WHEAT.
โ€ข 6. THEY ARE VERY DEPPRESSED OF THEIR LIFE BECAUSE OF NO INCENTIVE,REGULARITY
OF INCOME INSPITE OF HAVING EXPERIENCE OF SO MANY YEARS.SO THEY WANT THE
SECURITY AND ASSURANCE OF INCOME TO FEEL MOTIVATED TO LIVE THE LIFE HAPPILY.
1.THE EMPLOYEES WORKING IN OFFICES IN CONTRACT BASIS-
A. They must be given a chance to get the full time employment as regular
on the basis of their experience of some fixed period with that organization so that
they can also get a chance of becoming a permanent employee after missing the
opportunity in eligibility period.
B. The Benefits Of Inflationary Incentives, Provident Funds, Retirement
Benefits Should Be Made Compulsory For Such Employees.
C. If Permanent Employees Are Retiring From A Particular Job, Then The
Employees Working On Contract Basis in that department Should Be The Priority While
Selecting At His Place On The Same Terms.
2. THE PEOPLE WORKING AS LABOURERS IN CONSTRUCTION OR BUILDING
WORK, CASUAL LABOURERS-
2A. CASUAL LAOURERS WORKING IN ANY WORK SHOULD BE GIVEN
THE STANDARD PRICE SET FOR THEM AND THAT HAS TO BE COMMUNICATED
THROUGH MEDIA EITHER TELEVISION,RADIO IN EVERY LANGUAGE IN EVERY
CHANNEL OF THE MEDIA.
2.B. PERSON WHO ARE EMPLOYING THAT LABOUER FOR THAT
CONSTRUCTION WILL BE RESPONSIBLE FOR WELL BEING OF THE LABOUR
THEY ARE EMPLOYING BY PROVIDING THEM MEALS FACILITY, LIVING AS
WELL AS MEDICAL FACILITY SO THAT THEY CAN WILL BE SAFE AND SECURE
DURING THE WORK.
2.C. EVERY EMPLOYER SHOULD ADMIT THEIR CHILDREN TO A SCHOOL
IN ORDER TO ENSURE THE EDUCATION THEY MUST BE GETTING AND
DEPOSIT RS.100 IN THE NAME OF THE WORKER โ€žS CHILDREN IN HIS /HER
BANK ACCOUNT SO THAT THEY CAN HAVE THE FACILITY OF TUITION IN
CASE THEY DONโ€ŸT FIND GOVERNMENT SCHOOLS WORTH IN EDUCATING
THEM.
2.D. EVERY EMPLOYER SHOULD KEEP THE TRACK OF THE WORKERS THEY ARE
EMPLOYING AND THE BANK ACOUNT THEY HAVE CREATED FOR THE BENEFIT
OF THAT WORKER IS PUT TO USE FOR THAT BENEFIT OR NOT.
3. THE RICKSHAW PULLERS AND THE ROADSIDE STALLERS-
3.A. ALL THE RICKSHAWS MUST BE PLACED AT A ONE PLACE IN EVRY COLONY
AND A RICKSHAW HEAD SHOULD BE MADE TO ORGANISE THEIR BUSINESS AND
THAT HEAD SHOULD BE CHANGED EVRY WEEK ON THE BASIS OF BEST
MANAGEMENT AND TARGETS ACHIEVED BY THEM. AND ALL RICKSHAW PULLERS
MUST BE INSTALLED WITH DIGITAL BOX CALLED AS SAWARI BOX WHICH WILL
SHOW HOW MANY SWARI(PASSENGERS) THEY ARE CARRYING IN A DAY. FOR
ONE DAY MAXIMUM MUST BE SET AS WELL MINIMUM SO THAT THEY CAN EARN
MINIMUM AMOUNT OF WAGES A DAY.IF ANY RICKSHAW FOUND TO HAVE NOT
COMPLETED THE TARGET THEN THE RICKSHAW HEAD(SHOULD BE MADE) WILL
GIVE PRIORITY TO THAT RICKSAW FOR THE NEXT DAY FOR THE NEXT
PASSENGERS.
3.B. THE RICKSHAW HEAD WILL BE GIVENA CHANCE TO SELECT THE BEST TO
RICKSHAWS IN EVRY WEEK THAT WILL GET THE FACILITY OF FREE MEDICAL AND
CLEANLINESS TREAMENT AT THEIR HOMES ABOVE ALL THE BEST RICKSHAW
AWRD SHOW MUST BE ORGANSED EVERY YEAR TO MOTIVATE THE RICKSHAW
PULLERS TO GO AHEAD IN THEIR JOB.
.C. THE STREET STALLERS CAN ALSO BE GIVEN THE PLATFORM FOR SHOWING
CLEANLINESS AND CUSTOMER SATISFACTION MAKING THEM ELIGIBLE FOR
AWARDS LEADING TO CREATION OF BASIC ENTREPRENEUR SKIILS IN EVERY
NOOK AND CORNER OF INDIA AS SREET STALLERS ARE FOUND EVERY WHERE.
BASIC REQUIREMENT FOR THE DEVELOPMENT OF EVRY PERSON EMPLOYED IN
INFORMAL SECTOR:
1. THE PEOPLE WHO ARE THOUGH WORKING UNDER THE EMPLOYER BUT NOT GETTING
THE BENEFITS OF SECURITY OF AFTER RETIREMENT INCOME, CHILDREN EDUCATION
FUNDING, LEAVE FACILITY SHOULD BE GIVEN THE OPPORTUNITY BY DIIFERENT WAYS TO
HAVE ACESS TO IT AS IF SUCH THINGS WILL BE PROVIDED THEN IT WILL NOT ONY
MOTIVATE THEM TO WORK HARDER BUT ALSO MORE AND MORE PEOPLE WILL TURN UP
FOR ALL SUCH JOBS WHICH IS GREAT FOR INDIAN ECONOMY.
2. THE FACILITY OF MEDICAL, LEAVE AND PENSION SHOULD BE MADE MANDATORY
FACILITY FOR EVRY WORKIMG CLASS NO MATTER FORMAL OR INFORMAL.
3. THE PEOPLE ENGAGE IN INFORMAL SECTOR SHOULD BE GIVEN ATLAEST A CHANCE TO
CHANGE TO FORMAL BY HAVING A EXPERIENCE TEST TO SHOW UP THEIR TALENTS.
4. LABOUR LAWS ON THE BASIS OF WHICH LABOUR ARE PROTECTED SO BE THE PART OF
ADVERTISEMENTS SO THAT PEOPLE DONโ€ŸT GET EXPLOITED BY THEIR SENIORS FOR NOT
POWERS AS THAT OF THEM.
5. EVRYONE IS NOT FORMAL OR INFORMAL BY BIRTH, IT IS THE CIRCUMSTANCES WHICH
MAKE THE PERSON SO, SO WHY TO MAINTAIN THE POOR ALWAYS SUFFER,LETS

Knowledge- the second motivational factor for this- the one to one interaction with the workers being the slavers under this sector.   • 2. As per the Economic Survey 2007-08, 93% of Indiaโ€™s workforce include the self employed and employed in unorganized sector. The Ministry of Labour, Government of India, has categorized the unorganized labour force under four groups: In terms of Occupation: Small and marginal farmers, landless agricultural labourers,, building and construction workers, leather workers, weavers, artisans, salt workers, workers in brick kilns and stone quarries, workers in saw mills, oil mills etc. come under this category. In terms of Service categories: Midwives, Domestic workers, Fishermen and women, Barbers, Vegetable and fruit vendors, News paper vendors etc. belong to this category In terms of Specially distressed categories: Toddy tappers, Scavengers, Carriers of head loads, Drivers of animal driven vehicles, Loaders and unloaders come under this category. In terms of Nature of Employment Attached agricultural labourers, bonded labourers, migrant workers, contract and casual labourers come under this.

THEY DONโ€ŸT HAVE THE SECURITY IIN JOB , MEDICAL FACILITIES NEITHER DURING AND AFTER EMPLOYMENT, THEY ARE NOT GIVEN THE BENEFITS LIKE THAT OF DA,PENSION DUE TO WHICH THEIR PRESENT AS WELL AS FUTURE IS DOUBTFUL. EXPLOITATION AND LACK OF ACCOUNTABILITY workplace is scattered and fragmented excessive seasonality of employment, UNAWARENESS OF THEIR RIGHTS AND REGULATIONS MEANT FOR THEM

The latest report of the NSSO uploaded casual workers in India between 2004-05 and 2009-10 compared to that of the period between 1999 โ€“ 2000 and 2004-05 very clearly shows that there is significant increase in the number of casual workers and decline in the number of regular workers. As per the latest estimation of a Sub- committee of the National Commission for Enterprises in the Unorganized Sector (NCEUS), the contribution of unorganized sector to GDP is about 50% (NCEUS 2008) NSSO Employment Data for 55th and 61st Rounds (for 1999-2000 and 2004-05 respectively) the NCEUS (2007) explains that the country is currently in a state of โ€œinformalisation of the formal sectorโ€, where the entire increase in the employment in the organized sector over this period has been informal in nature

THEY ARE THOUGH EDUCATING THEIR CHILDREN IN GOVERNMENT SCHOOLS BUT DUE TO LACK OF PROPER STUDIES THEY ARE FORCED TO SEND THEM TO TUITIONS INSPITE OF HAVING VERY LESS INCOME. โ€ข 4. THEY DONโ€ŸT HAVE ANY SAVINGS MAKING THEM WORRIED ABOUT THEIR OLD AGE SECURITY OF INCOME. โ€ข 5. THEY DONโ€ŸT GET THE FOOD BENEFITTS WHICH GOVERNMENT PROMISES TO PROVIDE TO EVERY PERSON UNDER BPL.EVEN IF THEY GET, THEY ARE UNDERWEIGHT OR KEPT DEVOID OF SOME MAIN ITEMS LIKE DAL,WHEAT. โ€ข 6. THEY ARE VERY DEPPRESSED OF THEIR LIFE BECAUSE OF NO INCENTIVE,REGULARITY OF INCOME INSPITE OF HAVING EXPERIENCE OF SO MANY YEARS.SO THEY WANT THE SECURITY AND ASSURANCE OF INCOME TO FEEL MOTIVATED TO LIVE THE LIFE HAPPILY.
  • 6. 1.THE EMPLOYEES WORKING IN OFFICES IN CONTRACT BASIS- A. They must be given a chance to get the full time employment as regular on the basis of their experience of some fixed period with that organization so that they can also get a chance of becoming a permanent employee after missing the opportunity in eligibility period. B. The Benefits Of Inflationary Incentives, Provident Funds, Retirement Benefits Should Be Made Compulsory For Such Employees. C. If Permanent Employees Are Retiring From A Particular Job, Then The Employees Working On Contract Basis in that department Should Be The Priority While Selecting At His Place On The Same Terms.
  • 7. 2. THE PEOPLE WORKING AS LABOURERS IN CONSTRUCTION OR BUILDING WORK, CASUAL LABOURERS- 2A. CASUAL LAOURERS WORKING IN ANY WORK SHOULD BE GIVEN THE STANDARD PRICE SET FOR THEM AND THAT HAS TO BE COMMUNICATED THROUGH MEDIA EITHER TELEVISION,RADIO IN EVERY LANGUAGE IN EVERY CHANNEL OF THE MEDIA. 2.B. PERSON WHO ARE EMPLOYING THAT LABOUER FOR THAT CONSTRUCTION WILL BE RESPONSIBLE FOR WELL BEING OF THE LABOUR THEY ARE EMPLOYING BY PROVIDING THEM MEALS FACILITY, LIVING AS WELL AS MEDICAL FACILITY SO THAT THEY CAN WILL BE SAFE AND SECURE DURING THE WORK. 2.C. EVERY EMPLOYER SHOULD ADMIT THEIR CHILDREN TO A SCHOOL IN ORDER TO ENSURE THE EDUCATION THEY MUST BE GETTING AND DEPOSIT RS.100 IN THE NAME OF THE WORKER โ€žS CHILDREN IN HIS /HER BANK ACCOUNT SO THAT THEY CAN HAVE THE FACILITY OF TUITION IN CASE THEY DONโ€ŸT FIND GOVERNMENT SCHOOLS WORTH IN EDUCATING THEM. 2.D. EVERY EMPLOYER SHOULD KEEP THE TRACK OF THE WORKERS THEY ARE EMPLOYING AND THE BANK ACOUNT THEY HAVE CREATED FOR THE BENEFIT OF THAT WORKER IS PUT TO USE FOR THAT BENEFIT OR NOT.
  • 8. 3. THE RICKSHAW PULLERS AND THE ROADSIDE STALLERS- 3.A. ALL THE RICKSHAWS MUST BE PLACED AT A ONE PLACE IN EVRY COLONY AND A RICKSHAW HEAD SHOULD BE MADE TO ORGANISE THEIR BUSINESS AND THAT HEAD SHOULD BE CHANGED EVRY WEEK ON THE BASIS OF BEST MANAGEMENT AND TARGETS ACHIEVED BY THEM. AND ALL RICKSHAW PULLERS MUST BE INSTALLED WITH DIGITAL BOX CALLED AS SAWARI BOX WHICH WILL SHOW HOW MANY SWARI(PASSENGERS) THEY ARE CARRYING IN A DAY. FOR ONE DAY MAXIMUM MUST BE SET AS WELL MINIMUM SO THAT THEY CAN EARN MINIMUM AMOUNT OF WAGES A DAY.IF ANY RICKSHAW FOUND TO HAVE NOT COMPLETED THE TARGET THEN THE RICKSHAW HEAD(SHOULD BE MADE) WILL GIVE PRIORITY TO THAT RICKSAW FOR THE NEXT DAY FOR THE NEXT PASSENGERS. 3.B. THE RICKSHAW HEAD WILL BE GIVENA CHANCE TO SELECT THE BEST TO RICKSHAWS IN EVRY WEEK THAT WILL GET THE FACILITY OF FREE MEDICAL AND CLEANLINESS TREAMENT AT THEIR HOMES ABOVE ALL THE BEST RICKSHAW AWRD SHOW MUST BE ORGANSED EVERY YEAR TO MOTIVATE THE RICKSHAW PULLERS TO GO AHEAD IN THEIR JOB. .C. THE STREET STALLERS CAN ALSO BE GIVEN THE PLATFORM FOR SHOWING CLEANLINESS AND CUSTOMER SATISFACTION MAKING THEM ELIGIBLE FOR AWARDS LEADING TO CREATION OF BASIC ENTREPRENEUR SKIILS IN EVERY NOOK AND CORNER OF INDIA AS SREET STALLERS ARE FOUND EVERY WHERE.
  • 9. BASIC REQUIREMENT FOR THE DEVELOPMENT OF EVRY PERSON EMPLOYED IN INFORMAL SECTOR: 1. THE PEOPLE WHO ARE THOUGH WORKING UNDER THE EMPLOYER BUT NOT GETTING THE BENEFITS OF SECURITY OF AFTER RETIREMENT INCOME, CHILDREN EDUCATION FUNDING, LEAVE FACILITY SHOULD BE GIVEN THE OPPORTUNITY BY DIIFERENT WAYS TO HAVE ACESS TO IT AS IF SUCH THINGS WILL BE PROVIDED THEN IT WILL NOT ONY MOTIVATE THEM TO WORK HARDER BUT ALSO MORE AND MORE PEOPLE WILL TURN UP FOR ALL SUCH JOBS WHICH IS GREAT FOR INDIAN ECONOMY. 2. THE FACILITY OF MEDICAL, LEAVE AND PENSION SHOULD BE MADE MANDATORY FACILITY FOR EVRY WORKIMG CLASS NO MATTER FORMAL OR INFORMAL. 3. THE PEOPLE ENGAGE IN INFORMAL SECTOR SHOULD BE GIVEN ATLAEST A CHANCE TO CHANGE TO FORMAL BY HAVING A EXPERIENCE TEST TO SHOW UP THEIR TALENTS. 4. LABOUR LAWS ON THE BASIS OF WHICH LABOUR ARE PROTECTED SO BE THE PART OF ADVERTISEMENTS SO THAT PEOPLE DONโ€ŸT GET EXPLOITED BY THEIR SENIORS FOR NOT POWERS AS THAT OF THEM. 5. EVRYONE IS NOT FORMAL OR INFORMAL BY BIRTH, IT IS THE CIRCUMSTANCES WHICH MAKE THE PERSON SO, SO WHY TO MAINTAIN THE POOR ALWAYS SUFFER,LETS GIVETHEM A CHANCE TO COME UP WITH SOMEHING GOOD FOR THE ECONOMY.
