بغداد/ اصوات العراق: صوت مجلس النواب في جلسته التي عقدت برئاسة اسامة النجيفي رئيس مجلس النواب وبحضور 167 نائبا، اليوم الاثنين، على قانون تصديق الاتفاقية العربية لمكافحة جرائم تقنية المعلومات.
صوت المجلس على مشروع قانون تصديق الاتفاقية العربية لمكافحة جرائم تقنية المعلومات والمقدم من لجان العلاقات الخارجية والنزاهة والقانونية والخدمات والاعمار والمالية والثقافة والاعلام.
إن الإعدام المُنبثق عن حكمٍ صادر من محكمةٍ لم تلتزم بضمانات ومعايير المحاكمات العادلة، هو قتلٌ تعسفي.
خلال التقرير، ترصد "مؤسسة عدالة لحقوق الإنسان – JHR"، حالات أحكام الإعدام، التي تصدر من السلطة القضائية في مصر، وما اعترى هذه المحاكمات، من انتهاكاتٍ جسيمةٍ لمعايير المحاكمة العادلة.
تم الإعلان عن التحالف العراقي لحرية التعبير الذي يضم مجموعة من منظمات المجتمع المدني ومنهم الشبكة العراقية للإعلام المجتمعي - أنسم المتخصصة في مجال التدوين وحرية التعبير عبر الانترنيت في العراق.
عام 2016 هو من الأعوام القليلة التي لن ينساها العاملون في الحقل الحقوقي في مصر بشكل خاص, وكل العاملين في الشأن القضائي وخاصة المحامين بشكل عام؛ حيث ارتفعت معدلات انتهاكات حقوق الإنسان بشكل كبير فأصبح هناك حصار كامل لكل انشطة العمل الحقوقي في مصر ، في مقابل تراجع النيابة عن دورها المنوط بها في تحقيق الانتهاكات وسماع أقوال المبلغين والشاكين.
كان العام حقيقة هو عام الشاب ؛ فما تم توثيقه من انتهاكات بخصوص الشباب زادت حدتها مع زيادة حدة حالات الإخفاء القسري والتصفية الجسدية والتعذيب لفئة الشباب بشكل خاص .
بالإضافة إلى كل هذا , كان هذا العام هو عام إغلاق المجال العام في مصر بشكل كامل ؛ فقد تمت مناقشة قانون الجمعيات المزمع إصداره ولم يصدق عليه من رئيس الجمهورية حتى لحظة صياغة هذا التقرير ، وتم منع عدد كبير من الحقوقيين والعاملين في المجتمع المدني من السفر خارج مصر, بل تعدى الأمر إلى التحفظ على الأموال والاعتقال وتلفيق الاتهامات لهم , ليصبح هذا العام ذروة الانتهاكات ضد العاملين في المجال العام وحقوق الإنسان في مصر.
الأمر بات مستفحلا، والانتهاكات تتواصل، والأصوات العاقلة بدأ صوتها ينسحب للخلف، وسط أصوات جوقة النشاز المسيطر على الأوضاع, واضطر كل مخلص للوطن في التراجع للخلف أو الصمت؛ من جراء الهجوم الممنهج على كل المدافعين عن الإنسان في مصر.
ومع تراجع المدافعين اضطرارا, ومع ارتفاع وتيرة الانتهاكات في كافة المجالات والمحاور؛ أصبح الإنسان في مصر يقف محاصرا ووحيدا أمام تغول غير طبيعي من السلطة؛ وذلك على مستوى حقوقه الاقتصادية والاجتماعية، بعدما تم العصف بكل حقوقه السياسية والمدنية؛ ليصبح الدستور والقانون في مصر صورا ورقية لا قيمة لها بالنسبة للحقوق , وأصبحت العقوبات هي الأصل القانوني في التعامل بين السلطة والمواطن بلا حق.
فإن لم يعد المدافعون عن حقوق الإنسان إلى الصفوف الأولى ليكونوا حائط الصد الأول عن الإنسان في مصر, ويعودوا إلى دورهم في وقف تغول السلطة وانتهاكاتها المستمرة للدستور والقانون والمواثيق الدولية؛ فلا يمكننا أن ندعي أن هناك وطنا سيستمر ولا دولة يمكننا في وقت ما أن نزعم وجودها.

This report analyzes Tunisia’s draft counterterrorism law and assesses to what extent the
proposed law conforms to international human rights standards.
An initial version of the draft law was submitted to the National Constituent Assembly (NCA),
Tunisia’s parliament, by the Council of Ministers in January 2014. The NCA suspended voting
on the draft amid disagreements over its provisions and in advance of legislative elections in
October 2014. The new government submitted a new draft on March 26 to the parliament
that was elected on October 26, 2014.
The new draft comes amid a spate of violent attacks by extremist groups targeting both
Tunisians and foreign visitors, including the March 18 attack against tourists at the Bardo
Museum in Tunis that killed 21 foreigners and one Tunisian.

The January 14, 2011 revolution constitutes a historical turning point in Tunisia, particularly with the emergence of youth as vital actors in the political sphere. We witnessed an incredible shift from the disaffection of youth with politics before the revolution to their potential for change, which has become an obvious truth. The situation's drastic change raises questions about the role that may have been played by young women in the revolutionary process as well as transformations at the level of forms and modalities of their political participation.

TheCenter of Arab Women for Training and Research (CAWTAR), with the support of the Social and Human Sciences Sector of UNESCO Maghreb initiates a project of a qualitative survey on the participation of young women tolocal democracy.
The objective of this project is to produce knowledge about how vulnerable young women apprehend politics, with a focus on the election episode of October 2011 in disadvantaged regions of Tunisia (Tozeur, Gafsa and Kasserine). Through a field survey,the projects aims to establish the causes that explain the attitudes vis-à-vis politics taking into account the following variables: social determinants; the cultural, social position, gender, age and to identify obstacles and opportunities for political participation of vulnerable young women.

Technology can have both positive and negative influences on modern life. While technology has made tasks easier by automating repetitive jobs, it has also increased the pace of life and the conflict between traditional and modern ways. In medicine, technology has increased lifespans by curing diseases but it has also enabled unhealthy lifestyles. Nuclear technology provides energy but also enables weapons of mass destruction, demonstrating its complex influences.

اولا : الملخص التنفيذي :
تتنوع الانتهاكات خلال الستة أشهر الاولي من عام 2015 وحتى الان التي يتعرض لها المواطن المصري وكان ابرزها هى احالة المدنيين للمحاكمات العسكرية بالمخالفة للقانون والدستور المصري وكذلك لكافة المواثيق الدولية الملزمة للدولة المصرية والتي تعتبرها الدولة المصرية جزأ من دستورها طبقا لمواد الدستور المصري.
فقد تم رصد إحالة أكثر من 207 قضية في خلال العام الفائت أمام المحاكم العسكرية للمدنيين على مستوى محافظات الجمهورية في قضايا جميع اختصاصاتها أمام القضاء الجنائي المدني وليس القضاء الجنائي العسكري , يحاكم فيها أكثر من 4328 مواطنا مصريا مدنيا من مختلف الشرائح النوعية والسنية والمهنية من نساء و أطفال , شباب , عجائز , رجال .
قامت التنسقية المصرية للحقوق والحريات برصد حوالي 207 قضية تم التوثيق الكامل لعدد 181 قضية بكامل تفاصيلها ويوجد عدد 26 قضية غير كاملة التفاصيل نظرآ لعدم توافر معلومات تفصيلية عنهم .
فمن النساء أكثر من 20 امرأة من مختلف المحافظات ومن الأطفال والطلبة الأحداث أكثر من 139 طفل وطالب وايضا من مختلف فئات الشعب طبقا لما قمنا بحصره من اجمالي المحالين.
فمن أساتذة الجامعة ما يزيد على العشرين ومن الطلبة ما يزيد عن 290 طالب ومن المدرسين ما يزيد على 120 ومن الأطباء ما يزيد عن 30 ومن المهندسين ما يزيد عن 50 ومن المحامين ما يزيد عن 20 ومن الأئمة والأزهريين ما يزيد على 20 ومن مختلف المهنيين هناك اكثر من 206 من اعضاء النقابات المهنية وهكذا في كل فئات الشعب.
فمن اهم الانتهاكات التي يتعرض لها المحالون للقضاء العسكري في فترة التحقيق وتم رصدها هي تعذيب المتهمين داخل مكاتب التحقيقات , عدم حضور محامي المتهم الاصيل معه أثناء التحقيق وعدم اخطاره بموعد التحقيق , منع المحامين من الاطلاع على محاضر التحريات والتحقيقات وملف القضية نهائيا , إحضار المتهمين للتحقيق معهم في غير مواعيد التحقيقات المعلن عنها وعدم اخطار محاميه الاصيل بذلك.
الحق في الوصول إلى المعلومات: دراسة حول تطبيق الإدارات اللبنانيّة لأحكام القانونGHERBAL INITIATIVE
في أيلول 2018 ، نشرت مبادرة غربال دراسة تتضمّن تحليل للتواصل مع 133 إدارة لبنانية تلخص الإجابات التي تم الحصول عليها للأسئلة التالية:
هل التزمتم كإدراة بـ "موجب النشر الحكمي" للقرارات والتقارير المالية، وفقًا للقانون رقم 28/2017 - المواد 6 و 7 و 8؟
هل لديكم منصة إلكترونية عامة لنشر القرارات الإدارية، وفقًا للقانون رقم 28/2017 - المادة 9؟
هل قمتم بتعيين موظف رسمي لتلقي طلبات الحصول على المعلومات والرد عليها، وفقًا للقانون رقم 28/2017 - المادة 15؟
تم استلام 34 إجابة مكتوبة (26٪). قامت غربال بتحليلها جميعًا ، وخلق صورًا بيانية من المعلومات المجمعة ووضعت توصيات عامّة وقائمة بأسماء 18 مسؤولًا معينًا لمساعدة الآخرين الذين يرغبون في متابعة طلب البيانات من الإدارات.
هذا الكتاب عبارة عن رسالة دكتوراه من كلية الحقوق جامعة القاهرة، في مجال القانون الدولي الخاص، وقد اهتم فيه الباحث بمعالجة قواعد القانون الدولي الخاص في مجال التجارة الكترونية مع التركيز الخاص على عقود الاستهلاك الالكترونية، من حيث القانون الواجب التطبيق وتسوية المنازعات الخاصه بها، في اطار وسائل التقنية الحديثة عبر التحكيم الالكتروني

في إطار رصد التنسيقية المصرية للحقوق والحريات للحالة الحقوقية المصرية فقد قمنا بإصدار هذا التقرير عن الحالة الحقوقية لعام2015 بعنوان حقوق الانسان في مصر إلي اين؟ تم تقسيم التقرير الى ثلاثة ابواب تعرض لاهم الانتهاكات التي تعرض له المواطنون والمؤسسات والتشريعات في مصر خلال عام 2015 , ونحب أن نأكد على أن كل ما ورد في هذا التقرير من أرقام هي ما تم رصده فقط وليس حصرا شاملا بكل حالات الانتهاكات , ومع انها ارقام ولكننا لانحب أن تتحول حياة اي انسان في مصر الى رقم يضاف الى سجل النسيان فكل شخص وضع كرقم في التقرير هو حياة كاملة لاهله واسرته واصدقائه وجيرانه , وما وضعناهم كأرقام الا لسهولة الحصر والبيان وكنا نتمني ان نذكرهم جميعا بالاسم لنثبت للذاكرة الجماعية للمجتمع أسماء من وقعت عليهم الانتهاكات خلال المرحلة الحالية , ولكننا انهينا كل انتهاك بشهادات حية من اسر واصدقاء من وقع عليه الانتهاك لنعبر ولو بصورة بسيطة عن معاناة هذه الاسر التي وقع عائلها او ابنها تحت نير الانتهاكات سواء كان بالقتل او الاعتقال او الاخفاء او التعذيب او غيرها من صور الانتهاك
أولا : الملخص التنفيذي :
- في ذكري احتفالات المصريين بانتصارات السادس من أكتوبر، خرجت جموع من الشعب المصري للتظاهر السلمي في عدد من المحافظات لرفض النظام القائم واعتراضا علي ما حدث في الثالث من يوليو 2013، وقد كانت التظاهرات تحت شعار :"الشعب يسترد جيشه" مطالبة بعودة الجيش إلي ثكناته وابتعاده عن المشهد السياسي.
- واجهت قوات الأمن المصرية تلك التظاهرات بالقوة المسلحة، حيث استخدمت في تفريق المتظاهرين، الغاز الكثيف، الرصاص الخرطوش والرصاص الحي؛ هذا فضلا عن نصب الكمائن الأمنية للاعتقالات، والتضييق علي المصابين ومنع سيارات الإسعاف رغم الحالات الحرجة الكثيرة والإصابات الخطيرة في الرأس والصدر، وهو ما أدي بنا إلي أن نري "الأمخاخ والرؤوس المتطايرة"..بخلاف رفض المستشفيات استقبال المصابين والحيلولة دون إقامة مستشفيات ميدانية لإسعاف المصابين بالمخالفة لكل القوانين الدولية التى تمنع هذا حتى لمصابى النزاعات والحروب.
- أكد الشهود والمختصون في شهادتهم للتنسيقية علي أن نوعية الإصابات أكدت أن الرصاص تم إطلاقه عليهم من مسافات قريبة؛ ما يعني أن الغرض من استخدام السلاح كان القتل بشكل مباشر وليس الارهاب او التخويف .
- تؤكد الأرقام التي استطاعت التنسيقية توثيقها فيما يخص تلك المجزرة، سقوط 82 قتيلا، أغلبهم في محافظتي القاهرة والجيزة، بالإضافة إلى محافظتي المنيا وبني سويف والإسماعيلية وبني سويف منهم أكثرهم شباب صغير السن ومنهم امرأتين هما فتاة فى بنى سويف وسيدة أخرى، وكذلك سقوط نحو 1000 جريحا، فيما قامت قوات الأمن باعتقال أكثر من 806 تم الإفراج عن بعضهم وتم الحكم على68 معتقل منهم بالسجن المشدد 15 عام و5 سنين مراقبة و20000 ألف غرامة، فيما تم الحكم على حوالى 163 آخرين بعامين بتهم إثارة الشغب وتكدير السلم العام ، وهذه الأعداد فقط ما تمكنت التنسيقية من حصره ورصده وتوثيقه فى ظل تلاحق الأحداث والضغوط الأمنية.
- هذا غير العديد من الانتهاكات الأخرى كمنع الإعلاميين والصحفيين من ممارسة عملهم وتغطية الأحداث بينما تجاهل الإعلام الرسمي الحدث وما فيه من دماء وأشلاء، واتجه فقط إلي نقل فعليات الاحتفالات بذكري السادس من أكتوبر.

In Tunisia, Community-Based Organizations, grassroots organizations, and social impact businesses have contributed to a variety of initiatives aimed at advancing human rights and incorporating the Humanitarian-Peace-Development nexus. They play a significant role in fostering peace in the country, but face at the same time numerous challenges and constantly changing circumstances.
Financial viability is one of these challenges threatened by the lack of fundraising expertise, and access to available opportunities.
This guide aims to inform community-based organizations, grassroots organizations, and social impact businesses about available funding and technical opportunities and equip them with data and tools to better secure funds.

In 2021, countries in the Middle East and North Africa (MENA) began to chart their path toward recovery from the myriad impacts of the COVID-19 pandemic. Yet, the process of recovery—social, economic, and political proved to be both gradual and halting. Over the course of the year, CSOs in the region faced not only the ongoing impact of the pandemic, but also political unrest and financial uncertainty, yet continued to adapt to the difficult and shifting environment. The 2021 CSO Sustainability Index for MENA, which reports on the state of CSO sectors
in Egypt, Iraq, Jordan, Lebanon, Libya, Morocco, Tunisia, and Yemen, outlines CSOs’ successes and obstacles in carrying out their missions.
L’intervention de l’UICN a également permis d’accompagner les partenaires dans la mise en oeuvre
de leurs Plans d’Actions Stratégiques.
Les résultats et réalisations présentés dans ce rapport donnent une photographie de la dynamique
de l’UICN dans la région et de sa contribution à la conservation, gestion durable du capital naturel et
aux objectifs du développement durable.

Étant donné que le plaidoyer constitue l’une des grandes missions des coalitions dans leur travail quotidien, l’équipe du
projet a pensé à créer ce document d’une manière simple et pratique, permettant aux membres d’enrichir leurs bases de
connaissance mais aussi pouvoir pratiquer et appliquer ce qui est mentionner dans leurs activités ainsi que leur vie
associative quotidienne.
La levée des fonds ou la recherche de financements dénommé en anglais « Fundraising » consiste en un processus de
collecte de contributions sous forme d’argent ou d’autres ressources en sollicitant des dons à des particuliers, des entreprises,
des fondations caritatives ou des agences gouvernementales.
La levée des fonds est l’une des pièces les plus importantes du puzzle organisationnel, en effet en l’absence de financement,
une organisation ne pourra pas servir efficacement la cause qu’elle défend et répondre aux besoins de la communauté et
elle serait amenée à terme à disparaître.
La levée de fonds est une démarche stratégique à long terme laquelle engage l’ensemble de l’organisation, administrateurs,
permanents et bénévoles autour d’un projet.
En substance, le fundraising n’est pas une finalité en soi mais plutôt un moyen pour concrétiser des idées/ actions.
تسلط هذه الدراسة الضوء على الحق في السكن في تونس من خلال النظر في واقع وظروف عيش
المهاجرين من جنوب الصحراء في تونس. تعتمد الدراسة على مقاربة أنثروبولوجية وتستقي معطيات
الميدانية من جملة من المقابلات شبه المهيكلة مع عدد من المهاجرين المقيمين في احياء تونس
العاصمة، ما ساعد على استخلاص مادة كيفية للإجابة على الأسئلة التي تضعها الدراسة.
وتنظر الدراسة الى ديناميكيات السكن الخاصة بالمهاجرين سعيا الى مناقشة حدود وصولهم إلى هذا
الحق على مستويات مختلفة )سياسية، مؤسساتية، اجتماعية، شخصية، إلخ(، من خلال تحليل سرديات
فردية لفهم ظروف السكن وعوامل اختياره، بما في ذلك المحيط العمراني المباشر للمسكن. وتعتمد
الدراسة أساسا على مقاطعة مسارات البحث عن مسكن والولوج الى هذا الحق مع مسارات الهجرة
والعلاقة بين المهاجر والمجتمع المحلي، وصولا الى تقاطع الهامش الذي يشغله المهاجرون مع
الهوامش الاجتماعية المحلية والدور الذي تلعبه شبكات الأمان المجتمعي.
يمهد هذا العمل الى نشر نسخة أشمل للدراسة والتي ستجمع عملا ميدانيا موسعا )ولايتي صفاقس
ومدنين الى جانب تونس الكبرى(، ويضع في مرحلة اولى جملة من التوصيات كما يلي:

ادماج المهاجرين في السياسات العمومية واشراكهم في التخطيط لها وتنفيذها

حماية واسناد اللاجئين وطالبي اللجوء والمهاجرين
تحسين وتعميم آليات وبرامج ادارة المساعدات المالية التي تقدمها المنظمات الإنسانية
دعم المبادرات المجتمعية في الأحياء المستهدفة
تحسيس الرأي العام لتعزيز التضامن مع وبين التونسيين والمهاجرين واللاجئين وطالبي اللجوء
مراجعة القانون رقم 7 المؤرخ في 8 مارس 1968 والمتعلق بوضع الأجانب في تونس )قانون
تصريح الإقامة( لجعله متوافقًا مع المعاهدات الدولية
إعادة النظر في شروط إيواء الأجنبي واجبارية اعلام أقسام الشرطة بذلك
دعم واسناد دور جمعيات المجتمع المدني في توفير المرافقة القانونية للمهاجرين بما في ذلك
الأطر المتعلق بحقهم في السكن ومرافقة توقيع العقود )فحص البنود التعاقدية مع صاحب
المسكن( والمبادرة باقتراح نموذج عقد موحد خاص باللاجئين والمهاجرين
تسهيل اجراء ات منح تصريح الإقامة وإزالة العقوبات المتعلقة بانقضاء مدتها
ضمان الوصول إلى العدالة فيما يتعلق بالحق في السكن في حالة التجاوز
مراعاة الوضع الهش للمهاجرين في كافة برامج وزارة الشؤون الاجتماعية
مراجعة محتوى البرامج التعليمية لجعلها أكثر شمولية واحترامًا للمهاجرين
دعم عمل منظمات المجتمع المدني على تسليط الضوء على مسألة الوصول إلى العدالة فيما
يتعلق بالحق في السكن للمهاجرين وإدراج هذه النقطة ضمن أوليات ومخاوف المنظمات عند
اصدار تقاريره
La présente étude a été conduite par Maram Tebbini pour le FTDES, membre du Arab Hub for Social Protection, et ce dans le cadre du projet de recherche « Social Protection in (post)Covid MENA ».
Il s’agit de la première partie d’un travail plus élaboré qui couvrira d’autres villes Tunisiennes à paraître en septembre 2022.
Rattaché au principe de la dignité, avoir droit à un logement signifie protéger la dignité et l’intégrité physique et psychique de l’individu. Ce droit implique l’accès à un logement sécurisé, habitable, doté de services nécessaires et situé à proximité des possibilités d’emploi, des services de santé, des écoles, des moyens de transports, etc. Le logement doit aussi être adapté à l’expression de l’identité culturelle des habitants. Ces conditions sont pourtant difficilement réunies même pour une bonne partie de Tunisiens marginalisés. La situation empire clairement pour d’autres groupes marginalisés, à savoir les migrants « subsahariens ». La visée de cette étude serait de décrire et de discuter les conditions de l’habitat de ces derniers.

Normal life came to an abrupt halt in the first quarter of 2020 as the COVID-19 virus spread around the globe. Confronted by myriad unprecedented challenges, including political and economic unrest, the closure of civic space, and a decline in financial viability, CSOs in the Middle East and North Africa (MENA) demonstrated remarkable resilience. They reacted quickly to the constantly changing circumstances by providing critical services, thereby demonstrating their value to the societies in which they are based. In addition, CSOs increasingly adopted new technologies, allowing them to develop new ways of working, providing services to their constituents, and increasing their own capacities. The pandemic thus served as a litmus test, both exposing CSOs’ vulnerabilities and highlighting their resilience. This year’s CSO Sustainability Index for MENA, which reports on the state of CSO sectors in Egypt, Iraq, Jordan, Lebanon, Libya, Morocco, Tunisia, and Yemen, describes both these opportunities and challenges.
Diaspora organizations and their humanitarian response in tunisiaJamaity
How has the Tunisian diaspora responded when COVID-19 hit their country of origin? How did they support and engage with families, communities back in Tunisia? And did they coordinate with the wider humanitarian system when delivering humanitarian aid?
DEMAC has conducted a Real-time review between July and September 2021, providing a rapid analysis of the humanitarian response of Tunisian diaspora organizations to the fourth and most severe wave of the COVID-19 pandemic.
Deconstruire le mythe de la surete en TunisieJamaity
Le droit d’asile constitue un droit fondamental consacré tant par la Charte des droits fondamentaux de l’Union
européenne15 que par le droit italien.
Cependant, force est de constater la multiplication des obstacles pour limiter l’accès aux procédures d’asile.
Le concept de « pays d’origine sûr » permet ainsi de déclarer irrecevable une demande d’asile et de renvoyer le demandeur vers l’Etat concerné, sous prétexte que ce pays est sûr pour lui. Or, la Tunisie ne peut être
considérée comme absolument « sûr » pour toutes et tous ses ressortissants. Ce concept est donc incompatible avec le droit d’asile et les garanties à fournir à la population migrante.
L’utilisation de la notion de « sûreté » pour justifier la mise en place d’une procédure accélérée d’examen d’une demande d’asile implique non seulement un abaissement des garanties procédurales indispensables pour
assurer la qualité de cet examen, mais méconnait également la réalité de la situation particulière de nombreux tunisiens demandeurs d’asile.
En outre, l'instrumentalisation de ce concept permet une certaine standardisation des rapatriements vers la Tunisie – 1.997 Tunisiens en 2020 et 1.655 jusqu'à mi-novembre 2021 – qui reste le pays vers lequel l'Italie effectue le plus d'opérations de rapatriement.
Les organisations signataires entendent souligner la gravité de la situation vécue par de nombreux tunisien.ne.s victimes de violations graves de droits humains et appellent le gouvernement italien à renoncer à la notion de « pays d’origine sûr » qui vide le droit d’asile de sa substance.
