How to Award and Use Framework Agreements
Practical and Operational Guidance

Purpose:
The use of framework agreements has become an important and growing instrument within EU public
procurement. The application of the instrument is regulated in the EU Directives and generally
implemented into national legislation of the member states. Despite the fact that rules on framework
agreements have been introduced in Albania, the practical use of the instrument is limited. The PPA and
SIGMA has therefore agreed to take actions aiming at encouraging a wider use of framework agreements
within the Albanian administration. Firstly, the Government has adopted a new decision no 914 (29
December 2014) on Public Procurement Rules in order to clarify the rules on the award of framework
agreements. Secondly, PPA has issued an explanatory Guideline No 6 dated 27 January 2015 on the
application of the COM Decision. Thirdly, SIGMA has prepared a manual with a practical guideline and a
checklist for the award and use of framework agreements.
The objective of the workshops is therefore to familiarise contracting entities with the new set of
regulations and guidance documentation concerning framework agreements in order to encouraging a
wider use of framework agreements.
