Support for Improvement in Governance and Management SIGMA

Programme in English for the SIGMA workshop on 'Legal Protection in Public Procurement - National implementation in Germany and practical cases', being held in Pristina, Kosovo on 10 July 2014. The purpose of the workshop is to initiate discussions with the procurement review bodies of Kosovo* on Legal Protection in public procurement. *This designation is without prejudice to positions on status, and is in line with UNSCR 1244/1999 and the ICJ Opinion on the Kosovo declaration of independence.

Day one will focus on utilities procedures, purchasing tools, and case studies in the morning and frameworks coverage, structure and case studies in the afternoon. Day two will continue the framework case study in the morning and cover the remedy of ineffectiveness in the latter part of the day.

SIGMA has designed a further series of workshops for members of the Republic Commission and Public Procurement office aimed at developing the practical skils needed for handling procurement cases: analysing cases and preparing decisions. The workshops, built around EU case studies, will be focused on practical aspects of the work of procurement review bodies. Session VII - Concessions and Changes to contracts.

This document describes the Astrico Nord-Est Textile Cluster in Romania, a partnership of 21 textile companies and 5 other supporting enterprises. The cluster was formed in 2010 to strengthen relationships and pursue innovation and technology transfer between members. In 2011, the cluster established a collaborative marketing and sales system through a shared trading company to provide members services like design, prototyping, and logistics. The goals are developing high-value products, reducing costs, and optimizing production for members. The cluster has over 2,400 employees and annual turnover over 163 million euros.

It focuses on particular practical issues and questions which the State Commission faces in its work. The workshop is structured around case-studies based on decisions of the Court of Justice of the European Union (CJEU). The case studies provide an insight into approach of the CJEU.
