13. Foreign Manufacturers Certification Scheme (FMCS)
•Bureau of Indian Standards (BIS) has been operating a Foreign
Manufacturers Certification Scheme (FMCS) since the year 2000 under BIS
Act, 2016 and Rules & Regulations framed there under.
•Under FMCS, licence is granted to a Foreign Manufacturer for use of
Standard Mark on a product that conforms to an Indian Standard.
• The Scheme is applicable for grant of licence for
all products except Electronics & IT Goods notified by MeitY
• The licence is granted by Foreign Manufacturers Certification Department
(FMCD) located at BIS Headquarters, New Delhi.

14. Compulsory Registration Scheme (CRS)
● Ministry of Electronics & Information Technology (MeitY) (erstwhile DeitY) has
notified "Electronics and Information Technology Goods (Requirement for Compulsory
Registration) Order, 2012" on 03 October 2012 for fifteen categories of electronics
items. Fifteen more product categories were added by MeitY under this order on 13
November 2014. MeitY has also notified Indian Standard for ‘Indian Language Support for
Mobile Phones’ on 24 October 2016. Another thirteen product categories were added by
MeitY under this order on 23 August 2017.
● As per the Orders, no person shall manufacture or store for sale, import, sell or distribute
goods which do not conform to the Indian standard specified in the order and do not bear the
Standard Mark with unique registration number obtained from BIS.
● Bureau of Indian Standards grants licence to the manufacturers to use or apply Standard Mark
with unique R-number, through registration based on self-declaration of conformity for goods
and articles as per Indian Standards. The grant of licence and its operation under Compulsory
Registration Scheme are carried out as per the conformity assessment scheme under Scheme
- II of Schedule - II of BIS (Conformity Assessment) Regulations, 2018’.
15. Laboratory Services Overview
● To protect consumer’s interest , BIS operates various conformity assessment
schemes. Under these schemes, BIS grants licenses/registrations to such
manufacturers who are capable of producing goods conforming to relevant
Indian Standards, on continuous basis. To support these scheme, which requires
testing of products on regular basis for checking conformity to the relevant
Indian Standards
● BIS Labs- 08
● BIS Recognized labs (OSL)- 265.
● Lab of national repute and eminence, facilities of which are being utilized by
BIS- 258.
16. Hall marking
● BIS Hallmarking Scheme has been aligned with International criteria on
hallmarking. As per this scheme, Registration is granted to the jewellers by BIS
under Hallmarking Scheme. The BIS certified jewellers can get their jewellery
hallmarked from any of the BIS recognized Assaying and Hallmarking Centres.
Hallmarking is the accurate determination and official recording of the
proportionate content of precious metal in precious metal articles. Hallmarks are
thus official marks used in many countries as a guarantee of purity or fineness of
precious metal articles.
● Total Jewellers registration – 111741.
● Total HM Assay centres – 982. (South-336, North-65, East- 208, West – 204 and
central- 168).
17. Hallmarking Contd..
● Consumer can get its jewellery/sample tested from any of the BIS
Recognized Assaying & Hallmarking Centre. The Assaying and Hallmarking
centre is required to issue Assay Report giving proper identifications as
marked on article.

18. ● Consumer Protection:
● Complaints Management & Enforcement Department (CMED) at BIS HQ in
New Delhi is working with Public Grievance Officers at all its Regional and
Branch Offices. Grievance/Complaint can be lodged regarding BIS certified
products under various schemes or Services rendered by BIS, in the
following manner:
● Through Consumer Engagement Portal on eBIS website at
www.manakonline.in
● Through BIS’ own mobile application BIS CARE which has been launched
recently.
● By contacting/writing to Public Grievance officer of the nearest Regional/
Branch office of BIS
