3. BIS is the National Standard Body of India established under the
BIS Act 2016 for the harmonious development of the activities of
standardization, marking and quality certification of goods and
for matters connected therewith or incidental thereto.
BIS has been providing traceability and tangibility benefits to the
national economy in a number of ways i.e.,–
▪ providing safe reliable quality goods;
▪ minimizing health hazards to consumers;
▪ promoting exports and imports substitute;
▪ control over proliferation of varieties etc. through
standardization, certification and testing.

4. • Government of India resolution on 3 September 1946 for establishment of Indian
Standards Institution
• Indian Standards Institution (predecessor of Bureau of Indian Standards)set up on 6
January 1947
• Bureau of Indian Standards (BIS)
❖ Established on 1 April 1987 under BIS act, 1986 as statutory body
❖ Bureau of Indian Standards (BIS) took over work of ISI through enactment of BIS
Act (1986) by the Indian Parliament.
❖ Formulates National standards and carried out conformity assessment by
operating the Product and Management System Certification Scheme.
❖ Formulated over 18000 National Standards and also operating more than 22000
Certification licenses.
❖ Project India’s view in various committees of International Organization for
Standardization (ISO) and International Electrotechnical Commission (IEC)

7. • Ministry of Electronics & Information Technology (MeitY)
(erstwhile DeitY) has notified "Electronics and Information
Technology Goods (Requirement for Compulsory Registration)
Order, 2012" on 03 October 2012 for fifteen categories of
electronics items.
• Bureau of Indian Standards grants license to the manufacturers
to use or apply Standard Mark with unique R-number, through
registration based on self-declaration of conformity for goods
and articles as per Indian Standards.
• The grant of license and its operation under Compulsory
Registration Scheme are carried out as per the conformity
assessment scheme under Scheme - II of
• Schedule - II of BIS (Conformity Assessment) Regulations, 2018'.

8. Manufacturer (factory owner) of any product, which comes under the
ambit of the Compulsory Registration Order (CRO) notified by
Ministry of Electronics and Information Technology (MeitY)

9. 06 Product Certification Scheme (ISI Mark)
• BIS has been operating a separate scheme named as FMCS
(Foreign Manufacturer Certification Scheme) for foreign
manufacturers since 2000.
• Under this scheme (Scheme-I of Schedule-II), foreign
manufacturers can seek certification from BIS for use of
Standard Mark (commonly known as ISI Mark) on their products.
• The aim of this scheme is to provide third-party guarantee of
quality, safety and reliability of products to the end customer and
broadly applicable for grant of license for all the products except
Electronics & IT Goods notified by MeitY.
• Many products like electrical appliances, kitchen accessories,
industrial products, steel products, toys, chemicals, Petro-
chemicals and automobile accessories are mandatorily required to
be registered under this order. Post registration, applicant will be
eligible to put the ISI Mark on their desired products.

10. Manufacturers (who is actually producing the goods) having their company outside India can apply for FMCS license.
The company shall ensure below listed points before applying for said license:
1. Conformation of their product according to suitable Indian Standard
2. Have complete in-house manufacturing facility at the factory location.
3. Have complete in-house testing facility against the particular Indian Standard for which applicant would like to
apply to obtain ISI Mark. Outsourcing is allowed up to some extent
4. Have qualified & competent quality control staff in the manufacturer’s testing laboratory to test
the desired product as per applicable Indian Standard.
5. Accept the Scheme of Testing & Inspection (STI).
6. Ready to pay the annual marking fee as decided by competent authority considering the large-scale manufacturer
7. Separate application is required to be submitted for each product/Indian Standard and for factory location.

12. • This scheme is only for domestic manufacturers located in India.
The purpose of this scheme is to give customers a third-party
assurance of the quality, safety and reliability of products.
• The presence of the ISI Mark known as the standard mark on the
product is assured to conform to the specifications. ISI mark on
the product provides new thrust to standardization, quality
control, safety and reliability of the product for the consumers.
• Under this scheme (Scheme-I of Schedule-II), local manufacturers
can seek certification from BIS for use of Standard Mark on their
products. The product certification scheme comprises of
two processes i.e. Simplified Process and Normal Process.

13. Who can apply

16. • After submission of the application in BIS, applicant will receive and e-mail
intimation mentioning the expected dates of inspection.
• Applicant has to arrange the tickets, visa, fooding & lodgings who is allotted
by BIS.
• Further inspection of the unit is carried out on a mutually agreed date.
• Samples are being tested within the premises & also samples are drawn for
independent testing in any BIS recognized lab.
• If any minor gaps is found by the inspecting officer, the same will be inspected
to fulfil within stipulated time.
