• CRS was introduced by Department of Electronics and Information
Technology (Deity – now Meity) along with Bureau Of Indian Standards (BIS).
• This program was designed for the manufacturer (Applicant) and unique
registration is grant for each manufacturing location (Factory). Registration is
granted based on:
 Manufacturer = Factory location (Each Location )
 Brand name
 Product type
• As per the order, no person shall manufacture or store for sale, import, sell
or distribute goods which do not conform to the Indian standard specified in
the order. Manufacturers of these products are required to apply for
registration from Bureau of Indian Standard (BIS) after getting their product
tested from BIS recognized lab( NABL).

• The products will be tested as per the respective testing standard.
• Testing has to be processed in BIS approved labs only.
• CB test report is not required but can be used as a tool (if available).
• Multiple models can be considered in a family if all the models follow the
series guidelines as notified by Meity:

Type of Testing:
S.no Testing Reason
1. Full Testing Final test report is issued once the product get tested.
Average timeline: 3 Weeks
2. Switchover Testing Base(Lead) model is tested based on the requirement
3. Amendment Testing One model in the registration number is tested based on the
requirement
4. Series Model Addition If the new model follow the series guidelines and if the report
has the space. It can be mentioned in series without testing
Average timeline: 1-2 Weeks
5. Brand Addition Brand can be added in the previously issue report if the
manufacturer, brand, product and model no. are same
Average Timeline: 1 Week

In case of the critical component is

Registration scheme was designed for the Factory (Applicant) and
unique registration number is granted for each manufacturing
location (factory). Registration is granted based on:
•Manufacturing / Factory
•Brand name / Brand Owner
•Product Category
“ Unique registration number = Factory + Brand + Product
category “
Registration Validity: Registration is valid for two years and further
can be renewed for 2 to 5 years.
Timeline of getting registration number : 3-4 Weeks once the
requisite documents submitted to BIS.

• For foreign factories, an Authorized Indian Representative have to
be appointed for BIS registration purpose as per the below norms,
who will be help responsible for maintaining the compliance
requirement of the products.
* If the factory if having their registered office/branch office in
India, then they have to be the Indian Representative
* If the factory is not having their registered office in India but the
Brand has their Registered office/Branch office in India, then they have
to be the Indian representative
* If neither the factory nor the brand is having their presence in
India, then the major importer/distributor/entity having marketing tie
up with the factory/brand can be the Indian representative in India

GRANT INCLUSION
• The process for first time factory registration with a brand
and product category is called “Grant of registration”.
• Factory must have BIS account/ portal. If not, then need to
create one basis on online filling with the help of factory
documents (Business license in country & English
language).
• Documents are required from factory, brand and AIR.
• Online filing needs to be done once the agent gets scan of
final test report and signed and stamped documents.
• After filing in BIS, form I is generated which needs to be
singed and stamp by Factory authorized signatory.
• Confirmation/acknowledgement email will be sent to
factory & AIR by BIS at the completion of each process such
as –
1. On receiving the hardcopies by BIS
2. On updating the status of application over portal
3. Informing if any query raised
4. Sharing the registration certificate once the same is
uploaded over portal.
• For any new model of the same product category,
manufactured by a unit that is already registered in
BIS for the same brand, the new model will be added
in the existing registration number and the process is
called “Inclusion”.
• Documents are required only from AIR.
• Fresh testing needs to be done.
• Online filing needs to be done once the agent gets
scan of final test report and signed and stamped
documents from AIR.
• Once the hardcopies reached to BIS, an Inclusion ID
will be allotted against the application.
• Average timeline of receiving the certificate is 2-3
weeks.
Renewal
• The validity of the registration issued is 2 years. It is suggested to
start the process of renewal before 3 months of expiry of
registration. The registration can be renewed for 2,3,4 or 5 years
depending upon the requirement. This process is called “Renewal
of registration”.
• No testing is required
• Documents are required from factory with sign and stamp from
factory & AIR signatory
• Online filing needs to be done with the scan of signed stamped
documents
• If the renewal is not processed till the validity, then status of
application will be changed to “Deferred” for 3 months. We are
allowed to submit the application pf renewal in this period with an
additional late fee. However, import/sale of the product with said
registration number is not allowed in this period.
CCL Update
• Any change made on the product related to critical
components used has to be notified to BIS via process
called “CCL Update”. Lab will issue a test report for this
(which may or may not include testing) that has to be
submitted in BIS along with fee in hard as well as soft
copy. Since no certificate is generated in this process, the
process is expected to be completed as soon as hard
copies reach BIS
• All the registered manufacturers have to maintain the
compliance requirement as per the current standard. Any
amendment or change of standard notified by BIS have to
be complied as per the guidelines provided. These
activities are called “Standard Amendment” and
“Standard Changeover”
BIS Mark and Labelling
• From July 1, 2016, it is mandatory to use the IS Mark on the product label.
• The photogenic reduction and enlargement of the IS mark is permitted.
• The IS mark should be very clear, visible, legible, indelible and non-
removable on the label.
• The font size should not be less than Arial font size 6.
• If the product is small then the IS mark can be displayed on the packaging of
the product.
• The measurements of the Standard Mark shall be as per norms

• The colour scheme of the Standard Mark shall be as per norms .

• The Standard Mark shall carry the license number and reference to the
Indian Standard in a visible manner and shall be as specified in the license.
• In case the license number cannot be placed beneath the Standard Mark, it
shall be suitably placed close to the Standard Mark in a linear manner. Also,
BIS website: www.bis.gov.inhas to mentioned on the label in the similar
fashion.

Surveillance

MeitY with the help of STPI will process the surveillance of the
products registered with BIS as and when required.
BIS authorized representative to collect sample from market or
factory & send samples to BIS Recognized Lab.
If the samples are not available in market and , STPI will visit the
AIR to collect the samples.
Testing will be conducted in any random lab selected by STPI.
Lab shall then send Test report to BIS.
Cost & testing charges shall be borne by Registered Applicant.
If the sample gets failed in process, the registration will be liable
for cancellation.

Consequences of smart registration
• Address verification is compulsory to initiate the process
• Testing cannot be initiated without TRF and QR code on the sample
• Advance booking of samples is not possible. Projects will be executed
on first come first serve basis
• Any modification in Ratings, Model numbers, Series models and
Brand
name is not possible once testing is started
• Lack of document may force the lab to cancel the project since they
have to
meet the timeline

CRS (Compulsory Registration Scheme) • CRS was introduced by Department of Electronics and Information Technology (Deity – now Meity) along with Bureau Of Indian Standards (BIS). • This program was designed for the manufacturer (Applicant) and unique registration is grant for each manufacturing location (Factory). Registration is granted based on:  Manufacturer = Factory location (Each Location )  Brand name  Product type • As per the order, no person shall manufacture or store for sale, import, sell or distribute goods which do not conform to the Indian standard specified in the order. Manufacturers of these products are required to apply for registration from Bureau of Indian Standard (BIS) after getting their product tested from BIS recognized lab( NABL).

  • 11. Type of Testing: S.no Testing Reason 1. Full Testing Final test report is issued once the product get tested. Average timeline: 3 Weeks 2. Switchover Testing Base(Lead) model is tested based on the requirement 3. Amendment Testing One model in the registration number is tested based on the requirement 4. Series Model Addition If the new model follow the series guidelines and if the report has the space. It can be mentioned in series without testing Average timeline: 1-2 Weeks 5. Brand Addition Brand can be added in the previously issue report if the manufacturer, brand, product and model no. are same Average Timeline: 1 Week 11
  • 12. Key Points for Testing 12 In case of the critical component is covered under the BIS Product category, the same must be certified by BIS prior to the testing of main product. The testing start date of the product must be after the date of grant of registration of the critical component. The test report issued by the lab have to be submitted to BIS within 90 days
  • 13. BIS registration & their cases 13 Registration scheme was designed for the Factory (Applicant) and unique registration number is granted for each manufacturing location (factory). Registration is granted based on: •Manufacturing / Factory •Brand name / Brand Owner •Product Category “ Unique registration number = Factory + Brand + Product category “ Registration Validity: Registration is valid for two years and further can be renewed for 2 to 5 years. Timeline of getting registration number : 3-4 Weeks once the requisite documents submitted to BIS.

Continued… • For foreign factories, an Authorized Indian Representative have to be appointed for BIS registration purpose as per the below norms, who will be help responsible for maintaining the compliance requirement of the products. * If the factory if having their registered office/branch office in India, then they have to be the Indian Representative * If the factory is not having their registered office in India but the Brand has their Registered office/Branch office in India, then they have to be the Indian representative * If neither the factory nor the brand is having their presence in India, then the major importer/distributor/entity having marketing tie up with the factory/brand can be the Indian representative in India

  • 16. GRANT INCLUSION • The process for first time factory registration with a brand and product category is called “Grant of registration”. • Factory must have BIS account/ portal. If not, then need to create one basis on online filling with the help of factory documents (Business license in country & English language). • Documents are required from factory, brand and AIR. • Online filing needs to be done once the agent gets scan of final test report and signed and stamped documents. • After filing in BIS, form I is generated which needs to be singed and stamp by Factory authorized signatory. • Confirmation/acknowledgement email will be sent to factory & AIR by BIS at the completion of each process such as – 1. On receiving the hardcopies by BIS 2. On updating the status of application over portal 3. Informing if any query raised 4. Sharing the registration certificate once the same is uploaded over portal. • For any new model of the same product category, manufactured by a unit that is already registered in BIS for the same brand, the new model will be added in the existing registration number and the process is called “Inclusion”. • Documents are required only from AIR. • Fresh testing needs to be done. • Online filing needs to be done once the agent gets scan of final test report and signed and stamped documents from AIR. • Once the hardcopies reached to BIS, an Inclusion ID will be allotted against the application. • Average timeline of receiving the certificate is 2-3 weeks.
  • 17. Renewal • The validity of the registration issued is 2 years. It is suggested to start the process of renewal before 3 months of expiry of registration. The registration can be renewed for 2,3,4 or 5 years depending upon the requirement. This process is called “Renewal of registration”. • No testing is required • Documents are required from factory with sign and stamp from factory & AIR signatory • Online filing needs to be done with the scan of signed stamped documents • If the renewal is not processed till the validity, then status of application will be changed to “Deferred” for 3 months. We are allowed to submit the application pf renewal in this period with an additional late fee. However, import/sale of the product with said registration number is not allowed in this period.
  • 18. CCL Update • Any change made on the product related to critical components used has to be notified to BIS via process called “CCL Update”. Lab will issue a test report for this (which may or may not include testing) that has to be submitted in BIS along with fee in hard as well as soft copy. Since no certificate is generated in this process, the process is expected to be completed as soon as hard copies reach BIS • All the registered manufacturers have to maintain the compliance requirement as per the current standard. Any amendment or change of standard notified by BIS have to be complied as per the guidelines provided. These activities are called “Standard Amendment” and “Standard Changeover”
  • 19. BIS Mark and Labelling • From July 1, 2016, it is mandatory to use the IS Mark on the product label. • The photogenic reduction and enlargement of the IS mark is permitted. • The IS mark should be very clear, visible, legible, indelible and non- removable on the label. • The font size should not be less than Arial font size 6. • If the product is small then the IS mark can be displayed on the packaging of the product. • The measurements of the Standard Mark shall be as per norms (https://www.crsbis.in/BIS/app_srv/tdc/gl/docs/CMD_3_Standard_Mark.pd f ) • The colour scheme of the Standard Mark shall be as per norms . (https://www.crsbis.in/BIS/app_srv/tdc/gl/docs/CMD_3_Standard_Mark.pd f ) • The Standard Mark shall carry the license number and reference to the Indian Standard in a visible manner and shall be as specified in the license. • In case the license number cannot be placed beneath the Standard Mark, it shall be suitably placed close to the Standard Mark in a linear manner.   • 20. Surveillance 20 MeitY with the help of STPI will process the surveillance of the products registered with BIS as and when required. BIS authorized representative to collect sample from market or factory & send samples to BIS Recognized Lab. If the samples are not available in market and , STPI will visit the AIR to collect the samples. Testing will be conducted in any random lab selected by STPI. Lab shall then send Test report to BIS. Cost & testing charges shall be borne by Registered Applicant. If the sample gets failed in process, the registration will be liable for cancellation.

Scrutiny / approval / grant of registration 22 Consequences of smart registration • Address verification is compulsory to initiate the process • Testing cannot be initiated without TRF and QR code on the sample • Advance booking of samples is not possible. Projects will be executed on first come first serve basis • Any modification in Ratings, Model numbers, Series models and Brand name is not possible once testing is started • Lack of document may force the lab to cancel the project since they have to meet the timeline
