■ Food Regulations and standards have become a sensitive subject and the
regulation of the quality of the food product the object of increasing
public interest.
■ Quality is being the first consideration for the consumer acceptance.

What is BIS?
■ The Bureau of Indian Standards (BIS) is the national Standards
Body of India working under the aegis of Ministry of
Consumer Affairs, Food & Public Distribution, and
Government of India.
■ It is established by the Bureau of Indian Standards Act, 1986
which came into effect on 23 December 1986.
■ BIS covers the standardization process in the food and other
related products industry in India. BIS has 500 plus scientific
officers working as Certification Officers, Member secretaries
of technical committees and lab.
■ It resolves to be the leader in all matters concerning
Standardization. Certification and Quality. Bureau of Indian
standards (BIS)
A New BIS
■ A new Bureau of Indian standards (BIS) Act 2016 which was notified on
22 March 2016, has been brought into force with effect from 12 October
2017.
■ The Act establishes the Bureau of Indian Standards (BIS) as the National
Standards Body of India.
OBJECTIVES OF BIS
■ Harmonious development of the activities of standardization, making and
quality certification of goods.
■ To provide thrust to standardization and quality control for growth and
development of industry on one hand and to meet the needs of consumers
on the other.
Functions of BIS
■ For protecting the consumer from hazardous products.
■ For promoting consumer confidence.
■ For providing a safeguard to the public health.
■ For providing quality assurance.
Features and Role of BIS
■ The BIS seeks to ensure better product development, safeguard
the environment, reduce health hazards and curb the
proliferation of the goods. The following are the features
performed by BIS:
■ Enables the GOI for hallmarking schemes for precious metals
which is necessary for certification.
■ Enables any third-party agencies to certify and enforce the
standards.
■ Eliminates sub-standard products by mandating marking
requirements.
■ Facilitates third-party lab services for product testing.
■ Formulates and implements standards for various products
with the aid of relevant government departments.
■ The Act has identified new areas for standardisation such as:
■ Medical devices
■ Smart cities
■ E-mobility
■ New and renewable energy
■ Digital technology
■ Alternate fuels

STANDARD FORMULATION
BIS formulates Indian Standards in the line with the national priorities
for various sectors that have been grouped under 14 departments like
■ Chemicals • Metallurgical Engineering
■ Food and Agriculture • Petroleum Coal & related products
■ Civil Department • Electro-Technical
■ Textile • Mechanical Engineering
■ Transport Engineering • Production General Engineering
■ Management Systems •Water Resources
■ Medical equipment and Hospital Planning
■ Electronics & Information Technology
PRODUCT CERTIFICATION
■ BIS certification process is a mandatory scheme which has to
be followed by all the manufacturers when they have to sell
goods in the market. This process id has been done before
ensuring license to the manufacturer to ensure capability and
test the product to its conformity according to the standards.
Hallmarking
■ Hallmarking is a process of purification and verification wherein articles
such as gold, platinum, silver, etc so that consumers can be safe when
they are purchasing a genuine and legitimate product. The principal
objective of the Hallmarking Scheme is to protect the public against
adulteration to maintain legal standards of fineness. This process of
accurate determination is a vital part of when an article is being
purchased
HALLMARKING
■ Hallmarking of gold
jewellery was started by
BIS in April 2000 to
provide third party
assurance to consumes on
the purity of gold
jewellery or its fineness.
■ The scheme for
hallmarking of silver
jewellery/artefacts was
launched in October 2005
LABORATORY SERVICES
■ To protect consumer’s interest , BIS operates various
conformity assessment schemes. Under these schemes, BIS
grants licenses/registrations to such manufacturers who are
capable of producing goods conforming to relevant Indian
Standards, on continuous basis.
■ To support these scheme, which requires testing of products on
regular basis for checking conformity to the relevant Indian
Standards, BIS has established a network of eight laboratories.
TRAINING SERVICES
■ BIS imparts training through National institute of training for
Standardization(NITS) to the technical and management
personnel from industry, consumer organisations, public sector
undertakings, government bodies.
■ The institute also conducts international training programmes
for developing countries under different cooperation schemes
of government of India.
CONSUMER AFFAIRS
■ Consumer awareness programmes
■ Industry awareness programmes
■ Educational utilization of standards programmes
BIS License Process
■ Apply to BIS permission, to use ISI mark on products
■ Inspection of factory by BIS personnel
■ Verify the capabilities of manufacture to produce and also test
the products on continuous basis in accordance with the
relevant Indian standards . QUALITY CONTROL SYSTEM
measures at various stages like : raw material stages of
production, finished product stage (supervisory to ensure the
quality)
■ QUALITY AUDIT SYSTEM under which they draw the
samples from factory store. They also check quality of the
Products and other facilities and after satisfying themselves
they give permission to use ISI mark.

What is BIS? ■ The Bureau of Indian Standards (BIS) is the national Standards Body of India working under the aegis of Ministry of Consumer Affairs, Food & Public Distribution, and Government of India. ■ It is established by the Bureau of Indian Standards Act, 1986 which came into effect on 23 December 1986. ■ BIS covers the standardization process in the food and other related products industry in India. BIS has 500 plus scientific officers working as Certification Officers, Member secretaries of technical committees and lab. ■ It resolves to be the leader in all matters concerning Standardization. A New BIS ■ A new Bureau of Indian standards (BIS) Act 2016 which was notified on 22 March 2016, has been brought into force with effect from 12 October 2017. ■ The Act establishes the Bureau of Indian Standards (BIS) as the National Standards Body of India. OBJECTIVES OF BIS ■ Harmonious development of the activities of standardization, making and quality certification of goods. ■ To provide thrust to standardization and quality control for growth and development of industry on one hand and to meet the needs of consumers on the other.

  • 15. PRODUCT CERTIFICATION ■ BIS certification process is a mandatory scheme which has to be followed by all the manufacturers when they have to sell goods in the market. This process id has been done before ensuring license to the manufacturer to ensure capability and test the product to its conformity according to the standards.

Hallmarking ■ Hallmarking is a process of purification and verification wherein articles such as gold, platinum, silver, etc so that consumers can be safe when they are purchasing a genuine and legitimate product. The principal objective of the Hallmarking Scheme is to protect the public against adulteration to maintain legal standards of fineness. This process of accurate determination is a vital part of when an article is being purchased
  • 17. HALLMARKING ■ Hallmarking of gold jewellery was started by BIS in April 2000 to provide third party assurance to consumes on the purity of gold jewellery or its fineness. ■ The scheme for hallmarking of silver jewellery/artefacts was launched in October 2005
  • 18. LABORATORY SERVICES ■ To protect consumer’s interest , BIS operates various conformity assessment schemes. Under these schemes, BIS grants licenses/registrations to such manufacturers who are capable of producing goods conforming to relevant Indian Standards, on continuous basis. ■ To support these scheme, which requires testing of products on regular basis for checking conformity to the relevant Indian Standards, BIS has established a network of eight laboratories.

TRAINING SERVICES ■ BIS imparts training through National institute of training for Standardization(NITS) to the technical and management personnel from industry, consumer organisations, public sector undertakings, government bodies. ■ The institute also conducts international training programmes for developing countries under different cooperation schemes of government of India.

BIS License Process ■ Apply to BIS permission, to use ISI mark on products ■ Inspection of factory by BIS personnel ■ Verify the capabilities of manufacture to produce and also test the products on continuous basis in accordance with the relevant Indian standards . QUALITY CONTROL SYSTEM measures at various stages like : raw material stages of production, finished product stage (supervisory to ensure the quality) ■ QUALITY AUDIT SYSTEM under which they draw the samples from factory store. They also check quality of the Products and other facilities and after satisfying themselves they give permission to use ISI mark.
