(BIS)
BIS is the national standard body of India
BIS is responsible for the harmonious development of the activities
of standardization, marking & quality certification of goodds and
for matters concerned therewith or incidental thereto
The bureau of Indian Standard Act, 2016 has been implemented
since 12th October, 2017
OBJECTIVES
Harmonious development of the activities of standardization,
marking and quality certification of goods
To provide thrust to standardization & quality control for growth &
development of industry on one hand and meet the needs of the
consumers on the other.
4. Implementation
Notification of new BIS (Hallmarking) Regulations, 2018 under the Act. The Ce
ntral Government has also notified “Gold jewelry and gold artefacts” and “Silver
jewelry and silver artefacts” to be marked with Hallmark.
Penal provisions for better and effective compliance and to enable compounding of
offences for violations have been made stringent under new regulation.
The BIS (Conformity Assessment) Regulations, 2018 has been notified under the Act.
The Regulations provide for multiple types of simplified conformity assessment
schemes including Self Declaration Of Conformity (SDOC) against any standard which
will give multiple simplified options to manufacturers to adhere to the standards and get
certificate of conformity, thus improving the “ease of doing business”.
Guideline for procedure to be followed by the line Ministries for making the use of a
mark under license or certificate of conformity compulsory, and also procedure for
approving and authorizing any other agency, for carrying out conformity assessment
activities under Section 16(1) of BIS Act 2016.
5. Importance
BIS has been providing traceability and tangibility benefits to the national economy in a
number of ways – providing safe reliable quality goods; minimizing health hazards to
consumers; promoting exports and imports substitute; control over proliferation of
varieties etc.
The standards and certification scheme of BIS apart from benefitting the consumers and
industry also support various public policies especially in areas of product safety,
consumer protection, food safety, environment protection, building and construction,
etc.
BIS also ensures the harmonious development of the activities of standardization,
marking and quality certification of goods.
Since BIS works on the standardization of the quality, it has incorporated state of the art
lab in different parts of the country.
6. INTERNATIONAL ORGANISATION FOR
STANDARDIZATION (ISO)
ISO is a non-governmental organization that comprises standard bodies
from more than 160 countries, with one standard body representing
each member country.
ISO members are national standards organizations that collaborates in
the development and promotion of international standards for
technology, scientific processes working conditions, societal issues and
more.
ISO and its members then sell documents detailing these standards.
7. How are ISO standards developed?
ISO has a 6-stage process for developing standards

ii. Preparatory Stage
iii. Committee Stage
iv. Enquiry Stage
v. Approval Stage
vi. Publication Stage
8. a) PROPOSAL STAGE
The first step in developing a new standard shorts when industry associations or
customers groups make a request. The relevant ISO committee determines whether
a new standard is required.
b) PREPARATORY STAGE
A working group is set up to prepare a working draft of the new standard. It is
composed of subject matter experts & industry stakeholders.
c) COMMITTEE STAGE
This is an optional stage during which members of the parent committee review &
comment on the draft standard. It can be moved to the next stage when the
committee reaches consensus on the technical content of the draft.
d) ENQUIRY STAGE
The draft standard at thus stage is called Draft International Standard (DIS). It is
distributes to ISO members for comments and uktimaetly a vote.
e) APPROVAL STAGE
The draft standard is submitted as a Final Draft International Standard (FDIS) to
ISO members. They vote to approve the new standard.
f) PUBLOCATION STAGE
If ISO members approve the new standard, the FDIS is published as an official
International Standard.
9. Importance
ISO Standards are a key part of our society as they ensure quality and safety in both
products and services in international trade.
Businesses can be seen to benefit from ISO standards as they can help cut costs by
improved systems and procedures put in place.
In addition, environmental impacts may be reduced and they are able to access new
markets and customers. For example, by implementing ISO 9001, the quality
management standard, this ensures quality and safety with regards to processes and
products, as a result customer satisfaction may be increased due the trust created from
ISO standards.
The government can benefit greatly from ISO standards which can be used to support
public policy by getting expert opinion and also opening up world trade.
ISO certification can enable a company to streamline their productivity, positively
augment their resource procurement and grow internationally.
10. 6 SIGMA
6 sigma is both a methodology and a measurement.
Originally developed in the Electronic Industry by Bill Smith and Mikel
Harry at Motorola, 6 sigma measures the capability of a process to
perform detect-free work, where a defect is defined as anything that
results in customer dissatisfaction,.
It is derived from a previously quality scheme in which a process was
considered to be producing quality results if ±3σ or 99.74% of the
products or attributes were within the specification.
6 sigma methodology requires that ±6σ of the product be within the
specification.
The goal of 6 sigma methodology is to have 99.99966% of the product
or attributes be within specification, or no more than .00034% =
0.0000034 out of specification.
This means that no more than 3.4 of the product or attributes per
million can be defective.
Essentially, it calls for the process to approach a defect free status.
11. Implementation
Before embarking on the project, communicate the need for the implementation with
strategic management and get their support.
An essential prerequisite to successfully implementing the LSS method is to have all
necessary resources and knowledge are at your disposal.

12. Importance
6 sigma approach forces companies to work much harder and more quickly to discover
and reduce sources of variation in processes. It “raises the bar” of the quality goals of
the firm
6 sigma dedication to quality may be required to attain world class status and to be a top
competitor in the International Market.
After identification of improvement ideas, Six Sigma techniques can be used for
elimination of waste and variation in business processes.
Using Six Sigma techniques, employees are able to identify problem areas as well as
recurring issues that affect the overall quality expectation of a service or product from a
customer’s viewpoint.
