2. Ն.Ս.Օ.Տ.Տ. Գարեգին Բ. Ծայրագոյն Պատրիարք եւ
Ամենայն Հայոց Կաթողիկոս, որ 19 Սեպտեմբերին
ներկայ գտնուեցաւ՝ «Հայաստան-Սփիւռք» 5-րդ
համաժողովի բացման արարողութեանը, իր օրհնու-
թիւնն ու պատգամը փոխանցեց համաժողովի մաս-
նակիցներուն: Ամենայն հայոց հայրապետը իր խօսքին
մէջ մասնաւորապէս ըսաւ՝ «Մայր Աթոռ Սուրբ Էջմիած-
նից հոգու բերկրութեամբ եկել ենք ողջունելու ձեզ
«Հայաստան-Սփիւռք» հինգերորդ համաժողովի
առիթով եւ Հայրապետական Մեր օրհնութիւնը բերելու
համաժողովի աշխատանքներին: Ուրախ է մեր հոգին,
որ աշխարհասփիւռ մեր համայնքներից, Արցախից ու
Հայաստանից վերստին համախմբուել էք` միասնաբար,
պատրաստակամ ու յանձնառութեան ոգով քննութեան
առնելու մեր կեանքի հրատապ խնդիրները, որոնք
անհրաժեշտ ուշադրութեան եւ վճիռների կարիքն
ունեն ինչպէս Հայրենիքում, այնպէս եւ` Սփիւռքում:
Նոյն տեսիլքն ունենք` պաշտպանուած ու զօրեղ, բա-
րօր ու զարգացող դարձնել մեր Հայրենիքը եւ ապահով,
շէն ու կենսունակ պահել Սփիւռքը: Այս նպատակների
համար մեր ժողովուրդը մեծ զոհողութիւններ է յանձն
առել, միաւորուել ազգաշահ ու հայրենաշէն ծրագրերի
շուրջ, որոնցում կարեւոր դեր են ունեցել նաեւ «Հա-
յաստան-Սփիւռք» համաժողովները»:
«Հայրենիքի եւ Սփիւռքի միջեւ կապերի ամրա-
պընդումը եւ սերտ գործակցութիւնը մեր կեանքի հրա-
մայականն է: Այս գիտակցութեամբ մեր ժողովուրդը
թէեւ աշխարհասփիւռ` շարունակում է մնալ մէկ
ամբողջութիւն, հոգեւոր մէկ ներաշխարհ` նոյն ինք-
նութեամբ, ձգտումներով ու յոյսերով: Մեր այս հաւաքը
կարեւորւում է նաեւ նրանով, որ գումարուել է
նախօրեակին Հայոց Ցեղասպանութեան 100-ամեայ
տարելիցի, որը ազդակ պիտի դարձնենք մեր ժողովրդի
կեանքում հոգեւոր մեր արժէքների անխաթարութեան
եւ ազգային ինքնութեան գիտակցութեան զօրացման,
միասնականութեան եւ լուսաւոր մեր գալիքը կեր-
տելու կամքի ու լաւատեսութեան ամրապնդման: Այս
նպատակին պէտք է ուղղուեն պետական, եկեղե-
ցական, ազգային, անհատական մեր անմնացորդ ու
ամբողջական ջանքերը, ուժերն ու ծրագրերը, որոնցում
դուք նոյնպէս ունէք անմիջական մասնակցութիւն:
Պիտի շարունակենք նաեւ մեր համակարգուած գոր-
ծունէութիւնը` ի խնդիր Հայոց Ցեղասպանութեան
համընդհանուր ճանաչման եւ մեր արդար դատի
պաշտպանութեան: Հայ Եկեղեցին իր նուիրապե-
տական աթոռներով, իր բոլոր կառոյցներով օրակար-
գային առաջնահերթութիւններից է նկատում մեր
ժողովրդի դէմ գործուած Ցեղասպանութեան միջազ-
գայնօրէն ճանաչման խնդիրը:
Մեզ բոլորիս քաջալերում է այն իրողութիւնը, որ
վերջին տասնամեակների ընթացքում բազմաթիւ
երկրներ, պետական կառոյցներ եւ կրօնական ու
հասարակական կազմակերպութիւններ ճանաչել են եւ
շարունակում են ճանաչել Հայոց Ցեղասպանութիւնը`
գիտակցելով, որ հայ ժողովրդի նկատմամբ արդա-
րութեան իրագործումը էական է աւելի արդար ու
խաղաղ աշխարհի կառուցման համար: Մեր Եկեղեցում
ընթանում են նաեւ աշխատանքներ` ուղղուած մեր
անմեղ զոհերի սրբադասմանը, որը եկեղեցական
կանոնով ու ծէսով պիտի կատարենք 2015 թ. Ապրիլին,
հաւատով, որ մեր նահատակների հաւատքի սխրանքը
անմար յիշատակով պիտի հաստատի ու զօրացնի մեր
սերունդներին մարտիրոսեալ մեր նախնեաց սրբալոյս
յիշատակը մշտավառ պահելու, քրիստոնէական
հաւատքի զօրացման, հայրենանուիրումի, ազգային
արժէքների պահպանութեան ձգտումներում:
100-ամեայ մեծ տարելիցին մեր անմեղ զոհերու յի-
շատակը յարգելու լաւագոյն գործը կը լինի, որ 2015 թ.
բազմանան մեր ընտանիքները եւ աճեն զաւակներով:
Այս կոչն ենք ուղղում մեր ժողովրդին, երիտասարդ մեր
ընտանիքներին: Այսօր` աշխարհայնացման ընթացք-
ների, այլակարծութեամբ սքօղուած կեղծ ու սին գա-
ղափարների առկայութեան պայմաններում անհրա-
ժեշտ է, որ զօրացնենք նաեւ մեր խնամքն ու ջանքերը`
Սփիւռքում եւ Հայրենիքում մեր զաւակներին հայ-
րենեաց աւանդներով կրթելու համար, որպէսզի ապրեն
ազգային ջերմ ու կենդանի զգացումով, ազգի, Հայ-
րենիքի սիրով եւ ընթանան հաւատքով, ամուր
կանգնած` փրկութեան յոյսի ու յաւիտենական կեանքի
ուղիներում: Տէրունախնամ այս ուղիներով պիտի
առաջնորդուենք դէպի մեր հայրենեաց բաղձալի
եզերքներ եւ մեր կեանքի ոռոգեալ ափեր: Ազգային մեր
կեանքի մտահոգութիւններից են շարունակում մնալ
հակամարտութեան իրավիճակներում յայտնուած մեր
ժողովրդի զաւակաց խնդիրները: Տագնապահարոյց է
իրավիճակը Մերձաւոր արեւելեան տարածաշրջանում,
պատերազմական դրութիւն է Ուքրանիայում, որտեղ
ունենք հայկական համայնքներ: Յատկապէս Իրաքում
եւ Սիրիայում իսլամիստների բռնութիւններն ու
ահաբեկչական գործողութիւնները սպառնալիք են
դառնում խաղաղ բնակչութեան, նաեւ` քրիստոնէա-
կան, այդ թւում հայ համայնքների համար` ստիպելով
լքել իրենց բնակավայրերը: Սիրիայում հակամարտու-
թեան բռնկման առաջին օրերից յորդորել ենք Սփիւռքի
մեր Թեմակալներին հնարաւոր բոլոր միջոցները
գործադրելու` պետական, դիւանագիտական, միջազ-
գային, էկումենիկ, իրաւապաշտպան կառոյցների եւ
կազմակերպութիւնների առջեւ բարձրաձայնելու
խնդիրը, որպէսզի անհրաժեշտ քայլերի ձեռնարկումով
տեղահանուած ազգաբնակչութիւնը հնարաւորինս
շուտ կարողանայ վերադառնալ սեփական օճախները
եւ շարունակել իր խաղաղ կեանքը: Միաժամանակ կոչ
ենք ուղղել` առաւել ջանքեր ներդնել եւ քաջալերել
հաւատացեալ հայորդիներին` բարոյական ու նիւ-
թական աջակցութեամբ սատարելու իրենց քոյրերին ու
եղբայրներին, որպէսզի յաղթահարեն փորձութիւնները,
ինչպէս նաեւ իրականացրել ենք Մայր Աթոռի
ծրագրերը` օգնելով տուժած համայնքներին, Հայրենիք
ներգաղթած հայորդիներին»,- ըսած է Գարեգին Բ.

en route

Quel que soit le nombre de journa-listes
et d’universitaires qui remettent
en question le ridicule rêve des diri-geants
turcs de recréer l’Empire otto-man
au sein des réalités politiques du
21e siècle, le nouveau Premier
ministre turc Ahmet Davutoglu et son
patron, Recep Tayyip Erdogan, sem-blent
déterminés et fermes à pour-suivre
leur ambitieux plan.
M. Davutoglu ne manque pas une
occasion de glorifier l’Empire ottoman
comme un souverain tolérant et bien-veillant
envers les autres nations, sans
demander l’avis des groupes et des
nations qui ont souffert de cette « bien-veillance
».
Elu président, M. Erdogan a pronon-cé
un discours d’adieu comme premier
ministre et a vanté les réalisations de
son parti au cours des 12 dernières
années de pouvoir de son parti Justice
et Développement (AKP). Il a égale-ment
fait part de ses plans pour une
« nouvelle Turquie », se déplaçant vers
une « conquête sainte », qui promet
d’apporter plus de prospérité, de piété
et d’influence mondiale.
Dans ce schéma, M. Davutoglu a un
rôle central à jouer, même si The
Economist jette une ombre sur ses
ambitions. Dans son édition du 31
août, l’hebdomadaire londonien écrit,
« L’universitaire devenu diplomate est
critiqué pour l’échec de sa politique de
« zéro problème avec les voisins. »
Plus loin, l’hebdomadaire poursuit :
« Behul Ozkan, un universitaire qui a
étudié Davutoglu, dit qu’il se considère
comme « infaillible, comme quelqu’un
qui façonne l’histoire - mais dont les
rêves de construire un royaume musul-man
sunnite d’influence turque cou-vrant
le Moyen-Orient et les Balkans
sont demeurés vides. »
Sans se laisser décourager par
toutes ces critiques, l’équipe Erdogan-
Davutoglu poursuit ses objectifs.
Aujourd’hui, aucun problème politique
n’est résolu dans les Balkans sans le
consentement, la participation ou la
bénédiction d’Ankara. Au cours de son
premier voyage comme président à
Bakou, durant la conférence de presse
conjointe avec le président Ilham
Aliev, M. Erdogan a promis que l’ordre
du jour politique dans le Caucase
serait fixé par la Turquie et
l’Azerbaïdjan.
Afin de faire preuve de déclarations
politiques fortes, le président Erdogan
a fait ses deux premières visites dans
deux régions potentiellement explo-sives,
soit l’Azerbaïdjan et le nord de
Chypre - la soi-disant République
turque de Chypre du Nord, reconnue
par la seule Turquie. Il a démontré son
intransigeance à Chypre, comme un
pied de nez à l’opinion publique mon-diale
et au droit international, en per-pétuant
l’occupation de 1974 de 38%
du territoire chypriote par les forces
turques. Le rapprochement récent
entre Israël et la Grèce a durci encore
plus la détermination turque, et
l’accord israélo-chypriote d’exploiter
les réserves pétrolières de la
Méditerranée orientale a provoqué la
colère de M. Erdogan.
Les conflits de Chypre et du Karabagh
ont beaucoup de similitudes, même si
elles sont par essence différentes.
Pourtant, la Turquie applique deux
principes contradictoires à un même
problème; M. Erdogan défend les
droits à l’autodétermination des Turcs
dans Chypre et nie ces mêmes droits
au Karabagh. La communauté interna-tionale
achète ces politiques et tente
également de les justifier.
La Grèce, alliée de l’Organisation de
l’Atlantique Nord (OTAN), et Chypre,
membre de l’Union européenne (UE),
devront attendre très longtemps avant
de voir leurs collègues membres de
l’OTAN et de l’UE fustiger la Turquie,
puisque les secrétaires d’état et de la
défense des Etats-Unis, John Kerry et
Chuck Hagel, respectivement, se sont
précipités vers Ankara recherchant la
coopération de la Turquie afin de com-battre
l’État islamique d’Irak et du
Levant (ISIS), ce groupe terroriste qui
poursuit la décapitation des journa-listes.
Tout cela, sachant qu’ISIS est une
création de la Turquie. Les membres
de l’organisation terroriste ont été for-més,
armés et équipés par la Turquie et
autorisés à traverser la frontière
turque vers la Syrie et l’Irak. En fait, à
Alep, les Arméniens ont reçu la puis-sance
de leur feu. Après tout le scan-dale
qu’a causé ISIS, la Turquie est
encore réticente à se joindre à un
regroupement pour mettre fin à la bar-barie.
Dans un récent article, Reuter a
écrit « le dilemme de la Turquie illustre
le genre de défi auquel J. Kerry fait
face en rassemblant une collation acti-ve
parmi les Etats ayant des intérêts
très différents et des contraintes dans
la région. »
Dans le même article, Henri Barkey,
professeur à l’Université Lehigh et
ancien membre de l’équipe de planifi-cation
de la politique du département
d’Etat, prévoit qu’« ils ne permettront
pas l’utilisation d’Incirlik [la base
aérienne des Etats-Unis] pour porter
des coups fatals. »
Les États-Unis et l’Occident l’ont
armé à un point tel qu’elle se vante
d’avoir la plus forte armée de l’OTAN,
après les États-Unis. Ils ont également
aidé la Turquie à développer son éco-nomie,
de sorte qu’aujourd’hui, Ankara
peut mettre en oeuvre une politique
indépendante, affaiblissant ses alliés.
C’est à cause de partenaires peu
fiables, comme la Turquie que les
Etats-Unis n’est pas en mesure de
développer une politique cohérente
pour arrêter ISIS immédiatement.
Les hésitations du président Obama
ont donné des munitions à ses adver-saires,
et les journalistes ont fait la
satire de sa déclaration « diriger en
arrière » ou « nous n’avons pas de stra-tégie
pour l’instant. » Toutefois, cette
politique a une lueur d’espoir grâce à
l’engagement de l’Iran dans la lutte.

Pas de place pour des
concessions unilatérales
Le ministre de la Défense
d’Arménie, Seyran Ohanian, a déclaré
lors d’une réunion avec le corps pro-fessoral
et le personnel de l’Université
d’Etat en économie que « des conces-sions
mutuelles sont acceptables pour
nous, mais des concessions unilaté-rales
en échange d’incertitude ne le
sont pas. »
« En encourageant les provocations,
l’Azerbaïdjan a tenté d’influencer le
processus de négociation pour le règle-ment
du conflit du Karabagh », a-t-il
ajouté. « C’était un test pour nos forces
armées qu’elles ont réussi avec succès. »
Le ministre Ohanian a conclu : « La partie arménienne veut un règlement
pacifique du conflit. Les habitants d’Artzakh ont obtenu leur droit à l’autodéter-mination
sur leurs terres historiques, et il n’y a aucune alternative à cela. Avec
une rhétorique belligérante et des violations du cessez-le-feu, l’Azerbaïdjan tente
de démontrer sa puissance et ainsi affecter le processus de négociation. C’était
le but derrière l’escalade des tensions en juillet et août derniers. Le ministre
Ohanian a ajouté que « l’intention a échoué en raison de la bravoure et du
dévouement des soldats arméniens. »
En ce qui concerne le soutien possible des forces de l’OTSC en cas de néces-sité,
le ministre a rappelé que « l’Arménie est un membre actif de l’OTSC. Elle a
participé à l’élaboration de forces de maintien de la paix et de défense aérienne,
et « selon les règlements de l’OTSC, en cas de demande d’aide d’un état, les
autres doivent la lui octroyer. Ce règlement est toujours en vigueur. »
Parlant de la coopération de l’Arménie aux opérations de l’OTAN, le ministre
Ohanian a indiqué : « Elle contribue à élever le niveau de réformes de la défense.
Notre coopération se développe dans le domaine de l’éducation, de la médecine
militaire, le maintien de la paix, le déminage humanitaire, et dans un certain
nombre d’autres directions. Les deux organisations se montrent compréhensives
envers nous et nos problèmes. »
Meilleure collaboration
arméno-chinoise
Le Premier ministre Hovik
Abrahamian a reçu l’ambassadeur de
Chine Tian Changchun, qui termine sa
mission diplomatique en Arménie.
Le Premier ministre a vivement félicité
les activités du diplomate dans
l’approfondissement des relations
arméno-chinoises.
« La collaboration arméno-chinoise
s’est améliorée au cours de votre mis-sion,
et vous avez grandement contri-bué
à ce processus, » a noté
Abrahamian.
Tian Changchun a, pour sa part,
remercié le premier ministre pour le
travail en commun, et a exprimé sa
confiance quant au maintien des rela-tions
amicales entre l’Arménie et la
Chine.
A la fin de la conversation, Hovik
Abrahamian a remercié le diplomate
chinois pour la coopération de son
pays et lui a souhaité le succès dans
ses prochaines missions.

Eduardo Eurnekian en Arménie
Le Premier ministre d’Arménie, Hovik Abrahamian a reçu l’homme d’affaires
argentin d’origine arménienne Eduardo Eurnekian. Applaudissant l’homme
d’affaires, Abrahamian a fait l’éloge de ses activités en Arménie. Il a également
exprimé sa volonté d’aider Eurnekian dans la mise en oeuvre de divers projets
dans le pays.
Eurnekian, quant à lui, a félicité Abrahamian pour sa nomination comme
Premier ministre, et a exprimé sa confiance en la coopération avec le gouverne-ment
arménien afin de réaliser avec succès de nouveaux projets dans l’avenir.

Il se trouve que les Etats-Unis et les
politiques iraniennes coïncident dans
leur désir de détruire ISIS, mais
l’ennemi de mon ennemi reste tou-jours
mon ennemi. Les États-Unis
entraînent l’Iran dans le conflit afin de
surexploiter et épuiser ses forces,
puisque ce dernier est déjà fortement
engagé en Syrie.
Il semble que la Turquie sera la
bénéficiaire d’une autre aubaine poli-tique,
si l’on en croit le journaliste
d’Arménie Igor Muradian, qui semble
avoir de nombreuses sources poli-tiques
intrigantes. Dans un article sur
lragir.am, le 4 septembre dernier, inti-tulé
« La Turquie ne dort pas : plan de
fractionnement de la Russie, » il parle
d’un rassemblement secret en
Ukraine : « Fin août et début sep-tembre,
une conférence avec un ordre
du jour étrange a été organisée dans
une des plus belles villes du sud de
l’Ukraine. Un grand groupe d’experts
de Turquie, d’Azerbaïdjan, de Tatarie,
de Tchouvachie, de Gagaouzie, de
Crimée et beaucoup d’autres répu-bliques
et collectivités du bassin de la
Volga et du Caucase du Nord étaient
présents. »
L’ordre du jour comprenait la poli-tique
des Etats-Unis et de l’OTAN dans
la région de la mer Noire, le problème
des Tatars de Crimée et la possibilité
de morcèlement de la Fédération de
Russie, donnant lieu à l’émergence
d’Etats indépendants et souverains.
Si l’effondrement de l’empire sovié-tique
si impensable a eu lieu, rien ne
peut être exclu dans le climat poli-tique
actuel. Le président Poutine a
appelé la chute de l’Union soviétique
« la tragédie géostratégique la plus
catastrophique du 20e siècle. »
L’Union soviétique a implosé parce
que le système lui-même avait semé
les graines de l’autodestruction. Bien
sûr, ces facteurs ont été en outre acti-vés
sous la pression des adversaires
de l’Empire.
Dans le cas de la désintégration de
la Fédération de Russie, il y a une
bande de nations turques s’étendant
de l’Azerbaïdjan à l’Asie centrale,
prêtes à former le nouvel Empire otto-man,
un rêve qu’Enver Pacha poursui-vait,
mais n’a pu voir se réaliser, alors
qu’il était tué à Boukhara.
Aujourd’hui, les vents de la guerre
froide soufflent à nouveau, ils peuvent
accentuer les lignes de faille de la
fédération. En raison de la baisse de la
natalité, le nombre de slaves diminue
et les groupes islamiques se dévelop-pent
à un rythme rapide. M. Poutine
peut difficilement maintenir le cou-vercle
sur les tensions de Tchétché-nie.
La Tchouvachie devient une
région agitée. Tout le monde a vu que
lors du référendum de Crimée, le
groupe ethnique le plus bruyant à
voter contre l’union de l’Ukraine avec
la Russie a été les Tatars. Les Tatars
ont des griefs légitimes, car ils ont
dirigé la Crimée durant plusieurs
siècles, tombant parfois sous la domi-nation
ottomane, qui s’étendait sur
toute la Crimée. M. Davutoglu s’est
porté publiquement à la défense des
Tatars, anciens sujets/alliés ottomans.
Deux grandes guerres ont été menées
entre les empires russe et ottoman au
19e siècle. Les Tatars avaient même
une république après la domination
soviétique (1921-1944) jusqu’à ce que
Staline expulse 238 500 Tatars vers
l’Asie centrale parce qu’ils avaient col-laboré
avec les nazis pendant l’occu-pation
allemande (1941-1944) de la
Crimée. Ce qui a élevé le profil eth-nique
russe dans la péninsule, jusqu’à
ce que Sergueï Khrouchtchev ait
annexé la région de son Ukraine nata-le
en 1954 et Poutine l’ait désannexé
cette année.
En plus des groupes musulmans
insoumis au sein de la Fédération de
Russie, une cohabitation tendue se
manifeste entre la Russie d’un côté et
le Kazakhstan et la Biélorussie de
l’autre autour de l’Union douanière
dont M. Poutine est l’artisan, en
contrepartie de l’Union européenne.
Ajoutant à la combinaison de ces pro-blèmes,
l’Extrême-Orient de la Russie,
avec tout ce qu’elle renferme de res-sources
naturelles, est dépeuplé. Cela
ouvre la voie à des colons chinois, que
la Chine pourrait un jour protéger,
comme M. Poutine souhaite défendre
les Russes vivant en Ukraine et
« l’étranger proche ».
C’est un scénario assez sombre, qui
aiguise l’appétit de M. Erdogan, qui a
été salué récemment en Azerbaïdjan,
comme le « porte-étendard du nouvel
ottomanisme. »
Comme si la domination soviétique
sur l’Arménie n’était pas suffisante,
maintenant le spectre du néo-ottoma-nisme
se profile à sa frontière.

Ashotsk est un village de 3 000 habi-tants,
situé au nord de la région de
Shirak, à la frontière géorgienne.
Situé à 140 km d’Erévan, Ashotsk,
qui remplit encore la fonction de
centre administratif, médical et cultu-rel
des 25 villages alentours, a été
durement touché par le séisme de
décembre 1988.
A ce jour, 210 familles vivent enco-re
dans des baraquements en bois.
L’école de ce village avait été
construite en 1970 et était en mauvais
état. Selon l’ancien directeur Hmayak
Khachatrian, l’un des problèmes les
plus graves de la vieille école était un
système de chauffage désuet, ce qui
rendait souvent impossible la tenue
des cours pendant les hivers rigoureux
de Shirak.
Le Fonds Hayastan y a construit
une nouvelle école, d’une capacité
d’accueil de 400 étudiants, dans le
centre du village, plus facilement
accessible aux enfants, à proximité de
la mairie et de la maison de la culture.
Pour l’année scolaire 2014-2015, la
nouvelle école accueillera 255 écoliers
de la communauté, dont 35 sont en
première année. L’école toute neuve a
été construite avec le soutien des bien-faiteurs
franco-arméniens Arakel et
Lydie Gazarian ainsi que Dirouhie
Gazarian Manoukian.
Il s’agit de la plus grande école con-struite
en Arménie par le Fonds
Hayastan. Composée de quatre bâti-ments
d’une superficie totale de 2 700
mètres carrés, elle dispose des salles
de classe lumineuses et spacieuses,
divers laboratoires, une salle informa-tique,
une importante salle pour des
évènements multifonctionnels, un
gymnase, et une cafétéria. Les installa-tions
comprennent le chauffage cen-tral
et la climatisation, et l’école a été
entièrement meublée dans le cadre du
projet.
La nouvelle école Ashotsk est la
dernière d’une longue série de projets
éducatifs liés à l’infrastructure en
Arménie et en Artzakh parrainés par la
communauté française d’origine
arménienne au cours des 20 dernières
années.

Warlick says Artsakh leadership
should be heard in negotiations
The US Co-Chair of the OSCE Minsk Group, Ambassador James Warlick, told
journalists on Tuesday that the input of Artsakh’s authorities in the peace nego-tiations
process is important. “It is quite important that the voice of Karabakh’s
de facto leadership is heard in the negotiations process,” Warlick told reporters
at the US Embassy in Armenia. “That is the reason why we often visit the
Nagorno Karabakh Republic and meet with the local authorities to take their
opinion into account as well.”

In Search of Community
Priorities

“The true test of civilization is not
the census, nor the size of the cities,
nor the crops — no, but the kind of
man the country turns out.”
The quote above is from Ralph
Waldo Emerson, who issued the chal-lenge
to all leaders in charge of run-ning
countries or organizations or
guiding communities.
Almost a century after being
uprooted from our homeland, have we
ever asked what kind of man or
woman our community would turn
out? Maybe the question has weighed
heavily on the minds of some leaders
but it does not seem that it has both-ered
us collectively, as we are pad-dling
down the stream without con-cern
about our destination.
To say the least, our community has
its priorities backwards, yet we still
hope for a positive outcome.
It was quite appropriate for the first
Armenian settlers in America to build
churches; the churches have played
their role in preserving our faith and
also our identity. However, ironically,
the focus on church building has
accelerated, even as the number of
potential parishioners has dwindled.
We continue building churches that
have empty pews on Sundays, until we
find another role for our houses of
worship. Most have already become
centers of civic activities, unrelated to
the faith of the worshipers.
The Armenian Church in America
has mostly abandoned its traditional
responsibility of running schools,
except for the Prelacy, in both
California and Massachusetts. (The
Armenian Catholic Church still fol-lows
the Catholic church’s tradition of
founding schools, and in the US, it has
schools in Massachusetts,
Pennsylvania and California.)
The Armenian day school move-ment
began fairly recently in America
and it has already lost steam for a vari-ety
of reasons; some of the factors
affecting the schools are beyond the
reach of the community, whereas oth-ers
can be helped. The important ques-tion
is where to draw the line — to
face the manageable factors intelli-gently
and then claim that we did our
best to keep the Armenian schools in
operation, leaving the rest to the
course of society’s irreversible cur-rents.
It will be foolhardy to believe that
to run an Armenian school in a global-ized
society is an easy task. But by the
same token, to surrender responsibili-ty
because the challenges are great is
not a choice, either.
The Armenian language is the fun-damental
ingredient of our identity.
Some highly-motivated individuals will
resort to virtual books or virtual col-leges
to learn the language, but the
rest need to have access to Armenian
schools, where language, history and
culture are taught, but above all, pro-vide
an atmosphere that can awaken
and strengthen Armenian conscious-ness.
In that sense, there is no alternative
to the Armenian school; the alterna-tive
is only self-delusion.
To start an Armenian day school
can only be done through vision. No
matter how much an Armenian school
spends on the material aspects of edu-cation,
it will not match nor surpass
private or public schools in the same
neighborhood. The Armenian commu-nity
in the US is affluent enough to
meet the challenges, if it learns to set
its priorities in the right order.
One of those visionaries was
Gabriel Injejikian who opened the first
Armenian school in America, to the
amazement of the majority of the
Armenians. Many organizations fol-lowed
suit and today an entire net-work
of schools is in operation from
coast to coast. Most of the graduates
have come to prove that in terms of
professional success, they do not lag
behind the graduates of public or pri-vate
institutions, despite the scarcity
of educational resources in their
respective schools.
Most of the Armenian schools have
fallen on hard times. Enrollments at
some schools are declining and in
some cases, the quality of the educa-tion
is being compromised because of
a lack of funds. One of those schools
is the Tekeyan Cultural Association’s
Arshag Dickranian School in
Hollywood, Calif., which this
September began its 34th academic
year.
The Dickranian School has played a
pivotal role in integrating generations
of immigrant Armenians who have
become successful citizens of the US.
The school still plays an essential role
in the growing community on the West
Coast.
The eponymous late benefactor and
his family have generously provided
substantial funding. However, as the
school’s enrollment continues to grow,
more resources will be needed to meet
basic needs.
Kirk Kerkorian’s Dream Fund today
remains the major benefactor of
Armenian schools in California.
Kerkorian, a man who did not have the
benefit of attending an Armenian
school, believes in the role of that
institution in preserving our heritage.

Armenia PM discusses Dilijan city
development program
Armenian Prime Minister Hovik
Abrahamyan attended, in Dilijan city,
the deliberations on the initial version
of the Dilijan Development Program,
which is designed within the frame-work
of the Asian Development Bank
(ADB) technical program.
Abrahamyan noted that this devel-opment
program is the second of the
projects to be designed for four
Armenian cities: Gyumri, Vanadzor,
Dilijan, and Jermuk; the Gyumri pro-gram
was introduced first.
“We underscore a balanced regional
development and, in this context, we
also have proposed to develop pro-grams
for the aforementioned four
cities. The duration of the urban devel-opment/
investment projects will be
ten years,” the PM noted.
Abrahamyan also expressed his sat-isfaction
to ADB for the ongoing coop-eration
in several domains.
“I’m confident that we [Armenia]
will be able to strengthen our institu-tional
capacity and improve our infra-structure,”
the Premier noted.
In turn, ADB Armenia Resident
Representative David Dole thanked
the Armenian government for giving
ADB the opportunity to participate in
the designing of the abovementioned
development programs, and noted that
the Dilijan Development Program will
be updated and presented to the pub-lic.

Manager Cesar Llorens, for his part,

Armenian schools because they know
they have a stake in building and pre-serving
Armenian identity.
The Dickranian School is owned
and operated by the Tekeyan Cultural
Association. Since its founding, dedi-cated
cadres of educational leaders
and innovators have been running it.
As times get tough, the community
has to be sensitized about the needs
and challenges of the school. In the
first place, the mobilization of
Tekeyan members and friends will be
required to set the pace for the rest of
the community to help the school sur-vive.
As the demographic profile of the
community undergoes changes and as
educational tools and methods
become more sophisticated and
expensive, they pose new challenges
for the leaders who believe in
Armenian education. Instead of giving
up, they look to new alternatives. One
such alternative is to have more com-munity
involvement in the public
schools, where substantial numbers of
Armenian students are enrolled. That
can keep in place the instruction of
the Armenian language at the state’s
expense.
The other alternative is to explore
the feasibility of charter schools. The
Turks have been ahead of the
Armenians by taking advantage of the
possibilities in American educational
system and they have already a net-work
of charter schools founded by
Fatullah Gulen in many states.
Although they have abused the system
and many Gulenist charter schools are
under investigation in California,
Illinois, and Arizona and in other
states, making it harder for other
groups to obtain licensing for new
charter schools.
One exemplary school seems to be
the Ararat Charter School in the Valley
and others may be on the drawing
board. It is embarrassing to admit that
we need to learn from the Turks how
to use the system to our advantage.
When we soberly prioritize our
community needs, we see that the
school and language remain at the top
of the list, but not at the expense of
dropping other priorities, which have
their essential role in consolidating the
Armenian identity.
YEREVAN. – Armenia, a
member of CSTO, is also
working in bilateral and mul-tilateral
formats with the
member states of NATO,

Ohanyan said.
Minister Ohnayan touched
upon possible influence of
the Ukrainian events and ten-sion
in relations between
Russia and the West.
He said Armenia’s military
and political leadership is
pursuing balanced policy.
“ Armenia, a member of
CSTO, is also working in bilateral and multilateral formats with the member
states of the Alliance. The relations are developing, and the activities are being
carried out,” he said.
The Minister added that Ukrainian crisis and tension Russia-West tensions
had not affected Armenia.
OSCE monitoring to be conducted on
Karabakh-Azerbaijan Line of Contact
STEPANAKERT. – In accor-dance
with the arrangement
reached with the authorities of
the Nagorno-Karabakh Republic
(NKR), the OSCE Mission will
conduct a planned monitoring of
the Line of Contact between the
armed forces of Nagorno-
Karabakh and Azerbaijan.
The monitoring will be held
on Wednesday, and in the south-ern
direction of Gyulistan village
of the Shahumian Region.
From the positions of the
NKR Defense Army, the monitor-ing
will be conducted by the Personal Representative of the OSCE Chairman-in-
Office’s field assistants Jiri Aberle (Czech Republic) and Yevgeny Sharov
(Ukraine), and by Colonel Markus Widmer (Switzerland), Head of the OSCE
High-Level Planning Group (HLPG).
The NKR authorities have expressed their readiness to assist in holding the
monitoring and to ensure the safety of the OSCE Mission members.
Hrant Dink awards handed
over in Istanbul
The International Hrant Dink Award Ceremony was held on September 15 in
Istanbul.
This year the awards went to Turkish human rights activist Sebnem Korur
Fincanci and Angie Zelter, a British activist fighting against the sale of weapons.
Since 2009, the award is presented to two people, groups or institutions from
inside and outside Turkey, who work for a world free of discrimination, racism,
and violence, take personal risks for their ideals, use the language of peace, and
by doing so, inspire and encourage others.

Warlick said that one of the biggest problems in the negotiations process is
the lack of trust between the sides. “I have noticed [a lack of trust] both during
meetings with local officials and in Baku. The OSCE has made proposals direct-ed
at mutual trust establishment, though it is necessary that the sides accept
them,” Ambassador Warlick said.
Armenian and Azerbaijani presidents Serj Sarkisian and Ilham Aliyev will
have another meeting in October in Paris, moderated by French President
Francois Hollande, Armenia’s Foreign Ministry confirmed Tuesday, following a
meeting between Foreign Minister Edward Nalbandian and Ambassador James
Warlick.
“The sides emphasized the importance of the upcoming meeting, and dis-cussed
a set of issues raised at the previous meeting of the presidents of
Armenia and Azerbaijan, which took place on Sept. 4 at Newport (Wales) at the
initiative of U.S. secretary of state John Kerry,” the Foreign Ministry reported.
Earlier a similar meeting was initiated by Russian President Vladimir Putin on
Aug. 10 in the Russian city of Sochi. That meeting was said to have helped ease
tensions at the Armenian-Azerbaijani border and along the line of contact in
Nagorno-Karabakh, where fighting broke out in late July and early August.
The US co-chair of the OSCE Minsk Group says the mission is concerned
over the recent violence along the Armenia-Azerbaijan border and the Line of
Contact surrounding Nagorno-Karabakh, Tert.am reports.
At his news conference at the US Embassy, James Warlick voiced alarm over
Azerbaijan’s arms build-up and the possible risks it poses to the region.
“We are working closely with the Russians and communicate regularly with
the Russian co-chair in the framework of the Minsk Group. Despite our differ-ences
in other parts of the world, we see the way forward. And we want to coor-dinate
our diplomacy and work together, and I hope we can, at some point as
mediators, achieve a lasting settlement [of the Nagorno-Karabakh conflict]. We
are concerned about the arms buildup and the risks it poses for peace and for
successful negotiations. That’s our shared goal of peace,” Warlick said.
The diplomat also stressed the role of the conflicting countries’ active efforts
towards reducing tensions at the border.
“This isn’t an issue for co-chairs to deal with directly, but we do talk about
the issue of violence along the Line of Contact and along the Armenia-
Azerbaijan border. We are concerned about the violence that has taken place
and the deaths and injuries it has resulted in, and if we are to find a way to a
lasting peace, we know that violence must stop and the ceasefire must be
respected.”
Asked about the efficacy of the negotiations process given the recent escala-tion
of tensions at the border, Warlick responded, “Well, I understand that peo-ple
are frustrated, as the negotiations have been going on for twenty years now.
The war that took place from 1992 to 1994 was devastating for the countries, for
both Armenia and Azerbaijan, and we don’t ever want to see those days return.
Negotiations that cover such an important issue are never easy, but as I said
before, there is a window of opportunity.”
In that context, he recalled particularly the Armenian and Azerbaijani presi-dents’
2013 meeting in Vienna and their recent talks with Secretary of State John
Kerry on the sidelines of the NATO summit in Wales.
