• Determine the DG training requirements
for shippers and operators

Establishing a Training
Program
• 1; 4.1.1 Initial and recurrent DG training must
be established and maintained by or on behalf
of shippers, operators, and various agencies
involved in passenger and cargo operations
• 7; 4.9 Operator is responsible for employee
DG training and the DG training of agencies
acting on its behalf (contractors).

Training Program Approval
• 1; 4.1.2 The State (Country) of the
Operator approves the training program of
the air operator.
The State does not have to
“approve” shipper training
programs.

Note 1. — Depending on the responsibilities of the person, the
aspects of training to be covered may vary from those
shown in Tables 1-4 and 1-5. For example, in respect of
classification, staff involved in implementing security procedures
(e.g. screeners and their supervisors) need only be trained in
the general properties of dangerous goods.
Note 2. — The categories of personnel identified in Tables 1-4
and 1-5 are not all encompassing. Personnel employed by
or interacting with the aviation industry in areas such as
passenger and cargo reservation centres, and engineering and
maintenance, except when acting in a capacity identified in
Table 1-4 or 1-5, should be provided with dangerous goods
training in accordance with 4.2.

  • 3. 3 Establishing a Training Program • 1; 4.1.1 Initial and recurrent DG training must be established and maintained by or on behalf of shippers, operators, and various agencies involved in passenger and cargo operations • 7; 4.9 Operator is responsible for employee DG training and the DG training of agencies acting on its behalf (contractors).
  • 4. 4 Training Program Approval • 1; 4.1.2 The State (Country) of the Operator approves the training program of the air operator. The State does not have to “approve” shipper training programs.

Editor's Notes

  1. Point out that this list in 4.1.1. includes security screeners. These people may or may not come under an inspector’s jurisdiction. They do not in the US since the screeners are government employees.. Part 7 makes it clear that an operator is responsible for the training of its contractors. This was the case in ValuJet where the airline was held responsible for the training of its cargo loading contractor.
  2. This means that the government reviews and approves an operator’s training program before allowing the operator to carry DG. Though the government doesn’t do this for shipper training, gov DG inspectors may still inspect the training methods and records of shippers and take appropriate action if they are non-compliant.
  3. Note that nowhere is there any mention of how much time ( 8 hours, 3 days, etc.) must be spent on training.
  4. Table 1-4 gives the recommended training content for various types of employees. Highlight the “Note” at the end of the Chapter. This shows that Table 1-4 is just a guide and should not be used by enforcement as checklist for compliance. Training depends on the actual duties of individual employees.
  5. This Note is very important. It basically says that this Table should not be applied rigidly to every operation. Personnel must be trained based on their actual DG responsibilities, this Table is just a guide.
  6. Notice that these people need the most training. That’s because they have to check that the shipper did everything correct when accepting the cargo, then they have to know operator responsibilities also.

Classroom, on-line, etc… A “test” doesn’t have to be a written test. It could be some other kind of demonstration of knowledge. There is no professional/commercial “certification” course recognized or required by ICAO. “Certification” as it applies to training simply refers to the training record where the employer certifies (states in writing) that the employee has been satisfactorily trained and tested.
  12. 4.2.4 – A training record must be kept. REVIEW THE ELEMENTS OF A TRAINING RECORD. Training records must be made available to government inspectors --but it doesn’t say where the records must be kept. Records are sometimes kept at corporate headquarters and faxed to the requesting inspector. Training records do not have to be in any fancy “certificate” form. Many nice-looking certificates from commercial training companies do not contain all five elements listed above.
