The Arunachal youth who was captured by China’s People’s Liberation Army

BJP Arunachal Pradesh leader Kiren Rijiju announced that Miram Taron had
been handed over to the Indian Army. Taron was handed over at the Wacha-
Damai interaction point in the Kibithu sector around 10.30 am.

in equity markets continued on Thursday as Sensex lost 581 points to finish
trading at 57,276. The broader 50-share NSE Nifty closed at 17,110, down 167

The strategic disinvestment transaction of Air India
successfully concluded on Thursday with transfer
of 100% shares of Air India to M/s Talace Pvt Ltd along
with management control. A new Board, led by the
Strategic Partner, takes charge of Air India, said Tuhin
Kanta Pandey, Secretary, Department of Investment
and Public Asset Management. ‘’Now, the new owners
(of the airline) are Talace,’’ Pandey noted. The govern-
ment has notified the agreement between Air India and
special purpose vehicle AIAHL for the transfer
of non-core assets, ahead of the national airline’s
takeover by the Tata Group.

Tawang: Ahead of the next round of Corps Commander

face-to-face in Arunachal Pradesh, which led to some

Dmitry Muratov of Russia won the 2021 Nobel Peace
Prize on Friday for their fight for freedom of expres-
sion in countries where reporters have faced persistent

Aryan Khan, son of movie star Shah Rukh Khan, has been denied bail in the Mumbai
drugs-on-cruise case and will be spending the weekend in prison. He was sent to
judicial custody by the Magistrate’s court yesterday. Aryan Khan was supplied drugs
by one of the other men arrested in the cruise ship drug bust, the anti-drugs agency
said in court yesterday as it argued against the 23-year-old being given bail.
Sensex closed the session at 60,059 levels, up 381 points, while the Nifty50
ended at 17,895 levels, up 105 points. The RBI’s seemingly dovish policy,
with repo and reverse repo rates unchanged at 4 per cent and 3.35 per cent,

workers could not go out, when the workers tried to go

Metro Rail Corporation
(JMRC) board has given
approval for the exten-
sion of Jaipur metro
route from Badi Chau-
pad to Transport Nagar.
As per the detailed
project report (DPR), a
2.26 km route will be
underground and 0.59
km will be elevated.
Ramganj metro sta-
tion will be under-
ground and Transport
Nagar station will be
elevated.
On the other hand, a
2 km-long corridor will
be built from Mansaro-
var metro station to
Ajmer Road.
A station will be built
at Ajmer Road intersec-
tion. The board has ap-
proved the expansion
of the first phase- Phase
One-C & Phase One-D.
In phase One-C, a
corridor will be built
from Badi Chaupad to
Transport Nagar and a
corridor will be built
from Mansarovar Met-
ro Station to Ajmer
Road in phase One-D.
Board will now send
the proposal to state
government for approv-
al. Expansion of this
route will cost about
`12,000 cr. According to
official sources, Under
expansion plan, Delhi
road will be connected
with Ajmer Road.
Rs 1200 crore will be
spent for this expan-

CM Jan Awas Yojna: Increase in amt
to builders due to material rate hike

Jaipur: The Ra-
jasthan government
has increased the
amount to be given to
builders under CM Jan
Awas Yojna in view of
the increase in the
rates of building mate-
rials.
Builders construct-
ing houses under the
scheme will now get Rs
1200 sq feet instead of
Rs 1100 sq feet, which
was determined in the
year 2018.
However, the in-
crease of this amount
will not affect the
house price and the al-
lottee will get the
house at the prescribed
price.
The UDH depart-
ment has issued an or-
der in this regard,
which will be applica-
ble on houses con-
structed on govern-
ment land with private
assistance under the
CM Jan Awas Yojna.
G+3 houses are con-
structed under this
provision.
As per the order, the
allottees who will pay
the full amount of
their house will get
possession of house on
priority. A new change
has also been made in
the provision of the
scheme, as per which
priority numbers will
be given instead of
house numbers in the
lottery.
The possession will
be given according to
priority number. All
the houses in block
which are constructed
first will be allotted
first. Till now, lottery
of all the blocks of the
scheme was drawn to-
gether.

RRB declared the results of
the first phase of examina-
tions held across the country
on January 10. The RRB fi-
asco is a cruel joke on thou-
sands of unemployed youth.
Around the time of parlia-
mentary elections in 2019,
railways invited applica-
tions for a little over 35000
Non-Technical Popular Cat-
egory (NTPC) posts and re-
ceived about 1.25 crore appli-
cations for the Level 2 to
Level 6 posts. These exams
were held in phases between
December 28, 2020 and July
31, 2021. Violence erupted af-
ter candidates found that
same names were there in
results of different catego-
ries. Some of the applicants
point to the lack of transpar-
ency in the entire recruit-
ment process. The Railways
Ministry has formed a com-
mittee to look into the stu-
dents’ grievances but that
won’t be of much help as by
the time its findings are out,
hundreds of candidates may
lose out on the basis of age
eligibility criteria.
Those vandalising govern-
ment’s property must be pe-
nalised as even the Supreme
Court has been firm on that
view. At the same time the
railways owe an apology to
the candidates, who stand to
lose due to the RRB’s incom-
petence at a time when, as
per CMIE data, India had a
force of 530 lakh jobless peo-
ple as of December 2021.

er and former Chief Minister
of West Bengal, Buddhadeb
Bhattacharjee made head-
lines, again through his mod-
est ways!
The former CM had said, “I
don’t know anything about a
Padma Bhushan award. No
one told me anything about
it. If they have given me a
Padma Bhushan award, I am
rejecting it.”
Having said that on Tues-
day evening, Buddhadeb on
Wednesday requested gov-
ernment officials not to call
or visit him regarding the
matter of Padma Bhushan.
West Bengal CPM state sec-
retary Surjya Kanta Misra
issued the statement on Bud-
dha’s behalf and said he can
be reached via post because
of his physical condition.
Explaining the party’s
stand, CPM leadership had
said that, “We, as a party,
don’t support the political
stand and economic policies
of the people who are confer-
ring the award. So, if we take
the award from them, we are
supporting them. Thus, we
refuse such awards. This is
our party’s stand. There is
individual opinion as well.
“Former UP CM Kalyan
Singh has received the Pad-
ma Vibhushan for public af-
fairs while Bhattacharya was
conferred Padma Bhushan.
In a way, Singh had a bad
historical background as,
during his tenure, Babri Mas-
jid was demolished while Bh-
attacharyahadacleanrecord.
Had Bhattacharya accepted
the award, it would have justi-
fied Singh’s award,” a senior
CPM leader was quoted.
According to the 1954 Pad-
ma awards order, a resident
may cancel and annual Pad-
ma Award. For withdrawal
or cancellation of awards,
the request can be examined
by the government.
However, No ‘formal’ con-
sent is required for a person
to be bestowed the Padma
awards but, as per the nor-
mal practice, the “willing-
ness of the person proposed
to be conferred with the title,
is informally ascertained”
before the announcement,
Union home ministry offi-
cials had confirmed.
However, “In accordance
with the normal practice,
willingness of the person pro-
posed to be conferred Padma
Awards is informally ascer-
tained (to the extent possible)
before the announcement of
the Award,” the Government
had told Rajya Sabha in 2015
while answering a question.

that soon after the announce-
ment, the CPM top leadership
in New Delhi had approached
Bhattacharya’s family and
persuaded them to refuse it
since the party as per the tra-
dition doesn’t accept such

for politics to reject the
award. It’s unwanted.”
BJP’s national vice-presi-
dent, Dilip Ghosh, said, “Bud-
dhababu’s rejection of the
award is his personal matter.
However, the CPM has never
maintainedthattradition.The
communists have always in-
sulted the culture of the coun-
try
. So not taking the award is
also a sign of that insult. ”
The matter was also all
over social media. CPM’s Fa-
cebook handle stated, “The
CPI(M)’s policy is consistent
in rejecting such awards
from the state. Our work is
for the people, not for re-
wards.” Everyone mentions
another former Chief Minis-
ter Jyoti Basu. Bharat Ratna
was rejected by Jyoti Basu.”

New Delhi: The Supreme Court on Thursday adjourned a
hearing on a plea challenging circular issued by the Bom-
bay HC reducing its working hours to three hours a day in
view of COVID. A bench headed by Justice DY Chandra-
chud listed the matter for Feb 4 for hearing. The plea filed
by activist Ghanshyam Upadhyay stated that due to the
Standard Operating Procedure(SOP), the principal bench
of the High Court has been “functioning only for name-
sake” causing hardships to the litigants and advocates.

Governor Jagdeep Dhankhar has accused the Chief Minister of “extreme trans-
gressions” of constitutional prescriptions, claiming that such actions justify the
observation of an NHRC panel on post-poll violence that law of ruler and not rule of
law prevails in the state. “There have been continually and serially extreme trans-
gressions of constitutional prescriptions — justifying NHRC observation that in the
state there is ‘law of the ruler, not rule of law’,” Dhankhar wrote to Banerjee.

a supplementary chargesheet in the court on
Thursday after completing its 32-month investiga-
tion into the graft charges against then constable
Kanaram Jat. Investigation Officer Sachin Sharma,
however, found SHO Ram Singh Yadav, constable
Rohitash Jat, Mukesh Gurjar and Rakesh Gurjar
not guilty in the case.According to prosecution, the
police had seized a sand-laden truck and a car on
27th May 2019 under Manoharpur police station.
Three days later, home guard Kailash Chand was
caught red handed while accepting a bribe of Rs
25,000 from the businessman who owned the ve-
hicles while Mining Assistant Bhupendra Aharodia
was also arrested for taking Rs 7,000.

Dungarpur: A minor was allegedly kidnapped and
gang-raped in Rajasthan’s Dungarpur by the boys
of her own school, the police said on Wednesday.
The survivor is currently under treatment in the
hospital. However, the accused have not been ar-
rested yet. Speaking to ANI, Dy SP Rakesh Kumar
Sharma said, “The incident of gang rape was
registered on Tuesday in the Bichhiwara police
station area. The incident is said to have happened
on Monday when a minor of standard 9th was
kidnapped by two boys of her own school. They
took her to the forest and one of the boys raped
her.” “The survivor is admitted to the hospital and
is under treatment”, he added.

wishes to you. How
do you see the
achievement of your
name being an-
nounced in the Pad-
ma Bhushan list?
I accept this honour
veryhumbly
.Ihavedone
mydutyaccordingtomy
ability and capacity
. I
have done my work with
as much honesty and in-
tegrity as I could, but
onlyonepersondoesnot
contribute to such an
achievement. I have got
good guidance from sen-
ior officers and I have
got cooperation from
colleagues. I have
learned a lot from jun-
iors as well. What I did
after that, I tried to do as
best as I could.
 How do you see your
achievements before
and after retirement
as a bureaucrat?
According to me, what-
ever responsibility was
given to me, even
though I came to civil
service, it was my duty
to fulfill that responsi-
bility and I did the
same. I could do noth-
ing more than that, and
I never intended to do
less than that. I am for-
tunate to have got posi-
tions of such great re-
sponsibility, wherein, I
tried to do something
good along with my col-
leagues.
 Talking about the
Padma awards, espe-
cially if we look at the
bureaucrats of Ra-
jasthan cadre, then
very few names are se-
lected. In such a situa-
tion, how do you see
your complete service
and this achievement?
Rajasthan has produced
some really brilliant bu-
reaucrats. TN Chatur-
vedi and Naresh Chan-
dra received Padma
Vibhushan, Balwant
Rai and ML Mehta re-
ceived Padma Shri. So
my hope will be that the
future generation
should get inspired to
do their work with ut-
most integrity and hon-
esty, and whether they
get any respect or not,
whether one recognizes
their work or not, it
should be their duty to
discharge the responsi-
bility with full ability
.
 During your jour-
ney as a bureaucrat,
any special mile-
stones, some interest-
ing moments or any
heart-touching
things that you
would like to remem-
ber during this time?
There are many inci-
dents like this. When I
startedmycareerinIAS,
there were Naib Tehsil-
dars or Girdawars, who
were state service offic-
ers, Shrikant etc..., I
learned from them and
thewaytheytaughtus,it
is very difficult to forget.
I remember one name,
Naib Tehsildar Motilal ji
in Ajmer, he explained
the entire revenue work
to me very patiently and
also explained what is
the difference between
honesty and dishonesty
.
Having tea at someone’s
place doesn’t make us ir-
responsible, but if you
expect more from the
person who has offered
the tea, then it comes un-
der the category of irre-
sponsibility and dishon-
esty
. Many such people
contribute a lot. There
are many sweet memo-
ries that have been cre-
atedwhilemystintatthe
Transport Department,
orUnionHomeMinistry
and even in the CAG.
 What will be your
responsibility as the
chairman of IFSC, a
subsidiary of NSE?
International Finance
Service Centre has been
created in Ahmedabad.
International transac-
tions in Euro and Dol-
lar can be done here.
Trading of the business
of the country, such as
the index of Nifty, used
to be in Singapore. Sim-
ilarly, the business of
the institution related
to the risk management
of investors was also
done in Singapore.
Whether the invest-
ment or the Nifty index
is ours and all its opera-
tions or transactions
are in Singapore, that
was not a good thing.
Accordingly, IFSC is an
old initiative that was
started when Narendra
Modi was the Chief
Minister of Gujarat and
I am fortunate that it
was approved by the Fi-
nance Ministry when I
was posted as the Fi-
nance Secretary at the
Centre in 2015. So, in a
way, it is also a home-
coming for me and it
will indirectly benefit
the investment climate
of India a lot. This will
also increase employ-
ment. It was a step to-
wards self-reliance,
which was thought of
long ago, but has been
put into practice now.
 You have played
many administrative
roles including the
Chief Secretary of
the State, Home Sec-
retary at the Centre,
Union Finance Secre-
tary, and CAG. After
retirement, any such
responsibility that
you think you can
fulfill now?
The truth of the coun-
try is that the popula-
tion here is very young
and relatively leader-
ship should come to
young people. People
of our age have done
their work and now
people twenty-five
years younger than us,
should be given a big-
ger responsibility. Re-
cently, the Central Gov-
ernment has also done
this by giving respon-
sibility to the youth on
important posts. In
such a situation, at
this stage of life, I be-
lieve that retired life is
the right option and
more and more youth
should be given impor-
tant posts.

on Thursday, said that
State Universities
should set an example
for others in implement-
ing the NEP and decid-
ing the curriculum un-
der it. He further said
that phased efforts are
being made to imple-
ment NEP from the up-
coming session.
He called upon teach-
ers to update the cur-
riculum and said that
Indian knowledge and
culture should also be
included in it.
While congratulating
the University on the
completion of 60 years
in the coming July, Gov-
ernor Mishra expressed
happiness that the stu-
dents of University are
contributing to nation-
building by reaching
important positions in
various fields.
He also appreciated
the efforts made by the
University to make
Mogda Kalan and Sala-
was villages as ‘model’
villages. The Governor
further added saying
that work should be
done to develop these
areas as fertile and
green with the help of
IIT, AIIMS, which are
already functional in
Jodhpur and also with
the co-operation of
other research centres
operating in the desert
region.
The Governor also
virtually laid the foun-
dation stone of the Con-
stitution Park to be
built at the University
campus and released a
booklet in this regard
during the ceremony.

Green Revolution in the

said that we are proud
that Jodhpur is the only
big city in the entire
country, where many
national-level higher
educational institu-
tions are established.
He said that when he
became the CM for the
first time, his govern-
ment had opened 18
universities. “In the
last three years, the
state government has
taken several impor-
tant decisions to im-
prove the standard of
higher education. 123
new colleges have been
opened and higher sec-
ondary schools having
more than 500 girl stu-
dents, are being up-
graded into colleges.
Free coaching facility
is being provided to the
students for competi-
tive examinations. 200
meritorious students
are being sent to study
abroad at State Govt’s
expenses,” he said.

NIFT, FDDA, Na-
tional Law Universi-
ty and Police Univer-
sity have already been
established. Soon, a
digital university will
be set up in the city,
for which the state
government has sanc-
tioned Rs 400 crore
and the process of
land allotment is un-
derway. Rajasthan
once was considered
to be a backward
state, but the situation
has completely
changed now. The
state is progressing
well in every field.

vention of drugs and its

the youth by IG Bikaner.
CM Gehlot expressed
concern instructed to
take action against drug
smugglers.
Meanwhile, Gehlot
laid emphasis on stop-
ping crimes against
women and children.
Interestingly, the Gov-
ernment is worried
about increasing cases
of honeytrap  it has
been learnt that there
will also be a discussion
about increasing cases
of honeytrap over
which Jaipur Police
Commissioner will give
a presentation to CM
Gehlot along with cyber
crime and online fraud.
Govt is mulling on
strong action plan to
prevent disturbances in
competitive examina-
tions due to incidents
like paper leak, as a re-
sult of which state’s im-
age is tarnished. Now
Rajasthan Police has
prepared a special ac-
tion plan to prevent dis-
turbances in such ex-
aminations and presen-
tation will be given to
CM Gehlot in the review
meeting of Rajasthan
Police today by a team
formed under the lead-
ership of Police Com-
missioner Jodhpur.

unfurled the National
Flag followed by the Na-
tional Anthem.
The Chancellor ex-
horted everyone to
strengthen Indian de-
mocracy by being unit-
ed, fearless and posi-
tive. “JNU has been
continuously playing a
vital role in testing and
treatment of Covid pa-
tients. I credit this ef-
fort to the entire JNU
fraternity, particularly
doctors, nurses, and
paramedical staff,” said

My best wishes to him. First India Bureau Jaipur: The Jaipur Metro Rail Corporation (JMRC) board has given approval for the exten- sion of Jaipur metro route from Badi Chau- pad to Transport Nagar. As per the detailed project report (DPR), a 2.26 km route will be underground and 0.59 km will be elevated. Ramganj metro sta- tion will be under- ground and Transport Nagar station will be elevated. On the other hand, a 2 km-long corridor will be built from Mansaro- var metro station to Ajmer Road. A station will be built at Ajmer Road intersec- tion. The board has ap- proved the expansion of the first phase- Phase One-C & Phase One-D. In phase One-C, a corridor will be built from Badi Chaupad to Transport Nagar and a corridor will be built from Mansarovar Met- ro Station to Ajmer Road in phase One-D. Board will now send the proposal to state government for approv- al. Expansion of this route will cost about `12,000 cr. According to official sources, Under expansion plan, Delhi road will be connected with Ajmer Road. Rs 1200 crore will be spent for this expan- sion of 4.85 km. After this 16.15 km operation. JPR METRO RAIL CORP TO LINK AJMER, DELHI ROAD CM Jan Awas Yojna: Increase in amt to builders due to material rate hike Abhishek Srivastava Jaipur: The Ra- jasthan government has increased the amount to be given to builders under CM Jan Awas Yojna in view of the increase in the rates of building mate- rials. Builders construct- ing houses under the scheme will now get Rs 1200 sq feet instead of Rs 1100 sq feet, which was determined in the year 2018. However, the in- crease of this amount will not affect the house price and the al- lottee will get the house at the prescribed price. The UDH depart- ment has issued an or- der in this regard, which will be applica- ble on houses con- structed on govern- ment land with private assistance under the CM Jan Awas Yojna. G+3 houses are con- structed under this provision. As per the order, the allottees who will pay the full amount of their house will get possession of house on priority. A new change has also been made in the provision of the scheme, as per which priority numbers will be given instead of house numbers in the lottery. The possession will be given according to priority number. All the houses in block which are constructed first will be allotted first. Till now, lottery of all the blocks of the scheme was drawn to- gether. According to me, what- ever responsibility was given to me, even though I came to civil service, it was my duty to fulfill that responsi- bility and I did the same. I could do noth- ing more than that, and I never intended to do less than that. I am for- tunate to have got posi- tions of such great re- sponsibility, wherein, I tried to do something good along with my col- leagues.  Talking about the Padma awards, espe- cially if we look at the bureaucrats of Ra- jasthan cadre, then very few names are se- lected. In such a situa- tion, how do you see your complete service and this achievement? Rajasthan has produced some really brilliant bu- reaucrats. TN Chatur- vedi and Naresh Chan- dra received Padma Vibhushan, Balwant Rai and ML Mehta re- ceived Padma Shri. So my hope will be that the future generation should get inspired to do their work with ut- most integrity and hon- esty, and whether they get any respect or not, whether one recognizes their work or not, it should be their duty to discharge the responsi- bility with full ability .  During your jour- ney as a bureaucrat, any special mile- stones, some interest- ing moments or any heart-touching things that you would like to remem- ber during this time? There are many inci- dents like this. When I startedmycareerinIAS, there were Naib Tehsil- dars or Girdawars, who were state service offic- ers, Shrikant etc..., I learned from them and thewaytheytaughtus,it is very difficult to forget. I remember one name, Naib Tehsildar Motilal ji in Ajmer, he explained the entire revenue work to me very patiently and also explained what is the difference between honesty and dishonesty . Having tea at someone’s place doesn’t make us ir- responsible, but if you expect more from the person who has offered the tea, then it comes un- der the category of irre- sponsibility and dishon- esty . Many such people contribute a lot. There are many sweet memo- ries that have been cre- atedwhilemystintatthe Transport Department, orUnionHomeMinistry and even in the CAG.  What will be your responsibility as the chairman of IFSC, a subsidiary of NSE? International Finance Service Centre has been created in Ahmedabad. International transac- tions in Euro and Dol- lar can be done here. Trading of the business of the country, such as the index of Nifty, used to be in Singapore. Sim- ilarly, the business of the institution related to the risk management of investors was also done in Singapore. Whether the invest- ment or the Nifty index is ours and all its opera- tions or transactions are in Singapore, that was not a good thing. Accordingly, IFSC is an old initiative that was started when Narendra Modi was the Chief Minister of Gujarat and I am fortunate that it was approved by the Fi- nance Ministry when I was posted as the Fi- nance Secretary at the Centre in 2015. So, in a way, it is also a home- coming for me and it will indirectly benefit the investment climate of India a lot. This will also increase employ- ment. It was a step to- wards self-reliance, which was thought of long ago, but has been put into practice now.  You have played many administrative roles including the Chief Secretary of the State, Home Sec- retary at the Centre, Union Finance Secre- tary, and CAG. After retirement, any such responsibility that you think you can fulfill now? The truth of the coun- try is that the popula- tion here is very young and relatively leader- ship should come to young people. People of our age have done their work and now people twenty-five years younger than us, should be given a big- ger responsibility. Re- cently, the Central Gov- ernment has also done this by giving respon- sibility to the youth on important posts. In such a situation, at this stage of life, I be- lieve that retired life is the right option and more and more youth should be given impor- tant posts.
