Raipur: Chhattisgarh Chief Minister Bhupesh Bhagel
on Sunday skipped a meeting chaired by Union Home
Minister Amit Shah in Delhi on Left Wing Extremism
(LWE). The chief ministers of 10 Naxal-hit states,
including Chhattisgarh, were invited to the meeting.
“Chhattisgarh’s Chief Secretary Amitabh Jain and
Director General of Police D M Awasthi have gone to
the national capital on the CM’s behalf to attend the

By elevating Pargat Singh, former captain of the
Indian hockey team, Warring and Nabha and
giving PPCC chief Navjot Singh Sidhu a say in
the Cabinet, the party also signals a generational
shift. Sidhu has managed to get a berth for all his

REET exam amid tight security in

tion for Teachers was
held across Rajasthan
on Sunday amid tight
security measures, in-
cluding suspension of
mobile internet servic-
es in some districts to
prevent cheating.
Five people were ar-
rested in Bikaner after
they were allegedly
found wearing slippers
fitted with Bluetooth
devices to resort to un-
fair means in the exam
for the selection of
teachers. Several other
dummy candidates
were also arrested in
different districts. Two
head constables and
one constable too were
suspended for their al-
leged involvement in
facilitating the cheating
by examinees.
The chairman of
RBSE DP Jalori said
that there was a delay
of 20 minutes in com-
mencement of level-1
exam at a center in Al-
war, candidates were
assured that they will
be given extra time.
Now the exam will be
conducted separately
for 600 candidates.

Teachers (REET) 2021
was conducted on Sunday
by the Rajasthan Board
of Secondary Education

of 16,51,812 candidates
registered for the exam.
Total 25,35,522 registra-
tions were received in both
the shifts. Of these, more
than 85 percent appeared
in the examination, said
an official. A total of 4,019

people in connection with
cheating and deals to get

Jaipur: With the effect
of corona infection de-
creasing in the state of
Rajasthan, now the pri-
mary schools are all set
to start from Monday.
Children will be called
on the basis of odd-
even formula on the
basis of their roll num-
bers. At the same time,
students who are com-
ing to school will be
able to come without
uniform.
At present, only 40%
of the students will be
called to these classes.
Children of different
batches will be taught
every day.
Canteens and cafete-
rias are currently
closed in schools in
view of Corona. Dur-
ing this, an appeal has
been made to the stu-
dents to bring water
bottles and food so that
the students do not
leave the classroom un-
necessarily.

gest in the history of
Rajasthan, has been
completed. The police
kept a tight vigil on the
examination centres.
According to the guide-
lines, women’s jewel-
lery, hair accessories
like rubber bands,
clutches and even du-
pattas were not allowed
in the examination hall.
The candidates wearing
braceletes or any other
accessory were also
made to remove it.

5 held in Bikaner for cheating via
bluetooth devices fitted in slippers

rested 4 persons who
gave slippers fitted with
bluetooth devices to the
candidates.
The action was taken
in Gangashahar area
of Bikaner. The accused
had sold slippers fitted
with devices to candi-
dates for around Rs 6
lakh.

said the five arrested
people were wearing
slippers in which the
devices were fitted. Two
of them, identified as
Madan Lal and
Trilokchand, are alleg-
edly gang members who
provided the slippers to
candidates or their rela-
tives while three were
REET candidates.
The government has completely failed in
conducting a major examination with
transparency as reports of active cheating
gangs have emerged. This will directly harm those
candidates whose parents have worked
hard for many months to bear the
house rent, books and other expenses.
There are some families who have tak-
en loans to educate their children.

Bundi/Dholpur/Jodhpur: Archana
Gurjar, a resident of Bundi, gave birth to
a baby girl on Saturday& took the exam on
Sunday . In Girls’ school of Dholpur city,
a new mother, Raveena arrived in an am-
bulance to take the exam. In Jodhpur also,
a pregnant candidate Meenakshi from
Ranawas took the REET examination.
Jaipur: Cops arrested director of a coaching institute,
Sandeep Pandey & a teacher, Sunil alias Kashi Meena,
who were striking a deal at a tea shop to pass the exam
for Rs 10-15 lakh.
Sawai Madhopur: In a joint action, Gangapur Police
and SOG arrested about half a dozen accused including
2 policemen in REET cheating. Wives of accused police
personnel were REET candidates.
Nagaur: A gang who collected huge amount from
candidates with the guarantee of passing in REET has
been exposed in Nagaur.
Ajmer: A couple was caught over anomalies during
REET at Central Girls School in Purani Mandi in Ajmer.
Sirohi: Constable Shaitan Singh posted in Sirohi was
suspended for involvement in cheating. In Sawaimad-
hopur, head constable Yaduveer Singh & constable
Devendra Singh were caught while facilitating cheating.
Jaipur: With successfully con-
ducting the REET exam held
on Sunday, Rajasthan Police
has also ‘passed’ its ‘exam’
with full numbers. Due to the
Khaki’s efforts, the examina-
tion was completed peacefully
across the state.
Moreover, in all cities of
the state including Jaipur, the
traffic police also handled the
front very well. Khaki’s all SPs
and IGs were also active in the
field throughout the day, while
DGP ML Lather also moni-
tored the police arrangements
throughout the day.
In Jaipur, while thousands
of candidates sat for REET
exam, however, their influx
did not result in traffic jam or
any other law and order re-
lated issue. Additional Police
Commissioner Rahul Prakash
prepared the ‘Master Plan’
wherein, three points were
considered important. First,
traffic system of the city, sec-
ond, law & order & thirdly,
crackdown on copycats and
cheats and to stop rumours.

throughout the day so that
there is no disturbance during

Test (REET) 2021 was conducted peace-
fully in two shifts across Jaipur on Sunday
.
District Collector Antar Singh Nehra in-
spected arrangements of various exami-
nationcentres,clustersandtemporarybus
stands through the day
. He took stock of
the means of transportation for the candi-
dates to and from the examination centre.
Nehra thanked people of district, candi-
dates and their families, business organi-
zations, transport department, Rajasthan
State Road Transport Corporation, volun-
tary organizations and police officers and
employees engaged in maintaining law &
order for letting the examination be con-
ducted without any glitch. The exam was
a big challenge, everyone’s cooperation
made it a success, Nehra said.

he world may be full
of challenges for
women but simulta-
neously there is an
effort to bring about
gender-neutrality in lexicon in
some spheres like cricket. A ma-
jor step was taken in this direc-
tion by the male-dominated
Marylebone Cricket Club
(MCC), the guardian body for
laws of cricket. In its history
dating back to 1744 the word
batsman has been in use until
recently when it was replaced by
gender-neutral “batter”. The
change was effected out of re-
spect for women cricketers who
are also making the game popu-
lar. Henceforth, it will be either
batter or batters. As bowlers,
fielders and wicket-keeper are
already gender-neutral terms,
batter fits in naturally
.
But when it comes to some
fielding positions a change was
required. So third man, short
third man and deep third man
will now be referred to only as
third, short third and deep third.
These are welcome changes
but there should also be no dif-
ference in money men and wom-
en players get.

Court on August
31when for the
first time nine
judges took oath at one go.
What was more significant
of this date was that the nine
judges included three women
with one of them being in
line to become the CJI. With
the three new judges reach-
ing the top court their
strength rose to four. The
Chief Justice of India, Jus-
tice NV Ramana, now wants
more power to be given to
women. He has advocated for
50 percent reservation for
women in judiciary
. That will
be a big leap towards empow-
ering women.
Addressing women advo-
cates of the Supreme Court,
the Chief Justice said that 50
percent reservation was
needed in the judiciary. “In
lower levels of judiciary less
than 30 per cent judges are
women.” In high courts their
percentage was 11.5 and in
the Supreme Court “only 11-
12 per cent are women”, the
CJI said. He told them, “It is
your right. You are entitled to
demand that in the judiciary
and law colleges.” The Su-
preme Court has four women
judges among the 33 sitting
judges.
Justice Ramana rued that
very few women find repre-
sentation at the top. “Even
when they do reach the top
they continue to face chal-
lenges,” he said.
Be it the issue of increas-
ing representation of women
in judiciary, appointments to
various tribunals or decrimi-
nalising politics, Justice Ra-
mana has brought the spark
back to the apex court. Its im-
age had taken a beating over
the last few years under Jus-
tices Dipak Misra, Ranjan
Gogoi and SA Bobde. Clearly,
CJI Ramana has restored SCs
independence.

fact, integrating ‘aesthetic’
judgment with discoveries,
beauty, justness, or deceit, is
more than mandatory today
than ever before. Not only
because the US woke up to
reality, and vowed to
annihilate Frankenstein’s
monsters — in Afghanistan,
or elsewhere — that it once
created, or encouraged, and
fought and quietly retreated,
like it did in Vietnam,
ironically after 20 years

goodness, it also junks any

This, in effect, endeavours to
include the ‘moment’ of
truth, no less — one with its
plethora of contradictions.
Well, the big point is — it
goes without saying that
when any new scientific the-
ory is put forward, scientists
often wish to know how close
it is to the truth. Yet, the fact
is not all theories can be eval-
uated thus. For a surplus of
reasons. In areas such as
string theory, particle phys-
ics, cosmology, evolutionary
biology and earth science, for
example, arriving at how
close a theory is to the truth
is next to impossible.
On the contrary, just any-
body would be able to assess
how beautiful, or ugly
, an ob-
ject is. The features of an ob-
ject are immediately accessi-
ble to most of us. This is the
most basic thing that is re-
quired to scrutinise any ob-
ject with aesthetic judgment:
one that delivers a conclusive
ruling on its beauty. Not so
simple, though. Because,
such a descent may make us
wonder whether each of us
could use our aesthetic per-
ceptions tangibly — to ascer-
tain how imminent a scien-
tific theory is to the truth.
It’s not that all scientific
revolution theories have a web
of aesthetically innovative
strokes. It’s not uncommon for
manyscientiststoonottohave
called several old and new the-
ories—whenfirstputforward
— ‘ugly
.’ A host of astrono-
mers, for instance, regarded
Johannes Kepler’s theory of
planetarymotionsasunattrac-
tive.TheythoughtthatKepler’s
‘blueprint’ portrayed plane-
tary orbits as ellipses — not a
combination of circles. Sir
Isaac Newton’s theory of grav-
ity was disliked by his contem-
poraries as being aesthetically
unacceptable for postulating
actionatadistance.AsFrancis
Bacon exemplified, “There is
no excellent beauty that hath
not some strangeness in the
proportion.”
Physicists aren’t the only
scientific community to be
guided by their sense of beau-
ty in developing new theories.
They have learnt, to their ad-
vantage, how to anticipate the
beauty of nature at its most
fundamental level. Just like
geneticists, for example. To
pick a contextual paradigm:
when Rosalind Franklin
learned of Francis Crick and
James Watson’s model of the
structureof theDNA,she“ac-
cepted the fact that the struc-
ture was too pretty not to be
true.” It’s a fundamental
statement that presupposed
that beauty was, indeed, an
indicator of truth in scientif-
ic theories. Hence, you may
well ask: what is the evidence
for this proposition?
Most scientists distinguish
objective properties of theo-
ries from the subjective sense
of beauty in contemplating a
theory. However, not all sci-
entists agree over what aes-
thetic properties a theory
must possess to influence as
pretty
. But, one thing is clear:
they often acquiesce to beau-
ty in theories that encompass
simple mathematical equa-
tions, the splendour of truth
and beauty of the universe,
symmetries of nature, or an
alluring model’s Stunning
Face. In other words, this is a
fundamental, or scientific,
variant that explains why
scientists are engaged — al-
beit unwittingly, or partly
unconsciously — in system-
atic, inductive (re)search for
aesthetic properties that con-
stitute the idea that beauty is
truth, although they’re just
as much concerned about the
wonders of technological ad-
vance falling into evil hands
— a norm in today’s world,
that has gone increasingly
mad, where bombs and pro-
jectiles are terrorism’s weap-
ons of ‘retribution.’
There hangs a tale — a
saga, not just a dilemma, also
a paradox that’s sure going to
haunt each of us, and future
generations, for a long, long
time to come.

Service (RPS) officer Vi-
jay Shankar Sharma
has been suspended on
charge of misconduct.
Sharma was posted as
Circle Officer- Itawa in
Kota Rural.There was a
complaint related to his
conduct which was in-

by the PHQ. After the
allegations made in the
complaint were found
true, DGP ordered to
suspend the officer on
Saturday. Confirming
the suspension, the
DGP said that the ac-
tion was taken after the
allegations of miscon-
duct were found to be
true. Lather did not
elaborate on the mis-
conduct of Sharma.
However, sources
said that a woman con-

complaint that the
2011-batch Indian For-
est Service (IFS) offic-
ers are being paid less

As per the prosecu-
tion, Sangram Singh
and four others submit-
ted before the tribunal
that they are IFS offic-
ers of 2011 batch. After
the Seventh Pay Com-
mission recommenda-
tions in 2016, the senior
officers of the depart-
ment were put on high
grade salary
.
The government ex-
tended the benefits to
the IAS officers but not
to the IFS officers. As a
result, despite both be-
ing of the same batch,
the IFS officers are
paid less than the IAS
officers.

dent M Venkaiah Naidu
on Sunday visited the
famous temple of Tanot
Mata and Longewala
battle site near Indo-
Pak border in Ra-
jasthan’s Jaisalmer dis-
trict. The vice president
arrived in Jaisalmer on
Sunday on a five-day
visit to the state.
Naidu along with his
wife Usha Naidu began
the Jaisalmer visit by
offering prayers at
Tanot Mata temple and
offered prayers. He also
paid homage to martyrs
by laying a wreath at
the Vijay Stambh locat-
ed on the Tanot prem-
ises.
Tanot Mata temple is
located at a distance of
120 km from here, close
to the Indo-Pak border.
It suffered no damage
during the 1971 war
even after many shells
were fired on it by Paki-
stani forces.
In the visitor’s book
of the temple, Naidu
lauded the determina-
tion and dedication of
the Border Security
Force personnel who
stand ready to defend
the borders even in the
difficult conditions of
the Thar Desert.
The temple is man-
aged by the BSF.
After the temple vis-
it, the vice president
went to Longewala
Yudh Sthal and War Me-
morial.
The memorial is situ-
ated on the site where
the Longewala battle of
the 197 Indo-Pak war
was fought. Indian

has been reported.
BJP MLA Pratap Sin-

an inquiry by tweeting
the video of the inci-
dent on Saturday night.
Instead of admitting
their mistake, the ther-
mal power officers have
accused both the work-
ers of theft. MLA Sing-
hvi said that on Friday,
Jaynarayan Lodha and
Giriraj Lodha had gone
to work in Chhabra
Thermal. The thermal
officials got them bru-
tally beaten up by the
guards unnecessarily
.
The guards stripped
the workers and
thrashed them brutally
in the presence of the
officers. When the vid-
eo of the incident went
viral, the thermal pow-
er officials handed over
the two labourers to the
police. Plant officials
said the video is of Sep-
tember 4 and they
would look into it.
There are small villages
around the plant and
every month 8 to 10
theft attempts are hap-
pening in the plant for
the last 7 years.

Director of Rajasthan Tourism Nishant Jain
has issued orders to fix the fee for registered
state level and local guides. State level guides
can charge Rs 1,150 for up to four tourists for
a full day’s work and Rs 800 for half day. They
can charge Rs 1,550 for five to 15 tourists for
a full day and Rs 1,150 for half day. For 15 to
35 tourists the guides can charge Rs 2,500
for full day and Rs 1,550 for half day. Local
guides can charge Rs 1,00o for up to four
tourists for a full day and Rs 725 for half day.
For 5 to 15 tourists they can charge Rs 1,300
for full day and Rs 875 for half day and for 15
to 35 tourists they can charge Rs 1,600 for full
day and Rs 1,025 for half day.

Command that they
would run the regime
for half term each and it
got Rahul’s stamp. Now

problem is that no one
wants to relinquish the
rule. Baghel did not ful-
fill the commitment so

and met Rahul, who is
hardcore and profes-
sional kind of a guy

made both leaders sit
together and reminded
Baghel of the consensus
reached. So the message
was conveyed outside
that as per 2.5 years for-
mula, Baghel is likely to
resign but it did not hap-
pen. He played pressure
politics that Rahul did
not like and was clearly
told that he has to re-
sign. However, Priyanka
intervened and praised
Baghel for election man-
agement in UP and said
he should continue. So
Rahul is in a dilemma
and is scheduled to visit
Chhattisgarh. Sources
say that the decision,
whichwaslikelyinafew
days, may be deferred
till after the UP elec-
tions. But Rahul may go
ahead with changes in
Chhattisgarh and new
CM may be coronated.
 It is being said that
after Chhattisgarh,
Rahul’s focus will be
on Rajasthan, where
he has to bridge gaps
between Gehlot  Pi-
lot camps  unite
party for 2023 polls?
It is true and is priority
of Rahul. Someone told
me that Chhattisgarh is-
sue is on the back burn-
er and Rajasthan epi-
sode is on Rahul’s prior-
ity
. It seems the process
has started in Delhi to
bring both together, to
sort out issues between
the camps, so that the
party can contest 2023
polls unitedly
. Congress
has good chances of
winning in 2023 as BJP
stands divided.
 Is Rahul’s thinking
about Rajasthan lim-
ited only to Cabinet
reshuffle or beyond?
So far, focus apparently
seems on Cabinet re-
shuffle,politicalappoint-
ment,andPCCreorgani-
sation. But if any other
factors come in this way
,
Rahul’s mood changes
andhebecomesdecisive.
So it will depend on sug-
gestions of Rahul about
Cabinet reshuffle and it
will depend on Ajay
Maken and Ashok Ge-
hlot to implement them.
Sofar,itcanbesaidexer-
cise will be limited only
to cabinet reshuffle.
 According to indi-
cations from 10 Jan-
path, after reshuffle
scheduled following
Shradh Paksha, the
present face of Gehlot
Cabinet will com-
pletely change. Do
you think so?
The High Command
willdoeverythingasper
its wish, is an eternal
truth. The decision
making process has
changed and the new
person will conduct
Cabinet reshuffle ac-
cordingly
. If Rahul does
not think beyond Cabi-
net reshuffle, then the
reshuffle will be a com-
plete bloodshed and a
new face of Gehlot Cabi-
net. It may take time be-
cause of long consulta-
tion, like in Punjab, and
consultation has been
going on for 6 months.
 Rajasthan in-charge
Ajay Maken has
claimed often that a
consensus has been
reached between the
high command, Ge-
hlot and Pilot camps
on Cabinet reshuffle
and political appoint-
ments, but as per Ge-
hlot camp sources, Ge-
hlot is still mentally
not ready for this. So,
what’s the solution?
This is true. A source as-
sociated with Gehlot
camp told me that he is
not in a mood. He is not
ready to ignore 102 loyal
people and give space to
rebels in the Cabinet. He
is mentally not ready for
it since last one year but
circumstances have not
changed. Will he be able
to overcome his mental
block, his conviction or
his political value sys-
tem in Rahul’s rule? We
hope that Gehlot will be
flexible and understand
High Command’s point
of view. Gehlot is actu-
ally
,averyseasonedand
experienced leader and
knowshowtobeflexible
and take a u-turn. As
such, I do not think
there will be confronta-
tion with the High Com-
mand. There will be
some changes and he
would agree.
 There has been a
long political meeting
between Rahul and
Pilot in Delhi recent-
ly. What’s your take?
In the present political
scenario, Rahul’s long
meeting with Pilot is an
important incident, re-
gardless of the exact
length of the meeting
what is important is
that they had a long
meeting.Oneof thefirst
points they must have
discussed would be how
to strengthen the party,
the 2023 elections are
looming and must be
fought unitedly
. The sec-
ond point which defi-
nitely would have been
taken up would have
been the long pending
political appointments,
PCC reorganisation and
the third is the connect-
ed issue of change, I can
say with conviction that
leadership change was
not discussed at all. In
fact leadership change
in Rajasthan is not an
issue at all, the point is
of PCC change. Some-
one informed me that
Pilot has been given full
independence to decide
whether to stay on in
Rajasthan or move to
Delhi in AICC. Rahul
and Sachin must have
definitely discussed Pi-
lot’s future plans.
 What will be Pi-
lot’s role after ad-
justing people of
his camp in
Cabinet and
political ap-
pointments?
Can he take
over com-
mand of
PCC again?
As far as Pilot’s wish is
concerned, he also
wants to do politics in
Rajasthan like Gehlot.
There are less chances
that he would accept
important responsibili-
ties in AICC. If there is
an order, he will have to
go. If left to him, he will
prefer to stay in Ra-
jasthan. Even as an
MLA from Tonk, he
would like to remain
here. So far, there are
talks he may be made
general secretary in
AICC and given charge
of Gujarat, Maharash-
tra or North Eastern
states and strengthen
the party at national
level. There are chanc-
es of him becoming
PCC chief too and I
think he is willing.
 After this meeting,
Pilot camp sources
have indicated that
like Punjab and
Chhattisgarh, there
will be a change of
leadership in Raj 
party will contest
2023 polls by bring-
ing in a new face.
Your take?
In politics anything is
possible! About six
months ago, my stand
was that Congress in Ra-
jasthan means Gehlot
and whenever Con-
gress makes gov-
ernment in Ra-
jasthan, Ge-
hlot will be
the face. This
was my assess-
mentatthetimeof Sonia
but now time has
changed, decision mak-
ing has changed at the 10
Janpath and Rahul has
emerged in picture. I
cannot say surely that
leadership change won’t
happen before elections
becausethesedaysithas
become a fashion to
change CM. It happened
in Punjab, almost hap-
pened in Chhattisgarh
and some advisors may
advise that there are
elections in Rajasthan
also so change Gehlot,
even though he has done
good work. During So-
nia’stimethispossibility
was zero but it cannot be
said if this will remain
or not because Gehlot is
a mastermind.
 If high command
wishes for change in
leadership in Raj be-
fore 2023, then when
will this happen?
It will be a very big and
important decision to
change guard in Ra-
jasthan. If a policy deci-
sion has been taken to
change CM face, then it
should happen at least 1
year before polls. It is a
matter of fate also. I
would like to mention
that in ‘jyotish market’
of Jaipur, Pilot’s horo-
scope is in great de-
mand these days.
 If this happens then
who will be this new
face in Rajasthan?
This is very tough. Ku-
mar Ganesh, a numer-
ologist, had said that in
2021 Gehlot will go to
Delhi as party presi-
dent or working presi-
dent and his nominee
will be the CM here. His
nominee, could be Dha-
riwal or Kalla. But situ-
ation has changed now
and projecting a nomi-
nee is tough. Gehlot
may have only 51% say
in that. And then a face
like Channi in Punjab
may come to the fore ir-
respective of the fact
whether the party wins
or loses after that.
 How do you see the
long meeting between
Assembly Speaker
Dr CP Joshi and
Sachin Pilot in
the backdrop of
Rajasthan cri-
sis? Is Joshi
mediating
between Ge-
hlot  Pi-
lot?
If we forget that there
was any direction from
High Command for the
both to meet, it may be
termed as a meeting of
two like-minded people.
Pilot may be exploring
his possibilities wheth-
er Joshi is with him or
not? During last few
days, unexpectedly the
Joshi camp has re-
mained active in Delhi.
There were reports that
Joshi met Venugopal
and there was enthusi-
asm in Joshi camp that
he can be the CM!
 What is the future of
Revenue Minister Har-
ish Chaudhary, who
played an important
role in Punjab crisis?
His future is bright. He
is the only gainer in all
this crisis. He attended
meetings at Rahul’s res-
idence and is comforta-
ble there. He may be-
come Punjab in-charge
also. As far as Rajasthan
is concerned, he praises
Gehlot but does not have
muchstakeshere.There
was a period of turmoil,
CBI case and news
about that, but now his
achhe din have come.
 Will Rahul make a
radical change in
AICC before Assembly
polls in Feb-March
and after resolving
Chhattisgarh  Ra-
jasthan issues?
There will be massive
changes in AICC. 40 sec-
retarieswillbechanged,
8-10 general secretaries
will be changed, Ghu-
lam Nabi Azad will be
roped in for coordina-
tion among the states,
Kamal Nath may be-
come executive presi-
dent or treasurer. So I
feel, these changes will
happen between the in-
terim period of resolv-
ing Chhattisgarh and
Rajasthan issues.
 Captain Amarinder
is deeply hurt and
has made it clear
that Gandhi family
has humiliated him.
How do you see this?
He is right to some ex-
tent. He is hurt with
three things. First, he
says when there were
talks of change and
meetings were held in
Chandigarh, he was not
aware. Secondly, he
sought time to meet So-
nia but did not get. The
same evening Priyanka
got Sidhu appointed as
PCC chief through So-
nia. Third, he opposed
Sidhualotbuteventhen
he was made PCC chief.
 Are old guards in
Congress upset and
restless with these de-
velopments? Do you
see a possibility of
second phase of G-23?
G-23 is an old chapter
which is in cold storage.
There is no leader in
Congress that can chal-
lenge leadership of So-
nia, Rahul, and Priyan-
ka. Leaders like Gehlot
and Baghel, who have
mass base, do not have
in their nature to chal-
lenge High Command.
Rahul once expressed
displeasure to Sonia
about G-23 meeting. It is
said that Rahul leaked
G-23 leaders’ letter to
media to expose their
nature. He sought free
hand first to fix his fam-
ily, then the AICC, then
to target BJP, and then
to focus on the country
even if it takes 50 years.
 Captain has been
very close to Gandhis,
so what reason do
you see for his humil-
iating departure?
The main reason was
that his time was over.
But if we list the rea-
sons, the first was his
defiance towards the
High Command or extra
self-respect. From the
very start, when he de-
feated Arun Jaitley in
2014, he became an ap-
ple of the eye of High
Command. He was ada-
mant that he would con-
tinue politics in Punjab
only. So in 2015, Sonia
had to make him PCC
chief. After that there
were derogatory re-
marks on Rahul. One
factor was his rigid at-
titude about Sidhu,
which I perceive about
Pilot in Rajasthan. The
party High Command’s
decision should be re-
spected but sometimes
‘dil hai ke manta nahin’.
One more point was
that 35 MLAs had writ-
ten to take action
against Badal family in
drugs and firing cases
but Captain failed.
 In a direct attack
on Rahul  Priyan-
ka, Captain made a

orld Contra-
ception Day
(WCD) is a
global cam-
paign marked
on 26 Septem-
ber every year
to create awareness
about contraception
and enable people to
make informed deci-
sions about their Sexual
and Reproductive
Health (SRH).
While we observe the
15th WCD this year, it is
important to under-
stand the advancements
as well as inadequacies
in the journey so far. As
a result of focused inter-
ventions by the Govern-
ment of India in the do-
main of Family Plan-
ning, the scenario is
changing gradually. Key
indicators such as total
fertility rate, use of con-
traceptive methods and
total unmet need have
improved. According to
NFHS-4 2015-16, the to-
tal fertility rate in the
country has come down
by 0.5 (children per
woman) when compared
to NFHS-3. Similarly
, the
total unmet need for
family planning among
married women between
15-49 years have reduced
by 1% from NFHS-3 to
NFHS-4. Whereas, while
looking at the downside
of indicators from NSHS
- 3 to NFHS - 4, there is a
decline in the use of
family planning meth-
ods - female and male
sterilization and use of
a condom.
Critical to addressing
this shortfall is an in-
vestment in enhancing
access to family plan-
ning services and infor-
mation among young
people. There remains
much to be done to ad-
dress the unmet need of
adolescents and youth.
In India, discussions
about puberty and sexu-
ality are almost absent
leading to young people
being emotionally and
physically unprepared
to deal with the trans-
formations that occur
during adolescence. It
is estimated that 27 per
cent of girls in India
are married before 18
and 7 per cent before
they complete 15 years.
Only 10 per cent of cur-
rently married girls
and 16 per cent of sexu-
ally active unmarried
girls of age 15 to 19 us-
ing any modern contra-
ceptive method.
In Rajasthan, where
adolescents constitute a
quarter of the total pop-
ulation, many of these
adolescent and youth-
specific SRH concerns
are prevalent. Child
marriage continues to
be a key issue in Ra-
jasthan as more than
one-third of girls (35.4
per cent) are married
before 18 years of age
and 6.3 per cent in the
age group of 15–19 years
are already mothers.
Only 10.5 per cent of
currently married wom-
en aged 15 to 19 years
use any modern contra-
ceptive method. While
83 per cent of adoles-
cent girls were aware of
methods to space or de-
lay pregnancy, 57 per
cent feared social stig-
ma and felt too shy to
seek services. Only 21
per cent of sexually ac-
tive adolescent girls had
ever used contraception
and 68 per cent of those
with a current need for
contraception were not
using any contraceptive
method.
These challenges have
been exacerbated by the
COVID-19 pandemic.
Last year, in the wake of
the nationwide lock-
down, family planning
and reproductive health
services were impacted.
Because family plan-
ning and reproductive
services were not ini-
tially not listed as essen-
tial services access, par-
ticularly for young
women, became restrict-
ed. In May 2020, the
Population Foundation
of India conducted a
rapid assessment to un-
derstand the level of
knowledge and attitude
of the young population
(15-24 years) towards
COVID-19, how it has
impacted their lives,
and their needs and pri-
orities. A majority of
respondents reported
an unmet need for re-
productive health ser-
vices, especially sani-
tary pads during the
lockdown.
The magnitude of the
issue requires consider-
able effort and invest-
ment for placing adoles-
cent and youth health,
especially their sexual
and reproductive health,
at the centre of Family
Planning interventions
in India. In an attempt
to ensure that the repro-
ductive rights and dig-
nity of adolescents is
safeguarded, the Popu-
lation Foundation of In-
dia invested in strategic
engagement both at a
national and state level
to drive attention to-
wards prioritizing the
need to invest in adoles-
cents’ sexual and repro-
ductive health. Our
study 'Returns on In-
vestment in Adoles-
cents’ Sexual and Repro-
ductive Health in Ra-
jasthan' 2021 recom-
mends increase invest-
ments for adolescent-
specific SRH services
including contracep-
tives, comprehensive
abortion care, nutrition
and menstrual hygiene.
The cost-benefit analy-
sis undertaken in the
study shows that for
every INR 100 invested
to meet the unmet needs
of adolescents, there
would be an approxi-
mate return of INR 300
in terms of healthcare
costs saved.
Investments in the
sexual and reproductive
health of our adoles-
cents would, of course,
lift their lives, but also
generate a virtuous cy-
cle with healthier and
educated young adults
contributing substan-
tially to securing India’s
future.

he play, Ek Actor Ki Maut,
was staged at Ravindra
Manch on Saturday, pre-

who was also the actor in the

REET exam amid tight security in Raj; many held, 3 cops suspended First India Bureau Jaipur: The Rajasthan Eligibility Examina- tion for Teachers was held across Rajasthan on Sunday amid tight security measures, in- cluding suspension of mobile internet servic- es in some districts to prevent cheating. Five people were ar- rested in Bikaner after they were allegedly found wearing slippers fitted with Bluetooth devices to resort to un- fair means in the exam for the selection of teachers. Several other dummy candidates were also arrested in different districts. Two head constables and one constable too were suspended for their al- leged involvement in facilitating the cheating by examinees. The chairman of RBSE DP Jalori said that there was a delay of 20 minutes in com- mencement of level-1 exam at a center in Al- war, candidates were assured that they will be given extra time. Now the exam will be conducted separately for 600 candidates. MORE THAN 85% ATTEMPT REET Jaipur/Ajmer: Rajasthan Eligibility Examination for Teachers (REET) 2021 was conducted on Sunday by the Rajasthan Board of Secondary Education peacefully but with reports of attempted cheating and arrests of the accused from several districts. A total of 16,51,812 candidates registered for the exam. Total 25,35,522 registra- tions were received in both the shifts. Of these, more than 85 percent appeared in the examination, said an official. A total of 4,019 centres were set up. The police and the SOG teams arrested over two dozen people in connection with cheating and deals to get the exam cleared. Sawai Madhopur: In a joint action, Gangapur Police and SOG arrested about half a dozen accused including 2 policemen in REET cheating. Wives of accused police personnel were REET candidates. Nagaur: A gang who collected huge amount from candidates with the guarantee of passing in REET has been exposed in Nagaur. Ajmer: A couple was caught over anomalies during REET at Central Girls School in Purani Mandi in Ajmer. Sirohi: Constable Shaitan Singh posted in Sirohi was suspended for involvement in cheating. In Sawaimad- hopur, head constable Yaduveer Singh & constable Devendra Singh were caught while facilitating cheating. Jaipur: With successfully con- ducting the REET exam held on Sunday, Rajasthan Police has also ‘passed’ its ‘exam’ with full numbers. Due to the Khaki’s efforts, the examina- tion was completed peacefully across the state. Moreover, in all cities of the state including Jaipur, the traffic police also handled the front very well. Khaki’s all SPs and IGs were also active in the field throughout the day, while DGP ML Lather also moni- tored the police arrangements throughout the day. He told them, “It is your right. You are entitled to demand that in the judiciary and law colleges.” The Su- preme Court has four women judges among the 33 sitting judges. Justice Ramana rued that very few women find repre- sentation at the top. “Even when they do reach the top they continue to face chal- lenges,” he said. Be it the issue of increas- ing representation of women in judiciary, appointments to various tribunals or decrimi- nalising politics, Justice Ra- mana has brought the spark back to the apex court. Well, the big point is — it goes without saying that when any new scientific the- ory is put forward, scientists often wish to know how close it is to the truth. Yet, the fact is not all theories can be eval- uated thus. For a surplus of reasons. In areas such as string theory, particle phys- ics, cosmology, evolutionary biology and earth science, for example, arriving at how close a theory is to the truth is next to impossible. On the contrary, just any- body would be able to assess how beautiful, or ugly , an ob- ject is. The features of an ob- ject are immediately accessi- ble to most of us. This is the most basic thing that is re- quired to scrutinise any ob- ject with aesthetic judgment: one that delivers a conclusive ruling on its beauty. Not so simple, though. Because, such a descent may make us wonder whether each of us could use our aesthetic per- ceptions tangibly — to ascer- tain how imminent a scien- tific theory is to the truth. It’s not that all scientific revolution theories have a web of aesthetically innovative strokes. It’s not uncommon for manyscientiststoonottohave called several old and new the- ories—whenfirstputforward — ‘ugly .’ A host of astrono- mers, for instance, regarded Johannes Kepler’s theory of planetarymotionsasunattrac- tive.TheythoughtthatKepler’s ‘blueprint’ portrayed plane- tary orbits as ellipses — not a combination of circles. Sir Isaac Newton’s theory of grav- ity was disliked by his contem- poraries as being aesthetically unacceptable for postulating actionatadistance.AsFrancis Bacon exemplified, “There is no excellent beauty that hath not some strangeness in the proportion.” Physicists aren’t the only scientific community to be guided by their sense of beau- ty in developing new theories. To pick a contextual paradigm: when Rosalind Franklin learned of Francis Crick and James Watson’s model of the structureof theDNA,she“ac- cepted the fact that the struc- ture was too pretty not to be true.” It’s a fundamental statement that presupposed that beauty was, indeed, an indicator of truth in scientif- ic theories. Hence, you may well ask: what is the evidence for this proposition? Most scientists distinguish objective properties of theo- ries from the subjective sense of beauty in contemplating a theory. However, not all sci- entists agree over what aes- thetic properties a theory must possess to influence as pretty . But, one thing is clear: they often acquiesce to beau- ty in theories that encompass simple mathematical equa- tions, the splendour of truth and beauty of the universe, symmetries of nature, or an alluring model’s Stunning Face. In other words, this is a fundamental, or scientific, variant that explains why scientists are engaged — al- beit unwittingly, or partly unconsciously — in system- atic, inductive (re)search for aesthetic properties that con- stitute the idea that beauty is truth, although they’re just as much concerned about the wonders of technological ad- vance falling into evil hands — a norm in today’s world, that has gone increasingly mad, where bombs and pro- jectiles are terrorism’s weap- ons of ‘retribution.’ There hangs a tale — a saga, not just a dilemma, also a paradox that’s sure going to haunt each of us, and future generations, for a long, long time to come. Do not argue against the mandate of High Command, do not indulge in arrogance, re- sistance and defiance. Fall in line, this is the messagefromPunjab!As far as question of what next is concerned, only two states are left with the Congress, Chhattis- garh and Rajasthan. The messages for CMs of these states is similar thattimehaschanged,so change as per the times. Andif youdonotchange, then it is not good.  Is Captain’s resig- nation, who was close to Gandhi family, on Rahul’s insistence or advice, not a sign that command of the Con- gress has now shifted from Sonia to Rahul? Certainly . The decision making of the Gandhi family and High Com- mand is certainly now lies with Rahul. Punjab is start of this and fur- ther there will be more changes in AICC, may be in states also.  Does Sonia’s telling Captain, ‘I am sorry, Amarinder’ reflects her helplessness or compulsion? Sonia has handed over the command to Rahul. Had Sonia been in deci- sive mode, Captain might not have to leave this way. Rahul is deci- sive, focused. It was his decision to change so he made the change. This is a fact that Sonia’s re- mark expressed her helplessness.  Is it true that Ra- hul, who is called ‘a reluctant bride’, has taken over party reins without a formal pro- posal from CWC? This is a wrong prece- dent. This should not happen in a democratic country and in a 100-year-old party . CWC meeting should be held, resolution should be passed, coronate and fe- licitate the new head. But why Rahul is called ‘reluctant bride’ is be- cause he cannot decide whether he is to become party President or not? Hemayhavehisreasons as he says that he would not accept the post if not given a free hand. So it may be that before tak- ing over the position, he wants to ensure himself that his writ is being im- plemented in the party . Today, 1 CM has been removed, later he will remove more people and bring more changes. When he gets confi- dence, he may take over as party President for- mally after CWC meet- ing. But this tradition is wrong. Had he entered throughdemocraticpro- cess, then it would have been pleasant.  Is it true that after Punjab, Rahul’s agenda is to take res- ignation of Chhattis- garh CM get rebel leader TS Singh Deo crowned there? The decision is clear by now and its reason is that when Baghel was coronated 2.5 years ago in Chhattisgarh, Baghel and TS Singh Deo had gone to Rahul who was in favour of making someone else the CM. Both the leaders, how- ever, proposed to High Command that they would run the regime for half term each and it got Rahul’s stamp. Now 2.5yearsareoverbutthe problem is that no one wants to relinquish the rule. Baghel did not ful- fill the commitment so SinghDeoreachedDelhi and met Rahul, who is hardcore and profes- sional kind of a guy . He made both leaders sit together and reminded Baghel of the consensus reached. So the message was conveyed outside that as per 2.5 years for- mula, Baghel is likely to resign but it did not hap- pen. He played pressure politics that Rahul did not like and was clearly told that he has to re- sign. However, Priyanka intervened and praised Baghel for election man- agement in UP and said he should continue. So Rahul is in a dilemma and is scheduled to visit Chhattisgarh. Sources say that the decision, whichwaslikelyinafew days, may be deferred till after the UP elec- tions. But Rahul may go ahead with changes in Chhattisgarh and new CM may be coronated.  It is being said that after Chhattisgarh, Rahul’s focus will be on Rajasthan, where he has to bridge gaps between Gehlot Pi- lot camps unite party for 2023 polls? It is true and is priority of Rahul. Someone told me that Chhattisgarh is- sue is on the back burn- er and Rajasthan epi- sode is on Rahul’s prior- ity . It seems the process has started in Delhi to bring both together, to sort out issues between the camps, so that the party can contest 2023 polls unitedly . Congress has good chances of winning in 2023 as BJP stands divided.  Is Rahul’s thinking about Rajasthan lim- ited only to Cabinet reshuffle or beyond? So far, focus apparently seems on Cabinet re- shuffle,politicalappoint- ment,andPCCreorgani- sation. But if any other factors come in this way , Rahul’s mood changes andhebecomesdecisive. So it will depend on sug- gestions of Rahul about Cabinet reshuffle and it will depend on Ajay Maken and Ashok Ge- hlot to implement them. Sofar,itcanbesaidexer- cise will be limited only to cabinet reshuffle.  According to indi- cations from 10 Jan- path, after reshuffle scheduled following Shradh Paksha, the present face of Gehlot Cabinet will com- pletely change. Do you think so? The High Command willdoeverythingasper its wish, is an eternal truth. The decision making process has changed and the new person will conduct Cabinet reshuffle ac- cordingly . If Rahul does not think beyond Cabi- net reshuffle, then the reshuffle will be a com- plete bloodshed and a new face of Gehlot Cabi- net. It may take time be- cause of long consulta- tion, like in Punjab, and consultation has been going on for 6 months.  Rajasthan in-charge Ajay Maken has claimed often that a consensus has been reached between the high command, Ge- hlot and Pilot camps on Cabinet reshuffle and political appoint- ments, but as per Ge- hlot camp sources, Ge- hlot is still mentally not ready for this. So, what’s the solution? This is true. A source as- sociated with Gehlot camp told me that he is not in a mood. He is not ready to ignore 102 loyal people and give space to rebels in the Cabinet. He is mentally not ready for it since last one year but circumstances have not changed. Will he be able to overcome his mental block, his conviction or his political value sys- tem in Rahul’s rule? We hope that Gehlot will be flexible and understand High Command’s point of view. Gehlot is actu- ally ,averyseasonedand experienced leader and knowshowtobeflexible and take a u-turn. As such, I do not think there will be confronta- tion with the High Com- mand. There will be some changes and he would agree.  There has been a long political meeting between Rahul and Pilot in Delhi recent- ly. What’s your take? In the present political scenario, Rahul’s long meeting with Pilot is an important incident, re- gardless of the exact length of the meeting what is important is that they had a long meeting.Oneof thefirst points they must have discussed would be how to strengthen the party, the 2023 elections are looming and must be fought unitedly . The sec- ond point which defi- nitely would have been taken up would have been the long pending political appointments, PCC reorganisation and the third is the connect- ed issue of change, I can say with conviction that leadership change was not discussed at all. In fact leadership change in Rajasthan is not an issue at all, the point is of PCC change. Some- one informed me that Pilot has been given full independence to decide whether to stay on in Rajasthan or move to Delhi in AICC. Rahul and Sachin must have definitely discussed Pi- lot’s future plans.  What will be Pi- lot’s role after ad- justing people of his camp in Cabinet and political ap- pointments? Can he take over com- mand of PCC again? As far as Pilot’s wish is concerned, he also wants to do politics in Rajasthan like Gehlot. There are less chances that he would accept important responsibili- ties in AICC. If there is an order, he will have to go. If left to him, he will prefer to stay in Ra- jasthan. Even as an MLA from Tonk, he would like to remain here. So far, there are talks he may be made general secretary in AICC and given charge of Gujarat, Maharash- tra or North Eastern states and strengthen the party at national level. There are chanc- es of him becoming PCC chief too and I think he is willing.  After this meeting, Pilot camp sources have indicated that like Punjab and Chhattisgarh, there will be a change of leadership in Raj party will contest 2023 polls by bring- ing in a new face. Your take? In politics anything is possible! About six months ago, my stand was that Congress in Ra- jasthan means Gehlot and whenever Con- gress makes gov- ernment in Ra- jasthan, Ge- hlot will be the face. This was my assess- mentatthetimeof Sonia but now time has changed, decision mak- ing has changed at the 10 Janpath and Rahul has emerged in picture. I cannot say surely that leadership change won’t happen before elections becausethesedaysithas become a fashion to change CM. It happened in Punjab, almost hap- pened in Chhattisgarh and some advisors may advise that there are elections in Rajasthan also so change Gehlot, even though he has done good work. During So- nia’stimethispossibility was zero but it cannot be said if this will remain or not because Gehlot is a mastermind.  If high command wishes for change in leadership in Raj be- fore 2023, then when will this happen? It will be a very big and important decision to change guard in Ra- jasthan. If a policy deci- sion has been taken to change CM face, then it should happen at least 1 year before polls. It is a matter of fate also. I would like to mention that in ‘jyotish market’ of Jaipur, Pilot’s horo- scope is in great de- mand these days.  If this happens then who will be this new face in Rajasthan? This is very tough. Ku- mar Ganesh, a numer- ologist, had said that in 2021 Gehlot will go to Delhi as party presi- dent or working presi- dent and his nominee will be the CM here. His nominee, could be Dha- riwal or Kalla. But situ- ation has changed now and projecting a nomi- nee is tough. Gehlot may have only 51% say in that. And then a face like Channi in Punjab may come to the fore ir- respective of the fact whether the party wins or loses after that.  How do you see the long meeting between Assembly Speaker Dr CP Joshi and Sachin Pilot in the backdrop of Rajasthan cri- sis? Is Joshi mediating between Ge- hlot Pi- lot? If we forget that there was any direction from High Command for the both to meet, it may be termed as a meeting of two like-minded people. Pilot may be exploring his possibilities wheth- er Joshi is with him or not? During last few days, unexpectedly the Joshi camp has re- mained active in Delhi. There were reports that Joshi met Venugopal and there was enthusi- asm in Joshi camp that he can be the CM!  What is the future of Revenue Minister Har- ish Chaudhary, who played an important role in Punjab crisis? His future is bright. He is the only gainer in all this crisis. He attended meetings at Rahul’s res- idence and is comforta- ble there. He may be- come Punjab in-charge also. As far as Rajasthan is concerned, he praises Gehlot but does not have muchstakeshere.There was a period of turmoil, CBI case and news about that, but now his achhe din have come.  Will Rahul make a radical change in AICC before Assembly polls in Feb-March and after resolving Chhattisgarh Ra- jasthan issues? There will be massive changes in AICC. 40 sec- retarieswillbechanged, 8-10 general secretaries will be changed, Ghu- lam Nabi Azad will be roped in for coordina- tion among the states, Kamal Nath may be- come executive presi- dent or treasurer. So I feel, these changes will happen between the in- terim period of resolv- ing Chhattisgarh and Rajasthan issues.  Captain Amarinder is deeply hurt and has made it clear that Gandhi family has humiliated him. How do you see this? He is right to some ex- tent. He is hurt with three things. First, he says when there were talks of change and meetings were held in Chandigarh, he was not aware. Secondly, he sought time to meet So- nia but did not get. The same evening Priyanka got Sidhu appointed as PCC chief through So- nia. Third, he opposed Sidhualotbuteventhen he was made PCC chief.  Are old guards in Congress upset and restless with these de- velopments? Do you see a possibility of second phase of G-23? G-23 is an old chapter which is in cold storage. There is no leader in Congress that can chal- lenge leadership of So- nia, Rahul, and Priyan- ka. Leaders like Gehlot and Baghel, who have mass base, do not have in their nature to chal- lenge High Command. Rahul once expressed displeasure to Sonia about G-23 meeting. It is said that Rahul leaked G-23 leaders’ letter to media to expose their nature. He sought free hand first to fix his fam- ily, then the AICC, then to target BJP, and then to focus on the country even if it takes 50 years.  Captain has been very close to Gandhis, so what reason do you see for his humil- iating departure? The main reason was that his time was over. But if we list the rea- sons, the first was his defiance towards the High Command or extra self-respect. From the very start, when he de- feated Arun Jaitley in 2014, he became an ap- ple of the eye of High Command. He was ada- mant that he would con- tinue politics in Punjab only. So in 2015, Sonia had to make him PCC chief. After that there were derogatory re- marks on Rahul. One factor was his rigid at- titude about Sidhu, which I perceive about Pilot in Rajasthan. The party High Command’s decision should be re- spected but sometimes ‘dil hai ke manta nahin’. One more point was that 35 MLAs had writ- ten to take action against Badal family in drugs and firing cases but Captain failed.  In a direct attack on Rahul Priyan- ka, Captain made a public statement that both are still imma- ture in politics and are acting on wrong opinion of advisors. Is this a sign of Cap- tain’s complete disen- chantment? It is certainly disen- chantment. He is hurt so he made this com- ment.   • 11. orld Contra- ception Day (WCD) is a global cam- paign marked on 26 Septem- ber every year to create awareness about contraception and enable people to make informed deci- sions about their Sexual and Reproductive Health (SRH). While we observe the 15th WCD this year, it is important to under- stand the advancements as well as inadequacies in the journey so far. As a result of focused inter- ventions by the Govern- ment of India in the do- main of Family Plan- ning, the scenario is changing gradually. Key indicators such as total fertility rate, use of con- traceptive methods and total unmet need have improved. According to NFHS-4 2015-16, the to- tal fertility rate in the country has come down by 0.5 (children per woman) when compared to NFHS-3. Similarly , the total unmet need for family planning among married women between 15-49 years have reduced by 1% from NFHS-3 to NFHS-4. Whereas, while looking at the downside of indicators from NSHS - 3 to NFHS - 4, there is a decline in the use of family planning meth- ods - female and male sterilization and use of a condom. Critical to addressing this shortfall is an in- vestment in enhancing access to family plan- ning services and infor- mation among young people. There remains much to be done to ad- dress the unmet need of adolescents and youth. In India, discussions about puberty and sexu- ality are almost absent leading to young people being emotionally and physically unprepared to deal with the trans- formations that occur during adolescence. It is estimated that 27 per cent of girls in India are married before 18 and 7 per cent before they complete 15 years. Only 10 per cent of cur- rently married girls and 16 per cent of sexu- ally active unmarried girls of age 15 to 19 us- ing any modern contra- ceptive method. In Rajasthan, where adolescents constitute a quarter of the total pop- ulation, many of these adolescent and youth- specific SRH concerns are prevalent. Child marriage continues to be a key issue in Ra- jasthan as more than one-third of girls (35.4 per cent) are married before 18 years of age and 6.3 per cent in the age group of 15–19 years are already mothers. Only 10.5 per cent of currently married wom- en aged 15 to 19 years use any modern contra- ceptive method. While 83 per cent of adoles- cent girls were aware of methods to space or de- lay pregnancy, 57 per cent feared social stig- ma and felt too shy to seek services. Only 21 per cent of sexually ac- tive adolescent girls had ever used contraception and 68 per cent of those with a current need for contraception were not using any contraceptive method. These challenges have been exacerbated by the COVID-19 pandemic. Last year, in the wake of the nationwide lock- down, family planning and reproductive health services were impacted. Because family plan- ning and reproductive services were not ini- tially not listed as essen- tial services access, par- ticularly for young women, became restrict- ed. In May 2020, the Population Foundation of India conducted a rapid assessment to un- derstand the level of knowledge and attitude of the young population (15-24 years) towards COVID-19, how it has impacted their lives, and their needs and pri- orities. A majority of respondents reported an unmet need for re- productive health ser- vices, especially sani- tary pads during the lockdown. The magnitude of the issue requires consider- able effort and invest- ment for placing adoles- cent and youth health, especially their sexual and reproductive health, at the centre of Family Planning interventions in India. In an attempt to ensure that the repro- ductive rights and dig- nity of adolescents is safeguarded, the Popu- lation Foundation of In- dia invested in strategic engagement both at a national and state level to drive attention to- wards prioritizing the need to invest in adoles- cents’ sexual and repro- ductive health. Our study 'Returns on In- vestment in Adoles- cents’ Sexual and Repro- ductive Health in Ra- jasthan' 2021 recom- mends increase invest- ments for adolescent- specific SRH services including contracep- tives, comprehensive abortion care, nutrition and menstrual hygiene. The cost-benefit analy- sis undertaken in the study shows that for every INR 100 invested to meet the unmet needs of adolescents, there would be an approxi- mate return of INR 300 in terms of healthcare costs saved.
