“The aspect of rural
development is to make
villages convenient. For

attack on central gov-
ernment and corpo-
rates, Meghalaya Gov-
ernor Satpal Malik on
Sunday said that Adani
has built a big godown
in Panipat to buy farm-
ers’ crops at cheap pric-
es and sell them at high
prices.
He was the chief
guestintheprogramme
which was attended by
dignitaries from the
fields of politics, film,
sports, literature, law,
business etc. attended
the program of the Jat
community
.
In the programme,
union minister Kailash
Chaudhary announced
that the history of Ma-
haraja Surajmal will be
taught to the students.
Malik said that such
godowns should be up-
rooted.
“Don’t be afraid, I
will walk with you to
jail. How have Adani
and Ambani become
wealthy, until these
people are not attacked,
these people will not
stop,” he said while ad-
dressing a programme
of Jat Parliament in
Jaipur.
Malik said that the
Modi government with-
drew three agriculture
laws but the MSP has
not been decided yet. In
such a situation, if a
law is not made on MSP
in time, then there will
be a fierce fight be-
tween the farmers and
the government in the
country
.

country’s airports, rail-
ways, and shipyards
are being sold to Adani,
a friend of the govern-
ment.
“We have to stop sell-
ing the country. When
everyone is getting de-
stroyed, then the PM
should tell how these
people are getting
rich,” he said.
He said that when
farmers were protest-
ing, he went to the
prime minister with
resignation in pocket,
and explained to him
that atrocities are hap-
pening with the farm-
ers but he said that
these people will go on
their own. “I said that
they will go only after

Jaipur: A 22-year-old girl was allegedly raped for five
years on the pretext of marriage in Jaipur’s Murli-
pura area, police said on Sunday
. Police informed the
victim was a minor when the incident first happened
five years back. “The accused raped the minor girl
and filmed her obscene videos. She was then black-
mailed and repeatedly raped by the accused for five
years,” police informed.

court cases on urban lo-
cal bodies is increasing
continuously. Despite
having a large number
of lawyers, cases are not
being decided in the
courts on time.
As per the DLB, there
are about 1000 lawyers
working in the entire
state and even after this,
25,000 cases are pend-
ing.
The maximum pres-
sure of court cases is
on both the municipal
corporations of Jaipur.
About 10,000 cases are
pending in Jaipur

balance between interests

other and evolve a consensus
that is more or less acceptable
to the key stakeholders. In
fact, the clash between legisla-
tiveintent,judicialinterpreta-
tion and the ground level is-
sues which administrators
havetofaceisperhapsinevita-
ble.Thisinevitabilityperhaps
explains the title of Gur-
charan Das’s book ‘The Diffi-
culty of Bring Good’ – for if
beinggoodwaseasy
,mostpeo-
ple would prefer to do so, and
the world would neither need
the state, not Raj Dharma!
In the Indian context , there
are three additional points
which add to the complexity :
we have a carefully crafted
compromisebetweentheFun-
damental Rights and the Di-
rective Principles of State
Policy , contradictions be-
tween rights of individuals as
citizens of India  rights
which emanate from their
membership of a community
– SC/ST/OBC/Minority com-
munity , and last but not the
least ,a very wide disparity in
the economic, social, cultural,
intellectual endowments with
which people are born .
Overtime,manyof theseis-
sues are resolved, but newer
ones emerge for we live in a
world in which the expecta-
tions of stakeholders will al-
ways exceed the capacity of
the state to fulfil them. When
the state expands its capacity
,
it extends its powers, includ-
ing those of coercion. The
very first amendment to the
Constitution saw the dilution
of theRighttoFreedomof Ex-
pression,aswellasof theFun-
damental Right to Property
and endorsement of sedition
laws. In fact, without the first
amendment, the abolition of
Zamindari would have been
rendered difficult, if not im-
possible. The main argument
proffered by the state was that
addressing issues of hunger
and employment took prece-
dence over any other Right
enshrinedintheConstitution.
Over the years, there was a
political consensus on land
reforms as well the need to
strengthen the PDS and some
kind of an employment guar-
antee, and finally in the first
decade of this century
, the
Right to Work and the Right to
Food were adopted in a rare
showof bipartisanconsensus.
As things stand today
, The Na-
tional Food security Act cov-
ers nearly seventy percent of
thepopulationandofferscere-
als, pulses, oil, and sugar at
affordable rates. PDS outlets
across the country as well as
welfare schemes like Mid-day
meal and ICDS centres for ex-
pectant and lactating mothers
have addressed the issue of
hunger and absolute depriva-
tion. Besides,theMGNREGA,
has ensured that the landless
and the marginal farmers
haveatleastahundreddaysof
employment in a year. Be-
tween these two rights, the is-
sue of Roti (basic food) has
been resolved.
In the hierarchy of basic
needs, next to Roti is Kapda –
clothing. Till three decades
ago, many state governments
ran the ‘dhoti- saree scheme’
to provide two sets of clothes
to the BPL families before the
festival season. To the best of
my knowledge this has been
discontinued in all states, for
the‘market’hasaddressedthe
needs of all segments of soci-
ety
, including those at the Bot-
tomof thePyramid(BoP).The
expansionof thetextileindus-
try
, coupled with availability
of recycled clothes, rejects
from brands and export sur-
pluses have ensured that al-
most everyone in the country
– from the workers at con-
struction sites to nursing as-
sistants – have access to
clothes as well as footwear.
Thus, we have the interest-
ing proposition under which
thestateensuredRoti,andthe
markets provided Kapda.
Working in tandem they have
also been able to address the
issue of Bijli(power), Sadak
(roads) and Paani(water).
While the state has offered
subsidy for the consumption
of some basic units of water
and electricity to very house-
hold, the tolling at the high-
ways has generated resources
fortheroadbuildingprogram.
However, with respect to a
roof over every head - neither
the state, nor the market has
a grip over the situation. This
is further complicated by the
fact that the judiciary is giv-
ing two sets of instructions.
While on the one hand some
High Courts have directed
the district administration
and municipal authorities to
remove all encroachments
and report compliance to the
court:TheSChasheldinCha-
meli Devi versus the state of
UP that the right to shelter is
a fundamental right available
to every citizen and it was
read into Article 21 of Funda-
mental Rights and Article 39
of Directive Principles of
State Policy of Constitution
of India as encompassing
within its ambit, the right to
shelter to make the right to
life more meaningful.
Isitnotcommonknowledge
that an overwhelming major-
ity of those who live in the
most precarious conditions in
Malin Bastis or JJ clusters be-
long to the BoP
, and do not
havethewherewithaltoowna
roof over their head? The liv-
ing conditions in the slums –
whether authorised or unau-
thorised – are not such that if
a person can afford to, she will
not move out. Is it not obvious
that the land on which their
dwelling unit is built is an en-
croachment? If this be case,
then threat of removal actu-
ally makes the occupants of
these unauthorised colonies
‘electoral fodder’ for parties?
As the occupation is not legal,
the threat of eviction, coupled
with prospects of regularisa-
tion keep voters in a state of
permanent dependency
.

Shelter will we be able to

and technology packages to

trillion by 2047 , we will
have to factor in the
burgeoning need and
demand for ecologically
sustainable, financially
stable, culturally enriching
habitations in which
children and women have

development as per the SDGs
to which India is a

forecast that the Indian

has forecast the Indian

voting machines, used
in four LS elections and
127 assembly polls since
2004, are not deployed
in polls to elect the Pres-
ident and VP of India.
The EVMs are based
on a technology where
they work as an aggre-
gator of votes in direct
elections such as the LS
and state assemblies.
Voters press the button
against the name of the
candidate of their
choice and the one who
bags the maximum
number of votes is de-
clared elected. But the
election of the Presi-
dent is held in accord-
ance with the system of
proportional represen-
tation by means of sin-
gle transferable vote.
The EVMs, officials ex-
plained, are not de-
signed to register this
system of voting. The
EVM is an aggregator
of votes and under the
system of proportional
representation. In other
words, a different type
of EVM would be need.
Subsequently, in 1989,
Parliament amended
the Representation of
the People Act, 1951.

New York : Inactivated and mRNA Covid-19
vaccines appear to be safe for patients treated
for hypothyroidism, say researchers. The
study, to be presented at ENDO 2022, found
that these vaccines do not cause significant
fluctuations in thyroid function and are not
associated with increased risks of emergency
department visits or unscheduled hospitalisa-
tions. No previous studies have looked at any
possible relationship between COVID-19 vac-
cines and unstable thyroid function control
among patients receiving thyroid hormone
replacement for hypothyroidism, said lead

Meanwhile, a com-
plaint was given to the

Women about the attack
on the girl after which

Nagaur : A car accident
took place in Nagaur on
Sunday. A car collided
with a pole of 11,000
KV line. The transformer
placed on the pole fell
on the car along with
the pole. Soon the car
became a ball of fire.
Four youths were in the
car, in which 3 got out
but the driver could not.
By the time the fire was
extinguished, the young
man was completely
burnt. The accident hap-
pened near Hirani vil-
lage of Kuchaman. The
car went out of control
and collided with the
transformer pole. The
driver of the car was
burnt alive in the fire.

people saved three
youths by showing
courage. A local woman
broke the glass of the
car with a bamboo ena-

wife with an axe after
a minor quarrel on
Sunday morning in the
Barkhedi village of
Kotwali area. Thereaf-
ter the accused hus-
band fled from the
spot. The police have
handed over the body
to the relatives after

tem. A case is being
registered and a search
is on for the accused

edly jumped in Pichola
lake from a passenger
boat in Udaipur district
on Sunday

Rakesh Batra (40), a
resident of New Navrat-
na Complex, was on a
boat ride in the lake. He
suddenly took off life
jacket and jumped into
the lake leaving others
on board stunned.
The boat operator im-
mediately informed
civil defence team and
police following which
a rescue operation was
started but the divers
could not locate him.
As per initial infor-
mation, Batra was in oil
business and suffered
losses due to which he
was under depression
for two years. He left
home in the morning
and jumped in the lake
in the evening.
His wife is a teacher.
There were around 40
tourists present in the
boat and it was moving
towards Jagmandir

Chief Minister Ashok
Gehlot held a review of
the Energy Department
and in the meeting, he
praised and gave im-
mense importance to
his technocrat advisor
of the Energy Depart-
ment AK Gupta. Ge-
hlot’s actions proved
that he is one of the
trusted officer’s of the
CM. Although in the
meeting, the presenta-
tion was given by Prin-
cipal Secretary
Bhaskar A Sawant, but
the main role in the
meeting was executed
by AK Gupta. Even CM
also kept him at ‘centre-
point’ and held all dis-
cussions with him.
Notably, retired
RSEB Engineer, who
has served as Discom
MD, was appointed by
the Gehlot government
as Advisor of the En-
ergy Department and
Director of all seven
power companies. How-
ever, till April 2022,
when the reins of En-
ergy Department were
in the hands of ACS
Subodh Agarwal, he
was ‘all in one’ in the
Vidyut Bhawan and
even CM used to give
preference to Agarwal
and Gupta had a limit-
ed role in Energy De-
partment before CM.
But as Subodh Agar-
wal was removed from
Vidhyut Bhawan
through the transfer
list of April 13 and
Bhaskar Sawant and T
Ravikant were given re-
sponsibilities, the move
also ensured that AK
Gupta comes out of his
‘confinement’ and be-
came a new ‘power cen-
tre’. Till the transfer list
made changes, Gupta
had just one room, but
ten days ago, he was
given a huge retinue.
When in 2020, Gupta
was MD of Jaipur Dis-
com, at that time, a jun-
ior engineer in his per-
sonal cell used to be his
‘close aide’. But when
CMO learnt about his
‘activities’, he was im-
mediately removed on
CMO’s orders. But now
AK Gupta has brought
back his ‘aide’ and he
will now be accorded a
government bungalow
as well. Gupta has is-
sued a written order to
all seven companies
that any internal order
within the company
should be forwarded to
his office as well and he
should also be advised,
well in advance, about
meetings.
Word is that the two
IAS - Bhaskar A Sawant
and T Ravikant - are
novices, if compared to
the knowledge and ex-
perience of AK Gupta.
Moreover, the three
MDs of Discoms are too
junior to Gupta and
therefore he is a ‘heavy-
weight’ when it comes
to working of the Vidy-
ut Bhawan. Therefore,
in meetings held at the
level of CM, Ministers
and CS, Gupta is the
centre-point and in
meeting held last Satur-
day, CM stamped Gup-
ta’s supremacy
.
Interestingly, when
Gehlot came to the
CMO after forming
government in Decem-
ber 2018, Gupta was im-
mediately made MD of
Jaipur Discom, but ow-
ing to various com-
plaints by the MLAs’,
in January 2021, he
was transferred and
Naveen Arora was po-
sitioned in his place.
But the winds of
change blew quickly
and in February 2022,
Gupta was re-called
with much fanfare and
appointed as the Advi-
sor and Director of 7
companies, thereby ef-
fectively became the
‘all-in one’ in place of
Subodh Agarwal. He is
always present in the
meetings of companies
as their Director and
plays an important
role in their function-
ing and their future.

opposition, that CM
Ashok Gehlot’s term

handedly, through his
strategy and manage-
ment, ‘outcasted’ the

Since the 2018 assem-
bly elections in Ra-
jasthan, BJP has been
losing in all major elec-

elections held on 4 seats
in Rajasthan recently,
Congress won 3 seats
while BJP could win
only 1 seat. In this elec-
tion, 2 seats of Congress
and 1 seat of BJP were
confirmed. There was
competition for the
fourth seat, but BJP lost
to Congress in electoral
strategy
. BJP-backed in-
dependent candidate
Subhash Chandra was
defeated and cross vot-
ing also worried the
party
.
Now the assembly
elections 2023 and Lok
Sabha elections 2024 are
before the BJP leader-
ship. According to
sources, some tough
and big decisions can be
taken by the party soon
so that the situation can
be rectified before the
general election be-
cause in the last 4 years,
a big failure of BJP has
come to the fore in the
elections. On the other
hand, despite being the
opposition party in
Panchayat Raj elec-
tions, BJP made 18 dis-
trict chiefs and Con-
gress was reduced to 15
district chiefs.
In the Rajya Sabha
elections held on 10
June 2022, 3 candidates
of Congress won and
only 1 candidate of
BJP won while the
BJP-backed independ-
ent candidate was de-
feated. Congress’s
Mukul Wasnik got 42
votes, Randeep Surjew-
ala 43 and Pramod Ku-
mar Tiwari 41 votes,
which includes 1 vote
of BJP’s Shobharani
Kushwaha. On the ba-
sis of this, he could
win in the first prefer-
ence. BJP candidate
Ghanshyam Tiwari got
43 votes, while Inde-
pendent candidate Dr
Subhash Chandra got
only 30 votes and lost.

Despite having a large number of lawyers, cases are not being decided in the courts on time. As per the DLB, there are about 1000 lawyers working in the entire state and even after this, 25,000 cases are pend- ing. The maximum pres- sure of court cases is on both the municipal corporations of Jaipur. About 10,000 cases are pending in Jaipur Greater and Jaipur Heritage Municipal Corporations. This is the situation when more than 250 lawyers are working in both the corporations and lakhs of rupees are being spent on these lawyers by the corporation eve- ry month. `5,000 per month to the lawyer of lower courts About 200 lawyers of the lower court are be- ing paid `5,000 per month in Jaipur. There are more than two doz- en lawyers who are even getting `21,000 thousand rupees a month. On the other hand, `1,100 per case is being given in other lo- cal bodies. `5,500 per case in High Court The lawyer is being paid `5,500 per case for ap- pearing in the High Court.Insomebigcases, more amounts, which is in lakhs, are given to the lawyers. Lawyers are paidforeveryhearingin the Supreme Court. Overtime,manyof theseis- sues are resolved, but newer ones emerge for we live in a world in which the expecta- tions of stakeholders will al- ways exceed the capacity of the state to fulfil them. When the state expands its capacity , it extends its powers, includ- ing those of coercion. The very first amendment to the Constitution saw the dilution of theRighttoFreedomof Ex- pression,aswellasof theFun- damental Right to Property and endorsement of sedition laws. In fact, without the first amendment, the abolition of Zamindari would have been rendered difficult, if not im- possible. The main argument proffered by the state was that addressing issues of hunger and employment took prece- dence over any other Right enshrinedintheConstitution. Over the years, there was a political consensus on land reforms as well the need to strengthen the PDS and some kind of an employment guar- antee, and finally in the first decade of this century , the Right to Work and the Right to Food were adopted in a rare showof bipartisanconsensus. As things stand today , The Na- tional Food security Act cov- ers nearly seventy percent of thepopulationandofferscere- als, pulses, oil, and sugar at affordable rates. PDS outlets across the country as well as welfare schemes like Mid-day meal and ICDS centres for ex- pectant and lactating mothers have addressed the issue of hunger and absolute depriva- tion. Besides,theMGNREGA, has ensured that the landless and the marginal farmers haveatleastahundreddaysof employment in a year. Be- tween these two rights, the is- sue of Roti (basic food) has been resolved. In the hierarchy of basic needs, next to Roti is Kapda – clothing. Till three decades ago, many state governments ran the ‘dhoti- saree scheme’ to provide two sets of clothes to the BPL families before the festival season. To the best of my knowledge this has been discontinued in all states, for the‘market’hasaddressedthe needs of all segments of soci- ety , including those at the Bot- tomof thePyramid(BoP).The expansionof thetextileindus- try , coupled with availability of recycled clothes, rejects from brands and export sur- pluses have ensured that al- most everyone in the country – from the workers at con- struction sites to nursing as- sistants – have access to clothes as well as footwear. Thus, we have the interest- ing proposition under which thestateensuredRoti,andthe markets provided Kapda. Working in tandem they have also been able to address the issue of Bijli(power), Sadak (roads) and Paani(water). While the state has offered subsidy for the consumption of some basic units of water and electricity to very house- hold, the tolling at the high- ways has generated resources fortheroadbuildingprogram. However, with respect to a roof over every head - neither the state, nor the market has a grip over the situation. This is further complicated by the fact that the judiciary is giv- ing two sets of instructions. While on the one hand some High Courts have directed the district administration and municipal authorities to remove all encroachments and report compliance to the court:TheSChasheldinCha- meli Devi versus the state of UP that the right to shelter is a fundamental right available to every citizen and it was read into Article 21 of Funda- mental Rights and Article 39 of Directive Principles of State Policy of Constitution of India as encompassing within its ambit, the right to shelter to make the right to life more meaningful. Is it not obvious that the land on which their dwelling unit is built is an en- croachment? If this be case, then threat of removal actu- ally makes the occupants of these unauthorised colonies ‘electoral fodder’ for parties? As the occupation is not legal, the threat of eviction, coupled with prospects of regularisa- tion keep voters in a state of permanent dependency . Rakesh Batra (40), a resident of New Navrat- na Complex, was on a boat ride in the lake. He suddenly took off life jacket and jumped into the lake leaving others on board stunned. The boat operator im- mediately informed civil defence team and police following which a rescue operation was started but the divers could not locate him. As per initial infor- mation, Batra was in oil business and suffered losses due to which he was under depression for two years. He left home in the morning and jumped in the lake in the evening. JPC/004/2022-24 Rajendra Chhabra Jaipur: Last week Chief Minister Ashok Gehlot held a review of the Energy Department and in the meeting, he praised and gave im- mense importance to his technocrat advisor of the Energy Depart- ment AK Gupta. Ge- hlot’s actions proved that he is one of the trusted officer’s of the CM. Although in the meeting, the presenta- tion was given by Prin- cipal Secretary Bhaskar A Sawant, but the main role in the meeting was executed by AK Gupta. Even CM also kept him at ‘centre- point’ and held all dis- cussions with him. Notably, retired RSEB Engineer, who has served as Discom MD, was appointed by the Gehlot government as Advisor of the En- ergy Department and Director of all seven power companies. How- ever, till April 2022, when the reins of En- ergy Department were in the hands of ACS Subodh Agarwal, he was ‘all in one’ in the Vidyut Bhawan and even CM used to give preference to Agarwal and Gupta had a limit- ed role in Energy De- partment before CM. But as Subodh Agar- wal was removed from Vidhyut Bhawan through the transfer list of April 13 and Bhaskar Sawant and T Ravikant were given re- sponsibilities, the move also ensured that AK Gupta comes out of his ‘confinement’ and be- came a new ‘power cen- tre’. Till the transfer list made changes, Gupta had just one room, but ten days ago, he was given a huge retinue. When in 2020, Gupta was MD of Jaipur Dis- com, at that time, a jun- ior engineer in his per- sonal cell used to be his ‘close aide’. But when CMO learnt about his ‘activities’, he was im- mediately removed on CMO’s orders. But now AK Gupta has brought back his ‘aide’ and he will now be accorded a government bungalow as well. Gupta has is- sued a written order to all seven companies that any internal order within the company should be forwarded to his office as well and he should also be advised, well in advance, about meetings. Word is that the two IAS - Bhaskar A Sawant and T Ravikant - are novices, if compared to the knowledge and ex- perience of AK Gupta. Moreover, the three MDs of Discoms are too junior to Gupta and therefore he is a ‘heavy- weight’ when it comes to working of the Vidy- ut Bhawan. Therefore, in meetings held at the level of CM, Ministers and CS, Gupta is the centre-point and in meeting held last Satur- day, CM stamped Gup- ta’s supremacy . Interestingly, when Gehlot came to the CMO after forming government in Decem- ber 2018, Gupta was im- mediately made MD of Jaipur Discom, but ow- ing to various com- plaints by the MLAs’, in January 2021, he was transferred and Naveen Arora was po- sitioned in his place. But the winds of change blew quickly and in February 2022, Gupta was re-called with much fanfare and appointed as the Advi- sor and Director of 7 companies, thereby ef- fectively became the ‘all-in one’ in place of Subodh Agarwal.
