Sworn-in as the state’s 14th chief minister, Pramod Sawant on Monday vowed to
make Goa the top tourism destination in India, while also listing employment regen-

Power in compliance with
the order of the Supreme
Court. The discoms made
payment of principal
amount Rs 3,048 crore

The entire matter is related
to the payment of coal im-
ported from Indonesia for
Kawai thermal plant. Along
with paying the liability,
the discom administration
has now started prepa-
rations to recover this
amount from the public
in the form of surcharge.

Rs 11,580.59 lakh will be
spent by the state gov-
ernment on water trans-
port system through
tankers in urban and
rural areas in the sum-
mer season. Giving this
information, Water Re-
sources Minister Ma-
hesh Joshi said that Rs
8,669.30 lakh in rural
areas and Rs 2,911.29
lakh in urban areas will
be provided by the
Public Health Engi-
neering Department
(PHED) for water
transport between
April and Au-
gust.
Adminis-

arrangements for water
transport will be made
by the district collectors
in the famine affected
areas of 10 districts --
Churu, Barmer, Bi-

Jaipur: Congress MLA Amin Khan has again raised ques-
tions on his own government regarding the functioning
of Indira Gandhi Canal Project (IGNP) and termed the
government “weak for not getting the
full water of its share from Punjab”.
“There was a plan to bring water from
IGNP till Gadra Road and to take it to
Rann of Kutch. Now it is being said that
if the water has run out. It is not their
fault, it is the weakness of the Rajasthan
government. Whether Punjab or Haryana suppresses that
water, they are stronger than us, we are weak in front of
their strength,” said Khan. He said the management of the
canal is very weak. “This is weakness, it harms our people.
Rajasthan should fight for its water rights and the Indira
Gandhi Canal should be taken to the Rann of Kutch in
Gujarat,” he said.

Reacting to oppn demand for a CBI probe into the
rape charge against the son of ruling Congress
legislator Johri Lal Meena, party’s Dy Chief Whip in
the State Assembly Mahendra Choudhury pointed
out on Monday that the woman, who has levelled the
allegation against the son, had also accused the MLA
of the same crime and investigation is still going on
in that case. He alleged that BJP is in the habit of
demanding CBI probe into every incident whereas
the police and the SOG are doing a good job. Truth
will be out once the allegation levelled, he added.

Independent MLA Baljeet Yadav, who ran for 12
hours in Jaipur’s Central Park protesting against
the irregularities in govt recruitment and the fraud
of Gurukul University, cornered the govt on Indira
Gandhi Canal. He said summer has come, but till
now the tubewells of Janata Jal Yojana have not
been dug. “What is the use of bringing medicine at
the time of death, I have spoken here many time, I
have even run for 12 hours and 20 minutes. He said
there was a plan to bring Chambal water to his area
but nothing happened during both the govt.

Health Minister Parsadi Lal Meena said that
Community Health Centers are opened as per
the norms laid down in the guidelines of the GoI. He
also made it clear that the
right to relax the prescribed
norms is vested at the Chief
Minister’s level only. In
response to a supplemen-
tary question, Meena said
that Primary Sub Health Centers are opened on a
population of 5000 in the general area and 3,000 in
the desert and tribal areas. Similarly, primary health
centers are opened on a population of 30,000 in
general areas and 20,000 in desert and tribal areas.

to the Punjab Govt regarding contaminated water.
The minister said that CM Gehlot has also written
a letter to CM of Punjab. He informed that the NGT
has directed the Punjab Govt on 22 January 2021 to
develop an effective monitoring mechanism.

Technical Education Minister Subhash Garg in-
formed the house that regular classes for the year
2022-23 in Kota’s IIIT will be started by December
31, 2022. Replying to a
supplementary question, he
said that IIIT will be oper-
ated on PPP mode, under
which the Government of
India has 50 percent stake
and the State Government has 35 percent and four
private sector companies have 15 percent stake.
He said that the Government of India and the State
Government have given their amount while the dues
of one of the four companies are yet to be paid.

chayat, a case has been
filed against a few
named members of the
caste panchayat in
Jaipur district.
According to Kotwali
police, the complainant,
Riyazuddin, who lives
in the Cheeni Ki Burj
area, was recently ex-
pelled from the ‘samaj’
by the caste panchayat
members for two years
in front of a large crowd
in Amer. People were
warned of punishment
if they had any contact
with him or his family
members, the complain-
ant said.

Rs 5000 and citation for taking the accident victim to the

light were crushed by a
speeding trailer truck
in the Mansarover area.
One of them died on
the spot while the other
was severely injured

SMS Hospital. Both the

place at the red light
crossroads near Bhrigu
Path in the Mansarovar

Jaipur: A 19-year-old girl was repeat-
edly raped by a familiar young man
after giving her intoxicating drink.
He also abused her by threatening to
make obscene clippings and photos
viral. The victim, who reached Murli-
pura police station along with family
members, filed a case against the
accused on Saturday. A few months
ago, the accused called her in front
of a College to meet her and gave her
intoxicating drinks after which she
vomited. He forcibly raped her by in-
timidation and took obscene clippings
and photographs of her. She was
raped several times by threat.
Dholpur: The Special POCSO Court
here on Monday convicted three,
including a woman, for outraging
modesty of a minor girl about 7 years
ago under Mania police limits of
district  sentenced each of them to
20 years of imprisonment. The court
also imposed a penalty of Rs 2.6 lakh
on the convicts, of which Rs 2 lakh
would be given to the victim. Accord-
ing to the prosecution, three persons
had gone to victims house to charge
up their mobile phones but abducted
his 13-year-old daughter. Public pros-
ecutor Santosh Mishra presented 17
witnesses during course of hearing.

Sikar: A case of gang rape with a married woman has come to light in
the rural area of the district. It is alleged that two youths raped a married
woman with a knife on her daughter’s neck. They recorded the obscene
video and threatened to make it viral, if disclosed, on social media. After
this, the blackmailing row started and the victim was raped many times. On
the complaint of the victim, the police have started the search for the ac-
cused. On the woman’s report, police registered case and investigation on.

THE DAY PAKISTAN BETRAYED
BALOCH  BALOCHISTAN
or centuries the land of the
Balochpeoplehasbeenknown
as Balochistan. The first Ba-
lochConfederacywasfounded
in the 12th century
, named
Kalat. From the date of its for-
mation till March 27 1948, it
remained and enjoyed the sta-
tusof anindependentcountry
.
Historically, the Greater
Balochistan region was re-
motely located far away from
the Kingdom of Persia in the
west and equally at a dis-
tance from Indian princely
states in the east. At present,
the Kalat, known as Balo-
chistan, a part of Greater
Balochistan, is now disputed
territory, illegally annexed
by Pakistan, lies between the
Sindh province of Pakistan
and the western internation-
al border of Iran.
In Delhi on August 4, 1947,
a meeting was held between
Sir Sultan Ahmad as repre-
sentative of Kalat and Mo-
hammad Ali Jinnah and Lia-
quat Ali Khan as representa-
tive of Pakistan interim gov-
ernment under the supervi-
sion of Viceroy Lord Moun-
baitan representing the
crown of the British king-
dom. A formal standstill
agreement was signed. It was
agreed upon that Kalat state
would be recognised as an in-
dependent country from Au-
gust 5, 1947, the same status it
enjoyed for many centuries.
The formal standstill agree-
ment between Kalat and the
future state of Pakistan on
occasion reads —That Paki-
stan recognised Kalat as an
independent country. That
legal opinion will be obtained
that whether the Pakistan
government is legally bound
to follow the agreements and
treaties signed between Kalat
and the British Government.
A further meeting will be
held after obtaining the legal
opinion between the repre-
sentatives of Kalat and Paki-
stan. Meantime a standstill
agreement will be made be-
tween Kalat and Pakistan.
The discussion will take
place between Pakistan and
Kalat to reach a decision on
defence, external affairs and
communication. Separately
Britishers will inform the
other rulers of the Baloch re-
gion- Sardars of Kharan and
Lasbela that control of their
region had been shifted to
Kalat under the rule of Khan.
Sinceitsemergencein1947,
Pakistan has been infamous
for not keeping its promises
to the world’s countries. Paki-
stan’s foreign policy is known
for betrayals, taking u-turns
from agreed-upon treaties,
and disowning amicably
agreed agreements. Despite
the Standstill Agreement, on
March 27, 1948, the Pakistan
establishment betrayed the
Baloch people and Pakistan’s
army under GOC Maj. Gen.
Mohammad Akbar Khan in-
vadedtheKalat.Inresistance,
thousands of Baloch were
killed. Pakistan army sized
Kalat and took its ruler to Ka-
rachi and forced him to sign
the instrument of accession.
Jinnah accepted the Instru-
ment of Accession on March
30, 1948. The independent life
of the State of Kalat finally
came up to an end.
Since March 27, 1948, Ba-
loch people and Balochistan
have been facing Pakistan
establishment’s and its lead-
ers’ oppressions and suppres-
sions over them. Pakistan
not only illegally occupied
Kalat state and other parts of
Balochistan but also treated
them as second class citizens.
Today Baloch people are fac-
ing traumatic conditions in
their own land and fighting
for the existence of its iden-
tity and its land, the exist-
ence which Pakistan wants
to eradicate. All these years,
the Baloch are struggling for
life and reclaiming their
homeland, i.e. Balochistan.
In the last seven decades,
the suffering of the Baloch
people has been due to pain,
atrocity
, and oppressions that
Pakistan has given them to
suppress their voices. A voice
that wants to save its culture,
people, and homeland from
Pakistan, its army, and its
leadership, which is trying to
gain control over their his-
torically and traditionally
rich but one of the best piec-
es of land on earth with hefty
of natural resources.
Till now, thousands of Ba-
loch, its political leaders,
children and woman have
been either killed or facing
brutal treatment in jails by
this repression of Pakistan.
Furthermore, there are
countless missing, for whom
there is no signal of them be-
ing dead or alive after they
were whisked up by the army
,
police and agencies of Paki-
stan. It is difficult to find a
Baloch family in Balochistan
which is not affected or in
deep pain by the inhumane
treatment of the autocratic
Pakistan government.
Today
, 74 years long, this il-
legal annexation has consoli-
datedtheBalochpeopleandits
struggle on an ideological and
political base. The black day
,
the27thdayof Marchreminds
the world and young genera-
tionof Balochistanabouthow
Pakistan forcibly occupied its
homeland at the behest of the
Pakistan army and its politi-
cal leader. This day is consid-
ered every year throughout
Balochistan and across the
world as a Black Day by many
Baloch organisations and ac-
tivists. Protest will be held on
this day across the globe.

jriwal was asked in an
interview as to from
where he would give one
thousand rupees and
free electricity to every
adult woman, he had
laid bare the details of
his ‘plan’, wherein he
stressed that although
commission runs up to
40 percent in tenders in
Punjab, but if 20 per-
cent average commis-
sion is considered, then
20 percent of the budget
of one lakh 70 thousand
crores will save 34 thou-
sand crore rupees and
by stopping sand smug-
gling, the government
will save another 20
thousand crores. He fur-
ther said, “this will con-
tribute to an amount of
54 thousand crores,
while giving one thou-
sand each to every adult
woman will cost 10
thousand crores and
electricity will be two
and a half thousand
crores i.e. 12 and a half
thousand crores, while I

KARNATAKA SSLC EXAMS: HIJAB
CLAD INVIGILATOR SUSPENDED
Bengaluru: First day of the SSLC (Class 10) exams was
conducted peacefully across Karnataka amid hijab row.
Most of the students gave their exams in uniform and
only a few abstained and some were sent back for wear-
ing hijab. The Department of Education has suspended
an invigilator for refusing to take off hijab while conduct-
ing the examination at KSTV High School. Noor Fathima,
who was on exam duty, came clad in a hijab. When
she was asked to remove it, she refused and was later
sent back from the examination centre and suspended,
sources in the education department said.

New Criminal Identification Bill

opposition parties, the
Centre on Monday in-
troduced a Bill that
would authorise the re-
cording of biometric
data and other measure-
ments of convicts and
other persons for the
purposes of identifica-
tion and investigation
in criminal matters,
and to preserve records.
The Bill, titled ‘The
Criminal Procedure
(Identification) Bill,
2022’, was introduced in
Lok Sabha by junior

Mishra Teni. If passed,
it will replace the 1920’s
Act ‘The Identification
of Prisoners Act’.
The Centre defended
the proposed law say-
ing, “The term ‘meas-
urements’ used in the
1920 Act is limited to
allow for the taking of
finger impressions and
foot-print impressions
of a limited category of
convicted and non-con-
victed persons and pho-
tographs on the order
of a Magistrate. New
‘’measurement’’ tech-
niques being used in
advanced countries are
giving credible and reli-
able results and are rec-
ognised the world over.
The 1920 Act does not
provide for taking these
body measurements as
many of the techniques
and technologies had
not been developed at
that point in time.”
Opposition parties
including Congress
and Trinamool opposed
the Bill calling it a “di-
rect violation of the
Fundamental Right of
an individual”.

Bhagwant Mann on
Monday announced the
rollout of the doorstep
ration delivery scheme,
saying the poor will no
longer need to stand in
queues as good quality
ration will be delivered
at their doorstep.
However, the scheme
will be optional for the
eligible beneficiaries,
Mann said in a video
message.
Mann said the de-
tails of this scheme
will be made available
shortly.
“The AAP govern-
ment has decided to
start the doorstep de-
livery of ration scheme.
Under the scheme, good
quality ration items
will be delivered at the
beneficiaries’ doorstep
and no one will now
need to stand in queues
or leave his work for
this, he said.
“Our officers will
make a phone call to
the beneficiaries and
ration will be delivered
at their homes as per
their convenience and
availability,” said
Mann.

stopped us from imple-

New Delhi (ANI): The
Ministry of Defence on
Monday informed the
Rajya Sabha that 153 de-
fence items are planned
to be indigenized upto
December this year, and
there is “no stoppage on
their exports”.
Minister of State for
Defence Ajay Bhatt
gave the information in
a written reply to a que-
ry on “the number of
items related to the de-
fence which are kept
under the list of Aatma
Nirbhar Bharat and the
export of which has
been stopped between
2018-22”.
“Two positive indi-
genisation lists com-
prising 101 and 108
items were promulgat-
ed by the Department
of Military Affairs
(DMA) Ministry of De-
fence (MoD) on August
21, 2020, and May 31,
2021, respectively. The
lists have been hosted
on the Ministry of De-
fence Website to give
wide visibility to the
Defence Industrial base
in enabling them to ef-
fectively meet the re-
quirements of the
ArmedForces.Of these,
153 items are planned to
be indigenized upto De-
cember 2022. There is
no stoppage on their ex-
ports,” Bhatt said.
Asked about the
amount of foreign re-
serve that would be
saved, and whether the
government is consid-
ering adding more
items for indigenous
production; the Minis-
ter said “In addition, to
minimize import by DP-
SUs, Department of De-
fence Production (DDP)
or Ministry MoD has
also notified a positive
indigenisation list of
sub-systems or assem-
blies or sub-assemblies
or components on De-
cember 27, 2021”.

The Navy will commission on Tuesday
its second long-range maritime
reconnaissance air squadron com-
prising a fleet of P-8I aircraft to add
muscle to its surveillance power. The
air squadron 316 will be commis-
sioned at the INS Hansa, a naval air
station near Dabolim in Goa, in the
presence of Chief of Naval Staff R
Hari Kumar, officials said on Monday.
The INAS 316 will operate the Boeing
P-8I multi-role long-range maritime
reconnaissance and anti-submarine
warfare aircraft, they said.
The Indian Army has inducted the
Sako .338 TRG-42 sniper rifles from
Finland for soldiers deployed along
the Line of Control (LoC) in Jammu
and Kashmir, officials said. “The latest
sniper rifles have been inducted into
the Army. They are using it now,” a
senior said. The Sako .338 TRG-42
sniper rifles have a better range,
firepower, and telescopic sights, the
official said. The move is to make the
snipers more lethal amid a change in
operational dynamics along the LoC,
the official said.

er does two things,
while opposing the BJP.
Firstly, he does not tar-
get Narendra Modi per-
sonally and does not
engage in any work or
make statements
against Hindu inter-
ests. On the contrary
, he
keeps on trying to prove
that the AAP is a more
patriotic party than the
BJP. He adopted this
strategy after the les-
sons learned in the 2014
Lok Sabha elections.
And perhaps for the
first time in the last
eight years, Kejriwal’s
strategy has gone
wrong. The statement
he made in the Delhi
Assembly regarding the
film ‘The Kashmir
Files’ — movie made on
the displacement and
torture of Kashmiri
Pandits, has backfired.
Due to this, his image
among Hindus has been
shaken.
Keep in mind that
apart from politics, this
film is disturbing the
Hindus. People were
aware about the dis-
placement of Kashmiri
Pandits and the Kash-
mir problem, but the
way that reality is pre-
sented in the film is dis-
turbing the community
.
That is the purpose of
the film as well. There-
fore, whoever is linking
this film with politics,
they are making a huge
mistake. For Hindus, it
is not a matter of poli-
tics. It has become an
issue of caste, religion
and national identity.
There is talk of Hindu
identity in the move as
well as patriotism. So,
Kejriwal should have
avoided commenting on
this. He not only com-
mented, but also made
fun of the film and
laughed in the assembly
after mocking it. This is
his first major mistake
in the last eight years.
However, like PM Modi,
he also rectifies his mis-
takes quickly, so let’s
wait to see what step he
takes in this matter.

CBI to collect the handwriting sample of former

Mumbai: The Narcotics Control
Bureau on Monday sought 90

1.15 CR HOUSES SANCTIONED; SCHEME

New Delhi: The objective of the Pradhan Man-
tri Awas Yojna-Urban and the dream of the PM
enshrined in it will stand fulfilled within the next
18 months, Housing and Urban Affairs Minister
Hardeep Singh Puri said in the Rajya Sabha on
Monday. Replying to supplementary questions of
members, the Minister said the Government, based
on the assessment demands provided by States,
has sanctioned 1.15 crore houses under PMAY-U
which ends in March 2022, and various projects
underway will be completed in the next 18 months.

SC gives four weeks to Centre on
plea for identification of minorities

Supreme Court on Mon-
day granted four weeks
to the Centre to respond
to a plea, which has
sought directions for
framing of guidelines
for identification of mi-
norities at the state
level, contending that
Hindus are in minority
in 10 States.
A bench of justices
SK Kaul and MM Sun-
dresh posted the matter
for hearing on May 10
and asked the Union of
India to place its stand
on record on a plea filed
by advocate Ashwini
Kumar Upadhyay. At
the outset, Solicitor
General Tushar Mehta
sought two weeks time,
saying that he had not
gone through the affida-
vit filed by the Ministry
of Minority Affairs.
The Ministry in the af-
fidavit has told the top
court that state govern-
ments can declare any
religious or linguistic
community, including
Hindus, as minority
within the said state.
Responding to the so-
licitor general’s sub-
mission, the bench said,
“The reply appears to
be seen in the newspa-
pers.” To this, Mehta
said,” In some of the
PILs, the pleadings even

drug trade, the Police
Headquarters had
started a special cam-
paign from the month
of February, which has
got good success.

paign, a total of 504
cases have been regis-
tered across the state
from February to the
beginning of March.

the state and seized
about 16,000 kg of nar-

consumers amid power
crisis, the closed units
of RVUNL have started
power generation. Cor-
poration CMD RK Shar-
ma is monitoring the
power plants. Two days
ago, out of 7,580, 3,760
MW capacity 11 units
were closed due to tech-
nical reasons. 3820 MW
capacity units were be-
ing produced. The power
generation team worked
tirelessly to reduce this
outage. At present 6475
MW capacity units of
coal based power plants
are being produced in
the state. Only 1105 MW
units are closed due to
technical faults.

been news of a major
fire breaking out in the
forest of Akbarpur
range in the Sariska Ti-
ger Reserve. There is a
massive fire engulfing
areas in Baleta, Na-

The fire is spread over
an area of about 3-4
square kilometres. In
this area, there is the
movement of Tigress

Dholpur: About 10-15 people attacked the office of
the electricity department in the Bari area of Dholpur
and brutally assaulted AEN and JEN, which resulted
in a fracture in their legs. The injured AEN and JEN
were admitted to the district hospital for treatment but
were referred to Jaipur, due to their critical condition.
Superintending Engineer (SE) BL Verma said that both
the officers of the department were sitting in Bari office
holding a meeting regarding recovery of electricity
dues.

bureaucracy of the state

and stunned on Shar-
ma’s ‘stamina’ that she
has been chairing regu-
lar meetings day in and
day out for the past two
months. For her, there is
no Saturday, Sunday or
Holiday, she only has
one day
, i.e. Workday!
However, officials un-
der her have started be-
coming a little restless
due to her ‘work cul-

time, meetings were car-
ried out through VC
wherein officials would
attend the meeting right
from the comfort of
their own offices and as
a result being attentive
was not a pre-requisite.
In such a scenario, offi-

a habit for officers.
But since Usha Shar-
ma took over as CS, the
situation has changed
drastically and in addi-
tion to VCs, now physi-
cal meetings have also
started wherein officers
have to attend with com-
plete preparation. The
meetings have now be-
come formal and of seri-
ous nature as CS goes to
the depth of every topic
while also engaging in
follow-up and monitor-
ing of decisions. There-
fore, in a changed situa-
tion, the officers too
have to change from
their old ways.
Usha Sharma has ap-
pointed planning de-
partment as the nodal
agency for all meetings
and Planning Secretary
Navin Jain has the re-
sponsibility for organ-
izing and smooth con-
duct of the meetings.
The work that was being
taken care of by the Ad-
ministrative Reforms
Department, has now
been handed over to
Planning Department.
Navin Jain, who sits
close to the chamber of
the CS, has now become
the ‘closest’ to CS in
work related matters.

IAS Dinesh Kumar, serving as
the Principal Secretary Agriculture
in the state secretariat, was
changed and in the power corridors,
where each and every
move is seen with a
sense of ‘power move’,
the change of room has
signified a change in
‘fortunes’ of the IAS as

general is that Kumar

for him on the second floor of the

Kumar was then allotted the room

Jaipur: A bizzare and
one-of-a-kind develop-
ment has stunned the
Rajasthan bureaucracy,
wherein for perhaps the
first time in the history
of state’s babudom, an
IAS officer, who has
completed the 5 year
prescribed term of dep-
utation, has continued
to stay on the deputa-
tion and denied return-
ing back to the home
state Rajasthan, even
though she does not
have any permission
and approval from the
Rajasthan government
in this regard. The mat-
ter pertains to 2005
batch IAS Punam. She
had gone on interstate
deputation in October
2016 to Bihar and after
completion of three-
year term, she took an
extension of two more
years. This extended pe-
riod also ended in No-
vember 2021, but she
has not returned till
now. After taking a stay
from CAT, she contin-
ues to serve as Commis-
sioner of Saran divi-
sion in Bihar.
It is being said that in
November 2021, when
her deputation time
ended, she pleaded be-
fore the GoI that she
was combating with
Covid and was unable
to move, hence she
should be given 1 year’s
extension. While the
GoI and Bihar Govern-
ment agreed for the ex-
tension, but the Gov-
ernment of Rajasthan
did not give a NOC for
this extension. Thereaf-
ter, Punam took the
matter before CAT and
she was given a stay.
Since then hearing
dates, one after the oth-
er, are being given in
CAT and the stay is ef-
fective till April 2022.
According to sources,
the DoP had initiated
the extension file in the
beginning but with a
negative noting. How-
ever, later, the Bihar
Chief Secretary made a
request to then Ra-
jasthan CS Niranjan
Arya, after which the
required file was for-
warded to CMO with a
positive noting. But the
file got dumped in CMO.
Word is that due to an
old enmity with Punam,
an official in the CMO
has got the file stalled.
After this, Punam had
approached CAT.
Word in the bureau-
cratic circles is that Pu-
nam has had a gala time
in the past 5 years in
Bihar. She hails from
Khagadia in Bihar and
is a relative of an influ-
ential leader of the rul-
ing party
. There she has
served as Collector of
Katihar district and is
currently serving as
Commissioner of Sa-
ran. She lives with her
husband in the posh
Shivpuri colony of Pat-
na.
However, an incident
from October 20, 2021
lent bad name to Punam
and her name was
‘floated’ by the Bihar
media to a great extent.
Adjacent to Punam’s
house in Patna, the ex-
minister of Bihar
Veena Shahi’s daughter
- Vidisha - lived next
door to Punam’s house
and on that day, Pu-
nam’s husband Samit
and their bodyguards
manhandled and beat
Vidisha’s husband -
Harshendra - over a pal-
try issue of car parking.
The group even man-
handled Vidisha’s
66-year-old mother after
which a case was regis-
tered against Punam’s
husband in Shastri Na-
gar police station of
Patna.
This entire incident
was highlighted by lo-
cal media to a great ex-
tent and locals claimed
that Punam parks 3 dif-
ferent cars in parking
thus creating problems
for others, who are left
without a space for
parking their vehicles.

hlot said on Monday
that his govt has done
what it had spoken
about. “Presenting a
separate agriculture
budget this year, we
have made a provision
of about Rs 79,000 crore
for this sector. Steps are
being taken in the direc-
tion of how our farmer
brothers become happy
in the coming times and
how they can get fair
price for their prod-
ucts,” Gehlot said while
addressing the inaugu-
ral program of the
three-day Hi-Tech Agri
Expo-2022 (Agriculture
Fair) at Shri Karan Nar-
endra Agricultural Uni-
versity, Jobner as the
chief guest. He said,
“We have not only
talked about the inter-
est of the farmers but
have taken steps in this
direction. Our deci-
sions taken in the last 3
years show that our
government is making
dedicated efforts for the
welfare of farmers.”
“Jobner Agri College
has also established a
reputation of its own.
In view of this reputa-
tion, on the demand of
the farmers who came
from Jobner, our govt
decided to make it an
agri university in the
year 2013 in the name of
Rao Saheb Shri Karan
Narendra. Along with
this, agri universities
were also opened in
Kota and Jodhpur in
the same year. It should
be the effort of agricul-
tural universities as to
how to provide the ben-
efit of research work to
the farmers. Everyone
has to think about how
to save every drop of
water,” Gehlot said.

Agriculture should be on priority within the
whole country. It should be a priority in Rajasthan
where famines, droughts have happened. I have
told Opposition that they only give statements and
accuse state govt every day. Instead they should
come with us and meet PM over ERCP, which is a
plan of 13 districts for Raj, through which there will
be irrigation  drinking water for people in 13 dists.

Bharat Bandh: 48-hour strike begins, sees partial response in several states New Delhi (ANI): A 48 hours Bharat bandh or a nationwide strike called by different trade unions to protest against government policies has kicked off in several states on Monday . The strike will be ob- served for two days, March 28 and 29. This is the first such strike after the BJP won the Assembly elections in four of five states. Reduced rate of inter- est on Employees’ Prov- ident Fund Organisa- tion, rising fuel prices, are among a few rea- sons for the Bandh call. KERALA HC ASKS STATE TO RESTRICT GOVT STAFF FROM JOINING STRIKE Kochi: Kerala High Court di- rected the State Government to issue an order restrict- ing the state government employees from participating in the two-day Bandh. The Court also observed that it is illegal that state government employees are participating in the strike. Hours after the high court order, Kerala government barred its em- ployees from participating in the general strike. Giving this information, Water Re- sources Minister Ma- hesh Joshi said that Rs 8,669.30 lakh in rural areas and Rs 2,911.29 lakh in urban areas will be provided by the Public Health Engi- neering Department (PHED) for water transport between April and Au- gust. Adminis- trative and financial sanction has been is- sued. Apart from this, arrangements for water transport will be made by the district collectors in the famine affected areas of 10 districts -- Churu, Barmer, Bi- kaner, Jalore, Jaisalmer, Pali, Sirohi, Jodhpur, Nagaur and D u n g a r p u r. Joshi directed the depart- mental of- ficers to e n s u r e water transport to peo- ple. He also directed them to take all neces- sary measures, includ- ing collection of drink- ing water samples from the source and its regu- lar testing. The officials of PHED have been in- structed to follow the three coupon system for water transport by tank- ersandmonitorthrough GPS and OTP . All the of- ficers will have to send a weekly report to the State HQs regarding the water transport system. That legal opinion will be obtained that whether the Pakistan government is legally bound to follow the agreements and treaties signed between Kalat and the British Government. A further meeting will be held after obtaining the legal opinion between the repre- sentatives of Kalat and Paki- stan. Meantime a standstill agreement will be made be- tween Kalat and Pakistan. The discussion will take place between Pakistan and Kalat to reach a decision on defence, external affairs and communication. Separately Britishers will inform the other rulers of the Baloch re- gion- Sardars of Kharan and Lasbela that control of their region had been shifted to Kalat under the rule of Khan. Sinceitsemergencein1947, Pakistan has been infamous for not keeping its promises to the world’s countries. Paki- stan’s foreign policy is known for betrayals, taking u-turns from agreed-upon treaties, and disowning amicably agreed agreements. Despite the Standstill Agreement, on March 27, 1948, the Pakistan establishment betrayed the Baloch people and Pakistan’s army under GOC Maj. Gen. Mohammad Akbar Khan in- vadedtheKalat.Inresistance, thousands of Baloch were killed. Pakistan army sized Kalat and took its ruler to Ka- rachi and forced him to sign the instrument of accession. Jinnah accepted the Instru- ment of Accession on March 30, 1948. The independent life of the State of Kalat finally came up to an end. Since March 27, 1948, Ba- loch people and Balochistan have been facing Pakistan establishment’s and its lead- ers’ oppressions and suppres- sions over them. Pakistan not only illegally occupied Kalat state and other parts of Balochistan but also treated them as second class citizens. Today Baloch people are fac- ing traumatic conditions in their own land and fighting for the existence of its iden- tity and its land, the exist- ence which Pakistan wants to eradicate. All these years, the Baloch are struggling for life and reclaiming their homeland, i.e. Balochistan. In the last seven decades, the suffering of the Baloch people has been due to pain, atrocity , and oppressions that Pakistan has given them to suppress their voices. A voice that wants to save its culture, people, and homeland from Pakistan, its army, and its leadership, which is trying to gain control over their his- torically and traditionally rich but one of the best piec- es of land on earth with hefty of natural resources. Till now, thousands of Ba- loch, its political leaders, children and woman have been either killed or facing brutal treatment in jails by this repression of Pakistan. Furthermore, there are countless missing, for whom there is no signal of them be- ing dead or alive after they were whisked up by the army , police and agencies of Paki- stan. It is difficult to find a Baloch family in Balochistan which is not affected or in deep pain by the inhumane treatment of the autocratic Pakistan government. Today , 74 years long, this il- legal annexation has consoli- datedtheBalochpeopleandits struggle on an ideological and political base. The black day , the27thdayof Marchreminds the world and young genera- tionof Balochistanabouthow Pakistan forcibly occupied its homeland at the behest of the Pakistan army and its politi- cal leader. This day is consid- ered every year throughout Balochistan and across the world as a Black Day by many Baloch organisations and ac- tivists. Protest will be held on this day across the globe. MUSLIM LAW BOARD MOVES SC AGAINST KARNATAKA HC VERDICT New Delhi: The All India Muslim Personal Law Board (AIMPLB) has moved the Supreme Court challenging the Karnataka High Court judgment, which upheld the ban on hijab in classrooms after holding that the wearing of head- scarves by Muslim women was not an es- sential religious prac- tice. The board has moved the top court along with two other petitioners namely, Munisa Bushra and Jaleesa Sultana Yaseen. The plea said the high court judgment, while dismissing the petitions, has proceeded with erroneous reasons to address the issue. The Department of Education has suspended an invigilator for refusing to take off hijab while conduct- ing the examination at KSTV High School. Noor Fathima, who was on exam duty, came clad in a hijab. Unconstitutional: Opposition slams New Criminal Identification Bill New Delhi (PTI): Amid strong objections from opposition parties, the Centre on Monday in- troduced a Bill that would authorise the re- cording of biometric data and other measure- ments of convicts and other persons for the purposes of identifica- tion and investigation in criminal matters, and to preserve records. The Bill, titled ‘The Criminal Procedure (Identification) Bill, 2022’, was introduced in Lok Sabha by junior Home Minister Ajay Mishra Teni. If passed, it will replace the 1920’s Act ‘The Identification of Prisoners Act’. The Centre defended the proposed law say- ing, “The term ‘meas- urements’ used in the 1920 Act is limited to allow for the taking of finger impressions and foot-print impressions of a limited category of convicted and non-con- victed persons and pho- tographs on the order of a Magistrate. New ‘’measurement’’ tech- niques being used in advanced countries are giving credible and reli- able results and are rec- ognised the world over. The 1920 Act does not provide for taking these body measurements as many of the techniques and technologies had not been developed at that point in time.” Opposition parties including Congress and Trinamool opposed the Bill calling it a “di- rect violation of the Fundamental Right of an individual”. Congress MP Manish Tewari said “The words ‘biological samples and theiranalysis’intheBill could extend to narco analysis and brain map- pingandwhenitismade coercive, it is clearly vio- lative of Article 20 (3) of the Constitution”. However, the scheme will be optional for the eligible beneficiaries, Mann said in a video message. Mann said the de- tails of this scheme will be made available shortly. “The AAP govern- ment has decided to start the doorstep de- livery of ration scheme. Under the scheme, good quality ration items will be delivered at the beneficiaries’ doorstep and no one will now need to stand in queues or leave his work for this, he said. “Our officers will make a phone call to the beneficiaries and ration will be delivered at their homes as per their convenience and availability,” said Mann. He said this scheme is optional. Minister of State for Defence Ajay Bhatt gave the information in a written reply to a que- ry on “the number of items related to the de- fence which are kept under the list of Aatma Nirbhar Bharat and the export of which has been stopped between 2018-22”. “Two positive indi- genisation lists com- prising 101 and 108 items were promulgat- ed by the Department of Military Affairs (DMA) Ministry of De- fence (MoD) on August 21, 2020, and May 31, 2021, respectively. The lists have been hosted on the Ministry of De- fence Website to give wide visibility to the Defence Industrial base in enabling them to ef- fectively meet the re- quirements of the ArmedForces.Of these, 153 items are planned to be indigenized upto De- cember 2022. They are using it now,” a senior said. The Sako .338 TRG-42 sniper rifles have a better range, firepower, and telescopic sights, the official said. The statement he made in the Delhi Assembly regarding the film ‘The Kashmir Files’ — movie made on the displacement and torture of Kashmiri Pandits, has backfired. Due to this, his image among Hindus has been shaken. Keep in mind that apart from politics, this film is disturbing the Hindus. People were aware about the dis- placement of Kashmiri Pandits and the Kash- mir problem, but the way that reality is pre- sented in the film is dis- turbing the community . That is the purpose of the film as well. There- fore, whoever is linking this film with politics, they are making a huge mistake. For Hindus, it is not a matter of poli- tics. It has become an issue of caste, religion and national identity. There is talk of Hindu identity in the move as well as patriotism. So, Kejriwal should have avoided commenting on this. He not only com- mented, but also made fun of the film and laughed in the assembly after mocking it. This is his first major mistake in the last eight years. However, like PM Modi, he also rectifies his mis- takes quickly, so let’s wait to see what step he takes in this matter. JPC/004/2022-24 Rajendra Chhabra Jaipur: A bizzare and one-of-a-kind develop- ment has stunned the Rajasthan bureaucracy, wherein for perhaps the first time in the history of state’s babudom, an IAS officer, who has completed the 5 year prescribed term of dep- utation, has continued to stay on the deputa- tion and denied return- ing back to the home state Rajasthan, even though she does not have any permission and approval from the Rajasthan government in this regard. The mat- ter pertains to 2005 batch IAS Punam. She had gone on interstate deputation in October 2016 to Bihar and after completion of three- year term, she took an extension of two more years. This extended pe- riod also ended in No- vember 2021, but she has not returned till now. After taking a stay from CAT, she contin- ues to serve as Commis- sioner of Saran divi- sion in Bihar. It is being said that in November 2021, when her deputation time ended, she pleaded be- fore the GoI that she was combating with Covid and was unable to move, hence she should be given 1 year’s extension. While the GoI and Bihar Govern- ment agreed for the ex- tension, but the Gov- ernment of Rajasthan did not give a NOC for this extension. Thereaf- ter, Punam took the matter before CAT and she was given a stay. Since then hearing dates, one after the oth- er, are being given in CAT and the stay is ef- fective till April 2022. According to sources, the DoP had initiated the extension file in the beginning but with a negative noting. How- ever, later, the Bihar Chief Secretary made a request to then Ra- jasthan CS Niranjan Arya, after which the required file was for- warded to CMO with a positive noting. But the file got dumped in CMO. Word is that due to an old enmity with Punam, an official in the CMO has got the file stalled. After this, Punam had approached CAT. Word in the bureau- cratic circles is that Pu- nam has had a gala time in the past 5 years in Bihar. She hails from Khagadia in Bihar and is a relative of an influ- ential leader of the rul- ing party . There she has served as Collector of Katihar district and is currently serving as Commissioner of Sa- ran. She lives with her husband in the posh Shivpuri colony of Pat- na. However, an incident from October 20, 2021 lent bad name to Punam and her name was ‘floated’ by the Bihar media to a great extent. Adjacent to Punam’s house in Patna, the ex- minister of Bihar Veena Shahi’s daughter - Vidisha - lived next door to Punam’s house and on that day, Pu- nam’s husband Samit and their bodyguards manhandled and beat Vidisha’s husband - Harshendra - over a pal- try issue of car parking. The group even man- handled Vidisha’s 66-year-old mother after which a case was regis- tered against Punam’s husband in Shastri Na- gar police station of Patna. M o d e l l i n g caught my interest when I was in my first year and got se- lected in the Fashion team of our college and majorly when I became Miss Pune 2016 Runner- up. Since then I have been part of a lot of pag- eants, runways and shoots. What were some of the battles you fought and are still fighting in your journey? I think I am currently at a stage where I am fight- ing a lot of battles. Since I am a lawyer everyone expects me to be an Advocate or a Judicial officer but my heart doesn’t al- low me to be there.
