communities and promote
employment, through
entrepreneurial, self-
employment, and service-
oriented activities

PESFAEstablished through Sec. 8 of the Expanded
Gov’t. Assistance to Students and Teachers
in Private Education Act, it seeks to extend
financial assistance to marginalized but
deserving students in post-secondary non-
degree courses, promote TVET, contribute to
the development of a competent skilled
workforce and assist private institutions in
their development efforts by assuring a
steady supply of enrollees to their course
offerings

competitiveness, productivity and
income of Filipino rice farmers by 50%

Education and Training (TVET) and
Appropriating Funds Therefor”,
otherwise known as the “Tulong
Trabaho Act”, was signed into law
on February 22, 2019

address the needs of
prospective beneficiaries
from industries,
communities, and the
special clients

Scholarships Management Division -TESDO
Special
Clients
Special Clients refer to special target beneficiaries to
include:
▫ farmers and fishermen
▫ workers in the informal sectors
▫ migrant workers
▫ indigenous people and cultural communities
▫ women
▫ persons with disability
▫ senior citizens
▫ victims of calamities and disasters
▫ out-of-school youths
▫ urban poor

Clients
Special beneficiaries also cover:
▫ solo parents and their children
▫ OFWs and their dependents
▫ drug surrenderees and their dependents
▫ victims of human trafficking, wounded-in-action or
killed-in-action AFP and PNP personnel and their
dependents
▫ returnees
▫ inmates and detainees and their dependents
▫ micro entrepreneurs and their dependents
▫ members of cooperatives
▫ internally displaced population and other related or
similarly situated clients

Qualifications
of
Beneficiaries
General Requirements:
 Filipino Citizen
 Must not be a current beneficiary of other
government educational scholarship or subsidy
program for beneficiaries

For TWSP
at least 18 years of age at the
time he/she finishes the training
program
For STEP and PESFA
at least fifteen (15) years old at
the start of the training
program
Age requirements:
For PESFA:
 Must be at least high school graduate/high school
completer
 With an annual family income of three hundred
(P300,000) and below

Qualifications
of
Beneficiaries
For Free TVET under UAQTEA:
 Ten (10) years basic education
 NCAE/MATB/YP4SC Profiling
 Not a holder of NC III or higher unless enrolled in bundled
programs in Level IV or Diploma
 Not a holder of a Bachelor’s Degree

For Tsuper Iskolar:
 For full qualifications, at least eighteen (18) years of age at
the time he/she finishes the training program
 For CoCs, at least fifteen (15) years old at the start of the
training program
 High school completers or high school undergraduates who
can at least read and write, depending on the qualification
requirements provided in the training regulations
Qualifications
of
Beneficiaries
For TTSP:
 Any person at least fifteen (15) years of age who are not employed, not in
education, and not in training (NEET)NCAE/MATB/YP4SC Profiling
 Employed workers who intend to develop and expand their current skills
and trainings, except existing workers in enterprise-based companies or
industries currently trained by their employers
 Qualified Recipients may come from the list submitted by Recognized
Industry Boards/Associations or any interested individuals who applied to
the TESDA Provincial Offices or through the TESDA Website as approved by
the Director General

Agriculture (RSBSA)
 Rice cooperatives and associations in the 57 RCEF target provinces and 1,010
municipalities
 Certificate of Land Ownership Award (CLOA) beneficiaries

  • 11. STEP A community-based training program that seeks to address the specific skills needs of the communities and promote employment, through entrepreneurial, self- employment, and service- oriented activities 11Scholarships Management Division -TESDO
  • 12. PESFAEstablished through Sec. 8 of the Expanded Gov’t. Assistance to Students and Teachers in Private Education Act, it seeks to extend financial assistance to marginalized but deserving students in post-secondary non- degree courses, promote TVET, contribute to the development of a competent skilled workforce and assist private institutions in their development efforts by assuring a steady supply of enrollees to their course offerings 12Scholarships Management Division -TESDO

RESP is a component of the Rice Competitiveness Enhancement Fund (RCEF) Rice Extension Services Program pursuant to the Implementing Rules and Regulations (IRR) of Republic Act (RA) 11203 or the Rice Liberalization Act, which aims to improve the competitiveness, productivity and income of Filipino rice farmers by 50% 15Scholarships Management Division -TESDO RESP

An Act Instituting a Philippine Labor Force Competencies Competitiveness Program and Free Access to Technical-Vocational Education and Training (TVET) and Appropriating Funds Therefor”, otherwise known as the “Tulong Trabaho Act”, was signed into law on February 22, 2019 16Scholarships Management Division -TESDO TTSP
  • 17. The TWSP, STEP, PESFA and UAQTEA seek to address the needs of prospective beneficiaries from industries, communities, and the special clients 17 Beneficiaries Scholarships Management Division -TESDO

Special Clients Special Clients refer to special target beneficiaries to include: ▫ farmers and fishermen ▫ workers in the informal sectors ▫ migrant workers ▫ indigenous people and cultural communities ▫ women ▫ persons with disability ▫ senior citizens ▫ victims of calamities and disasters ▫ out-of-school youths ▫ urban poor 18Scholarships Management Division -TESDO

Special Clients Special beneficiaries also cover: ▫ solo parents and their children ▫ OFWs and their dependents ▫ drug surrenderees and their dependents ▫ victims of human trafficking, wounded-in-action or killed-in-action AFP and PNP personnel and their dependents ▫ returnees ▫ inmates and detainees and their dependents ▫ micro entrepreneurs and their dependents ▫ members of cooperatives ▫ internally displaced population and other related or similarly situated clients 19Scholarships Management Division -TESDO
  • 20. Qualifications of Beneficiaries General Requirements:  Filipino Citizen  Must not be a current beneficiary of other government educational scholarship or subsidy program for beneficiaries 20 For TWSP at least 18 years of age at the time he/she finishes the training program For STEP and PESFA at least fifteen (15) years old at the start of the training program Age requirements: For PESFA:  Must be at least high school graduate/high school completer  With an annual family income of three hundred (P300,000) and below Scholarships Management Division -TESDO
  • 21. Qualifications of Beneficiaries For Free TVET under UAQTEA:  Ten (10) years basic education  NCAE/MATB/YP4SC Profiling  Not a holder of NC III or higher unless enrolled in bundled programs in Level IV or Diploma  Not a holder of a Bachelor’s Degree 21Scholarships Management Division -TESDO For Tsuper Iskolar:  For full qualifications, at least eighteen (18) years of age at the time he/she finishes the training program  For CoCs, at least fifteen (15) years old at the start of the training program  High school completers or high school undergraduates who can at least read and write, depending on the qualification requirements provided in the training regulations
  • 22. Qualifications of Beneficiaries For TTSP:  Any person at least fifteen (15) years of age who are not employed, not in education, and not in training (NEET)NCAE/MATB/YP4SC Profiling  Employed workers who intend to develop and expand their current skills and trainings, except existing workers in enterprise-based companies or industries currently trained by their employers  Qualified Recipients may come from the list submitted by Recognized Industry Boards/Associations or any interested individuals who applied to the TESDA Provincial Offices or through the TESDA Website as approved by the Director General 22Scholarships Management Division -TESDO For RESP:  Rice Farmers  Farmworkers and their dependents listed Registry System for Basic Sector in Agriculture (RSBSA)  Rice cooperatives and associations in the 57 RCEF target provinces and 1,010 municipalities  Certificate of Land Ownership Award (CLOA) beneficiaries
