New Delhi (PTI): Un-
ion Education Minister
Dharmendra Pradhan
on Tuesday appealed
the public to participate
in a citizen survey being
conducted by NCERT
for development of a
new National Curricu-
lum Framework (NCF)
for school education.
The NCF serves as a
guideline for designing
syllabus and textbooks
and for teaching prac-
tices in the country
.
There are total 10 ques-
tions in the digital sur-
vey with each of them
having five options. The
queries include how to
make education futuris-
ticandskillorientedand
improve the dignity of
teachers in the country
.
The minister said
that “development
of a vibrant, dy-
namic, inclusive
and futuristic Na-
tional Curriculum
Framework is
essential
for inte-
grating
cultur-
al-rootedness along
with global outlook,
freeing education from
colonial hangover and
instilling a deeper sense
of pride in our next gen-
erations”.

The Digital Survey
for National Curricu-
lum (DiSaNC) is being
conducted by the educa-
tion ministry and the
National Council of
Education and Re-

(NCERT) as part of the

Srinagar: A Kashmiri
Pandit was shot dead in
a terror attack in Jam-
muandKashmir’sShop-
ian Tuesday and anoth-
er was injured, J&K Po-
lice tweeted, adding that
the injured person is
being treated at a local
hospital. The dead man
has been identified as
Sunil Kumar Bhat and
the injured man is his
brother, Pintu Kumar.
The two were shot at in
anappleorchard,thepo-
lice said.
According to police,
Sunil Kumar, who was
shot at by terrorists died
on the spot. Reports sug-
gest that both the broth-
ers were non-migrants
and were staying at
their ancestral village
when the terrorists
opened fire at them. “In-
jured person has been
shifted to hospital. Area
cordoned off. Further
details shall follow,” the
police said on Tuesday
afternoon.

injured, who are being

said the pandemic is far
from over and appealed
to people to adhere to
Covid-appropriate be-
haviour.
Delhi on Monday re-
ported 1,227 fresh COV-
ID-19 cases with a posi-
tivity rate of 14.57 per
cent, while eight more
people succumbed to
the disease, according
to official data. Before
this, the city logged
more than 2,000 cases
for 12 consecutive days.
“We are witnessing a
rise in COVID19 infec-
tions, consistently high
positivity & cases of
reinfection. It is essen-
tial that we realise that
the pandemic is far
from over. I appeal to
all to strictly adhere to
COVID Appropriate Be-
haviour. We cannot af-
ford to let our guards
down,” Saxena said in
a tweet.
As of Monday,
Delhi’s COVID-19 case-
load stood at 19,85,822
and the death toll at
26,389, according to of-
ficial data.
Govt forms teams to
manage Covid-related data
New Delhi (PTI):
The Delhi govern-
ment has formed two
teams of revenue
department officials
for management
of Covid-related
data, an official
order said.
These teams will
upload and monitor
data on the Delhi gov-
ernment’s COVID-19
Data Management
Portal, officials said.
According to the
order issued by the
revenue department,
each team will have
six members from
different branches
of the department.
“In supersession
of all previous or-
ders issued from this
office related to the
arrangement of
teams in Revenue,
HQ, to look after the
work related to the
COVID Data Manage-
ment, from now on-
wards, the following
team will look after
the work in addition
to work in their orig-
inal branches,” the
order issued on Au-
gust 10 said.

murdered at their

police officer said

Delhi Police arrests builder
for duping homebuyers
New Delhi (PTI): The
Delhi Police’s Econom-
ic Offences Wing
arrested a 40-year-old
builder who allegedly
defrauded 31 people
of more than Rs 10
crore after they made
bookings for flats and
shops at a real estate
project in Haryana’s
Rewari, officials said
on Tuesday.
The accused, Deepak
Gusain, a resident of
Ghaziabad in Uttar
Pradesh, had been ab-
sconding and a Look
Out Circular was issued
against him.
According to the po-
lice, Gusain advertised
for booking of flats and
shops in the real estate
project of his company,
Asian Developers Pvt.
Ltd, in Rewari in 2012.
The buyers made
bookings and regular
payments, but the con-
struction was stopped
in April 2014.
The company misrep-
resented the facts re-
garding the project
before the public at
large and induced them
to invest in it despite
the fact that the plot
was allotted for the pur-
pose of dwelling units
for the staff of the land
allottee company only,
the police said.
The builder also
assured the investors
of time-bound posses-
sion within 27 months
but the construction
was stopped and the
accused became un-
traceable.

DU mulls introducing internal assessment
in distance learning programmes
New Delhi (PTI): The
Delhi University is
planning to introduce
internal assessment in
distance learning pro-
grammes from the cur-
rent academic session.
Until now internal
assessment was appli-
cable to regular pro-
grammes only, and it
did not apply to the
School of Correspond-
ence Courses and Con-
tinuing Education.
A resolution in this
regard is slated to be ta-
bled during the upcom-
ing Executive Council’s
meeting on Thursday,
as per the agenda of the
meeting accessed by
PTI.
The Executive Coun-
cil is the highest deci-
sion-making body of
the university

“The implementation
of continuous assess-
ment (Internal Assess-
ment) is a mandatory
requirement of Dis-
tance Education Bu-
reau, UGC (University
Grant Commission) in
the programmes being
offered through Open
and Distance Learning
Mode,” the agenda read.
As the internal As-
sessment scheme has
been made mandatory
by DEB-UGC, it has to
be implemented in all
the programmes being
offered by the School of
Open Learning (SOL),
Distance and Continu-

the academic session
2022- 23, the university
said. “The specific ordi-
nances pertaining to

es shall stand amended,

Nagri in northeast
Delhi demanding a
national policy on
employment.
The march, which
started from near Ga-
gan Cinema in Nand
Nagri, was led by Del-

Ki Baat Foundation
Gopal Rai. It was
stopped by the police
near Gokulpuri be-
fore it could reach
Jantar Mantar, the
planned site for the
agitation.

The decision has been

In the meeting that
was held during the last
week of July, it was em-
phasised that the Delhi
government was bear-
ing around Rs 7 lakh
per month rent for the
tents where Rohingyas
were shifted in the
Madanpur Khadar area
after a fire incident hap-
pen in the camp where
they were living.
“These refugees will
soon be shifted to New
Delhi Municipal Coun-
cil (NDMC) flats in
Bakkarwala village of
Outer Delhi. There is a
total of 250 flats belong-
ing to the Economic
Weaker Section (EWS)
category where all 1,100
Rohingyas, currently
residing in the Madan-
pur Khadar camp, will
be accommodated,”
said a senior official.
In the meeting, Delhi
Police were instructed
to provide security to
the premises where
these flats are located
and the Social Welfare
department of the Del-
hi Government had
been ordered to ensure
basic facilities like a
fan, three times meals,
landline phone, televi-
sion and recreational
facilities in the new
campus.
Delhi government
has been ordered to
equip the flat with ba-
sic amenities and hand
it over to FRRO (For-
eign Regional Regis-
tration Offices) which
will felicitate the shift-
ing of Rohingya into

state and auditing of

(AAP) was elected to

The AAP convener
also promised to im-
prove infrastructure of
theexistinggovernment
schools and open new
ones in large numbers
across the state if his
party comes to power in
the state currently ruled
by the BJP
.
“All those born in Gu-
jarat will get free and
quality education. We
will not force anybody.
If parents have money,
they can send their kids
to private schools. But
if they do not have
money, we will not let
the lack of money come
in the way of good edu-
cation for their kids.
We will provide them
best education for free,”
he said at a town hall
meeting here.
Kejriwal said if the
AAP forms the next gov-
ernment in Gujarat, all
private schools will be
audited and made to re-
turn “extra money” col-
lected from parents like
what has been done in
Delhi, where his party is
in power.
The Delhi CM said
an AAP government
will ensure that the
practice of private
schools selling text-
books and uniforms to
students is stopped
forthwith. When the
AAP forms a govern-
ment in Gujarat, ser-
vice of teachers work-
ing on a contract basis
will be regularised and
they will be offered job
security, he said.
It will also be ensured
that government school-
teachers are not given
non-teaching jobs, the
AAP leader said.
Kejriwal guaranteed
creation of teaching

The government will
also make sure that fa-
cilities of higher educa-
tion for women are cre-
ated across the state and
issues faced by “Vidya
Sahayaks” (education
assistants) are sorted
out, he added.

The Central Con-
sumer Protection
Authority (CCPA)
on Tuesday moved
an appeal in the
Delhi High Court
challenging the
Single bench order
staying the guide-
lines issued by it
restraining levy-
ing of service
charge on food
bills by restau-
rants and hotels.
The appeal stat-
ed, “The Guide-
lines have been is-
sued for safeguard-
ing the rights and
interests of con-
sumers and to pro-
tect the consumers
from unfair trade
practices and vio-
lationof consumer
rights due to man-
datory collection
of service charge
and adding such
charge automati-
cally or by default
in the food bill
without allowing
consumers the
choice or discre-
tion to decide
whether they want
to pay such charge
or not.” It is also
stated in the ap-
peal that the guide-
lines were formu-
lated based on
c o m p l a i n t s
received from
consumers.
The appellant
submitted that
the single Judge
bench even after
recording that
the issues raised
in the said writ
petition require
consideration did
not call.
Delhi court acquits man from charges of
possessing heroin,carrying illicit liquor
New Delhi (PTI): A
Delhi court has acquit-
ted a man, accused of
carrying illicit liquor
and possessing heroin,
saying there were ma-
jor contradictions in
the deposition of the
prosecution witnesses.
Special Judge Deep-
ak Wason, while giving
the accused benefit of
the doubt in an order
passed on August 8, also
said that police showed
deliberate disregard of
the statutory proce-
dures during its probe.
The court noted that
the investigating agen-
cy could not associate
even a single public
witness at any stage of
the investigation and
instead stated casually
and routinely that the
people, who were asked
to join the investiga-
tion, declined and left
without disclosing
their names and ad-
dresses, etc.
All the above leads to
the inevitable inference
that the investigating
agency was not inter-
ested to make any pub-
lic witness a part of the
raiding team and thus
there has been a delib-
erate disregard of the
statutory safeguards
relating to search and
seizure, which renders
the recovery proceed-
ings unworthy of cre-
dence, the judge said.
The judge further
said that the statement
of official witnesses,
without corroboration
from independent
sources, could not re-
sult in a conviction un-
der the stringent provi-
sions of the NDPS Act.

in Tuesday’s cabinet

has been revived. Of the 31 in-
ducted, 16 of RJD have got min-
isterial berths. Law and order
was at its nadir under Lalu Pras-
ad Yadav with kidnappings, ex-
tortions and murders, not to
speak of corruption, haunting
the people. The present coalition
has Lalu’s son Tejashwi Yadav
as Deputy Chief Minister.

Yadav is the new Environment
Minister, a ministry which is
regarded as a gold mine. Chief
Minister Nitish Kumar holds
the Home portfolio.
The second coming of the
RJD-Janata Dal - United (JDU)
alliance will have two-year ten-
ure before it faces its first test in
the 2024 Lok Sabha elections.
Nitish Kumar is aspiring for a
national role in 2024 and his po-
litical future will depend on the

ter just over a month after
the Sena-BJP government in
Maharashtra was sworn-in.
Amid differences between
the Shinde and Uddhav
Thackeray camps over which
faction is the real Sena,
Prakash Surve an MLA from
Magathane constituency, ex-
horted his supporters to
“break their leg, I will come
the next day to bail you out”,
apparently referring to
Thackeray camp’s leaders.
The other legislator, San-
tosh Bangar went and
slapped a private catering
company’s manager for pre-
paring sub-standard food.
The food, Bangar claimed,
was to be distributed to la-
bourers as a mid-day meal
and did not buy the manag-
er’s argument that it was go-
ing to be disposed of.
These incidents are re-
minders of how Shiv Sainiks
can subvert the rule of law
now that their faction is in
power with BJP’s support.
Surve’s exhortation to break
the legs of rivals is enough
encouragement for his fol-
lowers. There’s a turf war
between the Shinde and
Thackeray camps and it is
crucial for both the sides. Bal
Thackeray’s legacy is at
stake and so is the survival
of Uddhav Thackeray. He is
facing the risk of being mar-
ginalised the way he earlier
got his cousin Raj Thackeray,
leader of the Maharashtra
Navnirman Sena, sidelined
to wrest control of Shiv Sena.
Shiv Sainiks were probably
ontheirbestbehaviourduring
the rule of Maha Vikas Agha-
di, a three-party coalition of
Shiv Sena, Nationalist Con-
gress Party and the Congress.

party’s Birbhum district
president Anubrata Mondal,
who had evaded at least eight
CBI summons in the cattle
smuggling case, was taken
into custody on Thursday, re-
portedly for “not cooperat-
ing” with the agency
.
Popularly known as “Kes-
toda”, Mondal is among the
most trusted associates of
Chief Minister CM Mamata
Banerjee. He used to enjoy
more clout, power and visi-
bility in West Bengal even
than ministers and many
MLAs. He used to be consid-
ered as the “betaaj badshah”
of Birbhum!
Mondal, who has never
contested any election in his
career so far, has always
managed party affairs from
behind the scenes. In the 2019
Lok Sabha polls, TMC won
both Bolpur and Birbhum.
TMC repeated the act in the
2021 Assembly polls as it
managed a clean sweep in the
district, winning 10 out of 11
seats – and the victory was
entirely credited to the booth
management skills of the po-
litical heavyweight Mondal!
It may be noted that in both
these elections, the Election
Commission had kept him
under hawkeye surveillance
after the poll panel received
complaints that he could re-
portedly influence voters in a
major way
.
With his arrest, the CBI is
probing a bigger conspiracy
(possibly) the “role” of other
politicians in the case. Mon-
dal’s arrest came soon after
former state minister Partha
Chatterjee was arrested by
the ED in the SSC scam. Both
are TMC heavyweights and
it’s not tough to guess how
the arrests could have been
major setbacks for the party
.
Agencies like the ED and
CBI had earlier stepped up
investigations into Ponzi
schemes in Bengal ahead of
the 2013 panchayat polls, the
2014 and 2019 Lok Sabha elec-
tions and the 2016 Assembly
elections and made several
arrests too.
And now with the Lok Sab-
ha polls barely two years
away in 2024, the cattle smug-
gling investigation may accel-
erate, feel political analysts.
It may be noted that West
Bengal has 42 Lok Sabha
seats and the BJP in the 2019
parliamentaryelections man-
aged to clinch 18 of them. It
goes without saying that for
the TMC, given its national
ambition, each of these seats
will be important as the bat-
tle will go down to the wire.
Investigators so far have
found evidence of illegal
cross-border selling of cattle
and use of ill-gotten money.
According to the CBI, Mon-
dal “procured huge number
of cattle” from the Ilambazar
Pashuhat and allegedly en-
sured safe passage of the
same to the border along
Bangladesh.
ABOUT THE CASE
A case was registered by the
CBI on September 21 way
back in 2020 against four ac-
cused, including Satish Ku-
mar, who was the Comman-
dant of the BSF’s 36 Battalion
in Malda during the time
span between December 19,
2015 to April 22, 2017. The FIR
also alleges that during Ku-
mar’s tenure, the BSF seized
more than 20,000 heads of
cattle before they could be
transported across the bor-
der, but the vehicles ferrying
the same were not confiscat-
ed and also persons involved
were not even apprehended.
CBI’S TAKE IN THE CASE?
According to the CBI, Mon-
dal is directly involved in the
case and was in touch with
the main accused, Enamul
Haque, through his aide Sai-
gal Hossain. The CBI also al-
leged that Saigal had collect-
ed money which was part of
the proceeds from this illegal
trade “in the name” of the
strongman.
WHAT MAMATA SAID?
West Bengal Chief Minister
Mamata Banerjee on Sunday
said she will stand with the
strongman and announced to
“start a movement” against
alleged excesses of the CBI
and the ED.
She told at a gathering,
“What has Kesto done? Even
as he was locked in his house,
we won the Assembly elec-
tions last year. The ED and
CBI ransacked his house at
midnight. If you arrest one
Kesto, we will create thou-
sands of them. We will hit the
streets from August 16 on the
‘Khela Hobe Divas’. There
will be ‘Khela hobe’, again
(Let the game start, again).”
Several TMC leaders, in-
cluding political analysts had
initially thought that Mama-
ta would not stand by Anu-
brata as she did when anoth-
er TMC heavyweight Partha
Chatterjee was arrested.
Chatterjee was removed from
the cabinet and was also sus-
pended from the party
.
Blasting the BJP, CPI(M)
and the Congress, the CM
said, “They all are comrades
in arms. They have no place
in this state. They do not have
a place in the country either.”
In a veiled attack against
the BJP
, she also claimed that
the West Bengal Police had
saved the Jharkhand govern-
ment following the arrest of
three Congress MLAs with a
huge cash haul. “They (BJP)
would have toppled the
Jharkhand government. Now
they called our officers to
Delhi out of revenge. Why is
the central government har-
assingourofficers”sheasked.
The 62-year-old “Kestoda”
who hails from a farmer’s
family, has been with the
TMC since the party was
launched in 1998. He is well
known for the Khela Hobe
slogan. He first hit the head-
lines during the 2013 pan-
chayat election.
It may be noted that Mon-
dal has been named in a num-
ber of cases, including for
threatening people, murder
and those related to stone
and cattle-smuggling, sand
but has never been tried.
Mondal’s clout can be
gauged from the fact that in
February 2022, he was includ-
ed in the TMC’s national
working committee. He was
the only district-level leader
who managed to make it to
the top TMC organisation.

New Delhi: The Supreme Court on Tuesday agreed to hear
on August 22 a plea by activist Teesta Setalvad seeking
interim bail in a case in which she was ar-
rested for allegedly fabricating documents
to frame innocent people in 2002 Gujarat

Ramana and Justices JK Maheshwari and
Hima Kohli posted the matter for hearing

New Delhi (PTI): Leading
milk suppliers Amul and
Mother Dairy will increase
milk prices by `2 per litre
with effect from Wednes-
day on account of rising
input costs.
This is the second hike
by Amul and Mother Dairy
in nearly six months. In the
beginning of March, both
had increased milk prices
by `2 per litre.
The Gujarat Cooperative
Milk Marketing Federa-
tion, which sells milk and
other dairy products under
the Amul brand, on Tues-
day said it has decided to
increase the milk prices by
`2 per litre in Ahmedabad
and Saurashtra of Gujarat,
Delhi-NCR, West Bengal,
Mumbai and other markets
effective from August 17.
The hike of `2 per litre
will translate into a 4 % in-
crease in MRP which is
lower than the average food
inflation.
“This price hike is be-
ing done due to an in-
crease in overall cost of
operation and production
of milk. The cattle feeding
cost alone has increased to
approximate 20% com-
pared to last year. Consid-
ering the rise in input
costs, our member unions
have also increased farm-
ers’ price in the range of
8-9% over the previous
year,” GCMMF said. The
co-operative passes on al-
most 80 paise of every ru-
pee paid by consumers for
milk and milk products to
the milk producers.

announced that it will hike
milk prices in the Delhi-

as the onset of monsoon chipped away consumption in key sectors

WPI inflation eases to
5-month low of 13.93%
IN JULY
New Delhi (PTI): The
wholesale price-based in-
flation eased to a five-
month low of 13.93% in
July on easing prices of
food articles and manufac-
tured products.
The WPI-based inflation
softened for the second con-
secutive month in July,
raising hopes of further
decline in wholesale prices
in the months to come.
The Wholesale Price In-
dex-based inflation, after
scaling a record high of
15.88% in May, declined to
15.18% in June. It was
13.43% in February
.
The WPI inflation con-
tinued its declining trend
for the second month in
July but remained in dou-
ble-digits for the 16th con-
secutive month beginning
April last year.
Inflation in food articles
in July eased to 10.77%
from 14.39% in June.
The rate of price rise in
vegetables declined sub-
stantially to 18.25% in July
against 56.75% in the previ-
ous month. In the fuel and
power basket, inflation was
43.75% in July compared to
40.38% in the last month.

tured products and oil
seeds was 8.16% and (-)
4.06%, respectively

5 bankers to
manage HZL
stake sale
New Delhi (PTI): ICICI Se-
curities, Axis Capital and
Citigroup Global Markets
are among the five invest-
ment bankers selected to
manage the sale of the
govt’s 29.53% residual
stake in Hindustan Zinc
Ltd, an official said.
Also, HDFC Bank and
IIFL Securities will act as
investment bankers and
work with the government
and handle the share sale
offers, the official said.
As many as 6 merchant
bankers had made a pres-
entation before the govern-
ment officials on August 12.
The official said that the
five bankers selected are
ICICI Securities, Axis Cap-
ital, Citigroup Global Mar-
kets, HDFC Bank and IIFL
Securities.
The DIPAM had in early
July invited bids from mer-
chant bankers for manag-
ing HZL residual stake and
set July 28 as the deadline
for putting bids. The select-
ed merchant bankers will
assist the government on
the timing of the divest-
ment, get investor feed-
back, and hold investor
road shows, besides seek-
ing regulatory approvals.

inflation front towards the
end of September.
He said the supply side
constraints getting ad-
dressed and crude oil pric-
es trending low will help
ease the situation.
“Inflation...The recent
numbers which came out
was 6.7. Going forward the
way things are - the supply
side constraints which are
there are getting ad-
dressed, so the situation
should be improving going
forward,” he said in re-
sponse to a question.
Speaking to reporters
here, he said one of the im-
portant factors of inflation
is crude oil prices, and with
them also trending lower, it
will also support the infla-
tion to be further tapered
down. “...Overall expecta-
tion is that, maybe towards

might look to be even better
as compared to what you
are seeing (now),” he added.
Further pointing out
that policy rates by RBI is a
very key component for in-
flation, Khara in response
to a question said, the poli-
cy rates are the outcome of
the MPC meeting, which
assesses multiple data
points before they
arrive at any decision. “So
I think we will have to wait
and watch till the next
MPC meeting happens, but
I think till such time in the
intermediary phase, I feel
that the supply side con-
straints are getting
addressed,”he added.

sible for GeM to rapidly

two brothers outside a
club here.
The assault took
place in Sector 29 late
Sunday night. While
one bouncer was
nabbed on Monday
night, the other three

ers, identified as Rahu,

New Delhi (PTI): Delhi
Lt Governor VK Saxena
on Tuesday entered the
Najafgarh Drain in a
motor boat and spent an
hour inspecting the de-
silting work being done
there, an official state-
ment said.
It claimed that after
Tuesday’s visit, Saxena
became the first L-G
ever to enter the drain
where work was being
done using the partial
gravitational desilting
process instead of the
conventional method.
Saxena entered the
drain in a motor boat
near Punjabi Bagh and
spent over an hour in-
specting the dredging
work in about one km
area, it said.
After taking over as
L-G, Saxena has been
consistently stressing
and working to-
wards cleaning
the much ma-
ligned drain and
converting it
into an eco-tour-
ism hub, it said.
In the
conven-
tional
meth-
od, the silt is removed
from the drain and put
on both banks of the
drain, which incurs a
major cost, it said.
While some amount
of silt is transported in
trucks, a large quantity
flows back again into
the drain with rainwa-
ter. Further, a part of
the silt flowing back
into the drain gets car-
ried away with the wa-
ter while most of it
gets deposited at
the bed which
renders the en-
tire desilting
process almost
futile, the

267 km. This is the long-
est and heaviest freight
train ever run by the
Railways, the national
transporter said, add-
ing the train takes
about four minutes to
cross a station.
The amount of coal
carried by Super Vasu-
ki is enough to fire 3000
MW of power plant for
one full day, officials
said. This is three times
the capacity of existing
railway rakes (90 cars
with 100 tonnes in each)
which carries about
9,000 tonnes of coal in
one journey
.
The train was formed
by amalgamating five
rakes of goods trains as
one unit.

dismissed the bail plea
of a man accused of rap-
ing his former live-in
partner in the east Delhi
area in June this year.
Considering the na-
tureof thecase,thegrav-
ity of the offence, allega-
tions against the ac-
cused, and overall facts
and circumstances, I
deem it a fit that no case
for bail is made out, Ad-
ditional Sessions Judge
Amitabh Rawat said.
Thevictimwasearlier
in a live-in relationship
withtheaccused,butshe
had reportedly parted
ways at the time of the
incident because of the
accused’s attitude, the
advocate appearing for
the alleged victim, said.
When the victim
went to meet the ac-
cused in June after he
threatened to make her
pictures and videos
public, he beat her up
and raped her, the advo-
cate alleged before the
court.

has come to cleanse the
country of corruption
and nepotism and asked
people to have ‘nafrat’
(hatred) for these twin
evils that go beyond poli-
tics, as he set a ‘Panch
Pran’ (five resolves) tar-
gettomakeIndiaadevel-
oped nation in 25 years.
“The nation should
now only be setting big
goals. That big goal is a
developed India and
nothing less,” Modi as-
serted in his ninth con-
secutive address from
therampartsof RedFort
on the country’s 76th In-
dependence Day
.
He spelt out the the
five pledges as a resolve
for a developed India;
removing any trace of
the colonial mindset;
taking pride in our lega-
cy; our strength of uni-
ty; and fulfilling the du-
ties of citizens, which
include prime minister
and chief ministers as
well.
“We have to move for-
ward with these five re-
solves in mind and take
up the responsibility to
fulfil the dreams of our
freedom fighters in the
next 25 years when we
attain 100 years of inde-
pendence.”

which is “eating the
country like termites”,
he said, adding corrup-
tion and nepotism are
the two main challeng-

Ghar Tiranga’ campaign
website so far, the Min-
istry of Culture informed
on Monday and termed it
a “stupendous achieve-
ment”. PM had given a
call on July 22, to join the
Har Ghar Tiranga’ move-
ment by hoisting or dis-
playing the national flag at
homes. “In a stupendous
achievement, more than
five crore ‘Tiranga’ selfies
have been uploaded on
‘Har Ghar Tiranga’ web-
site,” the ministry said. As
India embarks on its 76th
year of Independence,
wrapping up the 75-week
countdown to August
15 was the ‘Har Ghar
Tiranga’ initiative of the
government driven by the
nodal ministry for ‘Azadi

New Delhi (PTI): Un- ion Education Minister Dharmendra Pradhan on Tuesday appealed the public to participate in a citizen survey being conducted by NCERT for development of a new National Curricu- lum Framework (NCF) for school education. The NCF serves as a guideline for designing syllabus and textbooks and for teaching prac- tices in the country . There are total 10 ques- tions in the digital sur- vey with each of them having five options. The queries include how to make education futuris- ticandskillorientedand improve the dignity of teachers in the country . The minister said that “development of a vibrant, dy- namic, inclusive and futuristic Na- tional Curriculum Framework is essential for inte- grating cultur- al-rootedness along with global outlook, freeing education from colonial hangover and instilling a deeper sense of pride in our next gen- erations”. “I appeal to all citi- zenstoparticipateinthe Citizen Survey for NCF for developing #NayeB- haratKa NayaCurricu- lum. A dynamic Nation- al Curriculum Frame- work in line with the NEP 2020 will play a major role in achieving the goal of Viksit Bharat,” Pradhan said in a series of tweets. The Digital Survey for National Curricu- lum (DiSaNC) is being conducted by the educa- tion ministry and the National Council of Education and Re- search Training (NCERT) as part of the public consultation pro- cess for the formulation of NCF. Delhi on Monday re- ported 1,227 fresh COV- ID-19 cases with a posi- tivity rate of 14.57 per cent, while eight more people succumbed to the disease, according to official data. Before this, the city logged more than 2,000 cases for 12 consecutive days. “We are witnessing a rise in COVID19 infec- tions, consistently high positivity & cases of reinfection. It is essen- tial that we realise that the pandemic is far from over. I appeal to all to strictly adhere to COVID Appropriate Be- haviour. We cannot af- ford to let our guards down,” Saxena said in a tweet. As of Monday, Delhi’s COVID-19 case- load stood at 19,85,822 and the death toll at 26,389, according to of- ficial data. Govt forms teams to manage Covid-related data New Delhi (PTI): The Delhi govern- ment has formed two teams of revenue department officials for management of Covid-related data, an official order said. These teams will upload and monitor data on the Delhi gov- ernment’s COVID-19 Data Management Portal, officials said. According to the order issued by the revenue department, each team will have six members from different branches of the department. “In supersession of all previous or- ders issued from this office related to the arrangement of teams in Revenue, HQ, to look after the work related to the COVID Data Manage- ment, from now on- wards, the following team will look after the work in addition to work in their orig- inal branches,” the order issued on Au- gust 10 said. Delhi Police arrests builder for duping homebuyers New Delhi (PTI): The Delhi Police’s Econom- ic Offences Wing arrested a 40-year-old builder who allegedly defrauded 31 people of more than Rs 10 crore after they made bookings for flats and shops at a real estate project in Haryana’s Rewari, officials said on Tuesday. The accused, Deepak Gusain, a resident of Ghaziabad in Uttar Pradesh, had been ab- sconding and a Look Out Circular was issued against him. According to the po- lice, Gusain advertised for booking of flats and shops in the real estate project of his company, Asian Developers Pvt. Ltd, in Rewari in 2012. The buyers made bookings and regular payments, but the con- struction was stopped in April 2014. The company misrep- resented the facts re- garding the project before the public at large and induced them to invest in it despite the fact that the plot was allotted for the pur- pose of dwelling units for the staff of the land allottee company only, the police said. The builder also assured the investors of time-bound posses- sion within 27 months but the construction was stopped and the accused became un- traceable. A resolution in this regard is slated to be ta- bled during the upcom- ing Executive Council’s meeting on Thursday, as per the agenda of the meeting accessed by PTI. The decision has been taken after a high-level meeting over the ac- commodation of Roh- ingya in the national capital was held. The meeting was chaired by the Chief Secretary of Delhi and was attended by senior officials of the Delhi government, Delhi Police and Minis- try of Home Affairs. In the meeting that was held during the last week of July, it was em- phasised that the Delhi government was bear- ing around Rs 7 lakh per month rent for the tents where Rohingyas were shifted in the Madanpur Khadar area after a fire incident hap- pen in the camp where they were living. “These refugees will soon be shifted to New Delhi Municipal Coun- cil (NDMC) flats in Bakkarwala village of Outer Delhi. There is a total of 250 flats belong- ing to the Economic Weaker Section (EWS) category where all 1,100 Rohingyas, currently residing in the Madan- pur Khadar camp, will be accommodated,” said a senior official. In the meeting, Delhi Police were instructed to provide security to the premises where these flats are located and the Social Welfare department of the Del- hi Government had been ordered to ensure basic facilities like a fan, three times meals, landline phone, televi- sion and recreational facilities in the new campus. The NIA Judge Dharmesh Sharma on Tuesday sent Mohsin Ahmed to Judicial Cus- tody for a month after NIA didn’t seek further remand of him. Mohsin was arrested on August 6, 2022, from his resi- dence in Delhi for al- legedinvolvementinthe collection of funds for the terrorist outfit from sympathisers in India as well as abroad and sending it to Syria and other places in form of cryptocurrency, the agency said. The appeal stat- ed, “The Guide- lines have been is- sued for safeguard- ing the rights and interests of con- sumers and to pro- tect the consumers from unfair trade practices and vio- lationof consumer rights due to man- datory collection of service charge and adding such charge automati- cally or by default in the food bill without allowing consumers the choice or discre- tion to decide whether they want to pay such charge or not.” It is also stated in the ap- peal that the guide- lines were formu- lated based on c o m p l a i n t s received from consumers. The appellant submitted that the single Judge bench even after recording that the issues raised in the said writ petition require consideration did not call. Delhi court acquits man from charges of possessing heroin,carrying illicit liquor New Delhi (PTI): A Delhi court has acquit- ted a man, accused of carrying illicit liquor and possessing heroin, saying there were ma- jor contradictions in the deposition of the prosecution witnesses. Special Judge Deep- ak Wason, while giving the accused benefit of the doubt in an order passed on August 8, also said that police showed deliberate disregard of the statutory proce- dures during its probe. The court noted that the investigating agen- cy could not associate even a single public witness at any stage of the investigation and instead stated casually and routinely that the people, who were asked to join the investiga- tion, declined and left without disclosing their names and ad- dresses, etc. All the above leads to the inevitable inference that the investigating agency was not inter- ested to make any pub- lic witness a part of the raiding team and thus there has been a delib- erate disregard of the statutory safeguards relating to search and seizure, which renders the recovery proceed- ings unworthy of cre- dence, the judge said. The judge further said that the statement of official witnesses, without corroboration from independent sources, could not re- sult in a conviction un- der the stringent provi- sions of the NDPS Act. SENA MLAs ARE BACK TO THEIR OLD WAYS There’s a turf war between the Shinde and Thackeray camps and it is crucial for both the sides. Bal Thackeray’s legacy is at stake and so is the survival of Uddhav Thackeray L MC heavy weight and the party’s Birbhum district president Anubrata Mondal, who had evaded at least eight CBI summons in the cattle smuggling case, was taken into custody on Thursday, re- portedly for “not cooperat- ing” with the agency . Popularly known as “Kes- toda”, Mondal is among the most trusted associates of Chief Minister CM Mamata Banerjee. He used to enjoy more clout, power and visi- bility in West Bengal even than ministers and many MLAs. He used to be consid- ered as the “betaaj badshah” of Birbhum! Mondal, who has never contested any election in his career so far, has always managed party affairs from behind the scenes. In the 2019 Lok Sabha polls, TMC won both Bolpur and Birbhum. TMC repeated the act in the 2021 Assembly polls as it managed a clean sweep in the district, winning 10 out of 11 seats – and the victory was entirely credited to the booth management skills of the po- litical heavyweight Mondal! It may be noted that in both these elections, the Election Commission had kept him under hawkeye surveillance after the poll panel received complaints that he could re- portedly influence voters in a major way . With his arrest, the CBI is probing a bigger conspiracy (possibly) the “role” of other politicians in the case. Mon- dal’s arrest came soon after former state minister Partha Chatterjee was arrested by the ED in the SSC scam. Both are TMC heavyweights and it’s not tough to guess how the arrests could have been major setbacks for the party . Agencies like the ED and CBI had earlier stepped up investigations into Ponzi schemes in Bengal ahead of the 2013 panchayat polls, the 2014 and 2019 Lok Sabha elec- tions and the 2016 Assembly elections and made several arrests too. And now with the Lok Sab- ha polls barely two years away in 2024, the cattle smug- gling investigation may accel- erate, feel political analysts. It may be noted that West Bengal has 42 Lok Sabha seats and the BJP in the 2019 parliamentaryelections man- aged to clinch 18 of them. It goes without saying that for the TMC, given its national ambition, each of these seats will be important as the bat- tle will go down to the wire. Investigators so far have found evidence of illegal cross-border selling of cattle and use of ill-gotten money. According to the CBI, Mon- dal “procured huge number of cattle” from the Ilambazar Pashuhat and allegedly en- sured safe passage of the same to the border along Bangladesh. ABOUT THE CASE A case was registered by the CBI on September 21 way back in 2020 against four ac- cused, including Satish Ku- mar, who was the Comman- dant of the BSF’s 36 Battalion in Malda during the time span between December 19, 2015 to April 22, 2017. The FIR also alleges that during Ku- mar’s tenure, the BSF seized more than 20,000 heads of cattle before they could be transported across the bor- der, but the vehicles ferrying the same were not confiscat- ed and also persons involved were not even apprehended. CBI’S TAKE IN THE CASE? According to the CBI, Mon- dal is directly involved in the case and was in touch with the main accused, Enamul Haque, through his aide Sai- gal Hossain. The CBI also al- leged that Saigal had collect- ed money which was part of the proceeds from this illegal trade “in the name” of the strongman. WHAT MAMATA SAID? West Bengal Chief Minister Mamata Banerjee on Sunday said she will stand with the strongman and announced to “start a movement” against alleged excesses of the CBI and the ED. She told at a gathering, “What has Kesto done? Even as he was locked in his house, we won the Assembly elec- tions last year. The ED and CBI ransacked his house at midnight. If you arrest one Kesto, we will create thou- sands of them. We will hit the streets from August 16 on the ‘Khela Hobe Divas’. There will be ‘Khela hobe’, again (Let the game start, again).” Several TMC leaders, in- cluding political analysts had initially thought that Mama- ta would not stand by Anu- brata as she did when anoth- er TMC heavyweight Partha Chatterjee was arrested. Chatterjee was removed from the cabinet and was also sus- pended from the party . Blasting the BJP, CPI(M) and the Congress, the CM said, “They all are comrades in arms. They have no place in this state. They do not have a place in the country either.” In a veiled attack against the BJP , she also claimed that the West Bengal Police had saved the Jharkhand govern- ment following the arrest of three Congress MLAs with a huge cash haul. “They (BJP) would have toppled the Jharkhand government. Now they called our officers to Delhi out of revenge. Why is the central government har- assingourofficers”sheasked. The 62-year-old “Kestoda” who hails from a farmer’s family, has been with the TMC since the party was launched in 1998. He is well known for the Khela Hobe slogan. He first hit the head- lines during the 2013 pan- chayat election. It may be noted that Mon- dal has been named in a num- ber of cases, including for threatening people, murder and those related to stone and cattle-smuggling, sand but has never been tried. Mondal’s clout can be gauged from the fact that in February 2022, he was includ- ed in the TMC’s national working committee. He was the only district-level leader who managed to make it to the top TMC organisation. Both Partha and Anubrata were heavyweights, but Par- tha was never a mass leader, but Anubrata was crucial to the party’s organisation in western and central districts. Even as party leaders feel that the top leaders’ silence and maintaining a distance from every arrested leader couldhaveabacklashfromthe workers on the ground, the TMC is apparently planning a protest against the alleged ex- cesses of the central agencies. Bilkis Bano’s hus- band Yakub Rasul told PTI that he does not in- tend to comment on the latest development in the case on Monday . The 11 convicts on Monday walked out of the Godhra sub-jail af- ter the Gujarat govern- ment allowed their re- lease under its remis- sion policy . A special CBI court in Mumbai on January 21, 2008, sentenced the 11 accused to life im- prisonment on the charge of gang rape and murder of seven mem- bers of Bilkis Bano’s family . Their conviction was later upheld by the Bombay High Court. This is the second hike by Amul and Mother Dairy in nearly six months. In the beginning of March, both had increased milk prices by `2 per litre. The Gujarat Cooperative Milk Marketing Federa- tion, which sells milk and other dairy products under the Amul brand, on Tues- day said it has decided to increase the milk prices by `2 per litre in Ahmedabad and Saurashtra of Gujarat, Delhi-NCR, West Bengal, Mumbai and other markets effective from August 17. The hike of `2 per litre will translate into a 4 % in- crease in MRP which is lower than the average food inflation. “This price hike is be- ing done due to an in- crease in overall cost of operation and production of milk. WPI inflation eases to 5-month low of 13.93% IN JULY New Delhi (PTI): The wholesale price-based in- flation eased to a five- month low of 13.93% in July on easing prices of food articles and manufac- tured products. The WPI-based inflation softened for the second con- secutive month in July, raising hopes of further decline in wholesale prices in the months to come. The Wholesale Price In- dex-based inflation, after scaling a record high of 15.88% in May, declined to 15.18% in June. It was 13.43% in February . The WPI inflation con- tinued its declining trend for the second month in July but remained in dou- ble-digits for the 16th con- secutive month beginning April last year. Inflation in food articles in July eased to 10.77% from 14.39% in June. The rate of price rise in vegetables declined sub- stantially to 18.25% in July against 56.75% in the previ- ous month. In the fuel and power basket, inflation was 43.75% in July compared to 40.38% in the last month. Inflation in manufac- tured products and oil seeds was 8.16% and (-) 4.06%, respectively . The RBI mainly looks at retail inflation to frame monetary policy. Retail in- flation remained above the RBI’s comfort level for the seventh month in a row. Also, HDFC Bank and IIFL Securities will act as investment bankers and work with the government and handle the share sale offers, the official said. As many as 6 merchant bankers had made a pres- entation before the govern- ment officials on August 12. The official said that the five bankers selected are ICICI Securities, Axis Cap- ital, Citigroup Global Mar- kets, HDFC Bank and IIFL Securities. The DIPAM had in early July invited bids from mer- chant bankers for manag- ing HZL residual stake and set July 28 as the deadline for putting bids. The select- ed merchant bankers will assist the government on the timing of the divest- ment, get investor feed- back, and hold investor road shows, besides seek- ing regulatory approvals. He said the supply side constraints getting ad- dressed and crude oil pric- es trending low will help ease the situation. “Inflation...The recent numbers which came out was 6.7. Going forward the way things are - the supply side constraints which are there are getting ad- dressed, so the situation should be improving going forward,” he said in re- sponse to a question. New Delhi (PTI): Delhi Lt Governor VK Saxena on Tuesday entered the Najafgarh Drain in a motor boat and spent an hour inspecting the de- silting work being done there, an official state- ment said. It claimed that after Tuesday’s visit, Saxena became the first L-G ever to enter the drain where work was being done using the partial gravitational desilting process instead of the conventional method. Saxena entered the drain in a motor boat near Punjabi Bagh and spent over an hour in- specting the dredging work in about one km area, it said. After taking over as L-G, Saxena has been consistently stressing and working to- wards cleaning the much ma- ligned drain and converting it into an eco-tour- ism hub, it said. In the conven- tional meth- od, the silt is removed from the drain and put on both banks of the drain, which incurs a major cost, it said. While some amount of silt is transported in trucks, a large quantity flows back again into the drain with rainwa- ter. The train run by the South East Central Rail- way left Korba at 13:50 and took 11.20 hours to cover the distance of 267 km. This is the long- est and heaviest freight train ever run by the Railways, the national transporter said, add- ing the train takes about four minutes to cross a station. The amount of coal carried by Super Vasu- ki is enough to fire 3000 MW of power plant for one full day, officials said. This is three times the capacity of existing railway rakes (90 cars with 100 tonnes in each) which carries about 9,000 tonnes of coal in one journey . The train was formed by amalgamating five rakes of goods trains as one unit.
