rested the driver of the
truck involved in the
accident that left 12 bus
passengers dead and 43
injured in Nashik on
Saturday. Officials say
that the 12 dead includ-
ed eight men, a 15-year-
old boy, a woman and a
three-year-old girl. One
of the deceased is yet to
be identified, civil hos-
pital sources said on
Sunday
.
Police have arrested
the driver of the truck,
Ramji alias Lavkush
Jadhir Yadav, who fled
the spot after the acci-
dent, an official said on
Sunday
.
The deceased had
been travelling from
Yavatmal to Mumbai
in a luxury bus, which
caught fire after
colliding with the
trailer truck going to
Pune at an intersec-
tion near Mirchi Hotel
on Nashik-Aurangab-
ad highway.
Some of them were
charred, a police officer
had said, adding that
DNA tests will be con-
ducted to establish the
identity of the unknown

Modhera (PTI): Prime Minister Narendra Modi
on Sunday declared Modhera in Gujarat’s
Mehsana district as India’s first 24x7 solar-
powered village. Addressing a rally here after
that, Modi said Modhera was known for the Sun
temple, now it will also be known as solar-pow-
ered village. Making Modhera the country’s first
round-the-clock solar-powered village involved
developing a ground-mounted solar power plant
and more than 1,300 rooftop solar systems
on residential and government buildings, a
government release said. Assembly elections
in the Bharatiya Janata Party-ruled Gujarat are
scheduled to be held by the end of this year.

alist Congress Party
(NCP) on Sunday
termed the Election
Commission of In-
dia’s order on the use
of the Shiv Sena par-
ty name and election
symbol in an upcom-
ing Assembly bypoll
as “surprising”. How-
ever, the party said
that it did not mean
the Uddhav Thacker-
ay-led group was
weak or demoralized.
Speaking to report-
ers in Mumbai, NCP
Chief Spokesperson,
Mahesh Tapase, said
the ECI’s decision to
freeze the Shiv Sena
symbol and party name
is surprising and pain-
ful. But, it is not the fi-
nal decision of the
Commission.
“The Eknath Shinde-
led (Sena) camp is not
even contesting the by-
election, still the use of
the party name and
symbol was restricted.
The freezing of the
symbol does not mean
the (Thackeray-led)
Sena workers have be-
come weak or are de-
moralised. The Shiv
Sena (Thackeray fac-
tion) along with the
NCP and Congress will
give a tough fight to the
BJP,” he said.
“This election will be
a one-on-one contest as
the BJP has fielded its
candidate against the
Uddhav Thackeray
camp’s nominee,” he
said.
The ECI on Saturday
barred the Shiv Sena
factions led by former
chief minister Uddhav
Thackeray and current
CM Eknath Shinde
from using the party
name and its election
symbol in the Andheri
East Assembly bypoll.
Mumbai cops lodge FIR over 4.5K
‘fake’ affidavits filed before ECI

Mumbai: The Mum-
bai police have regis-
tered an FIR against
unidentified persons
on charges of cheat-
ing and forgery after
recovering more than
4,500 affidavits being
prepared in support
of the Uddhav Thack-
eray-led Shiv Sena
faction.
Former Thane Mayor
Naresh Mhaske, who is
the spokesperson of the
other Sena faction led
by Chief Minister
Eknath Shinde, in a
video message claimed
the Mumbai police have
found 4,682 “fake” affi-
davits and registered a
criminal case against
unidentified persons
based on a complaint.
He thanked the police
and criticized the
Thackeray-led faction
over the alleged mal-
practice for the submis-
sion of affidavits before
the Election Commis-
sion of India (ECI), in
the wake of a dispute
with the Shinde faction
over the party’s bow
and arrow poll symbol.
“It is my allegation
that these false and fake
affidavits of Shiv
sainiks had been pre-
pared for filing before
the Election Commis-
sion,” he said.
Mhaske claimed all
this was happening un-
der the guidance of ‘Ma-
toshree’.
‘Matoshree’ is the pri-
vate residence of for-
mer chief minister Ud-
dhav Thackeray in sub-
urban Bandra.
According to a police
official,thecasewasreg-
istered at Nirmal Nagar

on Saturday under Indi-
an Penal Code (IPC) sec-
tions 420 (cheating) and
465 (forgery) after they
recovered the affidavits
from a notary wherein
important details like
Aadhaar cards of the
Shiv Sena supporters
were attached.
The FIR stated that
the complainant had
gone to a Bandra court
and found two persons
with heaps of affidavits
with them affixing the
notary seal and stamp
on it. The police seized
all the affidavits and
registered the offence
against unidentified
persons, it said.
According to an offi-
cial from the police sta-
tion, we will call those
peopleandverifywheth-
er they had got the affi-
davits prepared in sup-
port of the Thackeray
faction, and if they had
any idea about the affi-
davits prepared in their
names, he said.

as “injustice”.
On the other hand,
the group led by Chief
Minister Eknath Shin-
de, termed the ECI or-
der appropriate.
The poll body should
have holistically taken
a decision rather than
passing an interim de-
cision for the bypoll,
said Ambadas Danve,
Leader of the Opposi-
tion in Maharashtra
Legislative Council, a
Thackeray loyalist.
“This is injustice,”
he said.
Shiv Sena leader and
former minister Aadi-
tya Thackeray on Sat-
urday lashed out at the
rebel Sena leaders after
the ECI order.
“Khokewale traitors
committed this shame-
less and vile act of
freezing the name Shiv
Sena and symbol”, he
tweeted, adding that the
people of Maharashtra
would not tolerate it.
“We will fight and
win. We are on the side
of the truth. Satyamev
Jayate!” he said in the
Marathi tweet.
On his Instagram
page, Aaditya posted

Aaditya and other
leaders of the Uddhav
Thackeray faction have
been accusing the re-
bels led by CM Shinde
of committing treach-
ery for the lure of
“khoke” or boxes of
cash. The November 03
bypoll to the Andheri
East constituency in
suburban Mumbai is
the first electoral test
for the Thackeray
group after the split in
the party in June this
year, leading to the fall
of the Uddhav Thacker-
ay-led government.
Chandrakant Khaire,
former MP and another
leader from the Thack-
eray camp, attacked the
rival faction led by
Shinde and said who-
ever has done this can-
not undo the “sin” they
have committed.
Prataprao Jadhav, an
MP from the Shinde
camp, said the ECI has
taken the right deci-
sion. Uddhav Thacker-
ay discarded the ideol-
ogy of Sena founder
Bal Thackeray and
formed an alliance
with the Congress and
Nationalist Congress
Party, he said.
The interim order
came on Saturday on
the Shinde faction’s re-
quest seeking it be al-
located the symbol as
the Andheri East As-
sembly bypoll is set to
be held in November.
“The Commis-
sion is duty
bound to ensure
that all electoral steps of
the bye-election are free
of any confusion and
contradiction and thus
its next step is necessari-
ly agnostic to the possi-
bility of either of the fac-
tions participating in
the poll.”

and knowledge sys-
tem with an aim to
provide authentic in-
formation to people
without any narra-
tive attached to it.
Topics like religion,
literature, philosophy,
governance and policy
making, astronomy,
mathematics, sciences,
medicine, art, architec-
ture, history and cul-
ture are covered as part
of the courses offered
by the Bhandarkar Ori-
ental Research Insti-
tute (BORI), through its
online learning plat-
form ‘Bharat Vidya’.
“When these topics
are taught in schools
and colleges, only the
given syllabus is taught
and a large part of the
topic remains unex-
plored. So, the idea is to
provide expertise and
resourcestoeducational
institutes,” said Chin-
may Bhandari, Coordi-
nator,DigitalInitiatives.
The online learning
platform is getting a
good response as people
from different walks of
life are enrolling them-
selves in its courses,
said officials.
The institute
launched its online
learning platform re-
cently to take this
treasure trove of
knowledge to people
across the country and
globe. The platform of-
fers free as well as sub-
scription-based re-
sources and courses on
India’s rich civiliza-
tional heritage and In-
dian knowledge sys-
tem, said Bhupal Pat-
wardhan, Executive
Chairman of BORI.
Set up in 1917 for In-
dology and Asian stud-
ies, BORI is home to
more than 28,000 manu-
scripts and 1.53 lakh
rare books. Bhandari
said that BORI has
been working on the
digitization of manu-
scripts and books for
the last few years.
“In 2019, we started
our digital library, and
to complement it we
thought of creating a
parallel learning plat-
form where people with
diverse interests can
explore the resources
available with the insti-
tute and interact with
each other,” he said.
Among the subscrib-
ers, Bhandari said, the
largest demographic
was persons between 25
and 40 years old, mostly
working professionals,
trainers, coaches, engi-
neers, professors and

mation Report
(FIR) against Shiv
Sena leader Chan-
drakant Khaire in
Aurangabad city
for allegedly mak-
ing objectionable
remarks against
state Chief Minis-
ter Eknath Shinde.
The case was reg-
istered at Satara po-
lice station in Au-
rangabad based on a
complaint lodged by
Rajendra Janjal, the
district unit chief of
the Shiv Sena (Shin-
de faction).
Khaire, a former
MP from the Au-
rangabad Lok Sabha
constituency, is a
loyalist of Uddhav
Thackeray, who
heads another fac-
tion of the Shiv
Sena.
The FIR said that
Khaire had made ob-
jectionable com
ments against CM
Shinde while speak-
ing to media persons.
In his interview with
a regional news
channel, Khaire said
that had Shinde’s
mentor and late Shiv
Sena leader Anand
Dighe been alive, he
would have thrashed
Shinde after hanging
him upside down for
being a traitor. He re-
ferred to his recent
rebellion in Maha-
rashtra.

Mumbai: The Forest
Department will take
over as much as 195
hectares of mangroves
currently under the
revenue department’s
jurisdiction in Uran in
Raigad district for bet-
ter conservation, as
per a Bombay High
Court judgement to
treat the sea plants as
protected forest, offi-
cials said.
A gazette order dated
September 28 facilitates
the fresh transfer of 195
hectares of mangroves
in 17 villages of Uran
Taluka of Raigad dis-
trict under Section 4 of
the Indian Forest Act.
“With this, the total
area of mangroves to
be conserved in Uran
swells to over 2,200 hec-
tares – equal to the area
of about 220 Azad
Maidans,” Uran Range
Forest Officer Na-
thuram Kokare said.
Welcoming the pro-
cess, NatConnect Foun-
dation director BN Ku-
mar said the man-
groves under the Navi
Mumbai Special Eco-
nomic Zone (NMSEZ)—
of which CIDCO is a
26% stakeholder—are
yet to be taken into ac-
count. “The delay in
transferring these sea
plants is giving an op-
portunity for rampant
destruction,” he said,
adding “Most of the
1,250 hectares of NM-
SEZ is either a man-
grove zone or under
wetlands.”
Earlier, the Revenue
Department handed
over 25 hectares to the
Forest Department in
2015 and notification
was issued for transfer-
ring 42 hectares in Feb-
ruary this year and
1,100 hectares in July,
officials said. In addi-
tion, Jawaharlal Nehru
Port Trust (JNPT)
handed over 814 hec-
tares of mangroves.
Officials said as
much as 300 hectares of
mangroves, grown
mostly on unirrigated
farmlands, are yet to be
taken into account by
CIDCO as they are all
under dispute with the
local farmers.
Meanwhile, Nanda-
kumar Pawar of Sagar-
shakti, the marine divi-
sion of Vanashakti,
said JNPT also has
kept about 100 hectares
of mangroves with it.
This must be handed
over to the Forest De-
partment, he said.

which triggered a fire
at around 4:15 PM, an
official said.
As per the prelimi-
nary information, ini-
tially three persons—
technician Kundan
Patil, worker Vishnu
Pail, and junior engi-
neer Vivek Dhu-
male—were injured
in the explosion and
were taken to the Na-
tional Burns Hospital
in Airoli. Investigat-
ing Officer Suhas
Chauhan informed
that Dhumale suc-
cumbed to his inju-
ries en route to the
hospital. The authori-
ties have launched an
investigation into the
explosion, the reason
for which is yet to be
ascertained.
Efforts are on to
control the gas leak,
officials said.

planning to begin on-
line bookings for en-
try into the premises.
Popularly known as
Rani Baug or Byculla
zoo, average footfall at
the zoo on weekdays is
about 3,000, while on the
weekends it increases
three fold to 9,000. Ac-
cording to BMC offi-
cials, during vacation
time, the average num-
ber of daily visitors in-
creases further to about
12,000—adding to the
municipal body’s reve-
nue. This past Dussehra
holiday, the zoo had a
record number of 30,000
visitors in the last four
days of Dussehra—Oc-
tober 02-05—and earned
revenue of Rs11.88 lakh.
Although the zoo is
closed on Wednesdays,
it was kept open as it
was Dussehra, and
hence a holiday
. The zoo
recorded 5,876 visitors
throughout the day,
while 16,734 visitors
were recorded on Octo-
ber 02. The zoo charges
entry fees at Rs25 for
children, Rs50 for
adults, but Rs100 for a
family of four. The big-
gest crowd-puller at the
zoo are the nine pen-
guins—three males,
four females and two
penguin chicks born in
May and August 2021.
Before the penguins
were added to the zoo,
the entry fee was Rs5.
One of the most popu-
lar destinations for fam-
ilies, the zoo was closed
in March 2020, when the
first lockdown was an-
nounced. Although it
opened to the public in
February 2021, it was
closed again in April
2021 due to the increas-
ing number of COV-
ID-19 cases in Mumbai
during the second wave.
Data showed that
since the reopening in
November 2021, the
post-pandemic number
of visitors to the zoo
doubled when com-
pared to before. In the 10
months between No-
vember 2021 and August
2022, the zoo recorded
17.22 lakhs of visitors
and earned more than
Rs6 crore in revenue.

With this, the tally of

posed a penalty of
Rs3,000 each on the two

brothers in their peti-

on a motorcycle, when a

which the petitioners

was decided ex-parte
against him.
The insurer contend-
ed that the FIR was
lodged 112 days after the

the petitioners do not
show that they were ad-
mitted soon after the ac-
cident. The disparity in
the time of accident and
admission in hospital
shows the tempo has
been “planted”, it said.

Hill Saturday to demand
action after several attacks
on the ethnic Hazara mi-
nority group in Afghani-
stan. The protest was or-
ganized after a recent sui-
cide bombing at a Shia ed-
ucational centre in a Haz-
ara neighbourhood in the
capital city of Kabul on
Sept 30. The United Na-
tions said at least 100 peo-
ple were wounded and
more than 50 people, most-
ly teenage girls, were
killed. The Hazara people
are an ethnic minority in
Afghanistan who are pre-
dominantly Shia Muslims.
They have been a frequent
target of violence.
“We want to raise our
voice to make people aware
that a crime is going on in
Afghanistan,” said Ahmad
Seyar Lalee, one of the or-
ganizers of Saturday’s pro-
test. Lalee said similar pro-
tests are also taking place
in the United States, the
United Kingdom and
across Canada in Toronto,
Vancouver and Calgary.
The protests are also a way
to urge officials with the
Canadian government to
recognize a “Hazara geno-
cide,” Lalee said, and take
preventative steps.
“We are asking them, as
Afghan-Canadian citizens,
to stand with us and stand
for justice in Afghanistan
and support us,” he added.
‘IT’S UNACCEPTABLE’
Goli Akbari, a member of
the Hazara community,
said she was heartbroken
to hear of the suicide
bombing. “It’s so hard as a
mother to see somebody’s
young kids go to school
and get killed. It’s unaccep-
table,” she said.
Akbari said she’s proud
to be both Afghan-Canadi-
an and Hazara. By attend-
ing the protest, she hoped
to spread awareness about
the situation in Afghani-
stan. “Please stop this,”
she urged. “Stop killing
our future generation.”

rum, UNICEF and Yu-
Waah (Generation Unlim-
ited in India) proposes so-
lutions that align with,
and augment and amplify,
India’s NEP 2020 and the
National Digital Educa-
tion Architecture of 2021.

learners, including
through digital means.
From revamping the edu-
cational structure to creat-
ing a robust digital learn-
ing system, the NEP 2020
is aligned with the goals of
21st-century education.
KEYS AREAS THAT
REQUIRE
INTERVENTION
The report identifies four
focus areas for interven-
tions: foundational litera-
cy and numeracy (FLN),
teachers’ capacity build-
ing, school-to-work transi-
tion and connecting the
unconnected. The inter-
ventions are categorised
under five building blocks,
namely: curriculum, con-
tent, capacity, community
and digital.
1. Foundational
literacy and numeracy
In FLN, a major gap identi-
fied is the lack of “byte-
sized” content in early
learning that can ignite a
child’s interest, as well as
engage parents who may
not be educated. Storytell-
ing, read-aloud and inter-
active content, flip books,
and the use of digital tools
can address these chal-
lenges. FLN solutions are
centred around the capa-
bility of the solution to
engage the home environ-
ment and the relevant fac-
tors viz parents, caregiv-
ers and community
.
2. Teachers’ capacity
building
Enhancing teachers’ ca-
pacity to deliver education
in newer formats is essen-
tial, as is their buy-in and
involvement in creating
and providing tech-ena-
bled curricula. To this
end, the report suggests
ways to strengthen teach-
ers’ capacity building – for
instance, by improving the
quality of teachers’ train-
ing, linking training with
career progression, and
involving teachers in de-
signing a holistic teach-
ers’ capacity building pro-
gramme.
3. School-to-work
transition
The third priority area,
school-to-work transition,
focuses on making stu-
dents job-ready in a rapid-
ly evolving employment
landscape. Nearly 85% of
Indian schools have yet to
implement vocational
courses as part of their
curriculum. This report
suggests interventions us-
ing digital and hybrid
models to upskill students
to find a good fit with avail-
able and emerging jobs.
4. Connecting the
unconnected
The global pandemic has
not only made digital
learning central to teach-
ing worldwide, but it has
also widened the digital
divide, leaving those with-
out devices and internet
connections further be-
hind. According to the
Unified District Informa-
tion System for Education
(UDISE) 2020-2021 survey,
only around 41.3% of
schools have access to
computers, and 24.5% had
access to the internet in
2020-2021. For the fourth
focus area, connecting the
unconnected, this report
categorizes schools based
on their access to digital
infrastructure.
TRANSFORMING THE
EDUCATION SECTOR
The Education 4.0 India
initiative builds on efforts
by the central and state
governments and leverag-
es their interventions. The
interventions recom-
mended by the initiative
can create tremendous im-
pact – from making educa-
tion more accessible and
inclusive to reducing drop-
out rates and improving
learning outcomes by us-
ing more adaptive learn-
ing systems and commu-
nity engagement.
The report presents a
roadmap to enhance In-
dia’s school education eco-
system and gives out a call
to action to all stakehold-
ers in the edtech space to
come together to trans-
form the sector.

Bengaluru (PTI): The Karnataka High Court has
said that non-matching DNA samples would not
absolve a crime accused since it is only corrobo-
rative evidence. The court rejected the petition of
a 43-year-old bus conductor who is accused of
raping and impregnating a 12-year-old relative.
He rushed to the High Court, seeking quashing of
the case after a DNA test showed that his blood
sample and that of the foetus did not match.
The accused is a resident of Mysuru. He has
been charged under the Protection of Children
from Sexual Offences (POCSO) Act and Indian
Penal Code (IPC). The complaint was filed by the
mother of the victim on February 19, 2021. The
bus conductor is alleged to have sexually abused
the girl due to which she became pregnant. The
police filed a charge-sheet in the case while the
report of the DNA test was still pending.

Incessant rains for
the second consecutive
day in the national capi-
tal improved the air
quality on Sunday to
“satisfactory” level. The
air quality index record-
ed at 9 am was 54 which
falls in the “good” cate-
gory, according to the
Central Pollution Con-
trol Board data.
The minimum tem-
perature in the national
capital settled at 23.4 de-
grees Celsius, a notch
below the season’s aver-
age, a weather official
said. The difference be-
tween minimum tem-
perature (20.8 degrees
Celsius) on Friday and
maximum temperature
(23.4 degrees Celsius) on
Saturday was 2.6 de-
grees Celsius -- the low-
est since 1969, the offi-
cial said.
Earlier, the lowest
such margin was re-
corded on October 19,
1998 at 3.1 degree Celsi-
us, the IMD added. Rela-
tive humidity recorded
at 8.30 was 100 per cent,
he said.

bodies of mountaineering
trainees were brought to

bodies have been retrieved
so far out of which 21 have
been brought to Uttarkashi
to be handed over to their

brought to Uttarkashi on Fri-

Home loan outstanding of banks doubles
New Delhi (PTI): Interest
rates do not seem to have a
material bearing on people
who buy their dream resi-
dential properties on bor-
rowed funds as the home
loan outstanding of banks
almost doubled to `16.85
lakh cr in the last five yrs,
shows Reserve Bank data.
Even in the first five
months of the current fis-
cal, home loan outstanding
of banks has clocked dou-
ble-digit growth, despite
the Reserve Bank raising
the key interest rate thrice
during this period by a
whopping 140 basis points
(bps), which led to a hike in
the home loan rate.
As per the RBI data, the
housing loan outstanding
of the banks was at Rs
8,60,086 crore at the end of
fiscal 2016-17, and the same
hasincreasedtoRs16,84,424
crore at the end of 2021-22.
Experts from banking
and real estate industry are
of the opinion that though
interest rates are impor-
tant, they do not deter a
home buyer as the decision
is based on current income
and future prospects.
Also people are becom-
ing increasingly aware that
interest rates would move
up and down during the life
cycle of a loan, which is
typically for around 15
years.
The RBI data revealed
that banks’ housing loan
outstanding increased in
the range of 13.7 to 16.4 per
cent year-on-year in each
of the first five month of
the current financial year.

steel output rose by
2.56% to 30.06 million
tonne (MT) during the Ju-
ly-September period of
the ongoing financial year.
As per research firm
SteelMint, the top six steel
makers — SAIL, Tata
Steel, JSW Steel, JSPL,
AMNS India and RINL —
produced 18.29 MT steel,
the rest 11.77 MT came in
from the secondary sec-
tor. During same period
last fiscal, large producers
had jointly manufactured
18.39 MT steel, while the
secondary industry pro-

first half of this fiscal, reflect-

New Delhi: Hyundai Motor In-
dia Ltd recorded a 55% rise in
its profit after tax at `2,861.77
crore in
the fiscal
ended
March 31,
2022, its
highest in four years, accord-
ing to financial data accessed
by business intelligence
platform Tofler. The company,
which is an unlisted entity, had
posted a profit after tax (PAT)
of `1,847.16 crore in 2020-21.
The previous highest PAT of
HMIL was at `2,581.73 crore
in 2018-19. —PTI
GOVERNMENT TO KICK OFF ITS ANNUAL BUDGET
MAKING EXERCISE FOR FY 2023-24 TODAY
New Delhi: The government on Monday will kick off its annual
Budget making exercise for financial year 2023-24, that is expect-
ed to look at measures to revive growth amid a gloomy global out-
look. The meeting would start with
consultations with various ministries
and departments on the revised
estimates (RE) of expenditure for
ongoing financial year and the fund
requirement for 2023-24. On the first
day on Monday, RE meetings with
Ministry of Environment, Forest and Climate Change, Ministry of
Labour And Employment, Ministry of Information and Broadcast-
ing, Ministry of Statistics and Programme Implementation and
Ministry of Youth Affairs and Sports would take place. —PTI

MAX NUMBER OF DELAYED PROJECTS AT 248
New Delhi: The road transport and highways sector has the
maximum number of delayed projects at 248, followed by railways
at 116 and petroleum sector at 88,
showed a government report. In
the road transport and highways
sector, 248 projects are delayed with
respect to their original schedule
out of the 831 monitored, as per the
latest flash report on infrastructure
projects for August 2022. Similarly in railways, out of 173 moni-
tored projects, 116 are delayed, while for petroleum, 88 out of 139
projects are delayed. —PTI

Direct tax kitty up 24% to ` 8.98 L cr
New Delhi (PTI): The
gross collection of tax on
corporate and individual
earnings jumped nearly
24% so far in the current
fiscal year to `8.98 lakh
crore, the tax department
said on Sunday
.
This includes a 32%
growth in personal income
tax (including Securities
Transaction Tax) mop up
and 16.73% increase in cor-
porate tax revenues over
the same period last year.
After adjusting for re-
funds, the net direct tax col-
lections between April 1 -
October 8 stood at `7.45
lakh crore, which is 52.46%
of the Budget estimates
(BE) for the full year tax
collection target, the de-
partment said.
The Budget had estimat-
ed direct tax collection at
`14.20 lakh crore this fiscal,
higher than `14.10 lakh
crore collected last fiscal
(2021-22). Tax on corporate
and individual income
makes up for direct taxes.
“Direct Tax collections
up to 8th October, 2022
show that gross collections
are at `8.98 lakh crore
which is 23.8% higher than
the gross collections for the
corresponding period of
last year,” the tax depart-
ment said in a statement.
Refunds amounting to
`1.53 lakh crore have been
issued between April 1-oc-
tober 8, an increase of 81%
over the corresponding pe-
riod last year.
After adjusting refunds,
net direct tax collection
stood at `7.45 lakh crore,
16.3% higher over the year-
ago period. This includes a
16.25% increase in PIT (in-
cluding STT) and 16.29% in
corporate tax.
Tax collection is an indi-
cator of economic activity
in any country. But in In-
dia, the robust tax collec-
tion was despite a slow-
down in industrial produc-
tion and exports.
Some analysts believe
that the economic growth
has lost momentum but
corporate profits are keep-
ing the engine running.
Merchandise exports
have lost on the momen-
tum of last year’s surge
and shrunk by 3.5% in Sep-
tember. Trade deficit has
nearly doubled in the first
six months.
IIP growth was subdued
at 2.4% in July while ‘core
sector’ hit a nine-month
low of 3.3% in August.

quoted a source close to the
talks to say that data locali-

key “sticking points” to a
comprehensive deal. The
likelihood of a so-called
“thin”tradedeal withinthe
symbolic Diwali or October
24 dead-
line and further “it-
erative” deals at a later
stage is now looking like a
likely outcome.
“The stumbling blocks
are absolutely to do with
digital. How ambitious and
comprehensive this deal is
is in some way a function
of time,” the newspaper
quoted an “insider” as say-
ing. It follows UK Trade
Secretary indicating that
just because there may be
an FTA struck with India,
it did not mean “we can’t do
even more later”.
The DIT also reiterated
the government stance that
any FTA would be agreed
only if it meets the UK’s
interests.

Sanyal observed that In-

“We are clearly entering
an environment where
many countries around the
world will be facing much
slower growth or even slip-
ping into recession.
“This is due to a combi-
nation of factors ranging
from tighter monetary pol-
icy to higher energy costs,
as well as disruptions
caused by the Ukraine
war,” he said.
He emphasised that the
cumulative impact of sup-
ply side reforms over many
years by the Modi gover-
ment has meant that In-
dia’s economy is currently
much more flexible and
resilient than it used to be.

panies IOC, BPCL and
HPCL may for the first
time ever post the second
consecutive quarterly loss
with a combined loss of
`21,270 crore in July-Sep-
tember, on holding petrol
and diesel prices below the
cost of production.
The three state-owned
firms -- Indian Oil Corpora-
tion, Bharat Petroleum
Corporation Ltd and Hin-
dustan Petroleum Corpora-
tion Ltd, had in the first
quarter of the current fis-
cal year (April-June) post-
ed a combined loss of
`18,480 crore due to erosion
in the marketing margin
on petrol, diesel and do-
mestic LPG.
The three firms are to
announce second quarter
earnings later this month
or in early November.

brand has ordered
an inquiry after a
Mumbaikar tweeted
photos of glass
shards he allegedly
found in his pizza
toppings to the Mum-
bai Police’s Twitter
handle, and asked
the cops to advise
him on the next step.
Mumbai Police in a
reply tweet advised
him to write to the cus-
tomer care of the pizza
company before taking
any legal action.
Taking cognizance
of the complaint, a
spokesperson from the
company said its qual-
ity team conducted a
thorough inspection
of the pizza outlet in
question, but no anom-
aly was found.
The company also
contactedtheaggrieved
customer to ascertain
the facts of the matter
through various chan-
nelsof communication.
“Wefollowastrictno-

ens... and follow the

quality and safety
,” the
firm said, adding, “We

Man stabs friend to death over
debt, informs cops, gets arrested
Mumbai (PTI): A man
stabbed his friend to
death over a mone-
tary dispute and then
called the police to
confess, officials said
on Sunday.
The victim, identi-
fied as Bipin Shailen-
drakumar Dubey (29),
had left home in Kaly-
an for work on the
morning of October 8.
Later, his brother re-
ceived a call that he
had been found dead at
the friend’s house.
The victim was
found with multiple
stab wounds and a fin-
ger of his right hand
had been chopped off,
the police said.
According to police,
the accused, identified
as Rajeshwar Pandey
had given the victim a
sum of Rs4.5 lakh as a
loan. However, the vic-
tim refused to pay it
back.
A case under section
302 (murder) of the
IPC has been regis-
tered and the accused
has been arrested.
IMD issues yellow alert for parts of Maha

Rs1.97 lakh from her

17,” the MFC police
station official said.

The over 900-metre-
long corridor -- ‘Ma-
hakal Lok’ -- billed as
one of the largest such
corridors in India skirts
around the old Rudrasa-
gar Lake which has also
been revived as part of
the redevelopment pro-
ject around the ancient
Mahakaleshwar Tem-
ple, one of the 12 ‘jyotir-
lings’ in the country
that gets devotees
throughout the year.
Two majestic gate-
ways -- Nandi Dwar and
Pinaki Dwar -- separat-
ed by a short distance,
have been erected near
the starting point of the
corridor, which winds
its way to the entrance
of the ancient temple
and offers aesthetic
views along the way

Sandstones sourced
from Bansi Paharpur
area in Rajasthan have
been used for building
structures that populate
the corridor. Artists and
craftsmen mainly from
Rajasthan, Gujarat and
Orissa worked on chisel-
ling and embellishing
raw stones into aesthet-
ic pillars and panels, a
senior official, associat-
ed with the project since
its beginning, told PTI.
Sources in the Madhya
Pradesh government
said the ambitious pro-
ject that began in 2017
seeks to “emphasise and
re-evoke the ancient
glory of the historic city
of Ujjain” through use
of ancient temple archi-
tecture while providing
all amenities to visitors
and using latest technol-
ogy to enhance its phys-
ical and cultural value.
So, while 108 pillars
with ornamental ele-
ments on top bearing
trishul-style design dot
the corridor at regular
intervals, CCTV camer-
as and public address
system have been har-
moniouslyincorporated
in them, they said.
The PA system will be
used for making an-
nouncements for crowd
management and for
playing devotional
songs once the corridor
is opened to the public.
Besides, an integrat-
ed control and com-
mand centre has been
set up to monitor secu-
rity arrangements in
the temple corridor
complex.

How- ever, the party said that it did not mean the Uddhav Thacker- ay-led group was weak or demoralized. Speaking to report- ers in Mumbai, NCP Chief Spokesperson, Mahesh Tapase, said the ECI’s decision to freeze the Shiv Sena symbol and party name is surprising and pain- ful. But, it is not the fi- nal decision of the Commission. “The Eknath Shinde- led (Sena) camp is not even contesting the by- election, still the use of the party name and symbol was restricted. The freezing of the symbol does not mean the (Thackeray-led) Sena workers have be- come weak or are de- moralised. The Shiv Sena (Thackeray fac- tion) along with the NCP and Congress will give a tough fight to the BJP,” he said. “This election will be a one-on-one contest as the BJP has fielded its candidate against the Uddhav Thackeray camp’s nominee,” he said. The ECI on Saturday barred the Shiv Sena factions led by former chief minister Uddhav Thackeray and current CM Eknath Shinde from using the party name and its election symbol in the Andheri East Assembly bypoll. Mumbai cops lodge FIR over 4.5K ‘fake’ affidavits filed before ECI First India Bureau Mumbai: The Mum- bai police have regis- tered an FIR against unidentified persons on charges of cheat- ing and forgery after recovering more than 4,500 affidavits being prepared in support of the Uddhav Thack- eray-led Shiv Sena faction. Former Thane Mayor Naresh Mhaske, who is the spokesperson of the other Sena faction led by Chief Minister Eknath Shinde, in a video message claimed the Mumbai police have found 4,682 “fake” affi- davits and registered a criminal case against unidentified persons based on a complaint. He thanked the police and criticized the Thackeray-led faction over the alleged mal- practice for the submis- sion of affidavits before the Election Commis- sion of India (ECI), in the wake of a dispute with the Shinde faction over the party’s bow and arrow poll symbol. “It is my allegation that these false and fake affidavits of Shiv sainiks had been pre- pared for filing before the Election Commis- sion,” he said. Mhaske claimed all this was happening un- der the guidance of ‘Ma- toshree’. ‘Matoshree’ is the pri- vate residence of for- mer chief minister Ud- dhav Thackeray in sub- urban Bandra. According to a police official,thecasewasreg- istered at Nirmal Nagar policestationinMumbai on Saturday under Indi- an Penal Code (IPC) sec- tions 420 (cheating) and 465 (forgery) after they recovered the affidavits from a notary wherein important details like Aadhaar cards of the Shiv Sena supporters were attached. The FIR stated that the complainant had gone to a Bandra court and found two persons with heaps of affidavits with them affixing the notary seal and stamp on it. The police seized all the affidavits and registered the offence against unidentified persons, it said. According to an offi- cial from the police sta- tion, we will call those peopleandverifywheth- er they had got the affi- davits prepared in sup- port of the Thackeray faction, and if they had any idea about the affi- davits prepared in their names, he said. First India Bureau Mumbai: The Uddhav Thackeray-led Shiv Sena on Saturday termed the Election Commission of In- dia’s order barring both the Thackeray and Eknath Shinde factions from using the party name and election symbol in the coming Andheri East Assembly bypoll as “injustice”. On the other hand, the group led by Chief Minister Eknath Shin- de, termed the ECI or- der appropriate. The poll body should have holistically taken a decision rather than passing an interim de- cision for the bypoll, said Ambadas Danve, Leader of the Opposi- tion in Maharashtra Legislative Council, a Thackeray loyalist. “This is injustice,” he said. Shiv Sena leader and former minister Aadi- tya Thackeray on Sat- urday lashed out at the rebel Sena leaders after the ECI order. “Khokewale traitors committed this shame- less and vile act of freezing the name Shiv Sena and symbol”, he tweeted, adding that the people of Maharashtra would not tolerate it. “We will fight and win. We are on the side of the truth. Satyamev Jayate!” he said in the Marathi tweet. On his Instagram page, Aaditya posted Harivansh Rai Bach- chan’s famous poem ‘Agnipath’. Aaditya and other leaders of the Uddhav Thackeray faction have been accusing the re- bels led by CM Shinde of committing treach- ery for the lure of “khoke” or boxes of cash. The November 03 bypoll to the Andheri East constituency in suburban Mumbai is the first electoral test for the Thackeray group after the split in the party in June this year, leading to the fall of the Uddhav Thacker- ay-led government. Chandrakant Khaire, former MP and another leader from the Thack- eray camp, attacked the rival faction led by Shinde and said who- ever has done this can- not undo the “sin” they have committed. Prataprao Jadhav, an MP from the Shinde camp, said the ECI has taken the right deci- sion. Uddhav Thacker- ay discarded the ideol- ogy of Sena founder Bal Thackeray and formed an alliance with the Congress and Nationalist Congress Party, he said. A gazette order dated September 28 facilitates the fresh transfer of 195 hectares of mangroves in 17 villages of Uran Taluka of Raigad dis- trict under Section 4 of the Indian Forest Act. “With this, the total area of mangroves to be conserved in Uran swells to over 2,200 hec- tares – equal to the area of about 220 Azad Maidans,” Uran Range Forest Officer Na- thuram Kokare said. In addi- tion, Jawaharlal Nehru Port Trust (JNPT) handed over 814 hec- tares of mangroves. Officials said as much as 300 hectares of mangroves, grown mostly on unirrigated farmlands, are yet to be taken into account by CIDCO as they are all under dispute with the local farmers. ENHANCING LEARNING AND REDUCING INEQUITIES While recognizing the huge potential of technol- ogy for enhancing learn- ing, as well as the need to reduce inequities in edu- cational access for all girls and boys, the Education 4.0 India initiative utilizes digital and other technolo- gies to address learning gaps and make education accessible to all. A joint effort between the World Economic Fo- rum, UNICEF and Yu- Waah (Generation Unlim- ited in India) proposes so- lutions that align with, and augment and amplify, India’s NEP 2020 and the National Digital Educa- tion Architecture of 2021. India’s NEP 2020 aims to improve the delivery of quality education for all learners, including through digital means. From revamping the edu- cational structure to creat- ing a robust digital learn- ing system, the NEP 2020 is aligned with the goals of 21st-century education. KEYS AREAS THAT REQUIRE INTERVENTION The report identifies four focus areas for interven- tions: foundational litera- cy and numeracy (FLN), teachers’ capacity build- ing, school-to-work transi- tion and connecting the unconnected. The inter- ventions are categorised under five building blocks, namely: curriculum, con- tent, capacity, community and digital. 1. Foundational literacy and numeracy In FLN, a major gap identi- fied is the lack of “byte- sized” content in early learning that can ignite a child’s interest, as well as engage parents who may not be educated. Storytell- ing, read-aloud and inter- active content, flip books, and the use of digital tools can address these chal- lenges. FLN solutions are centred around the capa- bility of the solution to engage the home environ- ment and the relevant fac- tors viz parents, caregiv- ers and community . 2. Teachers’ capacity building Enhancing teachers’ ca- pacity to deliver education in newer formats is essen- tial, as is their buy-in and involvement in creating and providing tech-ena- bled curricula. To this end, the report suggests ways to strengthen teach- ers’ capacity building – for instance, by improving the quality of teachers’ train- ing, linking training with career progression, and involving teachers in de- signing a holistic teach- ers’ capacity building pro- gramme. 3. School-to-work transition The third priority area, school-to-work transition, focuses on making stu- dents job-ready in a rapid- ly evolving employment landscape. Nearly 85% of Indian schools have yet to implement vocational courses as part of their curriculum. This report suggests interventions us- ing digital and hybrid models to upskill students to find a good fit with avail- able and emerging jobs. 4. Connecting the unconnected The global pandemic has not only made digital learning central to teach- ing worldwide, but it has also widened the digital divide, leaving those with- out devices and internet connections further be- hind. According to the Unified District Informa- tion System for Education (UDISE) 2020-2021 survey, only around 41.3% of schools have access to computers, and 24.5% had access to the internet in 2020-2021. For the fourth focus area, connecting the unconnected, this report categorizes schools based on their access to digital infrastructure. TRANSFORMING THE EDUCATION SECTOR The Education 4.0 India initiative builds on efforts by the central and state governments and leverag- es their interventions. The interventions recom- mended by the initiative can create tremendous im- pact – from making educa- tion more accessible and inclusive to reducing drop- out rates and improving learning outcomes by us- ing more adaptive learn- ing systems and commu- nity engagement. The report presents a roadmap to enhance In- dia’s school education eco- system and gives out a call to action to all stakehold- ers in the edtech space to come together to trans- form the sector. The court rejected the petition of a 43-year-old bus conductor who is accused of raping and impregnating a 12-year-old relative. He rushed to the High Court, seeking quashing of the case after a DNA test showed that his blood sample and that of the foetus did not match. The accused is a resident of Mysuru. He has been charged under the Protection of Children from Sexual Offences (POCSO) Act and Indian Penal Code (IPC). The complaint was filed by the mother of the victim on February 19, 2021. The bus conductor is alleged to have sexually abused the girl due to which she became pregnant. The police filed a charge-sheet in the case while the report of the DNA test was still pending. Even in the first five months of the current fis- cal, home loan outstanding of banks has clocked dou- ble-digit growth, despite the Reserve Bank raising the key interest rate thrice during this period by a whopping 140 basis points (bps), which led to a hike in the home loan rate. As per the RBI data, the housing loan outstanding of the banks was at Rs 8,60,086 crore at the end of fiscal 2016-17, and the same hasincreasedtoRs16,84,424 crore at the end of 2021-22. Experts from banking and real estate industry are of the opinion that though interest rates are impor- tant, they do not deter a home buyer as the decision is based on current income and future prospects. Also people are becom- ing increasingly aware that interest rates would move up and down during the life cycle of a loan, which is typically for around 15 years. The RBI data revealed that banks’ housing loan outstanding increased in the range of 13.7 to 16.4 per cent year-on-year in each of the first five month of the current financial year. The meeting would start with consultations with various ministries and departments on the revised estimates (RE) of expenditure for ongoing financial year and the fund requirement for 2023-24. On the first day on Monday, RE meetings with Ministry of Environment, Forest and Climate Change, Ministry of Labour And Employment, Ministry of Information and Broadcast- ing, Ministry of Statistics and Programme Implementation and Ministry of Youth Affairs and Sports would take place. —PTI ROAD TRANSPORT HIGHWAYS SECTOR HAS MAX NUMBER OF DELAYED PROJECTS AT 248 New Delhi: The road transport and highways sector has the maximum number of delayed projects at 248, followed by railways at 116 and petroleum sector at 88, showed a government report. In the road transport and highways sector, 248 projects are delayed with respect to their original schedule out of the 831 monitored, as per the latest flash report on infrastructure projects for August 2022. Similarly in railways, out of 173 moni- tored projects, 116 are delayed, while for petroleum, 88 out of 139 projects are delayed. —PTI OTHER STORIES Direct tax kitty up 24% to ` 8.98 L cr New Delhi (PTI): The gross collection of tax on corporate and individual earnings jumped nearly 24% so far in the current fiscal year to `8.98 lakh crore, the tax department said on Sunday . This includes a 32% growth in personal income tax (including Securities Transaction Tax) mop up and 16.73% increase in cor- porate tax revenues over the same period last year. After adjusting for re- funds, the net direct tax col- lections between April 1 - October 8 stood at `7.45 lakh crore, which is 52.46% of the Budget estimates (BE) for the full year tax collection target, the de- partment said. The Budget had estimat- ed direct tax collection at `14.20 lakh crore this fiscal, higher than `14.10 lakh crore collected last fiscal (2021-22). Tax on corporate and individual income makes up for direct taxes. “Direct Tax collections up to 8th October, 2022 show that gross collections are at `8.98 lakh crore which is 23.8% higher than the gross collections for the corresponding period of last year,” the tax depart- ment said in a statement. Refunds amounting to `1.53 lakh crore have been issued between April 1-oc- tober 8, an increase of 81% over the corresponding pe- riod last year. After adjusting refunds, net direct tax collection stood at `7.45 lakh crore, 16.3% higher over the year- ago period. This includes a 16.25% increase in PIT (in- cluding STT) and 16.29% in corporate tax. Tax collection is an indi- cator of economic activity in any country. But in In- dia, the robust tax collec- tion was despite a slow- down in industrial produc- tion and exports. Some analysts believe that the economic growth has lost momentum but corporate profits are keep- ing the engine running. Merchandise exports have lost on the momen- tum of last year’s surge and shrunk by 3.5% in Sep- tember. Trade deficit has nearly doubled in the first six months. IIP growth was subdued at 2.4% in July while ‘core sector’ hit a nine-month low of 3.3% in August. The likelihood of a so-called “thin”tradedeal withinthe symbolic Diwali or October 24 dead- line and further “it- erative” deals at a later stage is now looking like a likely outcome. “The stumbling blocks are absolutely to do with digital. How ambitious and comprehensive this deal is is in some way a function of time,” the newspaper quoted an “insider” as say- ing. It follows UK Trade Secretary indicating that just because there may be an FTA struck with India, it did not mean “we can’t do even more later”. The DIT also reiterated the government stance that any FTA would be agreed only if it meets the UK’s interests. India will stand out with 7% growth rate in FY23: Sanyal New Delhi (PTI): Amid fears of the world slipping into recession, India will perhaps emerge as the strongest major economy with 7% growth rate in FY23, Economic Advisory Council to the Prime Min- ister (EAC-PM) member Sanjeev Sanyal said on Sunday . Sanyal observed that In- dia can grow at 9% in an external conducive envi- ronment like in early 2000s. “We are clearly entering an environment where many countries around the world will be facing much slower growth or even slip- ping into recession. “This is due to a combi- nation of factors ranging from tighter monetary pol- icy to higher energy costs, as well as disruptions caused by the Ukraine war,” he said. Food chain launches inquiry after Mumbai man finds glass in pizza First India Bureau Mumbai: A popular global fastfood brand has ordered an inquiry after a Mumbaikar tweeted photos of glass shards he allegedly found in his pizza toppings to the Mum- bai Police’s Twitter handle, and asked the cops to advise him on the next step. Mumbai Police in a reply tweet advised him to write to the cus- tomer care of the pizza company before taking any legal action. Taking cognizance of the complaint, a spokesperson from the company said its qual- ity team conducted a thorough inspection of the pizza outlet in question, but no anom- aly was found. MUMBAI VISIT Man stabs friend to death over debt, informs cops, gets arrested Mumbai (PTI): A man stabbed his friend to death over a mone- tary dispute and then called the police to confess, officials said on Sunday. The victim, identi- fied as Bipin Shailen- drakumar Dubey (29), had left home in Kaly- an for work on the morning of October 8. Later, his brother re- ceived a call that he had been found dead at the friend’s house. The victim was found with multiple stab wounds and a fin- ger of his right hand had been chopped off, the police said. According to police, the accused, identified as Rajeshwar Pandey had given the victim a sum of Rs4.5 lakh as a loan. However, the vic- tim refused to pay it back. A case under section 302 (murder) of the IPC has been regis- tered and the accused has been arrested. Sandstones sourced from Bansi Paharpur area in Rajasthan have been used for building structures that populate the corridor. Artists and craftsmen mainly from Rajasthan, Gujarat and Orissa worked on chisel- ling and embellishing raw stones into aesthet- ic pillars and panels, a senior official, associat- ed with the project since its beginning, told PTI. Sources in the Madhya Pradesh government said the ambitious pro- ject that began in 2017 seeks to “emphasise and re-evoke the ancient glory of the historic city of Ujjain” through use of ancient temple archi- tecture while providing all amenities to visitors and using latest technol- ogy to enhance its phys- ical and cultural value. So, while 108 pillars with ornamental ele- ments on top bearing trishul-style design dot the corridor at regular intervals, CCTV camer- as and public address system have been har- moniouslyincorporated in them, they said. The PA system will be used for making an- nouncements for crowd management and for playing devotional songs once the corridor is opened to the public. Besides, an integrat- ed control and com- mand centre has been set up to monitor secu- rity arrangements in the temple corridor complex.
