Price of groundnut oil soars by `55 in five days

Rajkot/Ahmedabad:
The international edi-
ble oil market and im-
port issues have affect-
ed domestic groundnut
oil price which has gone
up by Rs55 in the last
five days. As per latest
reports, a 16-litre edible
oil tin was quoted at the
highest price of Rs2,775.
The jump in groundnut
oil has also pushed up
the price of cottonseed
oil, which touched
Rs2,730 for 16 litres.
According to sources
from the domestic mar-
ket, on April 13, ground-
nut oil trading closed at
Rs2,720, which climbed
by Rs55 in just five days.
Elaborating on reasons
for the jump in oil pric-
es, Kishor Viradiya,
President of the Sau-
rashtra Oil Mills Asso-
ciation said, “The farm-
ers are purchasing
groundnut seeds for
sowing and so there is
very little groundnut
available for millers to
crush oil. Demand is
high due to the hike in
prices of sunflower and
other oils due to the
Ukraine-Russia war and
import-export hurdles.”
He added, “If enough
quantity of groundnut
is made available to the
millers, prices can fall.
But, the state govern-
ment is sitting on a
huge stock that it has
procured at Minimum
Support Price (MSP).

registered FIR against

16. The FIR has been
lodged under Section

In a veiled dig at the

former prime minister
used to say that only 15
paise out of one rupee

ies) after leaving Delhi,
but he ensures that the
entire 100 paise reaches
the intended beneficiar-
ies and gets deposited
intotheaccountof farm-
ers.

Dairy

“The biggest benefi-
ciaries of the dairy sec-
tor are small farmers,
who hold no more than
two- five bigha land and
suffer from scanty rain-
fall and the lack of (ir-
rigation) water. They
take care of their fami-
liesbyraisingcattle,”he
said.
Banas Dairy is said to
be one of the leading
milk production manu-
facturing companies in
Asia.
The prime minister
saidthathisgovernment
has always cared about
farmerswithsmallland-
holdings by ensuring
their well-being.
“After going to Delhi
(after becoming PM in
2014), I took on the re-
sponsibilities of small
farmersacrossthecoun-
try
. And today
, I transfer
Rs2,000 directly into the
bank accounts of farm-
ers three times in a
year,” he said.
Addressing women
dairy farmers on the oc-
casion, Modi said that
Banas Dairy is an exam-
ple of how a cooperative
movement can strength-
en the economy of a vil-
lage and empower wom-
en, in turn strengthen-
ing the campaign for an

He also praised the
women of Banaskantha
for the way they care
about their cattle with

The prime minister
also dedicated to the na-
tion the Banas Commu-
nity Radio Station and
the expanded facilities
for the production of
cheese products and
whey powder at Palan-
pur,andorganicmanure
and biogas plant.
He also laid the foun-
dation stone of four go-
bar gas plants of
100-tonne capacity
which are to be estab-
lished at four different
places.

nauth, laid the founda-
tion stone for the centre.
The centre will start
the age of traditional
medicine in the world
in the next 25 years,
Modi said, listing vari-
ous benefits of tradi-
tional medicine.

world. It will emerge as
an international hub of
global wellness.
The Centre aims to
channel the potential of
traditional medicine by

engage and benefit the
world. The GCTM shall
focus on four main stra-
tegic areas: evidence
and learning; data and

The Global Ayush In-
vestment and Innova-
tion Summit will be held
from April 20 to April 22
in Gandhinagar. The

ing partnerships, boost
exports and nurture a

WHO Global Centre
for traditional med-
icine in Jamnagar,
Dr Poonam Khetra-
pal Singh, Regional

South-East Asia Re-
gion, on Tuesday
said that it will be a
hub of excellence
that will help deliv-
er safe, effective and
evidence-based tra-
ditional medicines.
“I congratulate and
thank the govern-
mentof Indiaforhost-
ing the WHO Global
CentreforTraditional
Medicine (in Jamna-
gar). This is a very
important initiative
aimed at harnessing
the full potential of
traditional medicine
to advance global
health and wellbe-
ing,” Singh said.
“The Global Centre
in Jamnagar will be a
hub of excellence,
that will promote the
use of evidence and
learning and help de-
liver safe, effective
and evidence-based
traditional medi-
cines,” she added.
She also stated
that the Centre will
facilitate the integra-
tion of the tradition-
al systems of medi-
cine into national
health systems.
“It will apply mod-
ern science to lever-
age ancient wisdom
to advance SDG 3
goal of ensuring
healthy lives and pro-
moting well-being for
all people of all
ages,” she added.

of chocolate daily
.
The potato process-
ingplantwillproduce
different types of pro-
cessed potato prod-
ucts like French fries,
potato chips, aloo tik-
ki, patties etc, many
of which will be ex-
ported to other coun-
tries.
These plants will
empower the local
farmers and give a
boost to the rural
economy in the re-
gion.

YOUNG COUPLE KILLED IN
RAJKOT’S KUMBHARWADA

Rajkot: A couple was
murdered in broad day-
light near the Sati Mata
Temple near Kumbhar-
wada on Monday morn-
ing. Enraged at their
union, the bride’s fa-
ther and brother killed
them both. Police have
recovered a knife and
iron rod from the crime
scene and are on the
hunt for the accused.
According to Upleta
police station officer,
Heena Singrakhia (18)
and Anil Mahid (22) had
been together for a few
years but the former’s
parents disapproved of
their relationship. Af-
ter Heena turned 18, the
couple got married six
months ago. On Mon-
day morning, her father
Somjibhai and her
brother Sunil learned
that the couple had
come to Upleta for a
medical procedure.
They accosted them
in Kumbharwada,
where Sunil pulled out
his knife and stabbed
Heena in the stomach,
arms and legs. He then
stabbed Anil in the
chest, and left them
both bleeding on the
road. Samaritans called
an ambulance and
rushed the couple to the
hospital, where they
were both declared
dead.
Police have sent the
couple’s body for post-
mortem examination
and begun searching
for the father and son
duo, who fled after com-
mitting murders.
Heena and Anil were
in love for some time,
and had eloped a year
ago as well, said an of-
ficial. The former’s fa-
ther had lodged a com-
plaint against Anil as
she was a minor. When
the couple was brought
to the police station,
Heena had attempted
suicide and was rushed
to a hospital for medical
assistance. Her family
had taken the girl back
to their home.
When she turned an
adult around six
months ago, Heena and
Anil eloped again and
got married. They had
been living in Khi-
rasara, Anil’s native vil-
lage, he added.

nine-year-old girl
helped the police
crack the murder of
her uncle who was
found hanging from a
tree in Bhadol village
of Kalol taluka. Po-
lice have registered a
case against accused
Vishnu Thakor un-
der abetment to sui-
cide charges.
A Kalol police sta-
tion officer told local
media persons, “Ket-
an Raval, a resident
of Mokhasan village
of Kalol taluka, had
gone missing on
April 14. His body
was found hanging
from a tree in Bhadol
village the next day.
After carrying out
the panchnama and
post-mortem, police
handed over the body
to his family.”
Police registered a
case of accidental
death and began
searching for the sui-
cide note.
On April 17, Ket-
an’s niece Riya
found a video and
audio clip on his
phone, in which a
man named Vishnu
Thakor was threat-
ening Ketan. As the
girl regularly played
games on Ketan’s
phone, she knew the
password. After
stumbling across the
video, she showed
the audio clip to her
grandfather Popat
Raval, who informed
Kalol police and re-
quested them to re-
investigate the case.
Popat informed the
police that Vishnu
was under the im-
pression that Ketan
was having an affair
with his daughter. He
had threatened Ket-
an with dire conse-
quences. On April 14,
Vishnu had called
Ketan 15 times and
also threatened him.
Based on new evi-
dence, police have
registered a fresh
case of abetment to
suicide and have
started searching for
Vishnu.

Fire Brigade pulled
out the bodies of a
young man and wom-
an tied with a dupatta
from the Narmada ca-
nal passing near Ka-
japura village of
Halol taluka.
These bodies were
earlier seen in the Nar-
mada Canal passing
near Rameshwara vil-
lage in Waghodia talu-
ka, but the fire brigade
took out the bodies
near Kajapura village.
The Panchmahal po-
lice took possession of
the bodies and are in-
vestigating the case.
As per details given
by the sub-fire officer
Jasubhai Patel, they
received information
from Waghodia police
about the bodies spot-
ted inside the canal
near Rameshwara vil-
lage in Waghodia talu-
ka. However, they
could only pull out the
bodies near Kajapura
village.
In 30 minutes, they
took out the bodies tied
with dupatta from the
waist and handed them
over to the Panchma-
hal police for further
investigation.
Police have regis-
tered a case of acci-
dental death and are
now trying to iden-
tify the unknown
couple. Further in-
vestigations are go-
ing on in this matter,
officials said.

Ahmedabad: The Gu-
jarat High Court came
down on Bharuch po-
lice for failing to inves-
tigate the case of a
missing nine-year-old
girl. It asked officials to
engage the assistance
of the crime investiga-
tion department (CID)
to search for the minor.
A division bench
hearing a habeas cor-
pus petition filed by the
mother of the missing
girl, observed, “On Jan-
uary 30, 2022, the nine-
year-old girl went miss-
ing from her Anklesh-
war home, and her fam-
ily filed a complaint at
Ankleshwar GIDC po-
lice station the next day
.
Three months have
passed and the police
have not been able to
trace the girl.”
Earlier, the court had
directed Bharuch po-
lice to submit the action
report and the police
station diary. As the
court was dissatisfied
with the investigation,
it had asked the
Bharuch superinten-
dent of police to appear
before it.
During the Tuesday
hearing, the bench
opined, “It is possible
that the child has been
taken to a place where
she may not understand
the local language; or
she may be a victim of
human trafficking. If
required, the police
should take help from
neighbouring states
and even agencies
working to curb human
trafficking. The case
should be investigated
scientifically
.”
Court also asked
Bharuch police to fol-
low the Supreme
Court’s order and
guidelines for the Bach-

Valsad: Five persons
were awarded three
years imprisonment
under various sections
of the Wild Life (Protec-
tion) Act, 1972 by the
Kaprada judicial magis-
trate first class, on
Tuesday
.
In his order, Judicial
Magistrate First Class
Dilip Savaliya conclud-
ed that Babubhai Ozari-
ya and four others were
guilty of illegally catch-
ing and imprisoning an
otter with an intention
of selling it. Ozariya
had trapped the animal
and kept it in his home
in Amdha village of
Valsad district on June
01, 2020. He was plan-
ning to sell it to the re-
maining four accused
Jyotindra Pandya, Chi-
rayubhai Patel, Ashok
Baraiiya, and Indrajit-
singh Vaghela to per-
form black magic.
Slamming the ac-
cused for their malign
intentions, the judicial
magistrate noted, “For
their personal benefit,
the five accused in-
dulged in cruelty
against an animal pro-
tected under Schedule
II of the Wild Life (Pro-
tection) Act. It was an
attempt to kill the otter,
a speechless animal
that cannot fight to get
justice. Any act against
such animals cannot be
tolerated, and so, the ac-
cused are awarded with
three years imprison-
ment, along with a fine
of Rs10,000 each.”
The court cancelled
bails of the accused and
ordered police to take
custody of them and
send them to jail.

three-month iddat period
till she remarries has once
again revived memories of
the Shah Bano case of 1985
when the Supreme Court
ruled in favour of mainte-
nance being given to the
divorced woman. Under
pressure from the mullahs,
the Congress government
of Rajiv Gandhi hastily en-
acted a law providing for
payment of alimony only
for the period of iddat. In
later judgments, however,
the Supreme Court upheld
the Shah Bano case verdict
for the benefit of Muslim
women divorcees. In 1973
an amendment was made
to the CrPC to provide un-
der section 125 that a divor-
cee was entitled to alimony
till the time she remarries.
Section 125 and Section
127, which was added later,
were found to be in conflict
with the Muslim Personal
Law. It was in the Daniel
Latifi versus Union of In-
dia the conflict was re-
solved with the Supreme
Court saying that the Shah
Bano case judgment still
holds good. The same
stand was taken by Justice
KS Pawar who observed
that under section 125 Cr.
P.C a divorced Muslim
woman can claim mainte-
nance from her husband
until she remarries. The
Additional Sessions Judge,
Pratapgarh, ruled against
the petitioner on the
ground that sections 3 and
4 of the Muslim Women
(Protection of Rights on
Divorce) Act did not entitle
her to maintenance under
section 125 CrPC.
Ashwini Kumar Upad-
hyay, a BJP leader and ad-
vocate, moved a petition in
the Supreme Court to
make uniform laws about
alimony and maintenance

ed from BJP to TMC won

over 20,000 votes!
The TMC, obviously
, has
to keep the reduced margin
in mind and go back to the
storyboard to find the lacu-
nae for which the victory
marginhaddippedsomuch.
WHY THE LEFT
RE-EMERGED?
Following the results in
Ballygunge, CPI(M) is as-
serting that it is the only
alternative to the Mamata
Banerjee-led Trinamool
Congress in West Bengal.
The CPI(M)-led Left
Front, which could not win
a single seat in the 2021 as-
sembly elections in the
state, sees a glimmer of
hope in the results of the
recentelectionsinthestate,
be it for municipalities or
assembly bypolls, wherein
manyplacesitcamesecond,
leaving the BJP behind.
“
An idea that the Left has
become irrelevant in West
Bengal politics was doing
therounds.Peopleareslow-
ly realising that function-
ally Left is the only alterna-
tivetothepresentregimein
WestBengal,”Chakraborty
had told the media.
BJP, which had won 77
seats in the assembly elec-
tions, is the only opposi-
tion party having repre-
sentation in the House.
“People are realising
that in real sense what is
meant by opposition on is-
sues of employment, law
and order, etc is shown by
the Left,” he said, adding
that this was, however, not
being reflected in the elec-
toral process.
The Left Front was run-
ner-up to the TMC in 65
wards in the 144-ward Kol-
kata Municipal Corpora-
tion election held in De-
cember last year in which
the TMC recorded a land-
slide victory
.
The #NoVoteToBabul
campaign, which drew on
Supriyo’s previous stand
and was led by some pres-
sure groups in the city,
evidently gathered steam
to the extent that protes-
tors were arrested.
A cursory glance at the
break-up of poll figures
from the seven municipal
wards of the constituency
reveals that Supriyo never
succeeded in gaining the
voters’ trust in full. In two
of those seven wards, ward
numbers64and65,theCPI-
M’s Saira Shah Halim gar-
nered more votes than the
Trinamool. That, coupled
with the dip in voter turn-
out by a staggering 20%, is
proof that a large number
of voters stayed away from
making a choice.
The Ballygunge bypoll
experience could be a fall-
out of any of the possibili-
ties stated above or a mix
and match of all. But for
the ruling Trinamool Con-
gress dispensation in Ben-
gal, it’s certainly a warn-
ing bell that merits intro-
spection into steps it needs
to take to shake off the so-
called “voters’ dilemma”
before it makes its big push
for 2024 general elections.
Also as far as the elec-
torate count in Ballygunge
goes, the Muslim voters
constitute a figure of 51%
of the total voter count.
And to top it all, the Left
candidate was also a Mus-
lim, Saira Shah Halim
who is also the niece of
veteran thespian Naseer-
uddin Shah who had, in a
video message, promoted
her candidature.
From just 5.61 per cent
of the vote share in Bally-
gunge in 2021 assembly
elections, the CPI(M) can-
didate notched up over 30
per cent of the votes polled
in the by-election, leaving
behind the BJP
, to come up
to the second position.
The CPI(M) last won
from the Ballygunge seat
in south Kolkata in 2001
and secured the third posi-
tion behind TMC and BJP
in the 2021 elections.
Having said that, we
also need to mention how
since inception, the TMC
which never won the
Asansol seat has managed
to wrest it this time with
full honours. Shatrughan
Sinha defeated BJP’s Ag-
nimitra Paul by a whop-
ping 3 lakh votes.
The TMC bagged 56.62
per cent of the votes
polled, while the BJP got
30.46 per cent votes. The
by-poll saw a huge swing
of 21 per cent votes in fa-
vour of the TMC from the
saffron camp’s kitty
.
“The results are a testi-
mony that I am no less a
Bengali than any other
Bengali. I am not an out-
sider. I am happy to win
Asansol for the TMC,
which it had never won be-
fore,” Sinha told reporters.
What makes the victory
margin more credible is
that it happened despite a
lower voter turnout of
66.42 per cent compared to
76.62 per cent in 2019. Sin-
ha garnered 6,56,358 votes
against BJP’s Agnimitra
Paul’s 3,53,149 votes.
Paul generously accept-
edthattherewasnorigging
and that the party needs to
“introspect and strategise
ahead for the 2024 general
elections.” However, for-
mer West Bengal BJP chief
Dilip Ghosh alleged that
TMC had unleashed a cam-
paign of terror in the run
up to the elections.
Political analyst Biswa-
nath Chakraborty feels
that the Ballygunge results
have shown that a section
of minoritieswhovotedfor
the TMC last year switched
to the CPI(M). However,
others pointed out that this
theory does not explain the
huge reduction in vote
share for the BJP

country. He started his
work with the Bharati-
ya Janata Party (BJP)
and since then he has
been working continu-
ously with anti-BJP
parties. Right now his
talks are going on with
the Congress and if he
joins the Congress and
takes up the responsi-
bility of making the
Congress contest elec-
tions in 2024 general
elections, the first ques-
tion will be whether all
the Opposition parties
he has worked with,
will stand with him?
Will Kishor be able to
unite all the opposition
parties and form a com-
mon front?
This question is per-
tinent because two of
Kishor’s existing cli-
ents and one potential
client is finding it ex-
tremely hard to share
electoral space with
Congress and it will be
very difficult to bring
all three together. Al-
though Trinamool Con-
gress signed a joint
statement of opposition
against communal vio-
lence in the past, both
Arvind Kejriwal and K
Chandrashekhar Rao
stayed away from it.
Keep in mind that
Prashant Kishor’s com-
pany I-Pack has an
agreement with Trina-
mool Congress till 2026.
He also worked for Ke-
jriwal’s party in Delhi
and he is in talks of
working for Telangana
Rashtra Samithi for
next year’s assembly
elections. Then there
was talk of TRS and
Congress alliance,
which Congress in-
charge Manickam
Tagore has denied. So,
it is very difficult to
bring these three par-
ties stand on the same
stage as Congress.
Apart from these
three, there is another
leader with whom
Prashant Kishor has a
very close relationship.

Chief Minister Nitish
Kumar and was associ-
ated with Nitish during
his worst times. Nitish
was trying for a new al-
liance after quitting the
BJP and losing the 2014
Lok Sabha elections
badly
. At that time, Nit-
ish had made a joint al-
liance of JD(U), RJD
and Congress to contest
the elections. Right now
Nitish Kumar’s party is
in sync with the BJP.
But there are two years
in the Lok Sabha elec-
tions and in politics the
period of two years is
considered as eternity
.
Prashant’s fifth client
is Jagan Mohan Reddy.
He is neutral towards
both BJP and Congress
but considering the
wounds Congress has
inflicted on him, it is
very difficult for him to
fall in line with Con-
gress. In this way, there
are a total of five clients
of Prashant’s, who
would find it extremely
difficult to see in the
same light as Congress.
But Prashant has been
working to make possi-
ble, the impossible. If
he does this, the elec-
tion of 2024 will be very
different. However, oth-

cidents of communal
violence and hate
speeches in different
parts of the country,
thirteen ppposition par-
ties issued a joint state-
ment against the devel-
opments. This is an is-
sue on which the oppo-
sition could have been
united, however, in this,
only a handful of par-
ties came together. Sim-
ilarly
, during the budget
session of Parliament,
the entire opposition
did not come together
on any issue. Even on
the issue like inflation,
all the opposition par-
ties were not seen
standing united. There-
fore the question is,
who is handling the
task of issuing a joint
statement or formulat-
ing a common protest
strategy on behalf of
the opposition and did
the person concerned
talk to all the opposi-
tion parties?
This question is im-
portant because even
the parties making
statements against
communal violence and
hate speeches did not
participate in the joint
statement.
TDP leader Chan-
drababu Naidu could
have been talked to but
he was not involved in
the joint statement.
Similarly, Chan-
drashekhar Rao could
have been spoken with
on the issue, but it
seems that he kept his
distance due to the on-
going conflict with the
Congress in the region-
al politics. Delhi Chief
Minister Arvind Kejri-
wal has remained silent
on the issue of commu-
nal violence and he too
did not sign the joint
statement.
The most surprising
thing is about the JDS,
with which the Con-
gress was in govern-
ment till two years ago.
Secondly, the JD(S) has
been opposed to the
communal incidents in
Karnataka and despite
this, it has not been in-
cluded in the joint state-
ment.

fence sources told ANI.

the growth forecast for

cast in its “World Eco-

count deficit to be at 3.1
per cent, compared

system, the Supreme Court on
Tuesday said while setting aside a
Rajasthan High Court’s “cryptic”
order granting bail to a man accused
of raping his niece. The observations
came in a judgement delivered by
a bench of Chief Justice NV Ramana and Justice Krishna
Murari on a plea of an alleged rape survivor seeking can-
cellation of bail of her uncle, a habitual offender, and nearly
twenty cases registered against him which were not found
mention in the high court order. Further, the top court noted
that the High Court has failed to consider the influence.
Mumbai (PTI): A magistrate court in Mumbai rejected the
closure report filed by the police in a rape case against
T-Series company’s managing director Bhushan Kumar,

aspects have been compromised”
during the investigation. Noting
that the complainant woman has
misused provisions of law that are

classify the case as maliciously false or when there is no

in which issues of ongoing
coal and power situation
in the country were learnt

During over one-hour-long
meeting, the four Minis-
ters were believed to have
discussed the availability of
coal to power plants.

As the prices of edible oils
such as groundnut, palm,
and cottonseed are rising, it
has affected prices of other
edible oils. Mustard oil has
touched Rs2,580, corn
oil is priced at Rs2,400
and palm oil is now going
for Rs2,470 per 16 litre.”
Another reason for soaring
prices can be attributed to
the commodity satta (gam-
bling) market. Groundnuts,
which were being traded
between Rs1,100 to 1,200
per 20 kg at the beginning
of the season, are now be-
ing traded at Rs1,400. The
only solution is for the state
to offload groundnuts into
the market or the central
government to reduce
import duties on edible
oil, asserted Viradiya. If
sources are to be believed,
the central government is
considering further cut-
ting import duties. A few
months ago, it had brought
them down from 8.5% to
5.5%.

The Ministry of Civ-
il Aviation (MoCA) has
imposed a fare cap for
15 days due to the pan-
demic, so the govern-
ment may control the
fare hike on the sale of
air tickets for the last
time as the airlines
companies have urged
the Ministry to remove
the fare limit. The Min-
istry had issued a hun-
dred per cent capacity
operations after two
years.
“If we talk about the
fare caps, then it is
myresponsibility to
the passengers as well
as to the airlines. The
passengers should get
the accessible fare and
the airlines are also
able to survive, espe-
cially when the Avia-
tion turbine fuel (ATF)
has increased at a rap-
id pace to Rs 1,20,000
per kilolitres; which
translates to a differ-
ence of about sixty per
cent in just one to one
and a half years. At
present, the fare which
is applicable for 15
days is on the rolling
system. The decision
to remove it will be
taken at an appropri-
ate time,” Scindia told
ANI.
Meanwhile, he stated
that the aviation indus-
try should run under a
100 per cent free mar-
ket. “It is our endeav-
our that from the be-
ginning, the aviation
market should run on
the basis of 100% free
market in the sector,”
he added.

Notably, the No-
vember 2021-March
2022 was one of the
longest retail price
freezes in recent
years, despite refer-
ence crude oil prices
increasing by nearly
$27 per barrel (or Rs
13 per litre) during
the period.
The freeze may
lead to marketing
losses for the oil mar-
keting companies
(OMCs) in the fourth
quarter of the finan-
cial year ending
March 2022 (FY22).
“Retail fuel prices
have subsequently
been raised by only
around Rs 11, imply-
ing that further price
hikes may be re-
quired for marketing
margins to reach pre-
November levels, and
early FY23 marketing
margins may also be
under pressure,” the
ratings agency said.
According to Fitch,
OMCs benefitted
from strong market-
ing margins during
times of low oil pric-
es (March-June 2020),
and endured margin
pressure during high
oil prices (November
2021-March 2022) as
“they tried to keep
fuel prices afforda-
ble”.
Besides, Fitch cited
that robust core refin-
ing margins as well as
windfall inventory
gains should allow
OMCs to mitigate po-
tentialmarketingloss-
es in the near term.
“We believe that ro-
bust core refining
margins and windfall
inventory gains
shouldmitigatepoten-
tial marketing losses
in the near term, and
the OMCs may see op-
portunities to recoup
some of the losses in
periods of falling oil
prices, if and when
that happens.”
LONGEST FREEZE
India's gas consumption
growth trimmed to 5%
New Delhi (PTI):
Fitch Ratings on Tues-
day cut its India gas
consumption outlook
for the current fiscal to
a growth of 5 per cent
as the recent spike in
domestic gas prices
and high LNG rates
would slow the shift to
the environment-
friendly fuel.
The government
more than doubled the
price of gas from do-
mestic fields to USD 6.1
per million British
thermal unit for the
six-month period be-
ginning April 1.
“We expect natural
gas consumption in In-
dia to increase by 5 per
cent in FY23 (FY22 es-
timate: 6.5 per cent),
lower from our previ-
ous estimate for 7 per
cent growth, as the re-
cent sharp increase in
domestic gas prices
and high LNG prices -
both spot and term
contracts linked to oil
prices - would slow the
shift towards natural
gas, in our view,” the
rating agency said.
Domestic gas pro-
duction meets roughly
half of the current
consumption while the
remaining is imported
in the form of lique-
fied natural gas (LNG).
Fitch said state gas
utility GAIL (India)
Ltd’s earnings from its
natural gas marketing
segment are likely to in-
crease due to the recent
rise in spot LNG prices
to levels much higher
than the long-term con-
tracted LNG from US.

ed the steps taken by
the government to en-
sure sufficient availa-
bility of fertilisers at
an affordable price to
the farmers.
“We have made both
short and long term ar-
rangements with glob-
al suppliers for import
of fertilisers. There
will not be any short-
age of fertilisers dur-
ing the kharif season,”
he said.
As against the total
estimated fertiliser re-
quirement of 354.34
lakh tonne during the
2022 kharif season,
availability would be
485.59 lakh tonne, in-
cluding 104.72 lakh
tonne of imported fer-
tiliser and 254.79 lakh
tonne domestically
manufactured soil nu-
trients, he said. Avail-
ability of urea is esti-
mated to be at 256.22
lakh tonne in the kha-
rif season this year,
higher than the re-
quirement of 179 lakh
tonne.
Similarly, the availa-
bility of Di-Ammoni-
um Phosphate (DAP) is
estimated to be 81.42
lakh tonne, against the
requirement of 58.82
lakh tonne.

ANS Commerce to strengthen its online retail

cial conditions are go-
ing to tighten in the
country over the next
few months due to the
likely increase in capi-
tal outflows, driven by
rising external shocks
and domestic vulnera-
bility, Crisil Ratings
said in its report on
Tuesday
.
The agency said it’s
Financial Conditions
Index (FCI) dropped be-
low the zero-mark in
March, indicating a de-
terioration in domestic
financial conditions.
Besides, the State
Bank of India and other
leading banks have
raised their lending
rates, which will lead to
an increase in borrow-
ing costs.
However, measures to
bring down the current
account deficit and
strengthen foreign ex-
change reserves will
help the country to deal
with any external
shock, the report said.
‘’Rising external
shocks, coupled with
greater domestic vul-
nerability, could in-
crease capital outflows
from the Indian mar-
kets, resulting in tight-
er domestic financial
conditions in the com-
ing months,’’ it said.
Crisil’s index pro-
vides a comprehensive

CIL raises coal supply to

Mumbai ( PTI): The telecom
subscribers’ base in the country
declined to 116.6 crore in February
this year, with players like Reli-
ance Jio and Vodafone Idea losing
customers in the mobile services
segment during the period. Bharti
Airtel was the only net gainer in
the mobile segment, according to
the subscribers data report of the
Telecom Regulatory Authority of
India (TRAI) for February. On the
other hand, fixed line customer base
continued to increase with private
telecom operators gaining market
share while public sector firms
-- BSNL and MTNL --clost subscrib-
ers. “The number of telephone
subscribers in India decreased
from 1,169.46 million at the end of
January-2022 to 1,166.05 million at
the end of February-2022, thereby
showing a monthly decline rate of
0.29 per cent,” the TRAI report said.
Mobile subscribers’ base declined
across the country except in three
circles -- UP East, JK and Haryana.
New Delhi (PTI): The country’s largest
coal producer and supplier CIL on
Tuesday said it has upped its sup-
plies by 14.2 per cent to coal-based
electricity generating plants in the
first half of the current month, but
soaring power demand due to hotter-
than-normal summer seems to have
dwarfed the upsurge in supplies. Coal
India (CIL) said that it is coordinating
with the ministries of coal, power and
railways to build up stocks at power
plants in a synergic effort, in the wake
of a decline in coal stocks at power
plants. “Amid the spiraling power
generation, CIL raised its supplies to
thermal power stations by 14.2 per
cent during the first half of April’22,”
the maharatna company said.

Mumbai (ANI): A sudden selloff during the fag-end
of the trading dragged the Indian equities markets
benchmark Sensex 703 points down on Tuesday as
negative cues from the global equities dampened
the investors’ sentiments. The markets witnessed
volatile trading. The key indices, Sensex and Nifty,
started the day on a positive note. HDFC duo re-
mained top drag on the key indices. HDFC tumbled
5.50 per cent to Rs 2138.65. The 30 stock SP
BSE Sensex slumped 703.59 points or 1.23 per
cent to 56,463.15 points.
New Delhi (PTI): The country’s largest lender State
Bank of India (SBI) has raised its marginal cost of funds
based lending rate (MCLR) by 10 basis points (bps)
or 0.1 per cent across all tenures, a move that will lead
to an increase in EMIs for borrowers. The lending rate
revision by SBI is likely to be followed by other banks in
the days to come. With the increase, EMIs will go up for
those borrowers who have availed loans on MCLR, not
for those, whose loans are linked to other benchmarks.
SBI’s EBLR rate is 6.65 per cent, while the repo-linked
lending rate (RLLR) is 6.25 effective April 1.
We expect natural gas consumption in
India to increase by 5 per cent in FY23
(FY22 estimate: 6.5 per cent), lower
from our previous estimate for 7 per cent
growth, as the recent sharp increase in domestic
gas prices and high LNG prices - both spot and
term contracts linked to oil prices - would slow
the shift towards natural gas, in our view.

Surat: The Surat Mu-
nicipal Corporation
(SMC) has successful-
ly relocated over 1,000
peoplefromthestreets
to shelter homes. In
addition to three ma-
jor shelter homes, in-
cluding one at SMIM-
ER hospital, SMC
plans to construct a
few more in the city.
They are also trying to
provide job opportuni-
ties and health bene-
fits to orphans living
in shelter homes. As
per SMC officials, eve-
ry month they try and
send back around five
orphans to their
hometowns. They
have assigned this
task to a few NGOs
who help SMC track
the record of people in
shelter homes.
Highlighting the sali-
ent points of the initia-
tive, Surat’s Municipal
Commissioner Banch-
hanidhi Pani said, “The
municipal corporation
is moving towards over-
all development of the
city
. We are trying to re-
locateallthepeoplefrom
the streets to shelter
homes.”

baseras’ we are working
towards shelter homes
with proper facilities,
children’s play areas
and a separate place for
women and men.” The
city has also compiled a
database of people who
have left their homes

places,” he said.
If anyone of these
identified people can
work, then SMC helps
them secure jobs and
practical training. So
far, 15 people have got
jobs to earn their daily
livelihood.

Centre. We have to
complete the work in
the remaining 20 cities
by August 15 this
year,” he said.
Further, Puri said
that all the projects

Rs200,000 crore have
been tendered, while
projects worth around
Rs63,000 crore or so
have been completed.
“Gujarat is very well
placed in terms of
most urban infrastruc-
ture in smart cities,”
he added.

Mission was launched

Smart Cities Mis-
sion is a centrally
sponsored scheme un-
der which the Central
Government will pro-
vide financial support

crore over five years,
i.e., an average of
Rs100 crore per city per
year and an equal
amount of matching
basis is to be provided
by the State/Urban Lo-
cal Bodies (ULB).
Since the launch of
the Mission, a total of
Rs27,234 crore have
been released by the
Government of India
to 100 cities under the
Mission. The progress
of the Mission in these
cities is done on a regu-
lar basis by the state-
level High Powered
Steering Committee.
The Mission has
launched several initi-
atives that will not only
ensure integrated de-
velopment across vari-
ous aspects of urban
development but also
help lay long-term
foundation for good
quality urbanization
in the country.

Parcel warehouse flooded
due to delayed deliveries

ed the Surat railway
station for a week.
The parcel office has a
waiting time of
around 3,000 parcels
because the trains are
now taking 20 days to
deliver parcels to its
locations. The man-
agement said there is
no space in SLR (Seat-

has worsened post-
COVID-19 lockdown.
Earlier, a rack used to
have four SLR coach-
es now there are only
two, as the rest are
converted into LHB

by reducing the capac-
ity from 16 tonnes of
goods to four tonnes.
On the other hand,
traders too are com-
plaining that delay in
sending parcels has
started affecting their
business. Of 200
trains that pass
through Surat, 150
have installed LHB
coaches, creating an
issue for them.

mar express. A total
of 25 tonnes of par-
cels were sent. On
Monday, we sent 14
tonnes of parcels
from Tapti-Ganga un-
der the Gati shakti
scheme. We will con-
tinue in this manner
for a few more days
till the backlog
clears.”

‘politically’ correct,
unlike philosopher Ba-
ruch Spinoza who
called his highest be-
ing, god or nature. It
was obvious that Dar-
win thought of his
ground-breaking doc-
trine as ‘allocation’ of
design throughout na-
ture, creating in the
natural ‘Tree of Life’
an entirely distinctive
and unique foundation
— a tangible pattern in
the immeasurable ex-
panse of a universal
design space that could
not be duplicated, in
its innumerable de-
tails, without error.
Darwin also thought
and, perforce, appro-
priately, that such a
design just happened,
not astoundingly
, or in-
stantly, but slowly,
over billions of years
— a magnificent mar-
riage of possibility
and inevitability
, in a
trillion places at
once, and a tril-
lion different levels.
Hence, the big ques-
tion. Did the ‘Tree of
Life’ create itself,
where one could pray,
or fear? Let’s draw

etzsche’s wisdom in

not pray to it, but I can

holds for all human

splendour. Darwin
provided tangible sup-
port to the maxim that
nature does not make
excessive leaps. He ob-
served, “There is gran-
deur in (this) view of
life, with its several
powers, having been
originally breathed

one; and, that whilst
this planet has gone cy-
cling on according to
the fixed laws of grav-
ity, from so simple a
beginning endless
forms most beautiful
and most wonderful
have been, and are be-
ing, evolved.” Interest-
ingly, Darwin’s own
notion of the fittest
was truly in conso-
nance with philoso-
phy: Immanuel Kant’s
‘practical reason,’ or

will.’ Modern biology
upholds this captivat-
ing narrative in terms
of an equally extraor-

unfurl. Yet, the
fact is our geno-cen-
tric biology is a logical
consequence of the
mode Darwin chose to
describe evolution in
terms of inheritance
— right from the es-
sence of random vari-
ation and natural se-
lection to the survival
of adapted species.
Darwin was far ahead
of his time in terms of
philosophy, science
and analogy. So, let
Darwin be Darwin. Al-

tionary biologist Ernst
Mayr articulated in
“Scientific American,”
“A diverse population
is a necessity for the
proper working of nat-
ural selection (Dar-
win’s success meant
that typologists, for
whom all members of
a class are essentially
identical, were left
with an untenable
viewpoint). Because
of the importance of
variation, natural se-
lection should be con-
sidered a two-step pro-
cess: the production of
abundant variation is
followed by the elimi-
nation of inferior indi-
viduals. This latter
step is directional. By
adopting natural se-
lection, Darwin set-
tled the several-thou-
sand-year-old argu-
ment among philoso-
phers over chance or
necessity. Change on
the earth is the result
of both, the first step
being dominated by
randomness, and the
second by necessity.

winian view that the
individual is the prin-

belonged to an epoch
that discovered histor-
ical explanations and
was getting preoccu-
pied with change. It
goes to his credit, de-
spite his stiff article
of faith, that there was
nothing beyond biolo-
gy, he grudgingly ac-
cepted that nothing
was, of course, pre-
dictable in science —
even when it was being
clued-up, as it were,
with several interlock-
ing levels of subtle un-
derstanding and/or
gradations. This was
simply because the
Darwinian theory con-
tradicts the notion
that comes from intui-
tive biology. Yet, it
does not mean that the
notion of ‘essence’
vanishes from our
deepest mental aspect
— because, any, or eve-
ry, knowledge of a the-
ory does not create a
type of intuitive pref-
erential that would be
consistent with ‘that’
theory and/or a substi-
tute to previously held
intuitive beliefs. This
signifies that science
plays no function in
the surfacing and/or
progression of intui-
tive biology — primar-
ily because the subject
is more like a barrier
that scientific thinking,
or advance, must re-
lentlessly fight against,
or contend with.

Price of groundnut oil soars by `55 in five days First India Bureau Rajkot/Ahmedabad: The international edi- ble oil market and im- port issues have affect- ed domestic groundnut oil price which has gone up by Rs55 in the last five days. As per latest reports, a 16-litre edible oil tin was quoted at the highest price of Rs2,775. The jump in groundnut oil has also pushed up the price of cottonseed oil, which touched Rs2,730 for 16 litres. According to sources from the domestic mar- ket, on April 13, ground- nut oil trading closed at Rs2,720, which climbed by Rs55 in just five days. Elaborating on reasons for the jump in oil pric- es, Kishor Viradiya, President of the Sau- rashtra Oil Mills Asso- ciation said, “The farm- ers are purchasing groundnut seeds for sowing and so there is very little groundnut available for millers to crush oil. Demand is high due to the hike in prices of sunflower and other oils due to the Ukraine-Russia war and import-export hurdles.” He added, “If enough quantity of groundnut is made available to the millers, prices can fall. But, the state govern- ment is sitting on a huge stock that it has procured at Minimum Support Price (MSP). Groundnut supply in the market yards was 10,000 quintals. Enraged at their union, the bride’s fa- ther and brother killed them both. Police have recovered a knife and iron rod from the crime scene and are on the hunt for the accused. According to Upleta police station officer, Heena Singrakhia (18) and Anil Mahid (22) had been together for a few years but the former’s parents disapproved of their relationship. Af- ter Heena turned 18, the couple got married six months ago. On Mon- day morning, her father Somjibhai and her brother Sunil learned that the couple had come to Upleta for a medical procedure. They accosted them in Kumbharwada, where Sunil pulled out his knife and stabbed Heena in the stomach, arms and legs. He then stabbed Anil in the chest, and left them both bleeding on the road. Samaritans called an ambulance and rushed the couple to the hospital, where they were both declared dead. Police have sent the couple’s body for post- mortem examination and begun searching for the father and son duo, who fled after com- mitting murders. On April 17, Ket- an’s niece Riya found a video and audio clip on his phone, in which a man named Vishnu Thakor was threat- ening Ketan. As the girl regularly played games on Ketan’s phone, she knew the password. After stumbling across the video, she showed the audio clip to her grandfather Popat Raval, who informed Kalol police and re- quested them to re- investigate the case. Popat informed the police that Vishnu was under the im- pression that Ketan was having an affair with his daughter. He had threatened Ket- an with dire conse- quences. On April 14, Vishnu had called Ketan 15 times and also threatened him. These bodies were earlier seen in the Nar- mada Canal passing near Rameshwara vil- lage in Waghodia talu- ka, but the fire brigade took out the bodies near Kajapura village. First India Bureau Ahmedabad: The Gu- jarat High Court came down on Bharuch po- lice for failing to inves- tigate the case of a missing nine-year-old girl. It asked officials to engage the assistance of the crime investiga- tion department (CID) to search for the minor. A division bench hearing a habeas cor- pus petition filed by the mother of the missing girl, observed, “On Jan- uary 30, 2022, the nine- year-old girl went miss- ing from her Anklesh- war home, and her fam- ily filed a complaint at Ankleshwar GIDC po- lice station the next day . Three months have passed and the police have not been able to trace the girl.” Earlier, the court had directed Bharuch po- lice to submit the action report and the police station diary. As the court was dissatisfied with the investigation, it had asked the Bharuch superinten- dent of police to appear before it. During the Tuesday hearing, the bench opined, “It is possible that the child has been taken to a place where she may not understand the local language; or she may be a victim of human trafficking. If required, the police should take help from neighbouring states and even agencies working to curb human trafficking. The case should be investigated scientifically .” Court also asked Bharuch police to fol- low the Supreme Court’s order and guidelines for the Bach- pan Bachao Andolan plea. The case hearing has been kept in 15 days’ time. The Bharuch super- intendent of police sub- mitted before the court that all angles and as- pects of the case were being investigated by officials. Under pressure from the mullahs, the Congress government of Rajiv Gandhi hastily en- acted a law providing for payment of alimony only for the period of iddat. In later judgments, however, the Supreme Court upheld the Shah Bano case verdict for the benefit of Muslim women divorcees. In 1973 an amendment was made to the CrPC to provide un- der section 125 that a divor- cee was entitled to alimony till the time she remarries. Section 125 and Section 127, which was added later, were found to be in conflict with the Muslim Personal Law. It was in the Daniel Latifi versus Union of In- dia the conflict was re- solved with the Supreme Court saying that the Shah Bano case judgment still holds good. The same stand was taken by Justice KS Pawar who observed that under section 125 Cr. P.C a divorced Muslim woman can claim mainte- nance from her husband until she remarries. The Additional Sessions Judge, Pratapgarh, ruled against the petitioner on the ground that sections 3 and 4 of the Muslim Women (Protection of Rights on Divorce) Act did not entitle her to maintenance under section 125 CrPC. The TMC, obviously , has to keep the reduced margin in mind and go back to the storyboard to find the lacu- nae for which the victory marginhaddippedsomuch. WHY THE LEFT RE-EMERGED? Following the results in Ballygunge, CPI(M) is as- serting that it is the only alternative to the Mamata Banerjee-led Trinamool Congress in West Bengal. The CPI(M)-led Left Front, which could not win a single seat in the 2021 as- sembly elections in the state, sees a glimmer of hope in the results of the recentelectionsinthestate, be it for municipalities or assembly bypolls, wherein manyplacesitcamesecond, leaving the BJP behind. “ An idea that the Left has become irrelevant in West Bengal politics was doing therounds.Peopleareslow- ly realising that function- ally Left is the only alterna- tivetothepresentregimein WestBengal,”Chakraborty had told the media. BJP, which had won 77 seats in the assembly elec- tions, is the only opposi- tion party having repre- sentation in the House. “People are realising that in real sense what is meant by opposition on is- sues of employment, law and order, etc is shown by the Left,” he said, adding that this was, however, not being reflected in the elec- toral process. The Left Front was run- ner-up to the TMC in 65 wards in the 144-ward Kol- kata Municipal Corpora- tion election held in De- cember last year in which the TMC recorded a land- slide victory . The #NoVoteToBabul campaign, which drew on Supriyo’s previous stand and was led by some pres- sure groups in the city, evidently gathered steam to the extent that protes- tors were arrested. A cursory glance at the break-up of poll figures from the seven municipal wards of the constituency reveals that Supriyo never succeeded in gaining the voters’ trust in full. In two of those seven wards, ward numbers64and65,theCPI- M’s Saira Shah Halim gar- nered more votes than the Trinamool. That, coupled with the dip in voter turn- out by a staggering 20%, is proof that a large number of voters stayed away from making a choice. The Ballygunge bypoll experience could be a fall- out of any of the possibili- ties stated above or a mix and match of all. But for the ruling Trinamool Con- gress dispensation in Ben- gal, it’s certainly a warn- ing bell that merits intro- spection into steps it needs to take to shake off the so- called “voters’ dilemma” before it makes its big push for 2024 general elections. Also as far as the elec- torate count in Ballygunge goes, the Muslim voters constitute a figure of 51% of the total voter count. And to top it all, the Left candidate was also a Mus- lim, Saira Shah Halim who is also the niece of veteran thespian Naseer- uddin Shah who had, in a video message, promoted her candidature. From just 5.61 per cent of the vote share in Bally- gunge in 2021 assembly elections, the CPI(M) can- didate notched up over 30 per cent of the votes polled in the by-election, leaving behind the BJP , to come up to the second position. The CPI(M) last won from the Ballygunge seat in south Kolkata in 2001 and secured the third posi- tion behind TMC and BJP in the 2021 elections. Having said that, we also need to mention how since inception, the TMC which never won the Asansol seat has managed to wrest it this time with full honours. Shatrughan Sinha defeated BJP’s Ag- nimitra Paul by a whop- ping 3 lakh votes. The TMC bagged 56.62 per cent of the votes polled, while the BJP got 30.46 per cent votes. The by-poll saw a huge swing of 21 per cent votes in fa- vour of the TMC from the saffron camp’s kitty . “The results are a testi- mony that I am no less a Bengali than any other Bengali. I am not an out- sider. I am happy to win Asansol for the TMC, which it had never won be- fore,” Sinha told reporters. What makes the victory margin more credible is that it happened despite a lower voter turnout of 66.42 per cent compared to 76.62 per cent in 2019. Sin- ha garnered 6,56,358 votes against BJP’s Agnimitra Paul’s 3,53,149 votes. Paul generously accept- edthattherewasnorigging and that the party needs to “introspect and strategise ahead for the 2024 general elections.” However, for- mer West Bengal BJP chief Dilip Ghosh alleged that TMC had unleashed a cam- paign of terror in the run up to the elections. He started his work with the Bharati- ya Janata Party (BJP) and since then he has been working continu- ously with anti-BJP parties. Right now his talks are going on with the Congress and if he joins the Congress and takes up the responsi- bility of making the Congress contest elec- tions in 2024 general elections, the first ques- tion will be whether all the Opposition parties he has worked with, will stand with him? Will Kishor be able to unite all the opposition parties and form a com- mon front? This question is per- tinent because two of Kishor’s existing cli- ents and one potential client is finding it ex- tremely hard to share electoral space with Congress and it will be very difficult to bring all three together. Al- though Trinamool Con- gress signed a joint statement of opposition against communal vio- lence in the past, both Arvind Kejriwal and K Chandrashekhar Rao stayed away from it. Keep in mind that Prashant Kishor’s com- pany I-Pack has an agreement with Trina- mool Congress till 2026. He also worked for Ke- jriwal’s party in Delhi and he is in talks of working for Telangana Rashtra Samithi for next year’s assembly elections. Then there was talk of TRS and Congress alliance, which Congress in- charge Manickam Tagore has denied. So, it is very difficult to bring these three par- ties stand on the same stage as Congress. Apart from these three, there is another leader with whom Prashant Kishor has a very close relationship. PKhasworkedforBihar Chief Minister Nitish Kumar and was associ- ated with Nitish during his worst times. Nitish was trying for a new al- liance after quitting the BJP and losing the 2014 Lok Sabha elections badly . At that time, Nit- ish had made a joint al- liance of JD(U), RJD and Congress to contest the elections. Right now Nitish Kumar’s party is in sync with the BJP. But there are two years in the Lok Sabha elec- tions and in politics the period of two years is considered as eternity . Prashant’s fifth client is Jagan Mohan Reddy. He is neutral towards both BJP and Congress but considering the wounds Congress has inflicted on him, it is very difficult for him to fall in line with Con- gress. In this way, there are a total of five clients of Prashant’s, who would find it extremely difficult to see in the same light as Congress. But Prashant has been working to make possi- ble, the impossible. If he does this, the elec- tion of 2024 will be very different. This is an is- sue on which the oppo- sition could have been united, however, in this, only a handful of par- ties came together. Sim- ilarly , during the budget session of Parliament, the entire opposition did not come together on any issue. Even on the issue like inflation, all the opposition par- ties were not seen standing united. There- fore the question is, who is handling the task of issuing a joint statement or formulat- ing a common protest strategy on behalf of the opposition and did the person concerned talk to all the opposi- tion parties? This question is im- portant because even the parties making statements against communal violence and hate speeches did not participate in the joint statement. TDP leader Chan- drababu Naidu could have been talked to but he was not involved in the joint statement. Similarly, Chan- drashekhar Rao could have been spoken with on the issue, but it seems that he kept his distance due to the on- going conflict with the Congress in the region- al politics. The observations came in a judgement delivered by a bench of Chief Justice NV Ramana and Justice Krishna Murari on a plea of an alleged rape survivor seeking can- cellation of bail of her uncle, a habitual offender, and nearly twenty cases registered against him which were not found mention in the high court order. Further, the top court noted that the High Court has failed to consider the influence. Mumbai (PTI): A magistrate court in Mumbai rejected the closure report filed by the police in a rape case against T-Series company’s managing director Bhushan Kumar, son of music baron the late Gulshan Kumar, and held that “various legal aspects have been compromised” during the investigation. Noting that the complainant woman has misused provisions of law that are meant for the needy litigants by supporting the final report (B-summary), the court directed the police to probe the matter as per the law and the zonal DCP to monitor the investigation. A “B summary” report is filed when the police classify the case as maliciously false or when there is no evidence or a prima facie case against the accused. As the prices of edible oils such as groundnut, palm, and cottonseed are rising, it has affected prices of other edible oils. Mustard oil has touched Rs2,580, corn oil is priced at Rs2,400 and palm oil is now going for Rs2,470 per 16 litre.” Another reason for soaring prices can be attributed to the commodity satta (gam- bling) market. Groundnuts, which were being traded between Rs1,100 to 1,200 per 20 kg at the beginning of the season, are now be- ing traded at Rs1,400. The only solution is for the state to offload groundnuts into the market or the central government to reduce import duties on edible oil, asserted Viradiya. The Min- istry had issued a hun- dred per cent capacity operations after two years. “If we talk about the fare caps, then it is myresponsibility to the passengers as well as to the airlines. The passengers should get the accessible fare and the airlines are also able to survive, espe- cially when the Avia- tion turbine fuel (ATF) has increased at a rap- id pace to Rs 1,20,000 per kilolitres; which translates to a differ- ence of about sixty per cent in just one to one and a half years. At present, the fare which is applicable for 15 days is on the rolling system. The decision to remove it will be taken at an appropri- ate time,” Scindia told ANI. More rise in fuel prices by OMCs likely: Fitch Ratings Mumbai (Agen- cies): Further hikes in retail fuel prices may be required for state-run oil market- ing companies’ mar- keting margins to reach pre-November levels, Fitch Ratings said on Tuesday . Notably, the No- vember 2021-March 2022 was one of the longest retail price freezes in recent years, despite refer- ence crude oil prices increasing by nearly $27 per barrel (or Rs 13 per litre) during the period. The freeze may lead to marketing losses for the oil mar- keting companies (OMCs) in the fourth quarter of the finan- cial year ending March 2022 (FY22). “Retail fuel prices have subsequently been raised by only around Rs 11, imply- ing that further price hikes may be re- quired for marketing margins to reach pre- November levels, and early FY23 marketing margins may also be under pressure,” the ratings agency said. According to Fitch, OMCs benefitted from strong market- ing margins during times of low oil pric- es (March-June 2020), and endured margin pressure during high oil prices (November 2021-March 2022) as “they tried to keep fuel prices afforda- ble”. Besides, Fitch cited that robust core refin- ing margins as well as windfall inventory gains should allow OMCs to mitigate po- tentialmarketingloss- es in the near term. “We believe that ro- bust core refining margins and windfall inventory gains shouldmitigatepoten- tial marketing losses in the near term, and the OMCs may see op- portunities to recoup some of the losses in periods of falling oil prices, if and when that happens.” LONGEST FREEZE India's gas consumption growth trimmed to 5% New Delhi (PTI): Fitch Ratings on Tues- day cut its India gas consumption outlook for the current fiscal to a growth of 5 per cent as the recent spike in domestic gas prices and high LNG rates would slow the shift to the environment- friendly fuel. The government more than doubled the price of gas from do- mestic fields to USD 6.1 per million British thermal unit for the six-month period be- ginning April 1. “We expect natural gas consumption in In- dia to increase by 5 per cent in FY23 (FY22 es- timate: 6.5 per cent), lower from our previ- ous estimate for 7 per cent growth, as the re- cent sharp increase in domestic gas prices and high LNG prices - both spot and term contracts linked to oil prices - would slow the shift towards natural gas, in our view,” the rating agency said. Domestic gas pro- duction meets roughly half of the current consumption while the remaining is imported in the form of lique- fied natural gas (LNG). Fitch said state gas utility GAIL (India) Ltd’s earnings from its natural gas marketing segment are likely to in- crease due to the recent rise in spot LNG prices to levels much higher than the long-term con- tracted LNG from US. There will not be any short- age of fertilisers dur- ing the kharif season,” he said. As against the total estimated fertiliser re- quirement of 354.34 lakh tonne during the 2022 kharif season, availability would be 485.59 lakh tonne, in- cluding 104.72 lakh tonne of imported fer- tiliser and 254.79 lakh tonne domestically manufactured soil nu- trients, he said. Avail- ability of urea is esti- mated to be at 256.22 lakh tonne in the kha- rif season this year, higher than the re- quirement of 179 lakh tonne. Similarly, the availa- bility of Di-Ammoni- um Phosphate (DAP) is estimated to be 81.42 lakh tonne, against the requirement of 58.82 lakh tonne. Bharti Airtel was the only net gainer in the mobile segment, according to the subscribers data report of the Telecom Regulatory Authority of India (TRAI) for February. On the other hand, fixed line customer base continued to increase with private telecom operators gaining market share while public sector firms -- BSNL and MTNL --clost subscrib- ers. “The number of telephone subscribers in India decreased from 1,169.46 million at the end of January-2022 to 1,166.05 million at the end of February-2022, thereby showing a monthly decline rate of 0.29 per cent,” the TRAI report said. Mobile subscribers’ base declined across the country except in three circles -- UP East, JK and Haryana. New Delhi (PTI): The country’s largest coal producer and supplier CIL on Tuesday said it has upped its sup- plies by 14.2 per cent to coal-based electricity generating plants in the first half of the current month, but soaring power demand due to hotter- than-normal summer seems to have dwarfed the upsurge in supplies. Coal India (CIL) said that it is coordinating with the ministries of coal, power and railways to build up stocks at power plants in a synergic effort, in the wake of a decline in coal stocks at power plants. “Amid the spiraling power generation, CIL raised its supplies to thermal power stations by 14.2 per cent during the first half of April’22,” the maharatna company said. New Delhi (PTI): The country’s largest lender State Bank of India (SBI) has raised its marginal cost of funds based lending rate (MCLR) by 10 basis points (bps) or 0.1 per cent across all tenures, a move that will lead to an increase in EMIs for borrowers. The lending rate revision by SBI is likely to be followed by other banks in the days to come. With the increase, EMIs will go up for those borrowers who have availed loans on MCLR, not for those, whose loans are linked to other benchmarks. SBI’s EBLR rate is 6.65 per cent, while the repo-linked lending rate (RLLR) is 6.25 effective April 1. We expect natural gas consumption in India to increase by 5 per cent in FY23 (FY22 estimate: 6.5 per cent), lower from our previous estimate for 7 per cent growth, as the recent sharp increase in domestic gas prices and high LNG prices - both spot and term contracts linked to oil prices - would slow the shift towards natural gas, in our view. —Rating Agency

In addition to three ma- jor shelter homes, in- cluding one at SMIM- ER hospital, SMC plans to construct a few more in the city. They are also trying to provide job opportuni- ties and health bene- fits to orphans living in shelter homes. As per SMC officials, eve- ry month they try and send back around five orphans to their hometowns. They have assigned this task to a few NGOs who help SMC track the record of people in shelter homes. Highlighting the sali- ent points of the initia- tive, Surat’s Municipal Commissioner Banch- hanidhi Pani said, “The municipal corporation is moving towards over- all development of the city . We are trying to re- locateallthepeoplefrom the streets to shelter homes.” Headded:“ Apartfrom night shelters, or ‘rain baseras’ we are working towards shelter homes with proper facilities, children’s play areas and a separate place for women and men.” The city has also compiled a database of people who have left their homes and are unable to return for whatever reasons, he explained. “Every month we shortlist at least five such people and send them back to their natal places,” he said. If anyone of these identified people can work, then SMC helps them secure jobs and practical training. So far, 15 people have got jobs to earn their daily livelihood. Projects worth `200,000 cr have been tendered, while another `63,000 cr worth are completed 100 smart cities to get integrated command-control centre by Aug 15 First India Bureau Surat: Union Minister of Housing and Urban Affairs Hardeep Singh Puri on Monday said that 80 of the 100 Smart Cities in the country have Integrat- ed Command and Con- trol Centres and the remaining will get them by August 15. “Out of the 100 smart cities, 80 al- ready have their Com- mand and Control Centre. We have to complete the work in the remaining 20 cities by August 15 this year,” he said. Further, Puri said that all the projects worth around Rs200,000 crore have been tendered, while projects worth around Rs63,000 crore or so have been completed. “Gujarat is very well placed in terms of most urban infrastruc- ture in smart cities,” he added. Puri was in Gujarat to inaugurate the three-day ‘Smart Cit- ies, Smart Urbaniza- tion’ conference or- ganised by the Union Ministry of Housing and Urban Affairs in association with Surat Smart City Corpora- tion Development Ltd as part of the Centre’s Azadi ka Amrit Mahot- sav. The Smart Cities Mission was launched by Prime Minister Narendra Modi in June 2015 to promote cities that provide core infrastructure, clean and sustainable envi- ronment and give a de- cent quality of life to their citizens through the application of “Smart Solutions”. Smart Cities Mis- sion is a centrally sponsored scheme un- der which the Central Government will pro- vide financial support totheextentof Rs48,000 crore over five years, i.e., an average of Rs100 crore per city per year and an equal amount of matching basis is to be provided by the State/Urban Lo- cal Bodies (ULB). Since the launch of the Mission, a total of Rs27,234 crore have been released by the Government of India to 100 cities under the Mission. The progress of the Mission in these cities is done on a regu- lar basis by the state- level High Powered Steering Committee. The Mission has launched several initi- atives that will not only ensure integrated de- velopment across vari- ous aspects of urban development but also help lay long-term foundation for good quality urbanization in the country. On Monday, we sent 14 tonnes of parcels from Tapti-Ganga un- der the Gati shakti scheme. LET DARWIN BE he general ar- gument is Charles Dar- win, the leg- endary natu- ralist — who passed into the sunset, on April 19, exactly 140 years ago — was not ‘politically’ correct, unlike philosopher Ba- ruch Spinoza who called his highest be- ing, god or nature. It was obvious that Dar- win thought of his ground-breaking doc- trine as ‘allocation’ of design throughout na- ture, creating in the natural ‘Tree of Life’ an entirely distinctive and unique foundation — a tangible pattern in the immeasurable ex- panse of a universal design space that could not be duplicated, in its innumerable de- tails, without error. Darwin also thought and, perforce, appro- priately, that such a design just happened, not astoundingly , or in- stantly, but slowly, over billions of years — a magnificent mar- riage of possibility and inevitability , in a trillion places at once, and a tril- lion different levels. Hence, the big ques- tion. Did the ‘Tree of Life’ create itself, where one could pray, or fear? Let’s draw upon Friedrich Ni- etzsche’s wisdom in the context, “I could not pray to it, but I can stand in affirmation of its magnificence.” This holds for all human life, because a life worth liv- ing, as Darwin espoused, is not some- thing that can be defini- tively meas- ured — this is its wholesome splendour. Darwin provided tangible sup- port to the maxim that nature does not make excessive leaps. He ob- served, “There is gran- deur in (this) view of life, with its several powers, having been originally breathed into new forms, or into one; and, that whilst this planet has gone cy- cling on according to the fixed laws of grav- ity, from so simple a beginning endless forms most beautiful and most wonderful have been, and are be- ing, evolved.” Interest- ingly, Darwin’s own notion of the fittest was truly in conso- nance with philoso- phy: Immanuel Kant’s ‘practical reason,’ or Arthur Schopenhau- er’s ‘exaltation of the will.’ Modern biology upholds this captivat- ing narrative in terms of an equally extraor- dinary and striking voyage of our genes — this was reason enough why the term, organ- ism, slowly disap- peared from Darwin’s biology as the elemen- tary unit of life. While the cen- tral compo- nent of life in Dar- w i n ’ s aphorism is consequently the ‘gene,’ the naturalist in him could not, however, ‘divine’ how this story of stories would unfurl. Yet, the fact is our geno-cen- tric biology is a logical consequence of the mode Darwin chose to describe evolution in terms of inheritance — right from the es- sence of random vari- ation and natural se- lection to the survival of adapted species. Darwin was far ahead of his time in terms of philosophy, science and analogy. So, let Darwin be Darwin. Al- ways. As the noted evolu- tionary biologist Ernst Mayr articulated in “Scientific American,” “A diverse population is a necessity for the proper working of nat- ural selection (Dar- win’s success meant that typologists, for whom all members of a class are essentially identical, were left with an untenable viewpoint). Because of the importance of variation, natural se- lection should be con- sidered a two-step pro- cess: the production of abundant variation is followed by the elimi- nation of inferior indi- viduals. This latter step is directional. By adopting natural se- lection, Darwin set- tled the several-thou- sand-year-old argu- ment among philoso- phers over chance or necessity. Change on the earth is the result of both, the first step being dominated by randomness, and the second by necessity. Darwin was a holist: for him, the object, or target, of selection was primarily the indi- vidual as a whole. The geneticists, almost from 1900 on, in a rather reductionist spirit, preferred to consider the gene the target of evolution. In the past 25 years, how- ever, they have largely returned to the Dar- winian view that the individual is the prin- cipal target.” Darwin belonged to an epoch that discovered histor- ical explanations and was getting preoccu- pied with change. It goes to his credit, de- spite his stiff article of faith, that there was nothing beyond biolo- gy, he grudgingly ac- cepted that nothing was, of course, pre- dictable in science — even when it was being clued-up, as it were, with several interlock- ing levels of subtle un- derstanding and/or gradations. This was simply because the Darwinian theory con- tradicts the notion that comes from intui- tive biology. Yet, it does not mean that the notion of ‘essence’ vanishes from our deepest mental aspect — because, any, or eve- ry, knowledge of a the- ory does not create a type of intuitive pref- erential that would be consistent with ‘that’ theory and/or a substi- tute to previously held intuitive beliefs. This signifies that science plays no function in the surfacing and/or progression of intui- tive biology — primar- ily because the subject is more like a barrier that scientific thinking, or advance, must re- lentlessly fight against, or contend with.
