chief ministers,” Gupta
said. “The party will
reach out to more than
one crore voters in Del-
hi through the cam-
paign,” he added.
Gupta said the public
outreach campaign will
start at 8am and con-
clude at 10pm on Sun-
day. The party leaders
will visit every house-
hold in their designated
wards, he added.
“The campaign is go-
ing on in a very organ-
ised manner and all the
candidates are getting a
huge support from the
general public. Now the
party is laying an em-
phasis on direct public
outreach,” Gupta said.

Body in suitcase: Woman was
shot twice, post-mortem finds
Mathura (PTI): The
post-mortem on the
young woman whose
body was found in a
suitcase on the Yamuna
Expressway here re-
vealed two shots were
fired at her, police said
on Tuesday
.
The 21-year-old wom-
an, Ayushi Yadav, was
allegedly killed by her
father as the parents
were unhappy over her
inter-caste marriage,
according to the police.
Acting Senior Super-
intendent of Police
Martand Prakash Sin-
gh told newspersons the
woman’s father was
nabbed on Sunday and
her mother the next day
considering her an
equal partner in the
crime after the recov-
ery of the revolver used
in the crime, and the
car in whcih the body
was carried.
The post-mortem ex-
amination on the wom-
an, a resident of Delhi,
was conducted by a
panel of three doctors.
It found two bullets
were fired at her one of
which pierced through
her chest and the other
got stuck in her head,
police said, adding the
post-mortem was also
videographed.
According to the po-
lice, Ayushi had mar-
ried her classmate
Chhatrapal Gurjar, a
resident of Bharatpur, a
year ago at the Arya Sa-
maj temple. Her father
Nitesh Yadav and moth-
er Brajbala were very
upset over this.
The police have also
retrieved their mar-
riage certificate from
her house.
After getting mar-
ried, she used to go to
her husband’s place
whenever she wanted,
and her parents were
worried this was harm-
ing their social status.
She had returned
from her husband’s
place on Thursday also,
the day of the incident
and the father killed
her with his revolver in
a fit of rage, while the
mother supported her
husband in this, accord-
ing to the police.
The police said the
parents initially tried a
lot to convince Ayushi,
but she maintained that
since she was an adult,
she could take her deci-
sions. The family could
never reconcile with
this.
Singh said Ayushi
was a final-year student
of BCA at Delhi Global
School of Technology
and was very good in
studies.

New Delhi (PTI): The
Centre’s Department of
Science and Technolo-
gy (DST) and green
think tank Centre for
Science and Environ-
ment (CSE) have col-
laborated to create a
platform that will sup-
port the development of
new electric vehicle
(EV) batteries to suit
Indian requirements.
A white paper will be
prepared on a roadmap
to develop new battery
technologies in India.
This would be followed
by the creation of an
expert-industry forum
or platform to support
this process, the CSE
said in a statement.
This collaborative
initiative was kicked
off recently with a
round table on locally
appropriate EV batter-
ies that are safe, dura-
ble and effective in the
hot and humid tropical
climate.
Anumita Roychowd-
hury, executive direc-
tor-research and advo-
cacy, CSE, said: “India
has been working with
FAME and production-
linked incentives to
push the EV story, but
challenges are abound
with regard to cost,
safety and charging in-
frastructure all of
which point at gaps in
fulfilling the country’s
zero emission ambi-
tions. The gaps range
from concerns relating
to safety, supply chain,
cost sensitivity and
need for quick charging
opportunities among
others.”

2020, the Department of

old woman jumped to
death from her 16th-
floor apartment in Eco
Village-3 society in
Greater Noida (West) in
the early hours of Tues-
day, police said.
Her husband, who
works for a leading me-
dia house in Noida, told
police that they had a
fight after dinner on
Monday
. The couple had
been married for four
years and had moved to
Greater Noida only six
months ago. The wom-

garh, was pursuing her

New Delhi (PTI): The
Delhi Commission For
Protection of Child
Rights (DCPCR) has is-
sued a notice to the po-
lice after a 15-year-old
boy was allegedly beat-
en up by a constable in
the Govindpuri area.
The commission said
it has received a com-
plaint from a resident
of Nehru Camp in
Kalkaji that his son was
assaulted by a constable
of the Govindpuri po-
lice station around 8 pm
on Monday
.
The man alleged his
son was slapped by the
constable in front of all
the neighbours at
Nehru Camp. He
claimed that the boy
was locked inside the
police booth, thrashed
with a baton and later
sent home.
According to the pan-
el, it was also alleged
that the constable was
not in uniform and was
in an inebriated state
when the alleged inci-
dent happened.
DCPCR has asked for CCTV footage of the police station.
NHRC notice to Haryana chief secy,DGP
over rape allegation against inspector
New Delhi (PTI): The
National Human Rights
Commission (NHRC)
Tuesday said it has is-
sued notices to the Har-
yana government and
the state’s police chief
over reports of a wom-
an being allegedly
raped by a crime branch
inspector in Palwal in
lieu of helping her
jailed husband.
In its statement, the
NHRC said the contents
of the media report, if
true, amount to human
rights violations by a
public servant.
The NHRC has taken
“suo motu cognisance
of a media report that
in Palwal, Haryana, a
crime branch inspector
raped a woman in lieu
of helping her jailed
husband,” it said.
Accordingly, it has is-
sued a notice to the
chief secretary and the
director general of po-
lice of Haryana, seek-
ing reports within six
weeks. The report must
also contain details for
the last one year regard-
ing such complaints of
sexual harassment.

Girl injured as car hits
school van in G Noida
Noida (PTI): A seven-
year-old student suf-
fered minor injuries af-
ter a school van carry-
ing about half a dozen
children was hit by a
car in Greater Noida on
Tuesday, police said.
The incident took
place in the afternoon
at the Bhatta rounda-
bout in the Surajpur
police station area
when the children were
returning home in the
Maruti Eeco after
school, a police official
said.
“There were six to
seven children in the
vehicle. One girl, aged 7,
suffered minor injuries
in the incident. Her par-
ents reached the spot
after which she was
taken to a hospital for
treatment. Her condi-
tion is stable now,” a
police spokesperson
said.
3-YR-OLD SON FOUND

New Delhi (PTI): In an
endeavour to re-unite a
three-year-old child,
who was allegedly ille-
gally brought to India
by his father, with his
Ukrainian mother and
sister, the High Court
on Tuesday asked the
family to spend some
time together so the boy
could bond with them.
A bench of Justices

Amit Sharma asked the
family—the child, his
parents and sister—to
spend time together till
4 PM at the court’s cr
che and appear before
the court on Wednesday
.
As the minor boy’s
mother and sister, who
have come here from
Ukraine, tried to speak
to the child in the court,
he did not give any posi-
tive response.
When the woman al-
leged the child, who
was in his father’s lap,
had been tutored, the
bench said he was too
young to be tutored.
The child’s mother
earlier informed the
court she and her for-
mer husband, an Indi-
an, were divorced and
though the minor’s cus-
tody was granted to her
by a court in the east
European country, the
man took the boy away
without informing her.
At the outset, the
bench asked the man to
give the child to his
mother so he could
spend some time with
her and his sister.
As the man said he
has no issues if the
woman meets the child,
the court said, “You
should not have any
problem after all she is
the biological mother.
She is equally capable
of looking after the
child. The other one is
his sister, you should
not have any problem.”
During the day, the
counsel for both the
parties submitted they
are desirous of spend-
ing some time together
so the child can bond
with his mother and el-
der sister.
To the boy’s father,
the bench said, “Don’t
carry him in your lap
all the time.”
The bench asked the family—the child, his parents and sister—
to spend time together till 4pm at the court’s creche.
4 students of technical
institute arrested for
beating dog to death
New Delhi (PTI): Four
students of Don Bosco
Technical Institute in
Southeast Delhi have
been arrested for alleg-
edly bludgeoning a
pregnant street dog to
death, police said on
Tuesday
.
During interroga-
tion, the accused told
the police that the dog
used to bark at them
whenever they used to
play cricket on the insti-
tute’s ground and this
infuriated them.
The accused have
been identified as Avi-
nash Minj (24), a resi-
dent Khanpur here, An-
ish Horhoriya (18), a
native of Uttarakhand,
Rahul Kujur (19) from
Jharkhand and Guru-
vachan (19) from Samb-
hal in Uttar Pradesh.
Police said the dog
was tortured to death
on October 30. After a
video of the incident
surfaced on social me-
dia, police at the New
Friends Colony station
here registered a case.
The video shows the
accused cornering the
dog inside a tin shed on
the institute’s campus.

The video also shows
a person then dragging
the dog through the col-
lege compound.
All the four accused
are pursuing ITI. There
are no past police re-
cords against them.

presuming a leak on our
behalf is preposterous.
There has been no leak

Advocate Rahul Meh-

cies have already put his
client on the gallows.
“Even Ajmal Kasab

‘MASSEUR NOT PHYSIOTHERAPIST, PRISONER IN RAPE CASE’
New Delhi: The mas-
seur who was seen in
video footage giving a
massage to jailed Delhi
minister Satyendar Jain
is not a physiotherapist,
but an inmate who is
lodged in the Tihar Jail
in a rape case, sources
said on Tuesday. Deputy

Sisodia had claimed that
Jain was receiving physi-
otherapy following a spi-
nal injury and accused
the Bharatiya Janata
Party of doing “cheap”
politics on health is-
sues by illegally leaking
CCTV footage. However,
sources claimed the
man, seen giving Jain a
massage in the videos,
was a prisoner named
Rinku. “He is lodged in
jail in connection with a
rape case and sections
of the Pocso Act. Rinku
is not a physiotherapist,”
the sources said.

Earlier in the day,
Poonawala told a Delhi
court, which extended
his police remand by
four days, that he acted
in “heat of the moment”
and it was not “deliber-
ate”, according to Abi-
nash Kumar, the lawyer
representing him. Ku-
mar later said Poonawa-
la “never confessed in
court that he killed
Walkar”.
Sources said a ques-
tionnaire was prepared
for the test so that the
sequence of events in
the gruesome killing
can be ascertained.
After the polygraph
test, police are likely to
go for the narco analysis
which was permitted by
the court last week.
Police have not found
Walkar’s severed head
and other body parts
and are hoping to find
clues to recover key evi-
dence, including the
murder weapon, that
could firm up their case.
Sources said during
police questioning, the
accused said he dumped
the weapon and tools,
used to chop Walkar’s
body, at DLF Phase III

TO DEATH IN DELHI’S HARSH VIHAR
New Delhi(PTI): A
35-year-old man was
arrested for alleg-
edly killing his wife in
northeast Delhi’s Harsh
Vihar area, police said
on Tuesday. According
to police, the couple
had accumulated heavy
debts and had had a
fight before the killing
took place. On Sunday
around 8.10 am, police
received a call from a
man who said he had
killed his wife, they said.
When police went to the
couple’s Sushila Garden
house, they found a
woman, later identi-
fied as Archana, lying
unconscious on the
floor inside a room on
their second floor flat.
She was rushed to a
hospital where she was
declared dead, police
said. She was 30. Yo-
gesh Kumar, Archana’s
husband, who was in
the house, was appre-
hended, police said.

strategy against the
Aam Aadmi Party
(AAP) for the MCD polls
has been crafted by the
party’s national general
secretary (organisation)
BL Santhosh, according
to media reports.
Santhosh, who is also
the RSS pointsman in
the BJP, told his party
colleagues that corrup-
tion charges against
AAP leaders and the
AAP-led government in
Delhi were “sticking”
and that the BJP should,
therefore, focus on rak-
ing up these allegations
in the run up to the civic
elections.
Santhosh gave these
instructions at a meet-
ing on 5 November (fol-
lowed by a core commit-
tee meeting on 14 No-
vember), which was at-
tended by BJP’s Delhi
in-charge Baijayant
Panda, national secre-
tary Sunil Deodhar and
Delhi BJP chief Adesh
Gupta, among others.
BJP national president
JP Nadda, meanwhile,
chaired another meet-
ing with party leaders
on November 7.
While the meeting
was in the context of the
Municipal Corporation
of Delhi (MCD) election,
cornering the AAP with
corruption allegations
is also expected to help
the BJP in the Gujarat
polls in which Kejri-
wal’s party is seeking to
emerge as the BJP’s
principal challenger.
According to a party
source, the feedback
that the central leader-
ship has received is that
the municipal elections
are going to be a ‘close-
contest’ and, hence, it
has been chalking out
different strategies to
ensure it is able to beat
the anti-incumbency of
three terms.
After several brain-
storming sessions over
the past week, the BJP
decided to hold press
conferences every day
on the issue of corrup-
tion and misgovern-
ance by the AAP gov-
ernment.

when the working-age popula-

of dependents.
We also need to note that
with the young India, India is
in a vantage position. The
overallrateof literacyamong
young India has increased,
with approximately 90 per
cent being able to read and
write. Coupled with the enor-
mous network of social me-
dia and internet penetration,
this has created a digitally
savvy population all across
the nation. With access to the
internet and the affordability
of smartphones, young India
is accessing online resources
that encourage learning and
acquisition of skills.

As per the National Policy for
Skill Development and En-
trepreneurship, 2015, it was
estimated that the average
age of the population in In-
dia by 2020 would be 29 years
as against 40 years in the US,
46 in Europe and 47 in Japan.
India will account for 20
per cent of the worldwide in-
crease in the working-age
population over the next two
decades from the year 2020.
World Bank projections show
that between 2020 and 2040,
India’s population aged be-
tween 15 and 59 years is ex-
pected to increase by 134.6
million. That large number
of potential workers is a big
boon for India’s economic
growth, but it is also a chal-
lenge for policymakers in or-
der to create new and decent
job opportunities.

he Lancet’s study
on deaths caused
by bacterial infec-
tions has flagged
the seriousness
of the problem in India. The
study claims that five bacte-
ria types claimed 6.8 lakh
lives in India in 2019. Glob-
ally, the study found, bacte-
rial infections were the sec-
ond leading cause of deaths
after ischemic heart disease
in 2019. Among the five path-
ogens which claimed lakhs
of lives in India, E Coli was
the deadliest, the study said.
These bacteria alone claimed
1.6 lakh lives in 2019. The
number of deaths caused by
E. coli is surprising as this
pathogen is normally consid-
ered harmless.
The four other bacteria
which the Lancet study iden-
tified as big killers in India
were: S. pneumoniae (1.4
lakh), K. pneumoniae (1.3
lakh), S. aureus (1.2 lakh) and
A. baumanii (1.1 lakh). The
study shows the challenge
before govt, health authori-
ties to deal with these micro-
bial killers. E. coli, which is
caused by contaminated wa-
ter and food, especially raw
vegetables, turns life threat-
ening in children  older peo-
ple causing kidney failure.
Bacteria which requires
closer attention of hospital
authorities is A. baumanii. It
may have caused fewer fa-
talities than E. coli and the
two pneumonia causing bac-
teria but occurs mostly in
healthcare settings. Those at
risk include patients on ven-
tilators in hosps, those who
have catheters, are in inten-
sive care units, have open
wounds from surgery or
those who are hospitalised
for prolonged periods. Lancet
has done yeoman’s service by
drawing attention to dangers
posed by these bacteria.
Needed now is closer moni-
toring, better healthcare,
cleaner hospitals, awareness.

will enter Madhya
Pradesh on Wednesday

According to party
sources, Congess gen-
eral secretary Priyanka
Gandhi will also join
the march on the very
first day of the yatra in
Madhya Pradesh.
Notably, it would be
the first time that Pri-
yanka Gandhi will be
joining the yatra. “Con-
gress leader Priyanka
Gandhi Vadra will join
theBharatJodoYatraon
Wednesday when it en-
ters Madhya Pradesh,”
senior party leader
Jairam Ramesh said.
The Yatra started
from Kanyakumari in
Tamil Nadu on Septem-
ber 7. So far, it has tra-
versed through the
states of Tamil Nadu,
Kerala, Karnataka, and
Andhra Pradesh, Telan-
gana and Maharashtra.
The Yatra will enter
its first Hindi heartland
state Madhya Pradesh
on Wednesday after
winding up its Maha-
rashtra leg. In the next
13 days, Gandhi will

Indore: Bharat Jodo Yatra led by Congress leader Rahul Gan-
dhi will stay at Chimanbagh Maidan in Indore on November
27 and 28 and not in Khalsa Stadium as planned earlier, a
development viewed as the fallout of a row over party veteran
Kamal Nath attending a Sikh religious event recently. A police
official said on Tuesday the permission for the Yatra’s stay at
Chimanbagh Maidan was given based on the application of
Congress. In view of the controversy, local BJP leaders had
threatened to show black flags if Nath entered the Khalsa Sta-
dium with Bharat Jodo Yatra. The cross-country foot march
recently wound up its Maharashtra leg.

clusive interview with
Shraddha’s friend Ra-
jat Shukla who shared
chilling details about
the relationship be-
tween Aaftab and
Shraddha, and the like-
ly intentions behind
the gruesome killing.
The excerpts:
z How was Shraddha
as a student, theater
artist and a friend?
I was in regular touch
with Shraddha from
2015 to 18 during col-
lege. We both were pur-
suing Bachelor’s De-
gree in Mass Media
(BMM) from Viva Col-
lege in Virar, Mumbai.
She was a very active
girl with a bold person-
ality, and was bluntly
honest. She was
also into
theater
and we
did per-
form some
acts to-
gether
as well.
She would
always
take part in college
programme as a danc-
er, artiste. It was in
2018 when things start-
ed looking bad at
Shraddha’s end. She
would not talk much,
and would stay alone.
z Do you think Aaft-
ab was in touch with
other girls than
Shraddha?
Aaftab was also
seeing other
women be-
hind Shrad-
dha’s back. I
am informed
and pretty
sure too that
he was seen on
his ‘intruder’
bike with
other
girls
as a pillion. And would
be jealous and inse-
cure if Shraddha even
hung out with her
friends.
(Shraddha last
talked to Rajat in 2019
when they gave an
exam together. But as
per Rajat, Shraddha’s
behavior was totally
different).
“She was very rude,
and wouldn’t talk
straight. She was to-
tally different from
the Shraddha I met in
college.
Rajat said that in the
year 2021, she was in
contact with her best
friend from college.
Shraddha then showed
her friend that her
back was stubbed out
with cigarette burns.
z If any of common
friends knew or were
in touch with Aaftab?
There are many friends
of Shraddha who were
in regular and close
contact with Aaftab. He
never seemed like a per-
son who would have
such an extreme crimi-
nal mindset. People got
negative vibes, but it
was general. No one
thought of him to be
this extreme. Aaftab
likely came with an
agenda, otherwise why
would his family leave
the house they were
staying in for years
right before this horri-
fying news broke out?
z How was Shrad-
dha’s relationship
with her parents?
During college, she
would stay at home.
She wasn’t a hosteller.
She was close to her
mom but not to her
dad. 1.5 years back,
when her mother died,
Shraddha was in a
very vulnerable state.
She was trying her
best to get out of the
relationship but
couldn’t because of
threats from Aaftab. In
fact in 2021, when
things went really hay-
way, she sought help
from her manager. The
manager then sent
his/her friend to
Shraddha’s house to
take Shraddha to hos-
pital as well as the po-
lice station. The man-
ager’s friend knew
Shradha and Aaftab
both as they lived in
the same locality.
When they were trying
to file a complaint at
the police station, Aaft-
ab called and threat-
ened her saying that he
will end his life and
Shraddha, her parents
would be blamed. I just
know of one instance,
there might be many
.
z Was Shraddha a
girl who’d pressure
someone to marry her?
I’m hundred percent
sure that Shraddha did
not pressurize Aaftab
for marriage. No one
has said this except for
Aaftab. Shraddha real-
ly wanted to get out of
the relationship.

drink manufacturing unit
near here following leakage
of toxic gas and production
activity has been halted as

Varun Beverages Ltd, the

leakage from the unit on
Monday. A police official
said, “There is no report of

police, the accused was

New Delhi (Agencies): The Archaeological Survey of
India (ASI) has instructed to probe the authenticity
of a viral video allegedly
showing a man deliver-
ing ‘namaz’ with a woman
sitting alongside him in
garden area which is said
to be inside the Taj Mahal
premises. Raj Kumar Patel,
the superintending archae-
ologist for Agra circle of
ASI, pointed out: “We have come across a purported
video going viral wherein a man is seen offering namaz
in the area said to be the premises of the Taj Mahal.
“However, there is no certainty about the authenticity
of the video particularly because none of our staff at Taj
Mahal saw such happening.”

amounts of chemicals
linked with heart disor-
ders, diabetes and can-
cer, have been found in
popular sanitary nap-
kins sold in India, ac-
cording to a study done
by a Delhi-based envi-
ronmental NGO.
The study by NGO,
Toxics Link, found the
presence of phthalates
and volatile organic
compounds in a total of
ten samples, six inor-
ganic and four organic
sanitary pads available
in the market. The find-
ings were published in
a report titled ‘Men-
strual Waste 2022’.
Exposure to phtha-
lates have been linked
to a variety of health
concerns including en-
docrine disruption, im-
pacts to the heart and
reproductive systems,
diabetes, some cancers,
and birth defects.
Exposure to VOCs in-
creases the risk of brain
impairment, asthma,
disabilities, certain can-
cers, and the proper
functioning of the re-
productive system.
Highest amounts of
phthalates were found
in self-proclaimed ‘or-
ganic’ sanitary nap-
kins, the study found.
According to the
study, all types of sani-
tary napkins, organic
and inorganic, tested
positive for the pres-
ence of phthalates.
Among phthalates,
maximum concentra-
tion was of DIDP, a type
of phthalate, at 19,460
microgram/kg (µg/kg)
in a self-claimed organ-
ic pad. Concentrations
of a combination of
phthalates were found
to be 0.0321 and 0.0224
gram in an organic and
an inorganic sample,
respectively, which is
greater than 0.1% by
the weight of the prod-
uct mandated under EU
regulations, study said.
The study recom-
mends regulations and
schemestopromotesub-
stitution or reduction in
the use of these chemi-
cals in the products.

investment of $4.4 billion (about `36,300 crore) by 2030 in building

company, through the AWS Asia Pacific

others to “run workloads with greater

FARMERS’ BODIES ASK GOVT
New Delhi (PTI): In a pre-
budget consultation with
the finance ministry, farm-
ers’ organisations on Tues-
day asked the government
to lift ban on exports of
agri items like wheat and
restrict import of products
that cost below the mini-
mum support price (MSP).
They also demanded that
the government should fo-
cus on increasing domestic
output of local oilseeds
such as soyabean, mustard,
groundnut and sunflower,
instead of palm.
Imposition of higher
taxes on processed foods
was another suggestion
made by farmers’ bodies
during the virtual meeting
with finance minister Nir-
mala Sitharaman.
In his wish list for the
Union Budget 2023-24,
Bharat Krishak Samaj
Chairman Ajay Vir Jakhar
demanded that the govern-
ment should “not allow im-
port of produce where
landing costs are below
MSP”. He also urged the
Centre to focus on human
resources development in
the farm sector.
Jakhar also pitched for
allowing voluntary carbon
credits from farms to be
traded globally to enable
farmers to get the highest

a uniform GST levy of 28
28% on online gaming ir-
respective of whether it is
a game of skill or game of
chance, sources said.
However, it is likely to
suggest a revised formula
for calculating the amount
on which the Goods and
Services Tax (GST) would
be levied.
Currently, online gam-
ing attracts 18% GST. The
tax is levied on gross gam-
ing revenue, which is the
fees charged by online
gaming portals.
The Group of Ministers
(GoM) had in its earlier re-
port submitted to the
Council in June suggested
a 28% GST on on the full
value of the consideration,

RUPEE GAINS 12

81.67 AGAINST US $
Mumbai (PTI): The rupee ap-
preciated by 12 paise to close
at 81.67 (provisional) against
the US dollar on Tuesday. At
the interbank foreign exchange
market, the local unit opened at
81.72 and touched an intra-day
high of 81.64 and a low of 81.83.
The local unit finally settled at
81.67, registering a rise of 12
paise over its previous close.

New Delhi: Around 1.14
crore passengers in Octo-
ber were carried by Indian
airlines, 10% higher than
the number of people flown
in September.
Data released by the
DGCA on Tuesday showed
that domestic air traffic
jumped nearly 27% to
114.07 lakh last month com-
pared to the year-ago peri-
od when it was 89.85 lakh.
In September, the air
traffic number stood at
103.55 lakh. Air traffic has
been picking up in recent
months after the airline in-
dustry was significantly
impacted by the coronavi-
rus pandemic.
“Passengers carried by
domestic airlines during
January-October 2022 were
988.31 lakh as against 620.96
lakh during the corre-
sponding period of the pre-
vious year, thereby regis-
tering an annual growth of
59.16% and monthly
growth of 26.95 per cent,”
DGCA said.

base in India fell by 3.6 mil-
lion in September, with
Vodafone Idea suffering
subscriber count decline
even as larger rivals Reli-
ance Jio and Bharti Airtel
added users month-on-
month, according to tele-
com regulator’s data.
India’s largest mobile op-
erator Jio further cement-
ed its position in the mar-
ket, adding 7.2 lakh wire-
less subscriber during
September, while Bharti
Airtel increased its mobile
users’ tally by 4.12 lakh.
Ailing Vodafone Idea
faced subscriber count de-
cline (by 40 lakh), its base
shrank to 24.91 crore dur-
ing September. Overall, the
telephone subscribers
number in India decreased
to about 117.19 crore.

New Delhi: Even though it
is at a slower pace right
now, but gender diversity
in boardrooms is picking
up, with women account-
ing for nearly 18% of the
directorships in the top 500
NSE-listed companies at
the end of March this year.
According to a study ti-
tled ‘Corporate India:
Women on boards’, proxy
advisory firm Institutional
Investor Advisory Services
(IiAS) on Tuesday, it said
that at a global level, board-
room diversity continues
to improve with an average
of almost 24% female rep-
resentation in corporate
boardrooms.
“India also has pro-
gressed in appointing
women on company
boards; from 6% in 2014 to
14% five years ago. Women
now account for 17.6% of
directorships of the Nif-
ty-500 companies.
“Although the number of
women directorships is in-
creasing, the pace of new
appointments has faltered
with just an aggregate 1%
increase over the last three
years.
Based on these current
rates, India will take till
2058 to achieve 30% gender
diversity on boards,” it
said. At the end of March
this year, the Nifty-500 com-
panies had 4,694 director-
ships, out of which 827 or
17.6% were held by women.

high on priority: Goyal

posed free trade agreement
(FTA) between India and
the UK is a high priority for
both the countries and the
next round of negotiations
for the pact is slated to hap-
pen next month, commerce
and industry minister Pi-
yushGoyalsaidonTuesday
.
He said that things are
progressing well and it will
yield good results.
“We are all very well
aware that it was progress-
ing very fast until we had a
little bit of a blip because
of political happenings in
the other country. Fortu-
nately
, we have a stable gov-
ernment. I believe in office
now (in the UK) and I am
already in touch with my
(UK) counterpart. We are
working together to possi-
bly have an in person meet-
ing also very soon but our
teams are already engaged.
Next month, the next round
of negotiations are slated
to happen,” Goyal said.
He said that industry
support is required for the
agreement and it should be
a fair, equitable and bal-
anced FTA.
He also said that there
should not be any strict
timelines to conclude nego-
tiations for an FTA as such
agreements have to be
thought through and care-
fully calibrated and negoti-
ated. “With UK we are do-
ing a comprehensive deal
like the UAE ….I assure
you that it is a high priority
of both countries. It has
been reiterated in the meet-
ing of the G20,” Goyal said.
India and Britain
launched negotiations for
the FTA in January with
an aim to conclude talks by
Diwali (October 24), but the
deadline was missed due to
political developments in
the UK.
OZ PARLIAMENT APPROVES FTA WITH INDIA
New Delhi (PTI): India and Australia would now implement the
free trade agreement on a mutually agreed date as the Austral-
ian Parliament on Tuesday approved the pact between the two
countries.“BREAKING: Our Free Trade Agreement with India has
passed through parliament,” Austral-
ian Prime Minister Anthony Albanese
said in a tweet. The India-Australia
Economic Cooperation and Trade
Agreement (AI-ECTA) needed ratifi-
cation by the Australian parliament
before its implementation. In India,
such pacts are approved by the
Union Cabinet. The agreement was
signed between the two countries
in April this year. Commerce and
industry minister Piyush Goyal said
in a tweet: “Delighted that India-Australia Economic Cooperation 
Trade Agreement has been passed by the Australian Parliament. “A
result of our deep friendship, it sets the stage for us to unleash the
full potential of our trade ties  spur massive economic growth.”

terror module of

active terrorists and
their two associates,
including a woman,
from Bandipora dis-
trict of Jammu and
Kashmir, police said.
The arrested ter-
rorists were directed
by their handlers in
Pakistan-occupied
Kashmir (PoK)to car-
ry out attacks on ci-
vilians, they said.
“Not only this, in-
criminating materi-
als, a huge cache of
arms and ammuni-
tion, and material for
preparing IEDs have
been recovered from
their possession,” a
police official said.
“This was a major

numbered and may be

hearing.

finding teams to Naxal
incidents with a pre-de-
termined conclusion:
faulting the security
forces and then filing
petitions in courts.
He said this during
the hearing on a plea
seeking an SIT investi-
gation into an alleged
massacre in a Chhattis-
garh village which is
currently been probed
by the CBI. The plea
sought constitution of a
special investigation
team (SIT) comprising
officers from outside
Chhattisgarh for prose-
cuting members of the
security forces for the
massacre in Bijapur dis-
trict’s Edesmeta village
on May 17, 2013,where
manypeoplewerekilled.
The plea also asked
for compensation to the
victims and their fami-
lies. The SC in 2019 said
that it was convinced
that the matter pertain-
ing to the inquiry into
the incident should be
referred to the CBI for
an expeditious probe.
The court had earlier
said that the director
CBI shall ensure that
theinvestigationisdone
by an officer or officers
who are not from the
state of Chhattisgarh.
Solicitor General Me-
hta reminded that the
matter is serious as it
relates to a Naxal inci-
dent. The SG said the
CBI probe into the inci-
dent shall be completed
and a final status report
will be submitted before
the court by November
30. The matter has been
posted for further hear-

The 21-year-old wom- an, Ayushi Yadav, was allegedly killed by her father as the parents were unhappy over her inter-caste marriage, according to the police. Acting Senior Super- intendent of Police Martand Prakash Sin- gh told newspersons the woman’s father was nabbed on Sunday and her mother the next day considering her an equal partner in the crime after the recov- ery of the revolver used in the crime, and the car in whcih the body was carried. The post-mortem ex- amination on the wom- an, a resident of Delhi, was conducted by a panel of three doctors. It found two bullets were fired at her one of which pierced through her chest and the other got stuck in her head, police said, adding the post-mortem was also videographed. According to the po- lice, Ayushi had mar- ried her classmate Chhatrapal Gurjar, a resident of Bharatpur, a year ago at the Arya Sa- maj temple. Her father Nitesh Yadav and moth- er Brajbala were very upset over this. The police have also retrieved their mar- riage certificate from her house. After getting mar- ried, she used to go to her husband’s place whenever she wanted, and her parents were worried this was harm- ing their social status. She had returned from her husband’s place on Thursday also, the day of the incident and the father killed her with his revolver in a fit of rage, while the mother supported her husband in this, accord- ing to the police. The police said the parents initially tried a lot to convince Ayushi, but she maintained that since she was an adult, she could take her deci- sions. The family could never reconcile with this. Singh said Ayushi was a final-year student of BCA at Delhi Global School of Technology and was very good in studies. New Delhi (PTI): The Centre’s Department of Science and Technolo- gy (DST) and green think tank Centre for Science and Environ- ment (CSE) have col- laborated to create a platform that will sup- port the development of new electric vehicle (EV) batteries to suit Indian requirements. A white paper will be prepared on a roadmap to develop new battery technologies in India. This would be followed by the creation of an expert-industry forum or platform to support this process, the CSE said in a statement. This collaborative initiative was kicked off recently with a round table on locally appropriate EV batter- ies that are safe, dura- ble and effective in the hot and humid tropical climate. NHRC notice to Haryana chief secy,DGP over rape allegation against inspector New Delhi (PTI): The National Human Rights Commission (NHRC) Tuesday said it has is- sued notices to the Har- yana government and the state’s police chief over reports of a wom- an being allegedly raped by a crime branch inspector in Palwal in lieu of helping her jailed husband. In its statement, the NHRC said the contents of the media report, if true, amount to human rights violations by a public servant. The NHRC has taken “suo motu cognisance of a media report that in Palwal, Haryana, a crime branch inspector raped a woman in lieu of helping her jailed husband,” it said. Accordingly, it has is- sued a notice to the chief secretary and the director general of po- lice of Haryana, seek- ing reports within six weeks. The incident took place in the afternoon at the Bhatta rounda- bout in the Surajpur police station area when the children were returning home in the Maruti Eeco after school, a police official said. “There were six to seven children in the vehicle. One girl, aged 7, suffered minor injuries in the incident. Her par- ents reached the spot after which she was taken to a hospital for treatment. A bench of Justices Siddharth Mridul and Amit Sharma asked the family—the child, his parents and sister—to spend time together till 4 PM at the court’s cr che and appear before the court on Wednesday . As the minor boy’s mother and sister, who have come here from Ukraine, tried to speak to the child in the court, he did not give any posi- tive response. When the woman al- leged the child, who was in his father’s lap, had been tutored, the bench said he was too young to be tutored. The child’s mother earlier informed the court she and her for- mer husband, an Indi- an, were divorced and though the minor’s cus- tody was granted to her by a court in the east European country, the man took the boy away without informing her. At the outset, the bench asked the man to give the child to his mother so he could spend some time with her and his sister. As the man said he has no issues if the woman meets the child, the court said, “You should not have any problem after all she is the biological mother. She is equally capable of looking after the child. The other one is his sister, you should not have any problem.” During the day, the counsel for both the parties submitted they are desirous of spend- ing some time together so the child can bond with his mother and el- der sister. To the boy’s father, the bench said, “Don’t carry him in your lap all the time.” The bench asked the family—the child, his parents and sister— to spend time together till 4pm at the court’s creche. 4 students of technical institute arrested for beating dog to death New Delhi (PTI): Four students of Don Bosco Technical Institute in Southeast Delhi have been arrested for alleg- edly bludgeoning a pregnant street dog to death, police said on Tuesday . During interroga- tion, the accused told the police that the dog used to bark at them whenever they used to play cricket on the insti- tute’s ground and this infuriated them. The accused have been identified as Avi- nash Minj (24), a resi- dent Khanpur here, An- ish Horhoriya (18), a native of Uttarakhand, Rahul Kujur (19) from Jharkhand and Guru- vachan (19) from Samb- hal in Uttar Pradesh. Police said the dog was tortured to death on October 30. After a video of the incident surfaced on social me- dia, police at the New Friends Colony station here registered a case. The video shows the accused cornering the dog inside a tin shed on the institute’s campus. One of the accused armed with a rod enters the shed while the re- maining students egg him on from outside. According to police, the couple had accumulated heavy debts and had had a fight before the killing took place. On Sunday around 8.10 am, police received a call from a man who said he had killed his wife, they said. When police went to the couple’s Sushila Garden house, they found a woman, later identi- fied as Archana, lying unconscious on the floor inside a room on their second floor flat. She was rushed to a hospital where she was declared dead, police said. She was 30. Yo- gesh Kumar, Archana’s husband, who was in the house, was appre- hended, police said. First India Bureau New Delhi: The BJP’s strategy against the Aam Aadmi Party (AAP) for the MCD polls has been crafted by the party’s national general secretary (organisation) BL Santhosh, according to media reports. Santhosh, who is also the RSS pointsman in the BJP, told his party colleagues that corrup- tion charges against AAP leaders and the AAP-led government in Delhi were “sticking” and that the BJP should, therefore, focus on rak- ing up these allegations in the run up to the civic elections. With access to the internet and the affordability of smartphones, young India is accessing online resources that encourage learning and acquisition of skills. SOME QUICK FACTS As per the National Policy for Skill Development and En- trepreneurship, 2015, it was estimated that the average age of the population in In- dia by 2020 would be 29 years as against 40 years in the US, 46 in Europe and 47 in Japan. India will account for 20 per cent of the worldwide in- crease in the working-age population over the next two decades from the year 2020. World Bank projections show that between 2020 and 2040, India’s population aged be- tween 15 and 59 years is ex- pected to increase by 134.6 million. That large number of potential workers is a big boon for India’s economic growth, but it is also a chal- lenge for policymakers in or- der to create new and decent job opportunities. The study claims that five bacte- ria types claimed 6.8 lakh lives in India in 2019. Glob- ally, the study found, bacte- rial infections were the sec- ond leading cause of deaths after ischemic heart disease in 2019. Among the five path- ogens which claimed lakhs of lives in India, E Coli was the deadliest, the study said. These bacteria alone claimed 1.6 lakh lives in 2019. The number of deaths caused by E. coli is surprising as this pathogen is normally consid- ered harmless. The four other bacteria which the Lancet study iden- tified as big killers in India were: S. pneumoniae (1.4 lakh), K. pneumoniae (1.3 lakh), S. aureus (1.2 lakh) and A. baumanii (1.1 lakh). The study shows the challenge before govt, health authori- ties to deal with these micro- bial killers. E. coli, which is caused by contaminated wa- ter and food, especially raw vegetables, turns life threat- ening in children older peo- ple causing kidney failure. Bacteria which requires closer attention of hospital authorities is A. baumanii. It may have caused fewer fa- talities than E. coli and the two pneumonia causing bac- teria but occurs mostly in healthcare settings. Those at risk include patients on ven- tilators in hosps, those who have catheters, are in inten- sive care units, have open wounds from surgery or those who are hospitalised for prolonged periods. Lancet has done yeoman’s service by drawing attention to dangers posed by these bacteria. Needed now is closer moni- toring, better healthcare, cleaner hospitals, awareness. The study by NGO, Toxics Link, found the presence of phthalates and volatile organic compounds in a total of ten samples, six inor- ganic and four organic sanitary pads available in the market. The find- ings were published in a report titled ‘Men- strual Waste 2022’. Exposure to phtha- lates have been linked to a variety of health concerns including en- docrine disruption, im- pacts to the heart and reproductive systems, diabetes, some cancers, and birth defects. Exposure to VOCs in- creases the risk of brain impairment, asthma, disabilities, certain can- cers, and the proper functioning of the re- productive system. Highest amounts of phthalates were found in self-proclaimed ‘or- ganic’ sanitary nap- kins, the study found. According to the study, all types of sani- tary napkins, organic and inorganic, tested positive for the pres- ence of phthalates. Among phthalates, maximum concentra- tion was of DIDP, a type of phthalate, at 19,460 microgram/kg (µg/kg) in a self-claimed organ- ic pad. Concentrations of a combination of phthalates were found to be 0.0321 and 0.0224 gram in an organic and an inorganic sample, respectively, which is greater than 0.1% by the weight of the prod- uct mandated under EU regulations, study said. The study recom- mends regulations and schemestopromotesub- stitution or reduction in the use of these chemi- cals in the products. They also demanded that the government should fo- cus on increasing domestic output of local oilseeds such as soyabean, mustard, groundnut and sunflower, instead of palm. Imposition of higher taxes on processed foods was another suggestion made by farmers’ bodies during the virtual meeting with finance minister Nir- mala Sitharaman. In his wish list for the Union Budget 2023-24, Bharat Krishak Samaj Chairman Ajay Vir Jakhar demanded that the govern- ment should “not allow im- port of produce where landing costs are below MSP”. He also urged the Centre to focus on human resources development in the farm sector. However, it is likely to suggest a revised formula for calculating the amount on which the Goods and Services Tax (GST) would be levied. Currently, online gam- ing attracts 18% GST. The tax is levied on gross gam- ing revenue, which is the fees charged by online gaming portals. The Group of Ministers (GoM) had in its earlier re- port submitted to the Council in June suggested a 28% GST on on the full value of the consideration, including contest entry fee, paid by the player, without making a distinc- tion such as games of skill or chance. However, the Council had asked the Group of Ministers to re- consider its report. The 30-share BSE Sensex climbed 274.12 points or 0.45% to settle at 61,418.96. During the day, it jumped 321.79 points or 0.52% to 61,466.63. The broader NSE Nifty gained 84.25 points or 0.46% to end at 18,244.20. From the Sensex pack, IndusInd Bank, NTPC, Ul- traTech Cement, Titan, In- fosys, Tech Mahindra, Tata Consultancy Services and Larsen Toubro were among the winners. In contrast, Nestle, Bhar- ti Airtel, PowerGrid, HDFC Bank and Kotak Mahindra Bank were the laggards. RUPEE GAINS 12 PAISE TO CLOSE AT 81.67 AGAINST US $ Mumbai (PTI): The rupee ap- preciated by 12 paise to close at 81.67 (provisional) against the US dollar on Tuesday. At the interbank foreign exchange market, the local unit opened at 81.72 and touched an intra-day high of 81.64 and a low of 81.83. The local unit finally settled at 81.67, registering a rise of 12 paise over its previous close. First India Bureau New Delhi: Around 1.14 crore passengers in Octo- ber were carried by Indian airlines, 10% higher than the number of people flown in September. Data released by the DGCA on Tuesday showed that domestic air traffic jumped nearly 27% to 114.07 lakh last month com- pared to the year-ago peri- od when it was 89.85 lakh. In September, the air traffic number stood at 103.55 lakh. Air traffic has been picking up in recent months after the airline in- dustry was significantly impacted by the coronavi- rus pandemic. “Passengers carried by domestic airlines during January-October 2022 were 988.31 lakh as against 620.96 lakh during the corre- sponding period of the pre- vious year, thereby regis- tering an annual growth of 59.16% and monthly growth of 26.95 per cent,” DGCA said. Domestic air traffic rises 10% in Oct First India Bureau New Delhi: The total num- ber of mobile subscriber base in India fell by 3.6 mil- lion in September, with Vodafone Idea suffering subscriber count decline even as larger rivals Reli- ance Jio and Bharti Airtel added users month-on- month, according to tele- com regulator’s data. India’s largest mobile op- erator Jio further cement- ed its position in the mar- ket, adding 7.2 lakh wire- less subscriber during September, while Bharti Airtel increased its mobile users’ tally by 4.12 lakh. Ailing Vodafone Idea faced subscriber count de- cline (by 40 lakh), its base shrank to 24.91 crore dur- ing September. Overall, the telephone subscribers number in India decreased to about 117.19 crore. JIO, AIRTEL STRENGTHEN USER TALLY IN SEPTEMBER 18%womendirectorsintop500NSE-listedcompanies First India Bureau New Delhi: Even though it is at a slower pace right now, but gender diversity in boardrooms is picking up, with women account- ing for nearly 18% of the directorships in the top 500 NSE-listed companies at the end of March this year. According to a study ti- tled ‘Corporate India: Women on boards’, proxy advisory firm Institutional Investor Advisory Services (IiAS) on Tuesday, it said that at a global level, board- room diversity continues to improve with an average of almost 24% female rep- resentation in corporate boardrooms. “India also has pro- gressed in appointing women on company boards; from 6% in 2014 to 14% five years ago. Women now account for 17.6% of directorships of the Nif- ty-500 companies. “Although the number of women directorships is in- creasing, the pace of new appointments has faltered with just an aggregate 1% increase over the last three years. Based on these current rates, India will take till 2058 to achieve 30% gender diversity on boards,” it said. At the end of March this year, the Nifty-500 com- panies had 4,694 director- ships, out of which 827 or 17.6% were held by women. Europe and North Amer- ica sit above the global av- erage, with women making up 34.4% and 28.6% of com- pany boards, respectively . He said that things are progressing well and it will yield good results. “We are all very well aware that it was progress- ing very fast until we had a little bit of a blip because of political happenings in the other country. Fortu- nately , we have a stable gov- ernment. I believe in office now (in the UK) and I am already in touch with my (UK) counterpart. We are working together to possi- bly have an in person meet- ing also very soon but our teams are already engaged. Next month, the next round of negotiations are slated to happen,” Goyal said. He said that industry support is required for the agreement and it should be a fair, equitable and bal- anced FTA. He also said that there should not be any strict timelines to conclude nego- tiations for an FTA as such agreements have to be thought through and care- fully calibrated and negoti- ated. “With UK we are do- ing a comprehensive deal like the UAE ….I assure you that it is a high priority of both countries. It has been reiterated in the meet- ing of the G20,” Goyal said. India and Britain launched negotiations for the FTA in January with an aim to conclude talks by Diwali (October 24), but the deadline was missed due to political developments in the UK. OZ PARLIAMENT APPROVES FTA WITH INDIA New Delhi (PTI): India and Australia would now implement the free trade agreement on a mutually agreed date as the Austral- ian Parliament on Tuesday approved the pact between the two countries.“BREAKING: Our Free Trade Agreement with India has passed through parliament,” Austral- ian Prime Minister Anthony Albanese said in a tweet. The India-Australia Economic Cooperation and Trade Agreement (AI-ECTA) needed ratifi- cation by the Australian parliament before its implementation. In India, such pacts are approved by the Union Cabinet. The agreement was signed between the two countries in April this year. A bench headed by Chief Justice DY Chan- drachud took note of the submissions by So- licitor General Tushar Mehta that the stay on the operation on the high court’s bail order is for a week only and the matter needed urgent hearing. The solicitor general, at the outset, said the NIA has filed the appeal and the plea has been numbered and may be listed for an urgent hearing. “Let us hear this at 12.45 pm (today itself),” said the bench which also comprised justices Hima Kohli and J B Pardiwala to which the law officer said, “My colleague, who is not present today, will ar- gue. Please hear it (ap- peal) on Thursday .” “We will hear it on Friday,” the CJI then said. SC TO HEAR NIA’S APPEAL AGAINST BAIL TO TELTUMBDE First India Bureau New Delhi: Solicitor General Tushar Me- hta told a bench of Jus- tice MR Shah and Jus- tice MM Sundresh that there are organisations which send their fact- finding teams to Naxal incidents with a pre-de- termined conclusion: faulting the security forces and then filing petitions in courts. He said this during the hearing on a plea seeking an SIT investi- gation into an alleged massacre in a Chhattis- garh village which is currently been probed by the CBI. The plea sought constitution of a special investigation team (SIT) comprising officers from outside Chhattisgarh for prose- cuting members of the security forces for the massacre in Bijapur dis- trict’s Edesmeta village on May 17, 2013,where manypeoplewerekilled. The plea also asked for compensation to the victims and their fami- lies. The SC in 2019 said that it was convinced that the matter pertain- ing to the inquiry into the incident should be referred to the CBI for an expeditious probe. The court had earlier said that the director CBI shall ensure that theinvestigationisdone by an officer or officers who are not from the state of Chhattisgarh. Solicitor General Me- hta reminded that the matter is serious as it relates to a Naxal inci- dent. The SG said the CBI probe into the inci- dent shall be completed and a final status report will be submitted before the court by November 30. The matter has been posted for further hear- ing on December 9.
