in Tuesday’s cabinet
expansion the fear of
lawlessness returning to Bihar
has been revived. Of the 31 in-
ducted, 16 of RJD have got min-
isterial berths. Law and order
was at its nadir under Lalu Pras-
ad Yadav with kidnappings, ex-
tortions and murders, not to
speak of corruption, haunting
the people. The present coalition
has Lalu’s son Tejashwi Yadav
as Deputy Chief Minister.
Tejashwi’s brother Tej Pratap
Yadav is the new Environment
Minister, a ministry which is
regarded as a gold mine. Chief
Minister Nitish Kumar holds
the Home portfolio.
The second coming of the
RJD-Janata Dal - United (JDU)
alliance will have two-year ten-
ure before it faces its first test in
the 2024 Lok Sabha elections.
Nitish Kumar is aspiring for a
national role in 2024 and his po-
litical future will depend on the
performance of the present gov-
ernment. In that respect, Lalu’s
two sons also face a perform or
perish situation.

Shinde camp have
started showing
their true charac-
ter just over a month after
the Sena-BJP government in
Maharashtra was sworn-in.
Amid differences between
the Shinde and Uddhav
Thackeray camps over which
faction is the real Sena,
Prakash Surve an MLA from
Magathane constituency, ex-
horted his supporters to
“break their leg, I will come
the next day to bail you out”,
apparently referring to
Thackeray camp’s leaders.
The other legislator, San-
tosh Bangar went and
slapped a private catering
company’s manager for pre-
paring sub-standard food.
The food, Bangar claimed,
was to be distributed to la-
bourers as a mid-day meal
and did not buy the manag-
er’s argument that it was go-
ing to be disposed of.
These incidents are re-
minders of how Shiv Sainiks
can subvert the rule of law
now that their faction is in
power with BJP’s support.
Surve’s exhortation to break
the legs of rivals is enough
encouragement for his fol-
lowers. There’s a turf war
between the Shinde and
Thackeray camps and it is
crucial for both the sides. Bal
Thackeray’s legacy is at
stake and so is the survival
of Uddhav Thackeray. He is
facing the risk of being mar-
ginalised the way he earlier
got his cousin Raj Thackeray,
leader of the Maharashtra
Navnirman Sena, sidelined
to wrest control of Shiv Sena.
Shiv Sainiks were probably

the rule of Maha Vikas Agha-
di, a three-party coalition of

gress Party and the Congress.

MC heavy weight and the
party’s Birbhum district
president Anubrata Mondal,
who had evaded at least eight
CBI summons in the cattle
smuggling case, was taken
into custody on Thursday, re-
portedly for “not cooperat-
ing” with the agency
.
Popularly known as “Kes-
toda”, Mondal is among the
most trusted associates of
Chief Minister CM Mamata
Banerjee. He used to enjoy
more clout, power and visi-
bility in West Bengal even
than ministers and many
MLAs. He used to be consid-
ered as the “betaaj badshah”
of Birbhum!
Mondal, who has never
contested any election in his
career so far, has always
managed party affairs from
behind the scenes. In the 2019
Lok Sabha polls, TMC won
both Bolpur and Birbhum.
TMC repeated the act in the
2021 Assembly polls as it
managed a clean sweep in the
district, winning 10 out of 11
seats – and the victory was
entirely credited to the booth
management skills of the po-
litical heavyweight Mondal!
It may be noted that in both
these elections, the Election
Commission had kept him
under hawkeye surveillance
after the poll panel received
complaints that he could re-
portedly influence voters in a
major way
.
With his arrest, the CBI is
probing a bigger conspiracy
(possibly) the “role” of other
politicians in the case. Mon-
dal’s arrest came soon after
former state minister Partha
Chatterjee was arrested by
the ED in the SSC scam. Both
are TMC heavyweights and
it’s not tough to guess how
the arrests could have been
major setbacks for the party
.
Agencies like the ED and
CBI had earlier stepped up
investigations into Ponzi
schemes in Bengal ahead of
the 2013 panchayat polls, the
2014 and 2019 Lok Sabha elec-
tions and the 2016 Assembly
elections and made several
arrests too.
And now with the Lok Sab-
ha polls barely two years
away in 2024, the cattle smug-
gling investigation may accel-
erate, feel political analysts.
It may be noted that West
Bengal has 42 Lok Sabha
seats and the BJP in the 2019
parliamentaryelections man-
aged to clinch 18 of them. It
goes without saying that for
the TMC, given its national
ambition, each of these seats
will be important as the bat-
tle will go down to the wire.
Investigators so far have
found evidence of illegal
cross-border selling of cattle
and use of ill-gotten money.
According to the CBI, Mon-
dal “procured huge number
of cattle” from the Ilambazar
Pashuhat and allegedly en-
sured safe passage of the
same to the border along
Bangladesh.
ABOUT THE CASE
A case was registered by the
CBI on September 21 way
back in 2020 against four ac-
cused, including Satish Ku-
mar, who was the Comman-
dant of the BSF’s 36 Battalion
in Malda during the time
span between December 19,
2015 to April 22, 2017. The FIR
also alleges that during Ku-
mar’s tenure, the BSF seized
more than 20,000 heads of
cattle before they could be
transported across the bor-
der, but the vehicles ferrying
the same were not confiscat-
ed and also persons involved
were not even apprehended.
CBI’S TAKE IN THE CASE?
According to the CBI, Mon-
dal is directly involved in the
case and was in touch with
the main accused, Enamul
Haque, through his aide Sai-
gal Hossain. The CBI also al-
leged that Saigal had collect-
ed money which was part of
the proceeds from this illegal
trade “in the name” of the
strongman.
WHAT MAMATA SAID?
West Bengal Chief Minister
Mamata Banerjee on Sunday
said she will stand with the
strongman and announced to
“start a movement” against
alleged excesses of the CBI
and the ED.
She told at a gathering,
“What has Kesto done? Even
as he was locked in his house,
we won the Assembly elec-
tions last year. The ED and
CBI ransacked his house at
midnight. If you arrest one
Kesto, we will create thou-
sands of them. We will hit the
streets from August 16 on the
‘Khela Hobe Divas’. There
will be ‘Khela hobe’, again
(Let the game start, again).”
Several TMC leaders, in-
cluding political analysts had
initially thought that Mama-
ta would not stand by Anu-
brata as she did when anoth-
er TMC heavyweight Partha
Chatterjee was arrested.
Chatterjee was removed from
the cabinet and was also sus-
pended from the party
.
Blasting the BJP, CPI(M)
and the Congress, the CM
said, “They all are comrades
in arms. They have no place
in this state. They do not have
a place in the country either.”
In a veiled attack against
the BJP
, she also claimed that
the West Bengal Police had
saved the Jharkhand govern-
ment following the arrest of
three Congress MLAs with a
huge cash haul. “They (BJP)
would have toppled the
Jharkhand government. Now
they called our officers to
Delhi out of revenge. Why is
the central government har-
assingourofficers”sheasked.
The 62-year-old “Kestoda”
who hails from a farmer’s
family, has been with the
TMC since the party was
launched in 1998. He is well
known for the Khela Hobe
slogan. He first hit the head-
lines during the 2013 pan-
chayat election.
It may be noted that Mon-
dal has been named in a num-
ber of cases, including for
threatening people, murder
and those related to stone
and cattle-smuggling, sand
but has never been tried.
Mondal’s clout can be
gauged from the fact that in
February 2022, he was includ-
ed in the TMC’s national
working committee. He was
the only district-level leader
who managed to make it to
the top TMC organisation.
Both Partha and Anubrata
were heavyweights, but Par-
tha was never a mass leader,
but Anubrata was crucial to
the party’s organisation in
western and central districts.
Even as party leaders feel
that the top leaders’ silence
and maintaining a distance
from every arrested leader
couldhaveabacklashfromthe
workers on the ground, the
TMC is apparently planning a
protest against the alleged ex-
cesses of the central agencies.

“Nothing could be a big-

done during the time of

that the Central govt

cooperating.
Joshi said that the
BJP and the Union min-
isters are not cooperat-

sembly elections, the
BJP lost in East Ra-

people are taking re-
venge. We will give a be-

ty’s relevant circle is
that the name of Mall-
ikarjun Kharge was
thought about in the
past and according to
sources, Kharge is at
the forefront of the
race and consensus
can be formed in the
party in the name of
Kharge.
However, a senior
leader close to Rahul
Gandhi did not agree
on this. It has been
contested that if con-
sent is made in the
name of Kharge, then
there will be another
challenge before the
party, i.e. Organization
General Secretary KC
Venugopal and Nation-
al President will both
be from South.
Now many big lead-
ers of the party are
waiting for Rahul Gan-
dhi’s approval. Mean-
while, Rahul Gandhi is
going to start India
Jodo Yatra from 7th
September.
In such a situation,
this big issue is still
hanging in the party
amid nationwide
movements.

for another ‘presidency-goofup’ in Congress?

Ajmer: Lok Sabha
Speaker Om Birla, dur-
ing the seventh convo-
cation of Rajasthan
Central University
Ajmer, said that the
youths are the biggest
heroes of country’s eco-
nomic social change.
He congratulated the
students for their gold
medals and degrees.
Birla said that it is
very important for the
society and the country
to get the benefit of the
character building by
acquiring education.
He said that the youth is
working towards mak-
ing India self-reliant.
“Besides studying the
challenges and prob-
lems of the country, ef-
forts should also be
made to solve them. To-
day, the youth is think-
ing differently and edu-
cation is not limited to
getting a job,” he said.
Birla also asked the
youth not to run away
from politics. “India is
the largest democratic
country in the world
and for an accountable
governance and trans-
parent administration,
it is necessary that the
youth participate,” he
said.He also urged them
to be the harbingers of
change.
Birla was welcomed
by the Vice-Chancellor
of the University, in-
cluding MP Bhagirath

Jaipur: After CM
Ashok Gehlot’s re-
mark accusing the op-
position party of mis-
using paramilitary
and police forces, BJP
launched an all-out at-
tack on the matter. BJP
State President Dr Sat-
ish Poonia said,“It is
beyond my compre-
hension how a leader
can comment in such
irresponsible, absurd
and baseless manner.
He has insulted the
paramilitary force in
this manner and
should apologize. The
force whose people
carry out the internal
and external security
of this country, and
comments are being
made on them. Will the
people of Para Mili-
tary Force be trans-
porting the cars of
notes in this manner
to the office? This com-
ment denotes their me-
nial mentality. Man
makes such state-
ments when he gets too
distracted. It is also
understandable why
he is distracted. Con-
gress is slowly disap-
pearing from the map
of the country. It is
feared that the same
situation will occur in
Rajasthan also, and he
will not be able to stop
it. It is rightly said that
from such statements,
it is estimated as to
how tense the man is,
how disturbed he is.
Chief Minister Ashok
Gehlot should apolo-
gise.”
Moreover, Dy LoP
Rajendra Rathore also
attacked Congress and
said that the allega-
tions of paramilitary
forces escorting truck
loads of money to BJP
offices are baseless
and without proof.
Rajyavardhan Singh
Rathore also fired sal-
vos and said, “It is the
same Congressman
who keeps raising
questions on the ac-
tion of the army from
surgical strikes many
times. CM Gehlot
should apologize im-
mediately for his state-
ment on the army
.”
Former state presi-
dent Arun Chaturvedi
has said that CM
Ashok Gehlot should
withdraw his remark.
BJP RS MP Ghan-
shyam Tiwari said,
“CM Gehlot’s remark
created a sense of dis-
trust in Para Military
Forces. In a way, to de-
moralise Army is not a
patriotic act. CM must
take back his remark.”

Jaipur: After the
death of 5 devotees in
a road accident in
Pali, Chief Minister
Ashok Gehlot has di-
rected officials to run
a campaign against
over-speeding vehi-
cles and to make safe
corridors for pedes-
trians going to Ram-
devra fair.
The CM held a re-
view meeting with
officers and directed
to run a campaign
against over-speed-
ing vehicles and
drunken driving by
running a special
campaign in the dis-
tricts with a high
movement of devo-
tees.
For this, he direct-
ed to mobilise mobile
units and set up na-
kas. Instructions
were also given to
distribute radium
tapes and ribbons to
the pedestrians in
maximum numbers
so that they can be
spotted at night and
the chances of acci-
dents will be re-
duced.
The CM said that
to check over speed-
ing, temporary speed
breakers should be
made on roads and
speed-limit sign
boards should also be
installed. Arrange-
ments for ambulanc-
es should also be
made to deal with
medical emergencies
during the yatras, he
said. “Necessary pre-
cautions should be
publicised on loud-
speakers by the ad-
ministration. Camps
for pedestrians
should be set up on
roadside to reduce
the risk of acci-
dents,” he added.
Excellent manage-
ment was made for
Kanwar Yatras, due
to which the Yatras
were held without
any untoward inci-
dent, he said.
Make safe corridors
for pedestrians visiting
Ramdevra fair: Gehlot
From P1…
Ask them, you talk
about Hindu Rashtra
and when Hindu Rash-
tra will be formed, then
there are people from
the backward strata
also. Why don’t you talk
about eradicating un-
touchability? Your 100
years old RSS is a cul-
tural organisation,
which was banned by
Sardar Vallabh Bhai Pa-
tel. They had given in
writing that we will not
do politics in future,
what are those people
doing today? What are
you doing with BJP to-
day?”
Targeting the ruling
party
, he said, “BJP peo-
ple, RSS people, eradi-
cate untouchability
, end
discrimination among
OBC-SC-STs, make all
Hindus equal.”
Gehlot also hit back
at RSS leader Indresh
Kumar’s remark, accus-
ing Gandhi of nation’s
partition, saying that if
he had elected Sardar
Vallabhbhai Patel and
Subhash Chandra Bose
as ADC, India wouldn’t
have been partitioned.
‘Those who are doing
politics in name of Hin-
dutva, talking of mak-
ing a Hindu Rashtra, I
would like to ask that
Pakistan was created in
the name of religion, it
was ruined. Today it
doesn’t stand anywhere
on parameter-indica-
tors as compared to our
country
.
So I want to ask them
that you talk of Hindu
Rashtra, if you become
a Hindu Rashtra, what
will happen after that?
What will Tamil Nadu
do for you?
In Tamil Nadu, when
the then PM Pandit
Nehru passed a law that
Hindi-English will re-
main a local language
for 15 years. After that
Hindi will become the
official language. When
15 years were complet-
ed, in 1965, the people of
Tamil Nadu committed
self-immolation.

Of the 31 in- ducted, 16 of RJD have got min- isterial berths. Law and order was at its nadir under Lalu Pras- ad Yadav with kidnappings, ex- tortions and murders, not to speak of corruption, haunting the people. The present coalition has Lalu’s son Tejashwi Yadav as Deputy Chief Minister. Tejashwi’s brother Tej Pratap Yadav is the new Environment Minister, a ministry which is regarded as a gold mine. Chief Minister Nitish Kumar holds the Home portfolio. The second coming of the RJD-Janata Dal - United (JDU) alliance will have two-year ten- ure before it faces its first test in the 2024 Lok Sabha elections. Nitish Kumar is aspiring for a national role in 2024 and his po- litical future will depend on the performance of the present gov- ernment. In that respect, Lalu’s two sons also face a perform or perish situation. W egislators belong- ing to the Eknath Shinde camp have started showing their true charac- ter just over a month after the Sena-BJP government in Maharashtra was sworn-in. Amid differences between the Shinde and Uddhav Thackeray camps over which faction is the real Sena, Prakash Surve an MLA from Magathane constituency, ex- horted his supporters to “break their leg, I will come the next day to bail you out”, apparently referring to Thackeray camp’s leaders. The other legislator, San- tosh Bangar went and slapped a private catering company’s manager for pre- paring sub-standard food. The food, Bangar claimed, was to be distributed to la- bourers as a mid-day meal and did not buy the manag- er’s argument that it was go- ing to be disposed of. These incidents are re- minders of how Shiv Sainiks can subvert the rule of law now that their faction is in power with BJP’s support. Surve’s exhortation to break the legs of rivals is enough encouragement for his fol- lowers. There’s a turf war between the Shinde and Thackeray camps and it is crucial for both the sides. Bal Thackeray’s legacy is at stake and so is the survival of Uddhav Thackeray. He is facing the risk of being mar- ginalised the way he earlier got his cousin Raj Thackeray, leader of the Maharashtra Navnirman Sena, sidelined to wrest control of Shiv Sena. Shiv Sainiks were probably ontheirbestbehaviourduring the rule of Maha Vikas Agha- di, a three-party coalition of Shiv Sena, Nationalist Con- gress Party and the Congress. SENA MLAs ARE BACK TO THEIR OLD WAYS There’s a turf war between the Shinde and Thackeray camps and it is crucial for both the sides. Bal Thackeray’s legacy is at stake and so is the survival of Uddhav Thackeray L Promoted by Shree Cement Ltd. MC heavy weight and the party’s Birbhum district president Anubrata Mondal, who had evaded at least eight CBI summons in the cattle smuggling case, was taken into custody on Thursday, re- portedly for “not cooperat- ing” with the agency . Popularly known as “Kes- toda”, Mondal is among the most trusted associates of Chief Minister CM Mamata Banerjee. He used to enjoy more clout, power and visi- bility in West Bengal even than ministers and many MLAs. He used to be consid- ered as the “betaaj badshah” of Birbhum! Mondal, who has never contested any election in his career so far, has always managed party affairs from behind the scenes. In the 2019 Lok Sabha polls, TMC won both Bolpur and Birbhum. TMC repeated the act in the 2021 Assembly polls as it managed a clean sweep in the district, winning 10 out of 11 seats – and the victory was entirely credited to the booth management skills of the po- litical heavyweight Mondal! It may be noted that in both these elections, the Election Commission had kept him under hawkeye surveillance after the poll panel received complaints that he could re- portedly influence voters in a major way . With his arrest, the CBI is probing a bigger conspiracy (possibly) the “role” of other politicians in the case. Mon- dal’s arrest came soon after former state minister Partha Chatterjee was arrested by the ED in the SSC scam. Both are TMC heavyweights and it’s not tough to guess how the arrests could have been major setbacks for the party . Agencies like the ED and CBI had earlier stepped up investigations into Ponzi schemes in Bengal ahead of the 2013 panchayat polls, the 2014 and 2019 Lok Sabha elec- tions and the 2016 Assembly elections and made several arrests too. And now with the Lok Sab- ha polls barely two years away in 2024, the cattle smug- gling investigation may accel- erate, feel political analysts. It may be noted that West Bengal has 42 Lok Sabha seats and the BJP in the 2019 parliamentaryelections man- aged to clinch 18 of them. It goes without saying that for the TMC, given its national ambition, each of these seats will be important as the bat- tle will go down to the wire. Investigators so far have found evidence of illegal cross-border selling of cattle and use of ill-gotten money. According to the CBI, Mon- dal “procured huge number of cattle” from the Ilambazar Pashuhat and allegedly en- sured safe passage of the same to the border along Bangladesh. ABOUT THE CASE A case was registered by the CBI on September 21 way back in 2020 against four ac- cused, including Satish Ku- mar, who was the Comman- dant of the BSF’s 36 Battalion in Malda during the time span between December 19, 2015 to April 22, 2017. The FIR also alleges that during Ku- mar’s tenure, the BSF seized more than 20,000 heads of cattle before they could be transported across the bor- der, but the vehicles ferrying the same were not confiscat- ed and also persons involved were not even apprehended. CBI’S TAKE IN THE CASE? According to the CBI, Mon- dal is directly involved in the case and was in touch with the main accused, Enamul Haque, through his aide Sai- gal Hossain. The CBI also al- leged that Saigal had collect- ed money which was part of the proceeds from this illegal trade “in the name” of the strongman. WHAT MAMATA SAID? West Bengal Chief Minister Mamata Banerjee on Sunday said she will stand with the strongman and announced to “start a movement” against alleged excesses of the CBI and the ED. She told at a gathering, “What has Kesto done? Even as he was locked in his house, we won the Assembly elec- tions last year. The ED and CBI ransacked his house at midnight. If you arrest one Kesto, we will create thou- sands of them. We will hit the streets from August 16 on the ‘Khela Hobe Divas’. There will be ‘Khela hobe’, again (Let the game start, again).” Several TMC leaders, in- cluding political analysts had initially thought that Mama- ta would not stand by Anu- brata as she did when anoth- er TMC heavyweight Partha Chatterjee was arrested. Chatterjee was removed from the cabinet and was also sus- pended from the party . Blasting the BJP, CPI(M) and the Congress, the CM said, “They all are comrades in arms. They have no place in this state. They do not have a place in the country either.” In a veiled attack against the BJP , she also claimed that the West Bengal Police had saved the Jharkhand govern- ment following the arrest of three Congress MLAs with a huge cash haul. “They (BJP) would have toppled the Jharkhand government. Now they called our officers to Delhi out of revenge. Why is the central government har- assingourofficers”sheasked. The 62-year-old “Kestoda” who hails from a farmer’s family, has been with the TMC since the party was launched in 1998. He is well known for the Khela Hobe slogan. He first hit the head- lines during the 2013 pan- chayat election. It may be noted that Mon- dal has been named in a num- ber of cases, including for threatening people, murder and those related to stone and cattle-smuggling, sand but has never been tried. Mondal’s clout can be gauged from the fact that in February 2022, he was includ- ed in the TMC’s national working committee. He was the only district-level leader who managed to make it to the top TMC organisation. Both Partha and Anubrata were heavyweights, but Par- tha was never a mass leader, but Anubrata was crucial to the party’s organisation in western and central districts. Even as party leaders feel that the top leaders’ silence and maintaining a distance from every arrested leader couldhaveabacklashfromthe workers on the ground, the TMC is apparently planning a protest against the alleged ex- cesses of the central agencies. THE VIEWS EXPRESSED BY THE AUTHOR ARE PERSONAL OF ANUBRATA’S RELEVANCE AND POLITICAL ‘CRISIS’ T Mondal’s clout can be gauged from the fact that in February 2022, he was included in the TMC’s national working committee. He was the only district-level leader who managed to make it to the top TMC organisation. Both Partha and Anubrata were heavyweights, but Partha was never a mass leader, but Anubrata was crucial to the party’s organisation in western and central districts Popularly known as “Kestoda”, Mondal is among the most trusted associates of Chief Minister CM Mamata Banerjee. He used to enjoy more clout, power and visibility in West Bengal even than ministers and many MLAs. He used to be considered as the “betaaj badshah” of Birbhum! Aditi Nagar New Delhi: It seems that the issue sur- rounding leadership in the Congress party is bound to hang for a long time as it is still unclear, even though it is middle of August 2022, as to who will be the National President of the grand-old-party? Rahul Gandhi has not given his consent yet to become party’s national president and thus, in such a situa- tion, the high com- mand is considering some other name. Word within the par- ty’s relevant circle is that the name of Mall- ikarjun Kharge was thought about in the past and according to sources, Kharge is at the forefront of the race and consensus can be formed in the party in the name of Kharge. However, a senior leader close to Rahul Gandhi did not agree on this. It has been contested that if con- sent is made in the name of Kharge, then there will be another challenge before the party, i.e. Organization General Secretary KC Venugopal and Nation- al President will both be from South. Now many big lead- ers of the party are waiting for Rahul Gan- dhi’s approval. Mean- while, Rahul Gandhi is going to start India Jodo Yatra from 7th September. In such a situation, this big issue is still hanging in the party amid nationwide movements. Reluctant Rahul, hesitant leaders: Is this a recipe for another ‘presidency-goofup’ in Congress?
