Minister’s residence on
Sunday. Extending his
best wishes to the devo-
tees, he said that the state

Kendra’, in Gandhinagar

also the world as a model
of leadership.
Banga along with the
United States Secretary of
the Treasury Janet Yellen
visited the centre, which
gathers and analyses aca-
demic and administrative
data of 11.5 million stu-
dents, nearly half a mil-
lion teachers, and 50,000
schools across Gujarat.
Secretary Yellen said
the focus on education is
core to break the cycle of
poverty and to foster sus-
tainable development,
adding that the centre

A minor girl who had run
awayfromAjmerwithher
boyfriend was gangraped
here. The couple was
searching for a hotel near
the bus stand on Saturday
night but couldn’t find a
room as they didn’t have
any identification card.
They were wandering on
the streets when three
youths offered help and
then held the boy hostage
and gangraped the girl at
the Jai NarayanVyas Uni-
versity hockey ground.
Upon receiving infor-
mation, police identified
andarrestedthreesuspects
within four hours with
CCTV footage’s help.
DCP(East)Amrita Du-
han said the police took
immediate action and ap-
prehended all the culprits.
Those arrested have
been identified as Saman-
dar Singh, Bhattam Singh
and Dharampal Singh.
All the three accused had
come to campaign in sup-
port of the student leader,
Lokendra Singh. Loken-

BJP HINTS AT ALLIANCE TALKS WITH JD(S)
AHEAD OF 2024 LOK SABHA ELECTIONS
Senior BJP leader Basavaraj Bommai on Sunday
hinted at talks regarding the JD(S) joining the
NDA, ahead of 2024 Lok Sabha polls. The for-
mer Karnataka CM said the results
of the discussion will determine the
future developments. “That is for the
discussion between our leadership
and JD(S) chief HD Deve Gowda,”
Bommai said in response to a
question on the possibility of JD(S)
joining NDA. He said JD(S) leader
HD Kumaraswamy has expressed
certain feelings and the discussions
will continue in that direction.
The promptness with which the Rajasthan
Police arrested the accused of raping a minor
girl in Jodhpur in just two hours is
commendable. No matter how influential the
accused is, the state government will give the
harshest punishment to the culprits to get
justice for the innocent daughter.

Domestic Trav-
el Mart concluded with a
sense of euphoria among
the participants. Both
the buyers (Domestic
Tour Operators) and
sellers (Owners of Tour-
ism Products) seemed
upbeat buoyant at the
response received at the
mega travel mart.
Over the course of the
2 days, over 7000 pre-
structured B2B meetings
took place between over
200 exhibitors from Ra-
jasthan and more than
200 domestic tour opera-
tors from across the
country. In addition to
the meetings, there were
several knowledge shar-
ing sessions on topics
such as ‘Sustainability in
Tourism’, ‘Innovative
Offerings – New Prod-
ucts in Tourism’, ‘Sus-
tainable Waste Manage-
ment in Hospitality Sec-
tor’, ‘Responsible Tour-
ism’, ‘Wildlife Tourism’,
among many others.
In one of such knowl-
edge sessions ‘Sustaina-
bility in Tourism’, hosted
during the event, Princi-

Naveen Mahajan, Presi-

A 58-yr-old yoga teach-
er was run over by a
speeding city bus in
Vishwakar-
ma Indus-
trial Area
(VKI) on
Sunday, po-
lice said.
Police informed the de-
ceased has been identi-
fied as Narendra Ku-
mar Gautam, who was
also a retd army subedar.
“The incident took
place at around 6:30 am
on Sunday at Road No. 2
of Vishwakarma Indus-
trial Area. The bus was
heading towards Trans-
port Nagar from VKI
Road No. 17 when it sud-
denly lost its balance and
hit the divider. The
speeding bus then
rammed into a scooty
coming from the oppo-
site direction,’ police
said. “The victim was
buried under the bus and
his body was separated
into two parts. The bus
driver fled from the spot
after the incident. The
bus driver had reportedly
worn earphones and was
rashly driving the bus,”
the police added. The
body of the deceased has
been kept in the mortuary
of Kanwatia Hospital.
Sorrowful Sunday
Police lifted the bus with the help of a crane and got the dead body out after the accident on Sunday.

‘normal’, ‘above nor-
mal’rains this monsoon
season. 15 districts have
received abnormal’
rainfall so far while
there is no district under
deficit rainfall category,
according to official
data.
Due to widespread
rainfall, water storage
in 690 dams in the state
is 58.09% of the total
capacity of 12580.03
mqm as on July 15,
which was 43.67% in
the corresponding peri-
od last year. Rajasthan
has recorded 80.9%
more than normal rain-
fall till July 15.
Jaisalmer is falling
under scanty’ rainfall
category. Normal rain-
fall from June 1 to July
15 is 146.39 mm,
against which Ra-
jasthan has recorded
264.75 mm rain during
period this year.

Lalsot state highway
and protested on Sunday
after a father and son died
in a road accident on Satur-
day. The agitated villagers
kept the dead bodies on the
Tunga main bus stand on
the state highway at 11 am
and raised slogans against
the administration and the
government. “The villagers
also closed the markets
forcefully in protest of the
incident. A delegation of
protestors also held talks
with the district administra-
tion, but a consensus could
not be built. A long queue
of traffic was witnessed on
the highway owing to the
protest,” said an official. On
Saturday, a Father and son
riding a motorcycle died on
the spot after an unknown
vehicle hit them near Anat-
pura turn on the Tunga-
Lalsot State Highway.

A police head-constable
was dragged on the bonnet
of a car for at least half-a-
kilometre in Jhotwara area
on Sunday after he tried to
stop the car at a check-

Kumar signalled the driv-
er to stop, he accelerated
the vehicle. The car hit
him and he fell on the bon-
net. He tried to get off the
car but the driver kept
moving for more than 500
meters,” police said.

A man allegedly stran-
gled his 22-year-old
daughter to death in Ra-
jasthan’s Sriganganagar
district on Sunday over
the suspicion that she
was in a relationship, po-
lice said. The incident
occurred in Suratgarh
area when Gome Khan
went to the room of his
daughter Chhinno Bano
while she was studying
and allegedly strangled
her, they added.
Before he went ab-
sconding, Khan told
about the incident to his
brother,Assistant Sub In-
spector Sohanlal said.
The police was informed
after Khan’s brother dis-
closed about the alleged
murder to the village sar-
panch, Sohanlal said.
Khan used to suspect his
daughter of being in a re-
lationship with someone,
he added. In the latest
development, the ac-
cused has been arrested
by the police and further
probe is underway.

A woman leader, also

and her husband have
levelled serious allega-
tions on the senior Con-
gress leader and former
revenue minister Harish
Chaudhary for harassing,
threatening and kidnap-
ping. However, Chaud-
hary, who is also AICC
in-charge of Punjab, has
denied the allegations
saying that he has noth-
ing to do with the matter.
It mentioned here that
for some time BJP and
Congress are up in arms
over the Pradhan seat at
Patodi Panchayat Samiti.
On June 14, BJPmem-
bers brought a no-confi-
dence motion against
Mamta Prajapat and later
the matter reached the

major boost with the ef-
forts of Lok Sabha

Biosafety level 3 (BSL-
3) lab will be established
at Kota Medical College.
This will benefit the peo-
ple of Rajasthan and
Madhya Pradesh as well.
The ICMR has re-
leased the first install-
ment of Rs 6.97 crore for
the establishment of the
BSL-3 lab. The construc-
tion of the lab will cost a
total of Rs 17 crore.After
this, Kota will be able to
conduct tests for serious
viruses. Testing of dan-
gerous viruses like Nipah
and Ebola will be possi-
ble in Kota itself.
Besides, identification
of any new variants
could also be possible in
Kota. Research on patho-
gens will be conducted at
the BSL-3 lab. Kota will
get connected to the 17
labs spread across the
country by ICMR.

Three on way to Ramdevra crushed under a truck

Two youths were killed
while one was injured in
Pali on Sunday after a
speeding truck ran over
them. Police informed
the deceased has been
identified as Arjun (27)
and Sachin (19), resi-
dents of Vadnagar in Gu-
jarat. “The incident took
place at around 4am on
Sunday at Gundoj Road
on National Highway.
The victims were head-
ing towards Ramdevra
and had just parked their
motorcycle on the road-
side when a speeding
truck hit them and
crushed them to death,”
police said.
The mutilated bodies
were taken to the mortu-
ary of Bangur Hospital in
Pali for the post-mortem.

firmed that three cubs
have been spotted and
they are aged around two-
and-half years old. Offi-
cials also informed that
Tigress RVT-2 was
brought from Rantham-
bore to Ramgarh Vish-
dhari on July 16, 2022. “It
is a unique instance where
the tigress has delivered
three cubs within one year
of shifting. With this, the
number of tigers in Ram-
garh Vishdhari has been
increased to five,” said an
official.
ACS (Forest and Envi-
ronment) Shikhar Agar-
wal shared a tweet and
expressed happiness over
the birth of three cubs.
“After a long wait, good
news has been received
from Ramgarh Vishdhari
Tiger Reserve. Begum is
seen with three cubs,”

Jaipur. Police informed
the accused, Ankit Jaisw-

Jaipur: A local court here on Sunday sent Gopal
Kesawat, former chairperson of the State Ghu-
mantu Jati Kalyan Board, and three others to
judicial custody. They were arrested by Anti Corruption
Bureau on Saturday with a bribe amount of Rs 18.50 lakh
which was taken in lieu of getting an exam conducted by
Rajasthan Public Service Commission (RPSC) cleared.
They were produced in court. The ACB did not seek their
police remand following which the magistrate ordered to
send them to judicial custody for 15 days.

declaring a state religion, it
is essential to continue the
discourse and navigate the
delicate balance between
religious freedom and reg-
ulation to maintain har-
mony in a diverse society.
The right of a religious
denomination to manage
its own affairs is limited to
religious matters that are
subject to public order,
morality, and health. Reli-
gion encompasses a sys-
tem of beliefs and doc-
trines that individuals and
communities consider con-
ducive to their spiritual
well-being. However, reli-
gion is more than just a set
of beliefs. It may include
ethical rules, rituals, obser-
vances, ceremonies, and
worship practices, even
extending to matters of
food and dress. Neverthe-
less, the freedom to propa-
gate one’s religion cannot
infringe upon the freedom
of another person to prac-
tice their own religion.
The Indian Constitution
provides protection to dif-
ferent denominations and
religious groups by includ-
ing religious rights as fun-
damental rights. Article 25
of the Constitution states
that all individuals are
equally entitled to freedom
of conscience and the right
to freely profess, practice,
and propagate religion,
subject to public order, mo-
rality, and health. Article
26 grants every religious
denomination the funda-
mental right to manage its
own affairs in matters of
religion, which cannot be
abrogated. Article 29
grants minorities the abso-
lute and unqualified right
to conserve their distinct
language, script, and cul-
ture. Article 30 gives fun-
damental rights to all mi-
norities, based on religion
or language, to establish
and administer educational
institutions of their choice.
However, the right of reli-
gious denominations to
manage their own affairs is
restricted to religious mat-
ters subject to public order,
morality, and health. The
only absolute and unfet-
tered rights are the right to
freedom of conscience un-
der Article 25 and the right
of minorities to conserve
their distinct identity under
Article 29.
The state is empowered
by Article 25 to regulate
and restrict economic, fi-
nancial, political, or other
social activities associated
with religious practice.
Consequently, freedom of
religion does not include
social and economic prac-
tices, as well as certain
matters related to civil laws
that are secular and not in-
trinsic to religion. In such
cases, the legislature has
the authority to enact uni-
form laws to govern these
secular activities, as envis-
aged by Article 44 of the
Constitution.
Theterm“religion”isnot
explicitly defined in the
Constitution. The SC has
broadly defined religion in
various cases, including
H.R.E v. L.T. Swamiar and
S.P.Mittalv.UnionofIndia.
According to the Court, re-
ligion is a matter of faith for

ever, Article 44 is a non-
enforceable principle 
requires parliamentary ac-
tion to be implemented.

sharing poll honours in Uttar Pradesh. The
party’s important member, OBC MLA Dara Singh
Chauhan, has quit the SP and is expected to join the
Bharatiya Janata Party. Chauhan met Union Home
Minister Amit Shah on Saturday. He is tipped to get
the Lok Sabha ticket which would be at the expense
of some BJP MP.
Samajwadi president Akhilesh Yadav is often ac-
cused of indifference due to his lack of political ma-
turity. His ally, the Rashtriya Lok Dal (RLD), may also
part ways.The speculation over his future plans gained
currency after Jayant Chaudhary, the RLD chief, re-
cently tweeted, “Khichdi, Pulao, Biryani…eat what-
ever you like.” This was followed by another tweet
which said, “If you want to eat rice then eat kheer.”
This was interpreted to mean that Western UP’s
important Jat leader was keeping all his options, in-
cluding moving out of SP-RLD alliance, open.

from the dollar, once the world’s strongest
currency. It is convincing its trading partners
to trade in rupee and their own currency. The signing
of the pact between India and the United Arab Emir-
ates (UAE) on rupee-dirham trade is an important
step towards making the Indian currency a part of the
international currency basket.
The mood against the greenback changed after the
US imposed sanctions against Russia in 2014. Since
then several countries have entered into bilateral agree-
ments to trade in their respective currencies to avoid a
Russia-like squeeze
on their economies.
India’s plan to allow
international trade to

announced by the Re-
serve Bank of India in
2022. Subsequently,
theUAEandIndiaan-
nounced that they
chalk out a plan to
trade in non-oil com-
modities in rupee and
dirham. On Thursday
the two countries for-
malized this plan dur-
ing Prime Minister
NarendraModi’svisit.
In April, India and
Malaysia also moved
away from the dollar
by agreeing to trade in their respective countries. Iran
and Sri Lanka have also expressed interest in rupee
trade which will bring down demand for dollars and
boost exports. Russia is one country with which ru-
pee trade negotiations did not succeed. A Reuters
report said Indian negotiators “failed to convince
Russia to keep rupee in its coffers”.
Sri Lanka has gone a step further by saying that it
is not averse to using Indian rupee as common cur-
rency. Sri Lankan President Ranil Wickremesinghe
said he would want to see Indian rupee used as much
as the dollar.

Union Home Minister
Amit Shah will chair re-
gional conference on
‘Drugs Smuggling and
National Security’ here
in the national capital
on Monday.
During the conference,
over 1,44,000 kilogram
drugs worth Rs 2,416
crore, will be destroyed
in various parts of the
country by Narcotics
Control Bureau (NCB) in
coordination with Anti-
Narcotics Task Forces
(ANTFs) of all states,
said the Ministry of
Home Affairs (MHA) in
a statement. The drugs to
be destroyed will include
6,590 kilogram by NCB’s
Hyderabad unit, 822 kil-
ogram by Indore and 356
kilogram by Jammu unit.
Along with this, the
MHA said, various law
enforcement agencies of
different states will de-
stroy a total of 1,44,122
kilogram of drugs, includ-
ing 1,486 kilogram drugs
in Assam, 229 kilogram
in Chandigarh, 25 kilo-
gram in Goa, 4,277 kilo-
gram in Gujarat, 2,458
kilogram in Haryana,
4,069 kilogram in Jammu
and Kashmir, 1,03,884

between Sahadatganj and
Lata Mangeshkar Chowk
at Nayaghat, ahead of the
completion of Ram tem-

“The pillars will have
intricate carved designs
that are seen on the
walls of popular temples
across the country.
These sculptures will act
as landmarks which
would capture the es-
sence of the city’s rich
heritage, cultural, spir-
itual and historical lega-
cy,” said Vishal Singh,
vice chairman of the
ADA on Sunday.
The authority has
selected Ram Path (13
km) and Dharam Path
(4 km) for the makeover
as it is going to be the
main road which will
connect the Lucknow-
Ayodhya national high-
way to the Ram temple,
once it is ready.
The pillars will be 20
ft high and have a cir-
cumference of 5 ft. A
budget of Rs 2.10 crore
has been set aside for
this. The design elements
have been finalised by
the authority and an
agency which has the ex-
pertise to undertake such
projects is being identi-
fied, Singh said.

ours.” He also cleared

Chief Minister Ashok Gehlot has approved Rs 17
crore for opening sports schools in Churu and Pali
districts. Construction work will be done in each
school at a cost of Rs 8.50 crore. With this, sportspersons
will be able to enter schools from Class 6 and get sports
training along with pursuing their studies. They will be able
to study here until Class 12th. The CM had made the an-
nouncement in this regard during the budget.

Police informed the de- ceased has been identi- fied as Narendra Ku- mar Gautam, who was also a retd army subedar. “The incident took place at around 6:30 am on Sunday at Road No. 2 of Vishwakarma Indus- trial Area. The bus was heading towards Trans- port Nagar from VKI Road No. 17 when it sud- denly lost its balance and hit the divider. The speeding bus then rammed into a scooty coming from the oppo- site direction,’ police said. “The victim was buried under the bus and his body was separated into two parts. The bus driver fled from the spot after the incident. The bus driver had reportedly worn earphones and was rashly driving the bus,” the police added. The body of the deceased has been kept in the mortuary of Kanwatia Hospital. Sorrowful Sunday Police lifted the bus with the help of a crane and got the dead body out after the accident on Sunday. PTI Jaipur 32 out of 33 Rajasthan districts have received ‘normal’, ‘above nor- mal’rains this monsoon season. 15 districts have received abnormal’ rainfall so far while there is no district under deficit rainfall category, according to official data. Due to widespread rainfall, water storage in 690 dams in the state is 58.09% of the total capacity of 12580.03 mqm as on July 15, which was 43.67% in the corresponding peri- od last year. Rajasthan has recorded 80.9% more than normal rain- fall till July 15. Jaisalmer is falling under scanty’ rainfall category. Normal rain- fall from June 1 to July 15 is 146.39 mm, against which Ra- jasthan has recorded 264.75 mm rain during period this year. While India differs from other South Asian countries in terms of not declaring a state religion, it is essential to continue the discourse and navigate the delicate balance between religious freedom and reg- ulation to maintain har- mony in a diverse society. The right of a religious denomination to manage its own affairs is limited to religious matters that are subject to public order, morality, and health. Reli- gion encompasses a sys- tem of beliefs and doc- trines that individuals and communities consider con- ducive to their spiritual well-being. However, reli- gion is more than just a set of beliefs. It may include ethical rules, rituals, obser- vances, ceremonies, and worship practices, even extending to matters of food and dress. Neverthe- less, the freedom to propa- gate one’s religion cannot infringe upon the freedom of another person to prac- tice their own religion. The Indian Constitution provides protection to dif- ferent denominations and religious groups by includ- ing religious rights as fun- damental rights. Article 25 of the Constitution states that all individuals are equally entitled to freedom of conscience and the right to freely profess, practice, and propagate religion, subject to public order, mo- rality, and health. Article 26 grants every religious denomination the funda- mental right to manage its own affairs in matters of religion, which cannot be abrogated. Article 29 grants minorities the abso- lute and unqualified right to conserve their distinct language, script, and cul- ture. Article 30 gives fun- damental rights to all mi- norities, based on religion or language, to establish and administer educational institutions of their choice. However, the right of reli- gious denominations to manage their own affairs is restricted to religious mat- ters subject to public order, morality, and health. The only absolute and unfet- tered rights are the right to freedom of conscience un- der Article 25 and the right of minorities to conserve their distinct identity under Article 29. The state is empowered by Article 25 to regulate and restrict economic, fi- nancial, political, or other social activities associated with religious practice. Consequently, freedom of religion does not include social and economic prac- tices, as well as certain matters related to civil laws that are secular and not in- trinsic to religion. In such cases, the legislature has the authority to enact uni- form laws to govern these secular activities, as envis- aged by Article 44 of the Constitution. Theterm“religion”isnot explicitly defined in the Constitution. The SC has broadly defined religion in various cases, including H.R.E v. L.T. Swamiar and S.P.Mittalv.UnionofIndia. ANI New Delhi Union Home Minister Amit Shah will chair re- gional conference on ‘Drugs Smuggling and National Security’ here in the national capital on Monday. During the conference, over 1,44,000 kilogram drugs worth Rs 2,416 crore, will be destroyed in various parts of the country by Narcotics Control Bureau (NCB) in coordination with Anti- Narcotics Task Forces (ANTFs) of all states, said the Ministry of Home Affairs (MHA) in a statement. The drugs to be destroyed will include 6,590 kilogram by NCB’s Hyderabad unit, 822 kil- ogram by Indore and 356 kilogram by Jammu unit.
