This initiative is part of the 'Invest Rajasthan' summit, which has attracted over Rs 7 lakh crore in investments, primarily in renewable energy. acquitted 28 others in
the 2008 Ahmedabad se-
rial bomb blast case.
Justice AR Patel will
pronounce quantum of
punishment today. All
convicts will be brought
in court when the quan-
tum of punishment is
pronounced by the
Judge. Within a span of
70 minutes as many as
21 bomb blasts had tak-
en place in Ahmedabad
on July 26, 2008. The ter-
ror attack had led to the
death of 56 people who
were killed at various
places in the city due to
the bomb blasts and
over 200 people were
also injured. The Islam-
ic militant group, Har-
kat-ul-Jihad-al-Islami,
had claimed responsi-
bility for the attacks.

Jaipur: Liquor manu-
facturers are being ac-
cused of fixing the tax
value due to the negli-
gence of the Excise De-
partment. After the
Competition Commis-
sion of India (CCI) im-
posed a fine of Rs 870
crore in September last
year on three beer
makers and their trade
association All India
Brewers Association in
the matter of brand
and rate approval.
Questions have been
raised about the mess
in brand and rate ap-
proval. The Excise De-
partment has also
come under the scan-
ner due to the high in-
crease in the rates of
some brands of liquor
in the last two years
even as there is no sig-
nificant increase in liq-
uor production.

Kumar alleges that in
the last two years, the
rates of some brands
of liquor were in-
creased excessively to
benefit the liquor pro-
duction and supply
companies in the State,
while their cost of pro-
duction did not make
much difference. In
such a situation, crores
of rupees were unnec-
essarily collected from
the common consumer.
Gyanesh Kumar has
demanded a high level
enquiry in this matter.

of liquor are approved
by the officers of RSB-
CL and Excise Depart-
ment. In spite of not
increasing the cost of
production, there is
something wrong with
the excessive brands

Jaipur: NSUI staged demonstration in Rajasthan Uni-
versity on various demands including reduction of UG
and PG syllabus, they also locked the Vice Chancellor’s
Secretariat, due to which VC Prof. Rajiv Jain remained
imprisoned inside. After locking the Vice-Chancellor’s
Secretariat, the workers sat on a dharna, saying that the
gate would not open until the VC would meet them. Due
to this uproar that lasted throughout the day, the VC
could not come out of the Secretariat for almost eight
hours. In the evening, when he called the NSUI workers
for talks, the lock was opened.
Jaipur: Cold wave conditions abated slightly in Ra-
jasthan, with the minimum temperature rising across
the state, the weather office said on Tuesday. At 7.1 de-
grees Celsius, Chittorgarh was recorded the coldest on
Monday night followed by 8.1 in Sangaria, 8.3 in Anta,
8.6 in Bhilwara, 9.4 in Dabok and 9.6 in Sriganganagar.
The minimum temp settled above 10 degrees Celsius
in other places of the state. The day temperature also
witnessed an upward trend with Dungarpur recording
31 degrees Celsius. The max temp in most of the places
was recorded between 21 and 31 degrees Celsius.

will be made with 3D
technology

Jaipur will be the
first city to do this in
the whole country. The
IT department has done
the 3D survey for this
keeping in mind the vi-
sion till the year 2050.
The existing master-
plan of Jaipur city was
implemented in August
2011. This master plan
is applicable till the
year 2025 only
.
In such a situation,
Gehlot government has
started the important
work of preparing new
master plan.
The government has
given the responsibility
of preparing the master
plan to Chief City Plan-
ner RK Vijayvargiya
and other officials.
A 3D survey of the
entire 3,000 square kilo-
metre area included in
the JDA region of
Jaipur has been con-
ducted by the IT Depart-
ment. Till now the mas-
ter plan of the city has
been made according to
2D technology

It will be easy to pro-
pose land use according
to the need. With 3D
survey, the survey work

Jaipur: Rajasthan on
Tuesday reported 3,479
fresh COVID-19 cases
and 16 more deaths due
to the viral disease, ac-
cording to health de-
partment data.
Jaipur reported 1,140
fresh cases, Jodhpur
300, Udaipur 221, Gan-
ganagar 174, Alwar 120,
Kota 119 and Bhilwara
112, the data showed.
Of the latest deaths,
four were reported from
Jaipur; two each from
Bikaner and Jodhpur;
and one each from
Ajmer, Alwar, Baran,
Churu, Jhunjhunu,
Kota, Sikar and Sirohi.
So far, 9,407 people
have succumbed to
COVID-19 in state, the
data stated.
As many as 7,354
more people recovered
from COVID-19 in the
state. Currently, 37,278
patients are undergoing
treatment, it said.

Jaipur: The HC held the hearing in the case
against Rajasthan HC Senior Lawyers’ Bar As-
sociation on Tuesday. While putting a stay, the
Bench of Justice Mahendra Kumar Goel said that
the permission of the court must have to be taken
before using the words ‘High Court’. The judge
further said that the words ‘senior lawyer’ too
cannot be used as PC Bhandari has not been des-
ignated as a ‘Senior Advocate’. Lawyer of HC Bar
Association, Giriraj Prasad Sharma said that the
High Court Bar Association has filed the petition
objecting to use of the words. However, a dharna
continued for the 15th day since January 25 over
irregularities in nomination of senior lawyers.

run universities, Gover-
nor Dhankar has objected
to the state government’s
functioning and decisions,
inviting criticism from
Chief Minister Mamata
Banerjee and the TMC.

new and West Bengal has
had its shareof “unrest”in
this regard since 1967, this
time the matter has gone
beyond the corridors of

Governor Jagdeep
Dhankhar visited the As-
sembly (premises) to pay

er Biman Bandyopadhyay

Incidents took such a
turn that Chief Minister
Mamata Banerjee an-
nounced that she had
blocked the Bengal Gover-
nor on Twitter, as he had
been making derogatory
remarks against the state
government especially on
themicrobloggingsite.Pan-
dit Jawaharlal Nehru had
said, “In a parliamentary
democracy

resents the dignity and the
freedom of the House and
because the House repre-

had not only raised ques-

cated that he is working on

Since 1952, it has been
customary for the Gover-
nors of states to authorize
Speakers of the legislative
assemblies to administer
the oath of office to legisla-
tors. However, surprising-
ly
, after the recent by-polls
in Bengal where Chief
Minister Mamata Baner-
jee won from the Bhabani-
pore seat, the Governor
issued a notification and
withdrew the power of the
Speaker to administer the
oath of office to newly
elected legislators.
Recently, Chief Minis-
ter Mamata Banerjee
without naming the Gov-
ernor, said: “Raj Bhavan
mein ek raja baitha hai.
Kya nahi bolta hai. BJP ke
president se bhi bada. All
India President BJP ka -
aise baat karta hai.
The Governor on his
Twitter handle wrote:
“Stunned @MamataOffi-
cial ‘Raj Bhavan mein Ek
raja baitha hai’ stance,
while on a political visit to
Goa - the unexpected act of
impropriety
. On December
16 urged CM for interac-
tion as constitutional
functionaries act in har-
mony to serve people.”
In a separate message,
the Governor wrote: “Nei-
ther ‘law unto oneself’ nor
‘state within state’ Gov-
ernance @MamataOfficial
can be constitutionally
sanctified. CM continually
in breach of ‘duty’ under
Article 167 politicized
bureaucracy under Arti-
cle 166.”
It may be recalled that
on the issue of the approv-
al of the vice-chancellors
of the state-run universi-
ties, West Bengal educa-
tion minister Bratya Basu
indirectly referred to the
governor as ‘Pagla (Crazy)
Jagai (A humorous and
crazy character of famous
Bengali poet Sukumar
Roy) wrote: “It is high time
to introspect whether we
should continue with the
colonial legacy of the Gov-
ernor being the Chancel-
lor of Universities just by
the virtue of his post or we
should nominate eminent
scholars and educationists
as Chancellors.”
The arrest of three leg-
islators of TMC, including
two ministers, by the CBI,
took a controversial turn
after the Speaker of the
State Assembly Biman Ba-
nerjee termed the probe
agency’s action based on
the Governor’s consent
“illegal and unethical”. In
1967, the then Chief Minis-
ter of West Bengal, Ajay
Mukherjee, clashed with
the then Governor Dhara-
mvir. Governor Dharam-
vir had sent a letter to
Mukherjee asking him to
prove the majority of the
United Front within three
days. Mukherjee replied
that whatever happens
will happen in the Assem-
bly as per the pre-deter-
mined time. After receiv-
ing the letter, Dharamvir
sent a recommendation to
the Centre to dismiss the
Cabinet, and the conflict is
needless to say escalated.
Late Pramod Dasgupta,
former state secretary of
the CPI(M), had called for-
mer Governor BD Pandey
‘Bangla Daman Pandey’.
However, the biggest re-
sistance came during the
tenure of former West
Bengal Governor AP Shar-
ma. In 1984, Sharma chose
the name of Santosh Bhat-
tacharya by not approving
the Left-nominated candi-
date Ramen Poddar for the
post of the Vice-Chancel-
lor of Calcutta University
.

New Delhi: Cricketer-turned-politician Navjot
Sidhu on Tuesday said that his crossing over
to the Congress happened after around 70
visits by election strategist Prashant Kishor,
who was helping craft the party’s campaign
ahead of the 2017 assembly elections in
Punjab. “Prashant Kishor met me at least 70
times asking me to join the Congress,” he told
media. Mr Kishor, he added, was apprehen-

In a letter to CM Con-
rad Sangma, the Con-
gress Legislature Party
stated, “We wish to sup-
port you and the MDA
(Meghalaya Democratic
Alliance) government to
strengthen the govern-
ment’s arms and deci-
sion making, so as to en-
sure that our joined ef-
forts will take the state
forward, in the general
interest of its citizens.”
The Congress MLAs
who have extended sup-
port to the government
are M Ampareen Lyng-
doh, Mayralborn Syiem,
Mohendro Rapsang,
Kimfa Marbaniang and
PT Sawkmie.
The BJP is also a part
of the ruling MDA gov-
ernment. With the join-
ing of Congress MLAs,
Sangma will have the
unique feat of getting
both the Congress and

Colombo: The Sri Lan-
kan Navy has arrested
11 Indian fishermen
and seized three fishing
trawlers for allegedly
poaching in the coun-
try’s territorial waters,
an official statement
said on Tuesday
.
The arrests were
made close to Delft Is-
land in the north on
Monday. They were in-
dulging in bottom
trawling, the Navy said.
The arrests are part
of the Navy’s patrols to
cut illegal fishing in the
Sri Lankan waters to
minimise impact from
poaching on the local
fishermen and sustain-
ability of fishery re-
sources in Sri Lanka,
the statement said.
The fishermen issue
is a contentious one in
ties between the two
countries.
The issue of fisher-
men also figured in the
talks between MEA S

Army personnel, who
had gone missing after
being caught in an ava-
lanche in Arunachal
Pradesh on Sunday,
have been found dead,
the Army said on Tues-
day. It added that the
bodies are being
brought back to the
nearest Army facility
.
It stated that seven In-
dian Army personnel,
who were part of a pa-
trolteam,werestruckby
an avalanche in the
high-altitude area in the
Kameng sector of
Arunachal Pradesh on
February 6, and “search
and rescue operations
were launched immedi-
ately
,includingairlifting
of specialised teams”.
The Army said that
thesearchandrescueop-
erations have “now been
concluded” and “bodies
of all seven individuals
have been recovered
fromtheavalanchesite”.
Unfortunately
, it said,
“despite the best efforts
of everyone involved, all
seven have been con-
firmed deceased.”
The area is located at
an altitude of 14,500 feet,
andhadbeenwitnessing
inclement weather with
heavy snowfall since the
last few days, said the
Army
.“Thebodiesof the
soldiers are currently
being transferred from
the avalanche site to the
nearest Army medical
facility for further for-
malities,” it added.

vice), removal of 9-year

tation, declaration of

operationalisation of
30% posts at JAG level
from overall senior duty
posts, etc, and cadre re-
view by CR Division.
The delegation also
drew the attention of
Dr. Singh to what it con-
siders as the chief
cause of mismanage-
ment of issues in the
CSS cadre. It informed
the minister that much
of the problems in the
CSS cadre are due to the
fact the people who do
not belong to the CSS
Cadre occupy the im-
portant posts in the CS
Division, with very lit-
tle understanding of
the Cadre. So the dele-
gation requested the
Minister that at least
Director level posts in
CS Division must be re-
served for CSS officers.

In both these states, the

wal has focussed the
campaign on himself.
He has campaigned al-
most entirely on the
lines of Narendra Modi.
Just as Modi had cam-
paigned by showing Gu-
jarat’s model to states
outside Gujarat in the
initial days, similarly
Kejriwal is showing the
model of Delhi in Pun-
jab and Goa. At the
same time, the way
Modi is campaigning in
his own name, an al-
most repeat of the same
is being done by the
Delhi CM.
One of the themes of
BJP’s campaign is

hai’. Kejriwal is saying
this in the campaign of
every state that the peo-
ple of the state have
given opportunity to

New Delhi: The Supreme Court on Tuesday accepted
the out-of-court settlement between Gujarat Urja Vikas
Nigam Ltd (GUVNL) and Adani Power (Mundra) Ltd
over the supply of electricity and disposed of the cura-
tive plea in view of the settlement deed. The curative
petition was filed by GUVNL against a three-judge
bench 2019 verdict of the top court which had upheld
the termination of a Power Purchase Agreement (PPA)
by Adani Power. A five-judge Constitution Bench of
Chief Justice of India disposed of the curative plea.
New Delhi: The SC on Monday issued notice to
the Centre and the Tamil Nadu govtt on a plea
against the latter's decision allocating 50 per cent
of seats in super-specialty courses in government
medical colleges for the in-service doctors of the
state. A bench of Justices L. Nageswara Rao and
B.R. Gavai sought response from the Tamil Nadu
govt, Union Ministry of Health Family Welfare,
and others.Issue notice returnable on February 25,
2022. Counsel for the respondents is permitted to
file a reply, the meanwhile, it said in its order.

been announced to
launch 'One Classroom,
One TV Channel', for
which good budget has
also been allocated. The
question is whether it is
a matter of celebrating
education through e-
university, e-vidya,
channel? Can it be made
an alternative to class-
room education? Due to
the compulsion in the
corona virus pandemic,
online classes were
started, but it cannot be
made a substitute for
classroom education.
It has been confirmed
by many studies that
even in urban popula-
tion, there are more
than 40 percent children
who are not able to take
online classes. In areas
of rural and forest or
mountaineous areas,
online education is dif-
ficult for most children.
There is no qualitative
change in the learning
of children who are ca-
pable i.e. those who
have TV
, laptop or smart
phone and internet con-
nection. Their learning
process is not improv-
ing and health problems
are also arisin by con-
tinuos exposure to
screens. Therefore, the
government should
keep the principle of
promoting remote edu-
cation only as a pilot
project and by increas-
ing the grant to schools,
colleges, universities, it
should be ensured that
all schools, colleges
open as soon as possible
so that children can
start their classroom
education as there can
be no alternative to it.

cated in the last budget
has been reduced to al-

ernment had allocated a
huge amount for this.
In the first budget
presented last year i.e.
2021-22 amid the Coro-
na epidemic, the cen-
tral government allo-
cated a budget of Rs 28
crore to improve the
quality of data. It was
named the National
Program for Improv-
ing Quality of Statis-
tics in India. 28 crore
was given for this item
but the Revised Budget
Estimates showed that
no amount was spent
on improving the qual-
ity of the data. Only
then the allocation in
this item has been
completely abolished
in the next year’s budg-
et. A token amount of
one lakh rupees has
been fixed for the qual-
ity of the data. Just
imagine, where there
was an allocation of 28
crores, now it has re-
duced to merely one
lakh rupees!

the quality of the data

chamber in Yojana Bha-

Construct water tanks on vacant land: Meena

Jaipur: In a major an-
nouncement aimed at
harvesting rainwater,
principal secretary, ur-
ban development and
housing, Kunjilal Mee-
na has directed officials
to weigh the feasibility
of constructing water
tanks on land plots lying
vacant in urban areas.
The proposal to this
effect was mooted at a
meeting of urban devel-
opment planning de-
partment officials. Offi-
cials discussed how the
urban population has
not shown interest in
rainwater harvesting
since the water thus
saved is not used imme-
diately
. It was discussed
in the meeting how wa-
ter tanks built on vacant
land plots can be used to
store rainwater which
can be used immediate-
ly. Meena has directed
the officials to draw a
concrete proposal to this
effect to the state gov-
ernment.
It was also decided in
the meeting to bring the
focus on land pooling in
the urban centres.

During his visit, ACB
DG BL Soni held a
meeting with the entre-
preneurs and intellec-
tuals in the Chambers

dustries Auditorium
of the city. Soni ap-
pealed to everyone that
they should discharge
their role in a positive
spirit to eradicate cor-
ruption.
He apprised the
working of the ACB to
the people present in
the meeting as well as
responded to their que-
ries. After the meeting,
he also had a session
with the journalists
and informed them
about the Anti-Corrup-
tion Bureau’s strict ac-
tion against the cor-
rupt in the state. He
said that no one wants
to bribe anyone with
his hard-earned mon-
ey but sometimes cir-
cumstances tend to-

the legend Lata Man-
geshkar. The lady in her
lifetime outgrew her iden-
tity as a playback singer
and stood tall as a cult fig-
ure of personal grace that
was as influential as her
musical genius.
The Indian art universe
is replete with artists of ex-
cellence but few have been
revered the way Lata Man-
geshkar had been through-
out her life. This is because
Lata Mangeshkar was seen
as an icon beyond music
and there was an intrinsic
beauty about her character
that only enhanced the
aura around her celebrity
status drawn from her cin-
ematic oeuvre.
We love our stars for what
they are and most of their
off-screen charm emanates
from their star status. We
want to see them in their
personal life and hear their
backyard stories because
they are stars. But for Lata
Mangeshkar, her star status
was different from her so-
briety, perhaps because in
her humbleness, she never
considered herself a star.
‘75% of what I am is just
god-gifted,’ was her custom-
ary coy refrain, wherein she
downplayed the fact that
her talent was a testimony
of years of extreme hard
work, patience and disci-
pline of rigour that silently
worked day and night be-
hind the veil of glamour.
Lata Mangeshkar
rose through the
ranks not because
of her passion to be
a star singer, but
because of com-
pulsion that her
circumstances
created. She only
did what she did
best because she
didn’t know what
else to do to make
ends meet. She
slogged and struggled to
find a footing amid the il-
lustrious stalwarts like
Noor Jehan and Suraiya
among others. Nothing
came to her on a platter and
insults and ignominy were
part of her daily struggle to
survive. As it is said, adver-
sities are the test of true
mettle of a person and her
struggles made her resolute
and strong, which lent a
unique force to her charac-
ter that compelled people to
takenoteandgetinfluenced.
Playback singers hardly
command adulation for
their face value and there is
a whole India in the hinter-
lands that still believes the
stars actually sing the songs
on screen. The idea of some-
one play backing is alien to
many. It is thus a wonder
how, despite her conspicu-
ously unassuming demean-
our and simplistic persona
devoid of any extraneous
embellishments, she could
inspire and shape genera-
tions for over six decades.
Her stage antics were al-
most nil and in an era when
singers are propped by a
plethora of glitzy accompa-
niments to set up the right
mood and frenzy, she was
perhaps the lone singer who
could make a whole audi-
ence dumbstruck by just
standing in front of the mic.
Such was the import of her
character and charisma.
There can be disputes
and debates on her musical
characteristics with people
of different aural prefer-
ences choosing according
to their predilections and
musical attunement, but all
assessments fall silent
when one comes face to face
with her elegance – an ele-
gance evoking a calmness
that can only come from a
deep awareness of the cos-
mic rhythm within.
The seriousness that went
into her work, the insatiable
thirst she had for perfection,
that made her a lifelong
learner, took the whole art
of playback singing a notch
or two above and amplified
the value of the profession.
Generations of female play-
back singers of varied de-
grees of excellence have
come, survived, flourished
and vanished. Millions will
come and go. But the cult of
Lata Mangeshkar survives
and will continue to do so,
not just because of her mel-
lifluous music, but also be-
cause of the incarnation of
Maa Saraswati that she had
come to be worshipped as.

remember her as a stalwart of Indian culture, whose melodious voice had an unparalleled
ability to mesmerise people.”
Marudhar Mathur Samaj Women’s Club celebrated Basant Panchami by worshipping
Goddess Saraswati and asking her to bless the samaj with knowledge, enlightenment, and

capacity to satisfy the
needs, MGH has made
this effort in order to
serve the needful.

unit dedicated to the
children has all crucial
facilities such as inva-
sive ventilators, bipap

atric Nephrology de-
partment told that the 5
Bed dialysis unit will
include hemodialysis
machines, sled and
CRRT machines. All of
these services can also
