PM MODI HERALDS NEW ERA
OF CO-OP FEDERALISM
First India Bureau
New Delhi: PM Naren-
dra Modi chaired the
national conference of
Chief Secretaries fo-
cused on achieving rap-
id and sustained eco-
nomic growth in part-
nership with the states,
in the national capital
on Friday. The idea be-
hind this conference is
that cooperative feder-
alism, through Central
Ministries and depart-
ments working together
with States in seamless
coordination, is an es-
sential pillar for the de-
velopment and progress
of New India.
With this vision in
mind, PM Modi concep-
tualised this confer-
ence, which was held for
the first time in June
2022 in Dharamshala.
This year, National
Conference of Chief
Secretaries started on
January 5 and will con-
clude on 7. More than
200 bureaucrats com-
prising representatives
of the central govern-
ment, chief secretaries
and other senior offi-
cials of all States/Union
Territories and domain
experts, are participat-
ing in the conference.
Having had vast expe-
rience of governing a
state as CM of Gujarat,
PM Modi knows that
key to development for
states is availability of
sufficient resources.
Taking a significant
step in this direction,
government took deci-
sion to increase states’
share in divisible pool
of taxes from 32% to
42%. This has provided
states with more re-
sources to design and
implement pro-
grammes as per their
requirement and need.
Modi has initiated the
concept of PRAGATI.
This unique initiative
brings the highest offi-
cials of the central govt
(Secretary), state govt
(Chief Secretary) and
other officials on one
table along with the PM.

Speaking on the matter,
Chief Minister Ashok

decision of the Supreme
Court that until some-
thingisproved,itshould
not be given publicity
.
What had the previous
government done, when
protests were expressed
by the media. The media
couldnotprintanything
without an order, action
could be taken against
it, but there was nothing
like that in this order.
Even then if something
goes wrong, we will do

“Our campaign is

. ACB raid campaign
is not like this in any
state. ACB will do its
work. It is a sad thing
that raids happen, peo-
ple are caught. SP, Col-
lector are caught. The
Supreme Court also
banned the use of hand-
cuffs. Now many things
happen in the name of
human rights, we have
to accept them,” he said.
Gehlot also termed
the Rajasthan High
Court’s recognition of
the demand for compen-
sation after death as
‘correct thing’. Gehlot
said that there should
be a policy regarding
compensation. “People
sit with the dead body.
Many people do poli-
tics. I am in support of
this demand. We will
make a policy regard-
ing compensation,” Ge-
hlot said. Turn to P7

declared holidays in all government and non-government

WHO ALLOWED
50,000 PEOPLE TO
BUILD HOMES ON
HALDWANI LAND
he Uttarakhand High
Court’s order evict-
ing thousands of
people living on land
allegedly belonging
to the Railways in this shivering
cold lacked sensitivity. The Su-
preme Court stayed the order
much to the relief of around
50,000 people living on the land
for 50 years.
It is strange on the part of
Railways to have first over-
looked people building their
dwellings and living there for
close to 50 years and suddenly
waking up to the “encroach-
ments”. It is, of course, not pos-
sible for dwellings to have come
up without the consent of suc-
cessive governments that ruled
the state over the years. The BJP
and Congress blaming each oth-
er for the plight of the poor is
only a gimmick which they in-
dulge in for political gains at an
opportune time.
The Railways’ argument that
the land is needed for expansion
in the region is fair but, as the
Supreme Court said, these peo-
ple have to be rehabilitated be-
fore being displaced.
T
ndia and Taiwan have a com-
mon neighbour who believes
in expansion of frontiers by
force. India has ignored the
existence of Taiwan for long
and carrying on with the
legacy of ‘Hindi Chini, Bhai
Bhai’. India has so far avoid-
ed diplomatic relations with
Taiwan, just not to annoy
PRC but unfortunately, Chi-
na is more and more belliger-
ent in its attitude with India.
China believes in ‘One China
Theory’ and wants all na-
tions to only recognize PRC
as ‘The China’.
The links between India
and Taiwan have gathered
good momentum in recent
years. India is set to expand
its economic ties with Taiwan
significantly
. India has fired
the warning shots, regardless
of China’s reaction and It’s a
welcome change. Our EAM
has often stated that India is
strong enough to take inde-
pendent decisions in its na-
tional interest and extending
a hand to Taiwan is in India’s
national interest now.
TEPID RELATIONSHIP
Taiwan,officiallytheRepublic
of China (ROC), is no longer a
member of the UN, having
been replaced by the PRC in
1971. India is among the 179 of
the 193 member states of the
UN that do not maintain for-
mal diplomatic ties with Tai-
wan. India and Taiwan do not
have diplomatic relations so
they have opened Cultural
Centers,ineachother’scapital
in 1995. This has played a sig-
nificant role in improving the
people-to-people contacts, and
in expansion of cultural, eco-
nomicandacademicrelations.
IndiaandTaiwanhave recent-
lysignedanumberof bilateral
agreements in the field of ag-
riculture,civilaviation,invest-
ments, customs cooperation,
doubletaxationavoidance etc.
STEPPING UP
ECONOMIC TIES
Economic cooperation be-
tween India and Taiwan got a
fillip in 21st Century after a
hibernation of 50 years since
Independence. In 2018, India
and Taiwan signed a bilat-
eral investment agreement to
give a boost to economic ties
between India and Taiwan.
Presently
, more than 100 Tai-
wanese companiesandenter-
prises are working in India.
India – Taiwan trade is grow-
ing at annual rate of 20%.
Both the countries are work-
ing on free trade agreement
(FTA)toremoveallbarriersin
trade and investment, to boost
the economic cooperation
SEMI CONDUCTORS
CONNECTING
FRIENDSHIP
India’s adversarial relations
with China, pandemic-in-
duced disruptions, and Bei-
jing’s weaponization of sup-
ply chains have pushed New
Delhi to begin reducing criti-
cal technology dependencies
and build up domestic capac-
ity
. Going by the principle of
‘Atmanirbhar Bharat’ India
also started opening up to
‘Make in India’ and manufac-
turing of all essentials in In-
dia. Establishing semicon-
ductor manufacturing hubs
has been a matter of priority
for India in the last few years
and Taiwan is a leader in
semiconductor manufactur-
ing. The central government
has allocated $9 Billion for
setting up its semiconductor
manufacturing ecosystem.
Semiconductor manufactur-
ing will emerge as a key area
for cementing India-Taiwan
relations and fostering closer
cooperation.
CAUTIOUS APPROACH
Taiwan has tried to reach out
to India, many times. Its care-
fully crafted ‘New South-
bound Policy’, which has
served as a roadmap for great-
er engagement with Taiwan’s
potentialfriendsandpartners
– especially India. India is a
key focus country within the
framework of the New South-
bound engagements.
Recent conflict of interests
with PRC have compelled In-
dia to revisit it’s ‘One China
Policy’ and there has been a
growing sentiment in India
that it should establish closer
ties with Taiwan. Indian gov-
ernment has been careful to
avoid taking steps related to
Taiwan which might worsen
already strained ties with
China. India’s trade with the
Indo-Pacific region passes
through the South China Sea(
SCS) route. It’s time for India
tobeproactivetosafeguardits
interests in the SCS region.
CHINA FACTOR
For a long time, the China fac-
tor has overshadowed India-
Taiwan relations. China
has played significant role in
preventing Delhi and Taipei
from intensifying their rela-
tionship. China’s reluctance
to address India’s territorial
concerns and two major Chi-
nese territorial incursions
have forced India to rethink
its China policy
. Consequent-
ly, India is making efforts to
revamp its Taiwan policy
.
WAY AHEAD
India and Taiwan’s new for-
eign policies are aligned in
expressing official determi-
nation to carry forward the
present developments in of
trade, economic, academic
and finally diplomatic rela-
tions. India should consider
some immediate changes to
its policy. Firstly, it should
join the US, in backing ob-
server status for Taiwan in
international bodies /groups
like G-7 and G-20. Secondly,
regular political interactions
should be strengthened. In-
dia should firmly establish
itself as a friendly and trust-
worthy partner to Taiwan.
CONCLUSION
Realities in the Indo-Pacific
region have changed, and it’s
time for New Delhi to deepen
its political ties with Taipei.
India also needs to build
strongeconomicties andTai-
wan will be too glad to recip-
rocate with equal warmth.
India’s Taiwan moment has
arrived and our leaders
wouldbewiseenough toseize
it. Certainly
, India of 21st cen-
tury
, is strong enough now to
ignore China’s displeasure.

Ahtesham Siddiqui
Lucknow: About 200
IAS officers of batches
from 2006 to 2015 are
hoping to become col-
lectors in the new year
in Uttar Pradesh.
It is a very difficult
tasktobecomeacollector
in UP because the num-
ber of IAS officers who
are in the race of collec-
tor in 75 districts is 200.
In such a situation, 3
to 4 IAS officers come in
the competition list in
one district.
Aftertheelectoralroll

There are also chances
that transfers may be
done after the Global In-

The increasing num-

difficult to become a col-

thatIASofficersof direct

The third reason is
that the Yogi govern-
ment does not believe in
changing the collector
repeatedly. CM Yogi
knows very well how to
get better performance
from an officer.
Out of 51 IAS officers
of 2014batch,only10IAS

Relocation of Deori village
in Sariska to start soon
Nirmal Tiwari
Jaipur: In Sariska,
which had become de-
void of tigers a few
years back, the roar of
tigers is now being
heard again. The relo-
cation of villages from
the tiger refuge is the
result that the popula-
tion of tigers in Sariska
has also increased and
the eco system is also
getting stronger.
In just two and a half
years, 3 villages have
beenrelocated.Deorivil-
lage will be relocated
from January 15 and 2
villages have given con-
sentforrelocation.While
only 3 villages could be
displaced from Sariska
in the last 3 decades.
The villages in the
core area of Sariska
have been the biggest
threat to the forest and
wildlife. When Sariska
became tigerless about a
decade and a half ago,
the biggest reason be-
hind it was the villages
settled here. The Forest
Department made ef-
forts to relocate the vil-
lages, but there was no
strongwillpowerbehind
them, this is the reason
that in the last decade
and a half, or rather till
the year 2020, only three
villages could be dis-
placed from Sariska.

Jaipur: Once again,
even in a well intended
move, luck did not fa-
vour Additional Direc-
tor General of ACB -
Hemant Priyadarshy,
where even after his
initial support to the
controversial order, CM
Ashok Gehlot ultimate-
ly had to backtrack and
withdraw the contro-
versial order, issued by
Priyadarshy, just in 24
hours of his taking
over the officiating
charge of the vacant
post of DG-ACB.
According to sources,
Priyadarshy
,withanim-
age of an honest and
result oriented officer,
hadcourtedsimilarcon-
troversy nearly twenty
five years back too and
the reason for that was
an incident, which can
not be erased from the
state’s administrative
and political history
.
In 1997, Priyadarshy
was Superintendent of
Police of Jalore district.
The 1992 batch IPS was
fairly new to the service
and had been given the
responsibility of SP for
the first time. At that
time a major incident
occurred when Jain
saint Lokendra Vijay
cut his veins and died by
suicide.
One female disciple
of the saint - Naina Jog-
ni - registered a case
against him in Bheen-
mal police station on
September 6, 1997, al-
leging that the saint
raped her. The police
took the saint to police
station and locked him
up, but due to the Jain
community’s agitation
and support to the
saint, he was released
soon after. However,
four days later, on Sep-
tember 10, the saint
commited suicide.
Thereafter what ever
happened became a foot-
note in state’s history
.
The local public came
out strongly against the
police action and de-
manded suspension of
SP Hemant Priyadarshy
.
The situation went from
bad to worse and curfew
had to be imposed. But
when that also did not
work, the army had to
be called in. One per-
son died in police firing
and 150 people were
wounded, along with
several cops.
Two politicians —
Dula Ram and Jagmal
Singh Yadav — were ar-
rested for breaking
peace.
Meanwhile in Jaipur,
the state legislature ses-
sion was being conduct-
ed and the matter was
raised in the House. BJP
was in power and Chief
Minister Bhairon Singh
Shekhawat announced
in the House that SP
would be suspended.
Om Mathur, along with
two ministers — Lalit
Kishor Chaturvedi and
Arjun Devra — were
sent to Jalore while CM
Shekhawat announced
a judicial inquiry into
the matter.
But the matter took a
new turn when the
Congress and several
institutions objected to
SP’s suspension. In agi-
tation, Congress lead-
ers Bina Kak, Daljeet
Singh and Jagat Singh
Dayma staged a sit-in
at Manak Chowk
Chopar in Jaipur.
An inquiry commis-
sion was constituted
under Justice VS Kokje
of Rajasthan High
Court and after the situ-
ation calmed down, Pri-
yadarshy was reinstat-
ed. When in March 2002,
Justice Kokje submit-
ted his report, by that
time the government
had changed and Con-
gress government had
come to power.
This 25 year old, one
of a kind incident had
shocked the state. More-
over, it was an extreme-
ly uncommon event
that CM announced in
the House that the SP
would be suspended
and later the agitation
by opposition for SP’s
reinstatement was also
a never before seen de-
velopment. Thus, the
Jalore incident has be-
come a footnote in
state’s political and bu-
reaucratic history
.
Aftertheincident,Pri-
yadarshy became SP of
Ajmer and Dholpur dis-
tricts and went on depu-
tation between 2008-16
and November 2020 to
August 2022. But when
he returned after com-
pleting his deputation
fromDelhi,thestategov-
ernment kept him on
APO for two months and
has now accorded him
the reins of the ACB,
which is a surprise
move. In return, Priya-

tions.Nowalobbyof IPS

IS WEIGHT LOSS POSSIBLE BY
EATING FEWER CALORIES?
he traditional
nutritional ad-
vice to lose
weight has al-
ways been eat-
ing less and
e x e r c i s i n g
more. In theory, this
makes sense - burn
more calories than you
eat, and the extra
pounds will come off.
But there’s often a sig-
nificant drawback
when you go too far
with an extreme diet.
COUNTING CALORIES
TO TACKLE WEIGHT-
LOSS BATTLE
The human body’s
physiological clock has
evolved as a way to
cope with feast or fam-
ine. When we were
hunters thousands of
years ago, it was not
unusual for there to be
a feast one day and no
food for the next few
days. Due to this uncer-
tainty of food availabil-
ity, the human body
adapted to decrease the
basal metabolic rate
during periods of fast-
ing. The basal meta-
bolic rate or BMR is the
number of calories the
body needs to keep life-
sustaining functions
such as breathing. This
means that when our
body goes into starva-
tion mode, it’s similar-
ly trying to conserve as
much energy and calo-
ries as possible for
maintaining daily
function.
WHY EATING LESS
DOESN’T ALWAYS MAKE
YOU LOSE WEIGHT
Everyone has a set
point or a weight range
in which the brain
wants to keep the
body
.Thisweightrange
varies from person to
person and is deter-
mined by both genes
and environment. The
body is wired for sur-
vival, and as far as it’s
concerned, dieting is a
form of starva-
tion. When you shift
into that starvation
mode, it creates a meta-
bolicadaptation,which
essentially means that
your metabolism is
slowing down as your
body gets used to sur-
viving off a smaller
number of calories.
This typically creates
stagnation in the
weight loss process.
Unfortunately, once
you hit that starvation
mode for a certain
time, that original
set point for a ba-
sal metabolic
rate that’s in
the hypo-
thalamus
(a struc-
ture in
thebrain
that con-
trols me-
tabolism)
has changed
indefinitely

RE-GAINING WEIGHT
AFTER A DIET- THE ROLE
OF GHRELIN OR THE
HUNGER HORMONE
As soon as you begin
consuming more than that
amount after following a re-
strictive diet, the body has to
figure out what to do with the
excess calories. This is why
so many people rebound
after weight loss and may
end up weighing more than
when they started the diet.
This process is controlled by
a variety of hormones, in-
cluding ghrelin - the hunger
hormone that your gut
produces to signal your brain
when it’s time to eat - and
leptin - the satiety hormone
that helps your brain under-
stand when you’re full. Under
normal circumstances, these
hormones are balanced in
a way such that the body
tries to maintain equilibrium
at its natural set point. But
when these hormones are
disrupted by an extreme diet,
that can throw the whole
system out of whack and
make it very difficult to keep
the weight off after losing it.
HOW DOES EXTREME
CALORIE RESTRICTION
AFFECT OUR HEALTH?
In addition to altering the
metabolism runs, severe
calorie restriction often
results in some degree
of malnutrition, including
micronutrient deficiency. Mi-
cronutrient deficiencies can
lead to cramps, dehydration,
headaches, depressed im-
mune function, fainting, hor-
monal imbalance, hair loss,
impaired ability to manage
your body temperature,
muscle fatigue, irregular
menstrual cycle, nausea,
vomiting, and reduced bone
density. Other long-term
health issues include death
in severe cases. Sleepiness,
reduced vigour, mental
exhaustion, mood swings,
brain fog, and other psycho-
logical symptoms can also
crop up if you’re not eating
the required calories. Dieting
can also cause an erosion
of confidence and self-trust.
Certain foods as “good” or
“bad” can make for difficult
decision-making at each
meal time. By putting the
focus on calorie counting
or food rules, your ability
to listen to your brain and
body will be lessened,
and it becomes harder
to hear signals like
hunger, fullness, and
satisfaction.

HOW TO LOSE WEIGHT WHILE RESTRICTING CALORIES?
Finding the sweet spot
between reducing
caloric intake for weight
loss and dipping into
that starvation mode
where the body tries
to preserve weight
by slowing down its
metabolic rate should
be calculated carefully.
To stay healthy and
look your best long
term, you have to make
many small changes.”
These small changes
should add up over
time. It includes watch-
ing portion sizes and
making healthy swaps
of higher-calorie and
less nutritious foods
for fresh veggies and
other nutrient-dense
foods. To help retain
muscle as you lose
weight, ensure that
you’re eating enough
protein without restrict-
ing too many carbohy-
drates and fat. Apart
from diet, adequate
sleep and exercise are
also important. Getting
enough exercise is
important for keeping
your heart and lungs as
well as your muscles
strong. It can also help
you keep your weight
stable. You need sleep
to repair your muscles
after workouts and to
support a healthy im-
mune system, normal
brain function, and
many other aspects of
overall wellness. Lastly,
any changes you make
to your body should be
incremental. Start small
and build up a piece
at a time to create a
healthier lifestyle.
Always remember,
“Weight loss takes
lifestyle change, not just
a quick-fix diet”.

The idea be- hind this conference is that cooperative feder- alism, through Central Ministries and depart- ments working together with States in seamless coordination, is an es- sential pillar for the de- velopment and progress of New India. With this vision in mind, PM Modi concep- tualised this confer- ence, which was held for the first time in June 2022 in Dharamshala. This year, National Conference of Chief Secretaries started on January 5 and will con- clude on 7. More than 200 bureaucrats com- prising representatives of the central govern- ment, chief secretaries and other senior offi- cials of all States/Union Territories and domain experts, are participat- ing in the conference. Having had vast expe- rience of governing a state as CM of Gujarat, PM Modi knows that key to development for states is availability of sufficient resources. Taking a significant step in this direction, government took deci- sion to increase states’ share in divisible pool of taxes from 32% to 42%. This has provided states with more re- sources to design and implement pro- grammes as per their requirement and need. Modi has initiated the concept of PRAGATI. This unique initiative brings the highest offi- cials of the central govt (Secretary), state govt (Chief Secretary) and other officials on one table along with the PM. Prime Minister chairs CS conference for PRAGATI ACB’S ‘CONTROVERSIAL’ ORDER ‘NIPPED’ CM honours public sentiment, withdraws ACB order First India Bureau Jodhpur:OnFriday ,the order issued by Anti Corruption Bureau’s ADG to hide identity of government officials in consonence with SC de- cision was taken back. Speaking on the matter, Chief Minister Ashok Gehlot, said, “It was the decision of the Supreme Court that until some- thingisproved, itshould not be given publicity . What had the previous government done, when protests were expressed by the media. The media couldnotprintanything without an order, action could be taken against it, but there was nothing like that in this order. Even then if something goes wrong, we will do withdraw. Sometimes people who are really in- nocent get embrolied incontroversy .” “Our campaign is number one in the coun- try . ACB raid campaign is not like this in any state. ACB will do its work. It is a sad thing that raids happen, peo- ple are caught. SP, Col- lector are caught. The Supreme Court also banned the use of hand- cuffs. Now many things happen in the name of human rights, we have to accept them,” he said. Gehlot also termed the Rajasthan High Court’s recognition of the demand for compen- sation after death as ‘correct thing’. Gehlot said that there should be a policy regarding compensation. “People sit with the dead body. Many people do poli- tics. I am in support of this demand. We will make a policy regard- ing compensation,” Ge- hlot said. TOP TWEETS WHO ALLOWED 50,000 PEOPLE TO BUILD HOMES ON HALDWANI LAND he Uttarakhand High Court’s order evict- ing thousands of people living on land allegedly belonging to the Railways in this shivering cold lacked sensitivity. The Su- preme Court stayed the order much to the relief of around 50,000 people living on the land for 50 years. It is strange on the part of Railways to have first over- looked people building their dwellings and living there for close to 50 years and suddenly waking up to the “encroach- ments”. It is, of course, not pos- sible for dwellings to have come up without the consent of suc- cessive governments that ruled the state over the years. The BJP and Congress blaming each oth- er for the plight of the poor is only a gimmick which they in- dulge in for political gains at an opportune time. The Railways’ argument that the land is needed for expansion in the region is fair but, as the Supreme Court said, these peo- ple have to be rehabilitated be- fore being displaced. T ndia and Taiwan have a com- mon neighbour who believes in expansion of frontiers by force. India has ignored the existence of Taiwan for long and carrying on with the legacy of ‘Hindi Chini, Bhai Bhai’. India has so far avoid- ed diplomatic relations with Taiwan, just not to annoy PRC but unfortunately, Chi- na is more and more belliger- ent in its attitude with India. China believes in ‘One China Theory’ and wants all na- tions to only recognize PRC as ‘The China’. The links between India and Taiwan have gathered good momentum in recent years. India is set to expand its economic ties with Taiwan significantly . India has fired the warning shots, regardless of China’s reaction and It’s a welcome change. Our EAM has often stated that India is strong enough to take inde- pendent decisions in its na- tional interest and extending a hand to Taiwan is in India’s national interest now. TEPID RELATIONSHIP Taiwan, officiallytheRepublic of China (ROC), is no longer a member of the UN, having been replaced by the PRC in 1971. India is among the 179 of the 193 member states of the UN that do not maintain for- mal diplomatic ties with Tai- wan. India and Taiwan do not have diplomatic relations so they have opened Cultural Centers, ineachother’scapital in 1995. This has played a sig- nificant role in improving the people-to-people contacts, and in expansion of cultural, eco- nomicandacademicrelations. IndiaandTaiwanhave recent- lysignedanumberof bilateral agreements in the field of ag- riculture,civilaviation,invest- ments, customs cooperation, doubletaxationavoidance etc. STEPPING UP ECONOMIC TIES Economic cooperation be- tween India and Taiwan got a fillip in 21st Century after a hibernation of 50 years since Independence. In 2018, India and Taiwan signed a bilat- eral investment agreement to give a boost to economic ties between India and Taiwan. Presently , more than 100 Tai- wanese companiesandenter- prises are working in India. India – Taiwan trade is grow- ing at annual rate of 20%. Both the countries are work- ing on free trade agreement (FTA)toremoveallbarriersin trade and investment, to boost the economic cooperation SEMI CONDUCTORS CONNECTING FRIENDSHIP India’s adversarial relations with China, pandemic-in- duced disruptions, and Bei- jing’s weaponization of sup- ply chains have pushed New Delhi to begin reducing criti- cal technology dependencies and build up domestic capac- ity . Going by the principle of ‘Atmanirbhar Bharat’ India also started opening up to ‘Make in India’ and manufac- turing of all essentials in In- dia. Establishing semicon- ductor manufacturing hubs has been a matter of priority for India in the last few years and Taiwan is a leader in semiconductor manufactur- ing. The central government has allocated $9 Billion for setting up its semiconductor manufacturing ecosystem. Semiconductor manufactur- ing will emerge as a key area for cementing India-Taiwan relations and fostering closer cooperation. CAUTIOUS APPROACH Taiwan has tried to reach out to India, many times. Its care- fully crafted ‘New South- bound Policy’, which has served as a roadmap for great- er engagement with Taiwan’s potentialfriendsandpartners – especially India. India is a key focus country within the framework of the New South- bound engagements. Recent conflict of interests with PRC have compelled In- dia to revisit it’s ‘One China Policy’ and there has been a growing sentiment in India that it should establish closer ties with Taiwan. Indian gov- ernment has been careful to avoid taking steps related to Taiwan which might worsen already strained ties with China. India’s trade with the Indo-Pacific region passes through the South China Sea( SCS) route. It’s time for India tobeproactivetosafeguardits interests in the SCS region. CHINA FACTOR For a long time, the China fac- tor has overshadowed India- Taiwan relations. China has played significant role in preventing Delhi and Taipei from intensifying their rela- tionship. China’s reluctance to address India’s territorial concerns and two major Chi- nese territorial incursions have forced India to rethink its China policy . Consequent- ly, India is making efforts to revamp its Taiwan policy . WAY AHEAD India and Taiwan’s new for- eign policies are aligned in expressing official determi- nation to carry forward the present developments in of trade, economic, academic and finally diplomatic rela- tions. India should consider some immediate changes to its policy. Firstly, it should join the US, in backing ob- server status for Taiwan in international bodies /groups like G-7 and G-20. Secondly, regular political interactions should be strengthened. In- dia should firmly establish itself as a friendly and trust- worthy partner to Taiwan. CONCLUSION Realities in the Indo-Pacific region have changed, and it’s time for New Delhi to deepen its political ties with Taipei. India also needs to build strongeconomicties andTai- wan will be too glad to recip- rocate with equal warmth. India’s Taiwan moment has arrived and our leaders wouldbewiseenough toseize it. Certainly , India of 21st cen- tury , is strong enough now to ignore China’s displeasure. THE VIEWS EXPRESSED BY THE AUTHOR ARE PERSONAL Your enemy’s enemy is your friend — Sun Tzu HINDI-TAI, BHAI BHAI !!! Studying abroad involves a big outgo of money and stu- dents have to take huge edu- cational loans as not all par- ents can bear the educational and living expenses. Allow- ing foreign universities to set up campuses in India would meet aspirational objectives of those who can’t study abroad for various reasons and also lower the financial burden of parents. The freedom en- joyed by faculty and students in foreign universities may be frowned upon by various reli- gious and political bodies if permitted here. Autonomy in academics could also prove prickly . Once implemented, India will be in competition with China and Dubai which host maximum campuses. India’s market potential may not be enough. JPC/004/2022-24 Rajendra Chhabra Jaipur: Once again, even in a well intended move, luck did not fa- vour Additional Direc- tor General of ACB - Hemant Priyadarshy, where even after his initial support to the controversial order, CM Ashok Gehlot ultimate- ly had to backtrack and withdraw the contro- versial order, issued by Priyadarshy, just in 24 hours of his taking over the officiating charge of the vacant post of DG-ACB. According to sources, Priyadarshy ,withanim- age of an honest and result oriented officer, hadcourtedsimilarcon- troversy nearly twenty five years back too and the reason for that was an incident, which can not be erased from the state’s administrative and political history . In 1997, Priyadarshy was Superintendent of Police of Jalore district. The 1992 batch IPS was fairly new to the service and had been given the responsibility of SP for the first time. At that time a major incident occurred when Jain saint Lokendra Vijay cut his veins and died by suicide. One female disciple of the saint - Naina Jog- ni - registered a case against him in Bheen- mal police station on September 6, 1997, al- leging that the saint raped her. The police took the saint to police station and locked him up, but due to the Jain community’s agitation and support to the saint, he was released soon after. However, four days later, on Sep- tember 10, the saint commited suicide. Thereafter what ever happened became a foot- note in state’s history . The local public came out strongly against the police action and de- manded suspension of SP Hemant Priyadarshy . The situation went from bad to worse and curfew had to be imposed. But when that also did not work, the army had to be called in. One per- son died in police firing and 150 people were wounded, along with several cops. Two politicians — Dula Ram and Jagmal Singh Yadav — were ar- rested for breaking peace. Meanwhile in Jaipur, the state legislature ses- sion was being conduct- ed and the matter was raised in the House. BJP was in power and Chief Minister Bhairon Singh Shekhawat announced in the House that SP would be suspended. Om Mathur, along with two ministers — Lalit Kishor Chaturvedi and Arjun Devra — were sent to Jalore while CM Shekhawat announced a judicial inquiry into the matter. But the matter took a new turn when the Congress and several institutions objected to SP’s suspension. In agi- tation, Congress lead- ers Bina Kak, Daljeet Singh and Jagat Singh Dayma staged a sit-in at Manak Chowk Chopar in Jaipur. An inquiry commis- sion was constituted under Justice VS Kokje of Rajasthan High Court and after the situ- ation calmed down, Pri- yadarshy was reinstat- ed. When in March 2002, Justice Kokje submit- ted his report, by that time the government had changed and Con- gress government had come to power. This 25 year old, one of a kind incident had shocked the state. More- over, it was an extreme- ly uncommon event that CM announced in the House that the SP would be suspended and later the agitation by opposition for SP’s reinstatement was also a never before seen de- velopment. Thus, the Jalore incident has be- come a footnote in state’s political and bu- reaucratic history . Aftertheincident,Pri- yadarshy became SP of Ajmer and Dholpur dis- tricts and went on depu- tation between 2008-16 and November 2020 to August 2022. But when he returned after com- pleting his deputation fromDelhi,thestategov- ernment kept him on APO for two months and has now accorded him the reins of the ACB, which is a surprise move. YOUR DAY Horoscope by Saurabbh Sachdeva IS WEIGHT LOSS POSSIBLE BY EATING FEWER CALORIES? he traditional nutritional ad- vice to lose weight has al- ways been eat- ing less and e x e r c i s i n g more. In theory, this makes sense - burn more calories than you eat, and the extra pounds will come off. But there’s often a sig- nificant drawback when you go too far with an extreme diet. COUNTING CALORIES TO TACKLE WEIGHT- LOSS BATTLE The human body’s physiological clock has evolved as a way to cope with feast or fam- ine. When we were hunters thousands of years ago, it was not unusual for there to be a feast one day and no food for the next few days. Due to this uncer- tainty of food availabil- ity, the human body adapted to decrease the basal metabolic rate during periods of fast- ing. The basal meta- bolic rate or BMR is the number of calories the body needs to keep life- sustaining functions such as breathing. This means that when our body goes into starva- tion mode, it’s similar- ly trying to conserve as much energy and calo- ries as possible for maintaining daily function. WHY EATING LESS DOESN’T ALWAYS MAKE YOU LOSE WEIGHT Everyone has a set point or a weight range in which the brain wants to keep the body .Thisweightrange varies from person to person and is deter- mined by both genes and environment. The body is wired for sur- vival, and as far as it’s concerned, dieting is a form of starva- tion. When you shift into that starvation mode, it creates a meta- bolicadaptation, which essentially means that your metabolism is slowing down as your body gets used to sur- viving off a smaller number of calories. This typically creates stagnation in the weight loss process. Unfortunately, once you hit that starvation mode for a certain time, that original set point for a ba- sal metabolic rate that’s in the hypo- thalamus (a struc- ture in thebrain that con- trols me- tabolism) has changed indefinitely . DR JAYASHREE GOPINATH cityfirst@firstindia.co.in RE-GAINING WEIGHT AFTER A DIET- THE ROLE OF GHRELIN OR THE HUNGER HORMONE As soon as you begin consuming more than that amount after following a re- strictive diet, the body has to figure out what to do with the excess calories. This is why so many people rebound after weight loss and may end up weighing more than when they started the diet. This process is controlled by a variety of hormones, in- cluding ghrelin - the hunger hormone that your gut produces to signal your brain when it’s time to eat - and leptin - the satiety hormone that helps your brain under- stand when you’re full. Under normal circumstances, these hormones are balanced in a way such that the body tries to maintain equilibrium at its natural set point. But when these hormones are disrupted by an extreme diet, that can throw the whole system out of whack and make it very difficult to keep the weight off after losing it. HOW DOES EXTREME CALORIE RESTRICTION AFFECT OUR HEALTH? In addition to altering the metabolism runs, severe calorie restriction often results in some degree of malnutrition, including micronutrient deficiency. Mi- cronutrient deficiencies can lead to cramps, dehydration, headaches, depressed im- mune function, fainting, hor- monal imbalance, hair loss, impaired ability to manage your body temperature, muscle fatigue, irregular menstrual cycle, nausea, vomiting, and reduced bone density. Other long-term health issues include death in severe cases. Sleepiness, reduced vigour, mental exhaustion, mood swings, brain fog, and other psycho- logical symptoms can also crop up if you’re not eating the required calories. Dieting can also cause an erosion of confidence and self-trust. Certain foods as “good” or “bad” can make for difficult decision-making at each meal time. By putting the focus on calorie counting or food rules, your ability to listen to your brain and body will be lessened, and it becomes harder to hear signals like hunger, fullness, and satisfaction. SOURCE: https://www. medindia.net/news/health- infocus/is-weight-loss- possible-by-eating-fewer- calories-209740-1.htm HOW TO LOSE WEIGHT WHILE RESTRICTING CALORIES? Finding the sweet spot between reducing caloric intake for weight loss and dipping into that starvation mode where the body tries to preserve weight by slowing down its metabolic rate should be calculated carefully. To stay healthy and look your best long term, you have to make many small changes.” These small changes should add up over time. It includes watch- ing portion sizes and making healthy swaps of higher-calorie and less nutritious foods for fresh veggies and other nutrient-dense foods. To help retain muscle as you lose weight, ensure that you’re eating enough protein without restrict- ing too many carbohy- drates and fat. Apart from diet, adequate sleep and exercise are also important. Getting enough exercise is important for keeping your heart and lungs as well as your muscles strong. It can also help you keep your weight stable. You need sleep to repair your muscles after workouts and to support a healthy im- mune system, normal brain function, and many other aspects of overall wellness. Lastly, any changes you make to your body should be incremental. Start small and build up a piece at a time to create a healthier lifestyle. Always remember, “Weight loss takes lifestyle change, not just a quick-fix diet”. T
