It does keep learners active. It is typically not interesting to do. In general, filling in the information is lower-order thinking but it depends on what they are filling out.

The best answer is A because it contains B and D. B and D are important. C is something that should be done.
This lack of a clearly best answer is deliberate to create discussion.
Weak or shy learners
Example: A knife is to a chef
Six groups – Give one sheet to each. Keep duplicate sheets in separate halves.
Number of groups participating should be divisible by 3. Always rotate the sheets in the same direction.
They may not feel comfortable with doing that.
Build trust first. So, do this later in a course.
Discussion
Can be a lower-order thinking skill, depending on the level of decision-making needed.
Regardless, it creates a helpful learning aid.
