Introduction
Emergency situation can occur at anytime in
any work place. An emergency can occur in
many forms. Medical Emergencies, Natural
Disasters, disgruntled employees, industrial
fires, major accidents, robbery, assault and
other types of emergency can affect the well
being of our employees and operations at the
facility.

Definition
Work Place Emergency
 Means an unexpected and uncontrolled
event that has seriously harmed or threatens
harm to workers
 Any potential occurrence such as but not
limited to, equipment failure, rupture of
containers, or failure of control equipment
which could result in an uncontrolled release
of a hazardous chemical into the workplace.

Before the Emergency Occurs
 Plan safe evacuation for the range of anticipated
emergencies
 Assign roles to execute the plan
 Identify the means to report emergencies
 Prepare written plan that describes roles and
evacuation procedures
 Train employees on the plan and assigned roles
 Implement and alarm system
 Coordinate with outside responders as necessary
 Document your efforts, minutes of meeting, training
records, disciplinary actions - employee declinations

What to do during Emergency?
 Attempt to save the situation but
don’t endanger yourself
 Move to the muster point if your
are not a member of the ERT
(Emergency Response Team).
 Account for yourself and your
neighbor
 Move to the muster point
 Await for instructions

Location Of Emergency Equipment
Be familiar in the location
of the following
Emergency equipment
 Ambulance
 Fire Extinguishers
 Fire Hydrants
 First Aid Boxes

Emergency Site Alarms
Types of alarm system
 Emergency Alarm
 General Evacuation Alarm
Upon hearing the alarm
 Continue working in work areas not affected by the emergency
 Be prepared to go to your muster point if instructed to do so
 Ensure that you know where your muster point location is
 Test alarm
 All clear alarm

Example of Site Alarm Systems
 Emergency Alarm
– One long one short alternating blast (specific area, 15:5
seconds)
 General Evacuation alarm (all area)
– Continuous short blast (about 5 seconds each blast)
 All clear alarm
– One time long blast for about 1 minute
 Test Alarm
– Each Wednesday at 12:00 noon (3 consecutive 20 seconds
blast)
(Note: Alarm system should follow the specific alarm system of the Existing Plant,
in case work is done near or within Existing Plant)

 Inform Safety Officer and your
Supervisor / Section Manager
 HSE Manager will

or Telephone if the injury is
work related

 Inform HSE Manager /
Incharge
 Evacuation of victim
through ambulance or
other emergency means of
transportation (e.g.
helicopter)
 Transport the victim to the
nearest hospital

Fire Emergency
 If anybody discovers a Fire he
must shout FIRE!FIRE!FIRE! to
get immediate attention
 Sound the alarm
 Fire wardens to be immediately
mobilized to the fire scene
 Immediately try to extinguish the
fire through portable fire fighting
equipment
 If fire is too big, Fire fighters will
be the only designated groups
that will do fire fighting

Fire Emergency
 Get ready for Emergency
Evacuation if it becomes
uncontrollable
 Proceed to Muster Point
 Muster Point checker to carry out
roll call
 In case of confirmed missing
personnel after head count,
Rescue Team will check all
possible rooms to make sure that
all personnel are accounted for
 In case of injury, give first aid and
evacuate the victim if necessary.

Spills & Leaks
 Shout “SPILL” to attract other
workers around
 Identify and stop source of leaks
 Contain leak/spill with
available/suitable material
 Call HSE on emergency channel
 Clean up the spill & make report

Environmental Emergency Response
Give the following details whenever calling for help;
 Name of substance
 Estimated quantity
 Exact location
 Do not touch unknown substance
 Do not inhale vapors coming out from spill
DO NOT INTERFER WITH COMMUNICATION DURING
EMERGENCY

 Assess your reasonably anticipated worst
case emergency potentials
 Be familiarized with the different alarm
system
 Familiarized yourself in the use of different
emergency equipment and its location
 Be calm and don’t panic during emergency

Workplace Emergency Response Guide

  • 2. 2 Introduction Emergency situation can occur at anytime in any work place. An emergency can occur in many forms. Medical Emergencies, Natural Disasters, disgruntled employees, industrial fires, major accidents, robbery, assault and other types of emergency can affect the well being of our employees and operations at the facility.
  • 3. 3 Definition Work Place Emergency  Means an unexpected and uncontrolled event that has seriously harmed or threatens harm to workers  Any potential occurrence such as but not limited to, equipment failure, rupture of containers, or failure of control equipment which could result in an uncontrolled release of a hazardous chemical into the workplace.
  • 4. 4 Before the Emergency Occurs  Plan safe evacuation for the range of anticipated emergencies  Assign roles to execute the plan  Identify the means to report emergencies  Prepare written plan that describes roles and evacuation procedures  Train employees on the plan and assigned roles  Implement and alarm system  Coordinate with outside responders as necessary  Document your efforts, minutes of meeting, training records, disciplinary actions - employee declinations
  • 5. 5 What to do during Emergency?  Attempt to save the situation but don’t endanger yourself  Move to the muster point if your are not a member of the ERT (Emergency Response Team).  Account for yourself and your neighbor  Move to the muster point  Await for instructions
  • 6. 6 Location Of Emergency Equipment Be familiar in the location of the following Emergency equipment  Ambulance  Fire Extinguishers  Fire Hydrants  First Aid Boxes
  • 7. 7 Emergency Site Alarms Types of alarm system  Emergency Alarm  General Evacuation Alarm Upon hearing the alarm  Continue working in work areas not affected by the emergency  Be prepared to go to your muster point if instructed to do so  Ensure that you know where your muster point location is  Test alarm  All clear alarm
  • 8. 8 Example of Site Alarm Systems  Emergency Alarm – One long one short alternating blast (specific area, 15:5 seconds)  General Evacuation alarm (all area) – Continuous short blast (about 5 seconds each blast)  All clear alarm – One time long blast for about 1 minute  Test Alarm – Each Wednesday at 12:00 noon (3 consecutive 20 seconds blast) (Note: Alarm system should follow the specific alarm system of the Existing Plant, in case work is done near or within Existing Plant)

  • 10. 10 Medical Emergency  Emergency Evacuation of Seriously Sick or Injured personnel  Site Nurse administer First aid treatment  Inform Safety Officer and your Supervisor / Section Manager  HSE Manager will immediately inform Client HSE Representative by Radio or Telephone if the injury is work related
  • 11. 11 Medical Emergency  Inform HSE Manager / Incharge  Evacuation of victim through ambulance or other emergency means of transportation (e.g. helicopter)  Transport the victim to the nearest hospital
  • 12. 12 Fire Emergency  If anybody discovers a Fire he must shout FIRE!FIRE!FIRE! to get immediate attention  Sound the alarm  Fire wardens to be immediately mobilized to the fire scene  Immediately try to extinguish the fire through portable fire fighting equipment  If fire is too big, Fire fighters will be the only designated groups that will do fire fighting FIRE! FIRE! FIRE!
  • 13. 13 Fire Emergency  Get ready for Emergency Evacuation if it becomes uncontrollable  Proceed to Muster Point  Muster Point checker to carry out roll call  In case of confirmed missing personnel after head count, Rescue Team will check all possible rooms to make sure that all personnel are accounted for  In case of injury, give first aid and evacuate the victim if necessary.
  • 14. 14 Environmental Emergency Spills & Leaks  Shout “SPILL” to attract other workers around  Identify and stop source of leaks  Contain leak/spill with available/suitable material  Call HSE on emergency channel  Clean up the spill & make report
  • 15. 15 Environmental Emergency Response Give the following details whenever calling for help;  Name of substance  Estimated quantity  Exact location  Do not touch unknown substance  Do not inhale vapors coming out from spill DO NOT INTERFER WITH COMMUNICATION DURING EMERGENCY
  • 16. 16 Summary  Assess your reasonably anticipated worst case emergency potentials  Be familiarized with the different alarm system  Familiarized yourself in the use of different emergency equipment and its location  Be calm and don’t panic during emergency
