Evaluation Readiness Checklist
Is your organization ready to evaluate its programs? Complete the checklist below for each program that
you want to evaluate by putting a check mark in the appropriate column.
You need to take action to meet each criterion which you have marked with “no”.
You need to find additional information for each of the criteria that you have marked with “Not sure”. Look
through the resources offered in this workshop, the resource list, as well as within your own organization.

2. We have in-house competence for designing and implementing data
collection tools
3. We are clear on the cost of doing evaluation
4. Resources are in place for collecting, analysing and reviewing

5. Everyone involved shares a common language around programming and

6. We know who is doing what with regards to the evaluation
7. There is an evaluation schedule in place
Program Design
8. The program has clear, realistic and measurable objectives
9. The target population is clearly defined
10. The program has specific, quantified deliverables
11. The expected outcomes (results) of the program are described
12. There is a logical chain relationship between needs, activities, outputs,
outcomes and objectives
13. The program theory of change and a logic model are articulated
14. Everyone involved in the delivery of the program understands the theory
of change and the logic model

1. We know what information is requested by various stakeholders
2. We have identified indicators for each outcome
3. We have indicators for the effectiveness and quality of each program
activity
4. Indicators are measurable and feasible (i.e. data can be collected)
5. We have agreed upon measures of success where appropriate
