New Jersey Plan
The Virginia Plan

The New Jersey Plan

house of Congress.
Each state would have
an equal vote.
 The compromise
agreed to keep the 2
houses in the
legislature
 The House of
Representatives would
be based on population

 The North wanted
slaves counted for
taxation but not
representation.

representation but
not taxation
 Three fifths of the slaves would be counted
for both taxation and representation

group of electors
from each state to

 The electoral

of specially
selected

meet to elect the
president. Every
state has electors.
 Some delegates refused to sign the
Constitution because they believed that it
gave too much power to the federal
government and did not protect individual
rights.

September 17,
1787 and became
official

“Supreme Law of

articles written by
James Madison,
Alexander
Hamilton, and
John Jay urging
ratification of the
constitution

 The Federalist Papers were a series a
essays urging (persuading)
ratification (approval) of the
Constitution. Authors were James
Madison, John Jay, and Alexander
Hamilton
 Think about some laws or rules with which
you disagree. This might be a curfew law,
dress code rules, etc… Explain why you
disagree with the law/rule and how would
you change it.
 Written response must be 1 page college rule
and will count for 2 grades
How Does the Constitution Work?
 Definition – A
government in which
the people rule
 This means they
participate by voting.
 Examples – People
can run for office,
campaign for
individuals who run,
or protest decisions
made by others.
 Definition – A
system of
government in
which powers
are shared by
the state and
national
government.
 Definition –
Divides the
roles of
government
into 3 branches,
Executive,
Legislative, and
Judicial.
 Definition – Each of the 3 branches of
government has a little control, or check, on the
other 2 branches.
 Definition – Everybody has to follow the same
laws, even members of the government.
 If a Representative killed a man, he would face
a trial just like everybody else.
 Definition –
Personal liberties
and privileges that
people are born with
and can not be taken
away.
 The Bill of Rights are
the first Ten
Amendments of the
Constitution
 Definition: People elect their political
representatives

The Northwest Ordinance and Early Constitutional Debates

  • 3.  Was a set of laws to establish a procedure for managing all of the new land acquired by the Treaty of Paris of 1783.  Each new piece of land had an appointed territorial governor  Slavery was outlawed in all the new territories
  • 4.  Articles of Confederation Was the 1st constitution of the United States It failed because it DID NOT allow the federal government to: *collect taxes *issue money Made the government weak and unable to act

  • 6.  Why were many Americans concerned by the actions of Shays and his supporters?  Congress could not defend against Shay and his followers  Americans were concerned because they thought that the country they fought so hard to create was already falling apart
  • 7.  Describe the background of the delegates.  Average age of delegate was 42 (oldest was Ben Franklin 81)  More than 2/3 were lawyers  More than 1/3 owned slaves  All were pretty wealthy and educated
  • 8. New Jersey Plan The Virginia Plan called for 2 houses of Congress. Representation in each house would be determined by population. The New Jersey Plan called for a single house of Congress. Each state would have an equal vote.
  • 9.  The compromise agreed to keep the 2 houses in the legislature  The House of Representatives would be based on population  The Senate would have 2 senators representing each state
  • 10.  The North wanted slaves counted for taxation but not representation.  The South wanted slaves counted for representation but not taxation
  • 11.  Three fifths of the slaves would be counted for both taxation and representation
  • 12.  Some wanted the executive to be chosen by Congress  Some wanted the people to elect the executive  Others wanted a group of electors from each state to choose
  • 13.  The electoral college is a group of specially selected individuals who meet to elect the president. Every state has electors.
  • 14.  Some delegates refused to sign the Constitution because they believed that it gave too much power to the federal government and did not protect individual rights.

  • 21.  Definition – A government in which the people rule  This means they participate by voting.  Examples – People can run for office, campaign for individuals who run, or protest decisions made by others.

  • 23.  Definition – Divides the roles of government into 3 branches, Executive, Legislative, and Judicial.
  • 24.  Definition – Each of the 3 branches of government has a little control, or check, on the other 2 branches.

  • 26.  Definition – Everybody has to follow the same laws, even members of the government.  If a Representative killed a man, he would face a trial just like everybody else.
