This document discusses flood disaster management and reconstruction of damaged residential buildings in Kerala, India following widespread flooding in 2018. It presents a case study of a village in Thrissur district where 93 houses were damaged. A new strategy is developed for volunteer-led reconstruction utilizing reusable materials, skilled/unskilled labor, technical experts, student volunteers, donations and government funds. Key elements include forming committees to organize the work, collecting resources, preparing a project report, obtaining approvals, executing reconstruction in a systematic manner, monitoring progress, and reassessing the strategy. Damage assessments found impacts including structural damage, electrical/plumbing issues, and lost documents that required repair.
