Brief us about yourself and shed some light on your
journey towards becoming a part of Arabian Healthcare

After a remarkably successful tenure at Apollo Hospitals in
India, I embarked on a new chapter in 1998 by moving to
the UAE. My mission was twofold: to champion India as a
hub for medical tourism and to establish the first-ever
Apollo Hospital beyond Indian borders. This endeavor
turned out to be a resounding success as I pioneered the
establishment of international patient navigation centers,
facilitating tertiary and quaternary care treatment for a
multitude of patients from the region in India.
In 2004, a significant turning point occurred when I had the
privilege of meeting His Highness Sheikh Saud Bin Saqr Al
Qasimi, Member of the Supreme Council of the UAE and
Ruler of Ras Al Khaimah. His Highness shared his
visionary goal of showcasing Ras Al Khaimah as a globally
recognized Tourism, Industrial, and Investment destination.
Entrusting me with the pivotal task of creating a world-
class healthcare facility that would contribute to positioning
the emirate as a medical tourism hotspot, I took on the

What are some of the challenges you face when
conducting operations and how do you turn them into
opportunities for growth?
In the realm of healthcare operations, we face several
challenges that we’ve turned into opportunities for growth.
One significant challenge was acquiring quality medical
professionals. Attracting top-tier doctors when we lacked
quantity was tough. To address this, we stimulated domestic
demand by offering opportunities in related specialties.
Simultaneously, we tapped international markets for high-
end cases. This approach built their reputation and
gradually increased patient volumes.
Optimizing internal processes for efficiency was another
hurdle. We streamlined coordination among departments to
reduce waiting times and enhance the patient experience.
This required cross-functional collaboration and technology
adoption.
These operational challenges, while daunting, present
growth opportunities. They encourage us to diversify our
services and cultivate a global presence. Addressing these
challenges enhances care quality and positions us for
sustained growth in the healthcare industry.
What advice would you like to give to budding
entrepreneurs and enthusiasts who desire to venture
into the healthcare sector?
Absolutely, my advice to aspiring entrepreneurs and
enthusiasts considering venturing into the healthcare sector
is rooted in a dual perspective – that of business acumen
and social responsibility.
Firstly, entrepreneurship is fundamentally about
recognizing and seizing opportunities. In the healthcare
22|September 2023|www.insightscare.com
sector, you’ll find an immense canvas of opportunities
waiting to be explored. Healthcare is rapidly evolving, and
the next five years hold transformative changes. Globally,
healthcare ranks among the top industries in terms of
business potential. Currently, healthcare services cover only
about 60-70% of the population, leaving a substantial gap.
This gap translates into a vast business opportunity.
However, as entrepreneurs, it’s crucial to be pragmatic and
driven by rational decision-making. While profitability is a
key driver, it’s not the only one.
Secondly, the healthcare sector is unique in the way it
blends business with a profound sense of societal
contribution. Entrepreneurs who venture into healthcare
should possess not only a smart business mindset but also a
genuine desire to make a positive impact on the lives of
individuals and communities. Healthcare is an industry
where you’re not just selling products or services; you’re
directly involved in enhancing the well-being and even
saving lives. This blend of business and social impact
brings unparalleled satisfaction and meaning to your
entrepreneurial journey.
Furthermore, the imminent convergence of technology and
healthcare is a game-changer. Technology giants like
Google, Microsoft, and Apple are increasingly focusing on
healthcare. The industry is shifting from treating illnesses to
promoting overall wellness. Predictive health, personalized
care, and customized solutions are becoming the norm. This
presents a fertile ground for new entrants to bring
innovation, disrupt the traditional healthcare model, and
create meaningful solutions that align with the changing
needs of the population.
How do you envision scaling your services and
operations in 2023 and beyond?
In the coming years, our strategy for scaling services and
operations is driven by an ambitious vision. Collaborating
with respected US partners, we are pioneering a
groundbreaking healthcare model in Ras al Khaimah,
aligning with my aspiration to position the emirate as a
comprehensive healthcare destination.

transparent and reliable information dissemination. Leaders
who conveyed complex medical information in a clear,
accessible manner earned the trust and confidence of their
constituents. Moreover, collaboration between healthcare
leaders and media professionals played a vital role in
dispelling myths, countering misinformation, and
reinforcing public health measures.
Leading with Resilience and Adaptability
A healthcare organization's ability to maintain operations
during a crisis depends on its resilience and adaptability.
Resilience, in this context, refers to the ability to endure,
recover from, and adapt to adversity. It is a quality that
healthcare leaders must exemplify, particularly in the face
of unprecedented challenges. This involves maintaining
composure under pressure, making difficult decisions, and
inspiring confidence in their teams.
Adaptability, however, is the ability to pivot and adjust
strategies in response to rapidly evolving circumstances.
Leaders must be agile in their decision-making, willing to
course-correct as new information emerges, and adept at
leveraging available resources effectively. The ability to
harness the collective intelligence of their teams and rapidly
integrate new knowledge into their decision-making process
is a hallmark of an adaptable leader.
During a crisis, healthcare leaders must also be adept at
fostering a culture of resilience and adaptability within their
teams. This involves providing emotional support, ensuring
access to necessary resources, and creating an environment
where open communication and feedback are valued. By
nurturing these qualities in their teams, leaders empower
their staff to face challenges head-on and contribute to the
collective effort to overcome adversity.
Conclusion
The healthcare sector needs to function as a cohesive unit
during times of crisis, with leaders guiding the way. The
burden of responsibility extends beyond the confines of
healthcare institutions; it also rests heavily on the shoulders
of journalists and media professionals. Their role in
disseminating accurate information to the public is
important. Together, healthcare leaders, professionals, and
media practitioners form a vital network working together
to navigate through crises, ultimately safeguarding the well-
being of communities and societies at large. As we look to
the future, it is the resilience and adaptability of healthcare
leaders that will continue to be a beacon of hope in even the
darkest of times.

A Transformative Journey
Patrick embarked on his journey with Warner-
Lambert/Parke-Davis in 1997. After a series of roles
spanning various responsibilities in both his home country
of The Netherlands and Northern Europe, he chose to take a
year-long hiatus to travel through South East Asia alongside
his wife and their young children.
Resuming his tenure with the North American team in
2006, Patrick amassed an extensive repertoire of experience
at Pfizer across diverse business segments, regions, and
offices. His time spent at Pfizer's New York headquarters
offered valuable insight into the company's strategic
operations, preparing him for a significant transition in his
career: a move to Asia.
Taking on the mantle of cluster lead, he oversaw multiple
markets, including India, Pakistan, Australia, New Zealand,
and Korea. This chapter saw him residing in Hong Kong,
Japan, and Thailand, where he spearheaded critical
initiatives in major therapeutic domains like cardiovascular
and neuroscience. Under his leadership, a 500+ molecule
business experienced robust commercial development.
In December 2020, Patrick assumed the role of Regional
President for Africa and the Middle East, and his
responsibilities expanded in August 2022 to encompass
Russia, Caucasus, and Central Asian countries.
Patrick's journey has bestowed upon him an array of
experiences at Pfizer, spanning a multitude of business
facets, geographic locations, and cultural contexts. His
immersion in diverse regions has not only shaped his
personal identity but also equipped him with a profound
understanding of emerging markets' intricacies and
dynamics.
Collaboration for a Healthier Future
According to Patrick, the industry offers promising
prospects for collaboration, innovation, technology transfer,
knowledge sharing, and the adoption of industry best
practices. Identifying and executing pioneering initiatives in
conjunction with governments is a strategy to foster an
environment conducive to sustainable, long-term
investments. This involves initiatives like nurturing and
training the next generation of professionals, bolstering
local research and development capabilities, and facilitating
technology transfer and expanded clinical trial capabilities
where appropriate. The approach underscores the
importance of partnering with governments to harness the
vast innovative potential of local talent, research
institutions, scientific endeavors, and manufacturing
capacities, ultimately driving economic growth within local
communities.
However, challenges persist in the form of socio-economic
factors, accessibility to information, and infrastructure
limitations. Within the healthcare landscape, concerns about
high co-pays and out-of-pocket expenses significantly
hinder patients from seeking necessary care. Additionally,
navigating intricate healthcare systems and comprehending
available treatment and financial alternatives poses
difficulties for many patients. Mobility-related obstacles,
such as transportation to appointments and obtaining
prescriptions, compounded by a reliance on familial and
social support, often obstruct effective disease management.
This issue is particularly pronounced in certain African
markets lacking fundamental infrastructure.
Within Pfizer, these challenges have been identified and
addressed in collaboration with local governments. The
initiative ‘An Accord for a Healthier World’ exemplifies
this effort, engaging with 45 lower-income countries to
provide access to Pfizer’s complete range of patented and
off-patent medicines and vaccines on a not-for-profit basis.
Moreover, various patient access initiatives have been
launched to simplify health systems for patients. The IUdo
app, operational in Qatar and Egypt, streamlines access to
Pfizer medications, expedites program enrollment, and
offers support for treatment plans, among other features.
These endeavors highlight Pfizer’s commitment to
overcoming challenges and improving healthcare
accessibility for individuals worldwide.

Agile Approach to Evolution
In recent years, there has been a notable acceleration in the
pace of developing new assets and transforming
commercial operations. To remain at the forefront of this
rapid evolution, Pfizer recognizes the importance of
assembling a diverse team of experts whose scientific and
commercial expertise aligns with the company's
overarching vision and mission. While maintaining a robust
in-house pool of experts, Pfizer collaborates with external
partners occasionally, particularly those specialized in
regional macroeconomics and geo-political dynamics.
Patrick additionally serves as the chair of an industry
executive committee for the region, which offers valuable
insights spanning various fields and trends impacting the
industry.
Patrick furthered his education this year in a proactive
pursuit of staying up-to-date. Given the industry's dynamic
evolution, he recognized the need to engage with senior
executives from different sectors and learn about
contemporary leadership strategies from university
professors. This approach has allowed him to broaden his
perspective and adapt his strategies effectively to the
evolving landscape.
Insights on Career Growth
Patrick's initial advice centers on embracing your potential
and capabilities beyond the confines of a single role.
Although it may require time to cultivate expertise in a
specific area, the discomfort that arises can be a fertile
ground for accumulating valuable experience. He
encourages maintaining an open mind, gleaning insights
from everyone encountered, and seeking mentors who lead
by example to enrich one's career trajectory.
Patrick emphasizes the importance of not limiting oneself to
a singular skill set. Even if proficient in a certain domain,
actively seeking experiences that bridge gaps and broaden
horizons is crucial. Continuous upskilling is key.
Confronting imposter syndrome is another critical aspect he
addresses. While it might sound straightforward, Patrick
acknowledges its challenges from personal experience. He
advises against hesitating to seize new opportunities due to
feelings of inadequacy. Nobody possesses absolute mastery,
and waiting for perfection can result in missing out on
growth.
For those in leadership roles, Patrick underscores the
significance of providing support and fostering the growth
of young leaders within the organization. Pfizer's talent
development program within its regional clusters
exemplifies this approach, propelling high-potential
individuals through diverse departments and leadership
roles at an accelerated pace. Recognition initiatives of this
nature contribute to a positive, productive, and thriving
work environment, aligning individual contributions with
organizational triumphs.
Vision for Transformative Science and Global
Healthcare Access
Within Pfizer, Patrick emphasizes that the team
continuously pushes the boundaries of scientific
exploration, leveraging 174 years of transformative
innovations to shape a brighter and improved future. The
vision entails a world where science triumphs over disease,
ensuring that life-saving medicines, treatments, and
vaccines are accessible to all patients, regardless of their
geographical location.
The current and future focus revolves around devising
imaginative, inventive, and scalable solutions to address
unmet needs and critical public health challenges. Notably,
the past year witnessed Pfizer's impactful contribution to the
lives of over 27 million patients throughout the MERA
countries. Central to these efforts is a commitment to
affordability, exemplified by 30 access programs spanning
11 countries. These programs have played a vital role in
supporting patients grappling with oncology, inflammatory,
and rare diseases.
Looking ahead, Pfizer has embarked on a trajectory of
dynamic growth, marked by 30 product launches in the past
year, with an anticipated 25+ more to come. Concurrently,
the organization is committed to expanding existing patient
access programs, incorporating novel treatments and
broadening their reach. Collaborating as a steadfast partner
with governments, patients, and various stakeholders across
the MERA countries, Pfizer remains dedicated to delivering
top-tier healthcare services.

Partnerships in
Public-Private
Middle Eastern
Healthcare
Sustainable Approach
32|September 2023|www.insightscare.com
ublic-private partnerships (PPPs) have gained
Psignificant attention in the healthcare sector in
recent years. This collaborative approach brings
together the expertise and resources of both the public and
private sectors to improve the delivery and quality of
healthcare services. In the Middle Eastern region, where
healthcare systems face various challenges, PPPs have
emerged as an efficient solution to bridge gaps and ensure
accessible and high-quality healthcare for all.
This article explores the various benefits of Public-Private
Partnerships and how it offers a sustainable approach to
healthcare delivery in the Middle East region.
Benefits of Public-Private Partnerships
Public-private partnerships offer numerous benefits in the
context of Middle Eastern healthcare. Firstly, they can
enhance the efficiency of healthcare services by leveraging
the strengths of both sectors. The private sector brings
innovation, technology, and management expertise, while
the public sector provides regulatory frameworks,
infrastructure, and access to a wide patient population.
Secondly, PPPs can address the shortage of healthcare
facilities and specialists in the region. The Middle East is
experiencing rapid population growth, which puts pressure
33|September 2023|www.insightscare.com
on existing healthcare systems. By partnering with the
private sector, governments can leverage their resources to
build new hospitals, clinics, and medical centers, and attract
skilled healthcare professionals from around the world.
Thirdly, PPPs promote financial sustainability in healthcare.
The cost of developing and maintaining healthcare
infrastructure can be overwhelming for governments,
especially in countries with limited resources. By sharing
the financial burden with the private sector, governments
can invest in other key areas such as education and
infrastructure development, while ensuring that healthcare
services remain accessible and affordable.
Successful Examples of PPPs in Middle Eastern
Healthcare
Several Middle Eastern countries have successfully
implemented PPPs in the healthcare sector. The United
Arab Emirates (UAE) stands out as a prime example. The
Dubai Healthcare City (DHCC), a PPP initiative, has
transformed Dubai into a regional hub for medical tourism
and advanced healthcare services. The DHCC brings
together public and private entities to offer a comprehensive
range of healthcare services, attracting patients from around
the world and boosting the local economy.
Similarly, Saudi Arabia has embraced PPPs to expand its
healthcare infrastructure. The King Fahd Medical City in
Riyadh is a successful partnership between the government
and private investors. This state-of-the-art medical complex
has significantly improved healthcare access for the
population, reducing the need for patients to seek treatment
abroad. The contracts procured between the state and
private health organizations have been undermined by
organizational inefficiency and contributed to escalating
costs as the Ministry of Health selects companies based on
the lowest bids. Therefore, there is a pressing need to
modernize the Saudi healthcare system, and PPPs could
provide a good opportunity to facilitate access to healthcare
services, especially in remote areas.
Challenges and the Future Outlook
While PPPs in Middle Eastern healthcare have shown
promise, they are not without challenges. One of the main
obstacles is the need to balance the interests of both sectors.
Governments must ensure that the private sector does not
prioritize profit over public health, and that access to quality
healthcare remains equitable.
Additionally, regulatory frameworks and legal frameworks
need to be strengthened to provide a clear and transparent
framework for PPPs in healthcare. This will help attract
more private investments and ensure the sustainability of
partnerships in the long run.
The future outlook for PPPs in Middle Eastern healthcare is
positive. As countries continue to invest in healthcare
infrastructure and seek innovative solutions to address
healthcare challenges, PPPs are likely to play a crucial role.
By leveraging the expertise and resources of both sectors,
Middle Eastern countries can establish sustainable
healthcare systems that meet the needs of their growing
populations.
Conclusion
Public-private partnerships have emerged as a sustainable
approach to addressing the healthcare challenges faced by
Middle Eastern countries. By combining the strengths of
the public and private sectors, PPPs enhance the efficiency,
accessibility, and quality of healthcare services. Successful
examples in countries like the UAE and Saudi Arabia
demonstrate the potential of PPPs in transforming
healthcare systems.
However, challenges remain, and governments must
address them by creating robust regulatory frameworks.
Governments should consider long-term plans and
sustainable policies to start PPPs in primary healthcare and
should not ignore local needs and contexts. With continued
investment and collaboration, PPPs have the potential to
shape the future of healthcare in the Middle East, ensuring a
healthier and more prosperous region for all.

  • 35. ublic-private partnerships (PPPs) have gained Psignificant attention in the healthcare sector in recent years. This collaborative approach brings together the expertise and resources of both the public and private sectors to improve the delivery and quality of healthcare services. In the Middle Eastern region, where healthcare systems face various challenges, PPPs have emerged as an efficient solution to bridge gaps and ensure accessible and high-quality healthcare for all. This article explores the various benefits of Public-Private Partnerships and how it offers a sustainable approach to healthcare delivery in the Middle East region. Benefits of Public-Private Partnerships Public-private partnerships offer numerous benefits in the context of Middle Eastern healthcare. Firstly, they can enhance the efficiency of healthcare services by leveraging the strengths of both sectors. The private sector brings innovation, technology, and management expertise, while the public sector provides regulatory frameworks, infrastructure, and access to a wide patient population. Secondly, PPPs can address the shortage of healthcare facilities and specialists in the region. The Middle East is experiencing rapid population growth, which puts pressure 33|September 2023|www.insightscare.com
  • 36. on existing healthcare systems. By partnering with the private sector, governments can leverage their resources to build new hospitals, clinics, and medical centers, and attract skilled healthcare professionals from around the world. Thirdly, PPPs promote financial sustainability in healthcare. The cost of developing and maintaining healthcare infrastructure can be overwhelming for governments, especially in countries with limited resources. By sharing the financial burden with the private sector, governments can invest in other key areas such as education and infrastructure development, while ensuring that healthcare services remain accessible and affordable. Successful Examples of PPPs in Middle Eastern Healthcare Several Middle Eastern countries have successfully implemented PPPs in the healthcare sector. The United Arab Emirates (UAE) stands out as a prime example. The Dubai Healthcare City (DHCC), a PPP initiative, has transformed Dubai into a regional hub for medical tourism and advanced healthcare services. The DHCC brings together public and private entities to offer a comprehensive range of healthcare services, attracting patients from around the world and boosting the local economy. Similarly, Saudi Arabia has embraced PPPs to expand its healthcare infrastructure. The King Fahd Medical City in Riyadh is a successful partnership between the government and private investors. This state-of-the-art medical complex has significantly improved healthcare access for the population, reducing the need for patients to seek treatment abroad. The contracts procured between the state and private health organizations have been undermined by organizational inefficiency and contributed to escalating costs as the Ministry of Health selects companies based on the lowest bids. Therefore, there is a pressing need to modernize the Saudi healthcare system, and PPPs could provide a good opportunity to facilitate access to healthcare services, especially in remote areas. Challenges and the Future Outlook While PPPs in Middle Eastern healthcare have shown promise, they are not without challenges. One of the main obstacles is the need to balance the interests of both sectors. Governments must ensure that the private sector does not prioritize profit over public health, and that access to quality healthcare remains equitable. Additionally, regulatory frameworks and legal frameworks need to be strengthened to provide a clear and transparent framework for PPPs in healthcare. This will help attract more private investments and ensure the sustainability of partnerships in the long run. The future outlook for PPPs in Middle Eastern healthcare is positive. As countries continue to invest in healthcare infrastructure and seek innovative solutions to address healthcare challenges, PPPs are likely to play a crucial role. By leveraging the expertise and resources of both sectors, Middle Eastern countries can establish sustainable healthcare systems that meet the needs of their growing populations. Conclusion Public-private partnerships have emerged as a sustainable approach to addressing the healthcare challenges faced by Middle Eastern countries. By combining the strengths of the public and private sectors, PPPs enhance the efficiency, accessibility, and quality of healthcare services. Successful examples in countries like the UAE and Saudi Arabia demonstrate the potential of PPPs in transforming healthcare systems. However, challenges remain, and governments must address them by creating robust regulatory frameworks. Governments should consider long-term plans and sustainable policies to start PPPs in primary healthcare and should not ignore local needs and contexts. With continued investment and collaboration, PPPs have the potential to shape the future of healthcare in the Middle East, ensuring a healthier and more prosperous region for all. -Nisha Mehra 34|September 2023|www.insightscare.com
