 Guidelines for proposals for smart city
The Union Government has shortlisted consulting firms to assist states and union territories, in
preparing proposals, through its World Bank-assisted Capacity Building for Urban Development project.
The consulting firms are expected to prepare and deliver a proposal to urban local bodies under the
supervision of the state government, including a city-wide concept plan based on the old or revised
development plan. The city-wide concept plan will include the smart city vision and identification of key
challenges and situations (physical, economic, social, legal and institutional infrastructure). It will also
include review of previous plans, interventions and documents of all departments and agencies and an
overall strategy. Moreover, based on citizen consultations, the concept plan will define the smart city
and clearly state the objectives based on the mission document and guidelines. The focus will be on
transformative projects with the highest possible impact on economic growth and improving the quality
of life for all. The Brihanmumbai Municipal Corporation has invited proposals from consultants for the
preparation of a concept plan for smart city, to be submitted to the Union Government.
 J&K demands smart city approval for both Jammu and Srinagar
The Jammu and Kashmir (J&K) government has demanded developing both its capitals, Jammu and
Srinagar, into smart cities. Even though the state is entitled for funds to develop only one city as smart
city, the Union Government is carefully weighing the proposal. A state-level high powered steering
committee headed by J&K chief secretary had shortlisted both the capitals as there was a tie between
Jammu and Srinagar - both scored 45 points each out of 100 on the developmental front.
 Chennai and Coimbatore need more funds
Cities like Chennai and Coimbatore need huge amounts of money to become smart in terms of
integrated public transport systems, smarter grids, among others. Funding from the Smart City
programme will be insufficient for the requirement. For making the cities environmentally sustainable,
first the infrastructure has to be in place; reaching out and connecting people through IT including
mobile based apps will be the next step.

 Swedish companies eager to help build smart cities in India
The Swedish companies, which have expertise in urban planning, power, sustainable transport and
waste management, are keen on partnering with Indian companies to build smart cities through the
public private partnership (PPP) mode in states like Karnataka, Telangana and Maharashtra. There are
150 Swedish companies in India and a considerable number of them are involved in urban development
under the umbrella of smart cities. Signing of a pending memorandum of understanding (MoU) on urban
development framework between the two countries is expected to facilitate the collaboration.

Chinese infrastructure company, International In Corporation made a presentation to the Thane
Municipal Corporation (TMC) highlighting the infrastructure enhancements needed to make Thane a
smart city. The company has already laid railways and roads, designed water management system,
developed new cities and efficiently managed the energy requirement of several projects, globally.
