 Second round of smart city challenge by December 2015
The parameters for the second stage of the smart cities competition have been set. The second stage
would end by December, as per the Ministry of Urban Development. The Centre provides only INR 500
crore to upgrade to a smart city and the rest of the funding has to be arranged by the states through
public private partnerships. Private investors would be interested only if they feel they can get their
money back. Thus, payment of user charges by private citizens would be necessary for funding. Nearly
24 countries have evinced interest in the smart city mission.
 High priority for infrastructure and transport
For implementing the smart city scheme, city corporations have to focus on four key areas - basic
infrastructure, traffic and transportation, development of water bodies and enhancement of tourism
infrastructure. Basic infrastructure will focus on improved water supply, underground drainage system
(UGD), storm water drainage and solid waste maintenance. An efficient public transport system would
include proper parking places, in addition to separate footpaths and LED street lights. Proper traffic
management system such as bicycle lanes and pedestrian pathways would be monitored regularly.
Water bodies need to be conserved and kept clean. The shortlisted areas would also have a detailed
tourist information system to facilitate tourist movement around the city. Further, public toilets,
improved mobility system and recreational facilities at tourist spots should be in place.
 IGBC to develop green cities
The Indian Green Building Council (IGBG), a non-profit arm of Confederation of Indian Industry (CII), will
create environment friendly and energy efficient 100 smart cities. The IGBC is engaged in developing
new green building rating programs, certification services and green building training. It will be focusing
on adopting simple techniques of energy saving, solid waste management, rain water harvesting,
recycling, among others, for making these green cities. The council will be working closely with local
administrations of these cities to advise them and to certify their work. Further, it will roll out a pilot
project to certify 400 existing non-metro stations that the Railway Ministry is now working on to
transform into green stations.
 Safer smart cities
Public safety, transportation infrastructure and technology avancement are the three top issues that
governments need to address when developing smart cities. Within public safety, crime investigation,
transportation and traffic services and cyber security hold priority. Public safety in smart cities would
include protection against crime, terrorism, cyberattacks, civil unrest, accidents and natural disasters.
Since devices and electrical systems are intricately connected in smart cities, cybersecurity is an even
greater concern. For instance, new smart technology such as sensors to control household appliances
remotely with mobile phones, while offering convenience will expose cities to new and complex security
and privacy challenges. Governments need to set up secure and wide-reaching communications network
to ensure public safety. In order to reduce the city’s crime rate, video analytics, mobile surveillance
systems, command control centres and data centres also need to be put in place to support the system.

 JICA to develop Ponneri City in Chennai
Japan International Cooperation Agency (JAICA) has prepared a master plan for the development of
Ponneri city near Chennai, spread across 22,000 acres of land, at a total cost of INR 32,713 crore. As
per the master plan document, the city will have a population of four lakh and a working population of
8.88 lakh by 2025. It would be developed in three phases. The first phase will involve 4,448 acres of
land available with government agencies, the second phase would involve 2,718 acres of existing port
area and the third phase would involve 5,667 acres of land with existing development around the
coastal regulation zone. From the total planned area, 9,133 acres of land are yet to be acquired. The
agency plans to develop Ponneri as an engineering hub for automobile and machinery units; it aims to
achieve growth of 15 percent per annum in manufacturing, to meet the National Manufacturing Plan
target.
 LED scheme for street smart cities
Under the Street Light National Programme (SLNP), 90 municipalities have finalized agreements for the
replacement and conversion of lights in 100 smart cities. The installation of LED bulbs has been
completed in six urban local bodies (ULBs), namely Vizag, Jhalawar, Mount Abu, Pushkar, Neelimarna
and Agartala, where nearly 2,07,000 street lights have been replaced. Installation is in progress in
another 88 ULBs in Delhi, Rajasthan and Andhra Pradesh, to replace 9.3 lakh street lights. Under the
SLNP, 302 ULBs are enrolled till September 7, 2015, and the target is to install 15 lakh LEDs by March
2016. The replacement of 3.5 crore conventional street lights will lead to savings of 9,000 million units,
annually. The total cost savings for municipalities will work out to INR 5,500 crore, every year.
 Tata Projects eyes smart city opportunities
The Tata Group has created a dedicated division ‘Tata Projects Limited’ to focus on the opportunities
generated by the Smart City initiative. The company has capabilities for solid waste management,
implementing Wi-Fi services, wider security, toll collection and data analytics and does not foresee any
shortage of resources to invest in such projects. Tata Projects is also negotiating with international
players interested in smart city projects for both technical and financial resources. Further, it is also
looking to bid for road projects such as “smart” toll collection processes which would reduce leakages
in the system by bringing down human intervention. The company is open to participating in
government tenders that range upwards of INR 100 crore.
 UK’s FCC to support New Town project
The UK government is financially supporting a three-month-long project to help prepare a road map for
New Town in West Bengal. A team from the London-based urban planning organisation - Future Cities
Catapult (FCC) - is working with the West Bengal Housing Infrastructure Development
Corporation (WBHIDCO) and New Town Kolkata Development Authority (NKDA) to support the latter’s
conversion into a ‘Smart City’. FCC and WBHIDCO have signed an MoU to work together to help New
Town become a sustainable smart city. FCC, WBHIDCO and NKDA have been holding a number of
meetings, on-site visits and workshops in preparation for the project.

 Nagpur gets net-based solutions from Cisco
Cisco has signed a non-commercial-non-exclusive MoU with the Maharashtra government to prioritize
a set of net-based solutions for Nagpur in the next couple of months. Out of the available 44 solutions,
the company may prioritize 7-8, depending on the needs of the city. Since Nagpur is an education hub,
the solutions may be related to managing floating population and settlers. The solutions for Nagpur
may also be related to transport, such as developing mobile application or net-based signboards on
roads and monitoring the movement of buses through GPS. Further, kiosks to pay taxes and laying
down security systems may be other areas of support. Cisco is also looking forward to working with any
agency specifically appointed to provide digital solutions to the city. However, the company's role will
be limited to advising and other players will be also allowed. Cisco Investment will provide funding
opportunities throughout the country in future as well.

Ltd., 2015 1 Industry News  Second round of smart city challenge by December 2015 The parameters for the second stage of the smart cities competition have been set. The second stage would end by December, as per the Ministry of Urban Development. The Centre provides only INR 500 crore to upgrade to a smart city and the rest of the funding has to be arranged by the states through public private partnerships. Private investors would be interested only if they feel they can get their money back. Thus, payment of user charges by private citizens would be necessary for funding. Nearly 24 countries have evinced interest in the smart city mission.  High priority for infrastructure and transport For implementing the smart city scheme, city corporations have to focus on four key areas - basic infrastructure, traffic and transportation, development of water bodies and enhancement of tourism infrastructure. Basic infrastructure will focus on improved water supply, underground drainage system (UGD), storm water drainage and solid waste maintenance. An efficient public transport system would include proper parking places, in addition to separate footpaths and LED street lights. Proper traffic management system such as bicycle lanes and pedestrian pathways would be monitored regularly. Water bodies need to be conserved and kept clean. The shortlisted areas would also have a detailed tourist information system to facilitate tourist movement around the city. Further, public toilets, improved mobility system and recreational facilities at tourist spots should be in place.  IGBC to develop green cities The Indian Green Building Council (IGBG), a non-profit arm of Confederation of Indian Industry (CII), will create environment friendly and energy efficient 100 smart cities. The IGBC is engaged in developing new green building rating programs, certification services and green building training. It will be focusing on adopting simple techniques of energy saving, solid waste management, rain water harvesting, recycling, among others, for making these green cities. The council will be working closely with local administrations of these cities to advise them and to certify their work. Further, it will roll out a pilot project to certify 400 existing non-metro stations that the Railway Ministry is now working on to transform into green stations.  Safer smart cities Public safety, transportation infrastructure and technology avancement are the three top issues that governments need to address when developing smart cities. Within public safety, crime investigation, transportation and traffic services and cyber security hold priority. Public safety in smart cities would include protection against crime, terrorism, cyberattacks, civil unrest, accidents and natural disasters. Since devices and electrical systems are intricately connected in smart cities, cybersecurity is an even greater concern. For instance, new smart technology such as sensors to control household appliances remotely with mobile phones, while offering convenience will expose cities to new and complex security and privacy challenges. Governments need to set up secure and wide-reaching communications network to ensure public safety. In order to reduce the city’s crime rate, video analytics, mobile surveillance systems, command control centres and data centres also need to be put in place to support the system. Ltd., 2015 2 Smart City News September 26, 2015 – October 2, 2015 Investment News  JICA to develop Ponneri City in Chennai Japan International Cooperation Agency (JAICA) has prepared a master plan for the development of Ponneri city near Chennai, spread across 22,000 acres of land, at a total cost of INR 32,713 crore. As per the master plan document, the city will have a population of four lakh and a working population of 8.88 lakh by 2025. It would be developed in three phases. The first phase will involve 4,448 acres of land available with government agencies, the second phase would involve 2,718 acres of existing port area and the third phase would involve 5,667 acres of land with existing development around the coastal regulation zone. From the total planned area, 9,133 acres of land are yet to be acquired. The agency plans to develop Ponneri as an engineering hub for automobile and machinery units; it aims to achieve growth of 15 percent per annum in manufacturing, to meet the National Manufacturing Plan target.  LED scheme for street smart cities Under the Street Light National Programme (SLNP), 90 municipalities have finalized agreements for the replacement and conversion of lights in 100 smart cities. The installation of LED bulbs has been completed in six urban local bodies (ULBs), namely Vizag, Jhalawar, Mount Abu, Pushkar, Neelimarna and Agartala, where nearly 2,07,000 street lights have been replaced. Installation is in progress in another 88 ULBs in Delhi, Rajasthan and Andhra Pradesh, to replace 9.3 lakh street lights. Under the SLNP, 302 ULBs are enrolled till September 7, 2015, and the target is to install 15 lakh LEDs by March 2016. The replacement of 3.5 crore conventional street lights will lead to savings of 9,000 million units, annually. The total cost savings for municipalities will work out to INR 5,500 crore, every year.  Tata Projects eyes smart city opportunities The Tata Group has created a dedicated division ‘Tata Projects Limited’ to focus on the opportunities generated by the Smart City initiative. The company has capabilities for solid waste management, implementing Wi-Fi services, wider security, toll collection and data analytics and does not foresee any shortage of resources to invest in such projects. Tata Projects is also negotiating with international players interested in smart city projects for both technical and financial resources. Further, it is also looking to bid for road projects such as “smart” toll collection processes which would reduce leakages in the system by bringing down human intervention. The company is open to participating in government tenders that range upwards of INR 100 crore.  UK’s FCC to support New Town project The UK government is financially supporting a three-month-long project to help prepare a road map for New Town in West Bengal. A team from the London-based urban planning organisation - Future Cities Catapult (FCC) - is working with the West Bengal Housing Infrastructure Development Corporation (WBHIDCO) and New Town Kolkata Development Authority (NKDA) to support the latter’s conversion into a ‘Smart City’. FCC and WBHIDCO have signed an MoU to work together to help New Town become a sustainable smart city. FCC, WBHIDCO and NKDA have been holding a number of meetings, on-site visits and workshops in preparation for the project.

Ltd., 2015 3 Smart City News September 26, 2015 – October 2, 2015  Nagpur gets net-based solutions from Cisco Cisco has signed a non-commercial-non-exclusive MoU with the Maharashtra government to prioritize a set of net-based solutions for Nagpur in the next couple of months. Out of the available 44 solutions, the company may prioritize 7-8, depending on the needs of the city. Since Nagpur is an education hub, the solutions may be related to managing floating population and settlers. The solutions for Nagpur may also be related to transport, such as developing mobile application or net-based signboards on roads and monitoring the movement of buses through GPS. Further, kiosks to pay taxes and laying down security systems may be other areas of support. Cisco is also looking forward to working with any agency specifically appointed to provide digital solutions to the city. However, the company's role will be limited to advising and other players will be also allowed. Cisco Investment will provide funding opportunities throughout the country in future as well.
