Policy News
 Union Government allocated INR 5,142 crore for Rurban Mission
The Union Government has approved and allocated funds worth INR 5,142 crore for the Shyama Prasad
Mukherji Rurban Mission to develop smart villages. The mission aims for economic, social and
infrastructure development in rural areas. In order to bridge the rural-urban gap, the government plans
to set up 300 rural clusters across the country by 2019-20. Under the scheme, the state governments
would identify the clusters in accordance with the framework for implementation prepared by the
Ministry of Rural Development. The scheme will function with 14 mandatory components to ensure an
optimum level of development of a cluster. It will include skill development training linked to economic
activities, digital literacy, equipped with mobile health unit and inter-village road connectivity. The other
component of the scheme comprises citizen service centres. The cost of developing a cluster is about
INR 50-52 crores.
 NDMA proposed coastal cities to have disaster management plan
The National Disaster Management Authority (NDMA) has recommended to the Ministry of Urban
Development (MoUD) that every smart city being developed in the coastal areas must have a disaster
management plan to be integrated with the district disaster management plan. The NDMA proposed
that the State Emergency Operation Centre should develop a web-based early warning dissemination
system. This system will send warning from the Chief Secretary/ Chief Minister of the state to people
living in far flung coastal areas including fishermen. All the people should receive warnings on their
mobiles or other warning devices. Also, it has been proposed that a database of pregnant women who
are in their 4th trimester should be prepared in order to shift them to emergency care in hospitals
before any natural calamity strikes.

 NDMC invites suggestions and ideas from its residents for Smart City proposal
The New Delhi Municipal Council (NDMC), which has been shortlisted to participate in the second round
of Smart City selection process, is seeking suggestions from the public about possible upgradation and
development in its areas as well as finalizing the revenue model for the same. NDMC needs to submit
the Smart City Proposal to the MoUD, which shall outline the consultations held with the city residents
and other stakeholders unfolding the aspiration of people matched with the vision contained in the
proposal. The residents can give their suggestions pertaining to infrastructure services and smart
solutions such as water supply, recycling and conservation, energy management using smart grid,
sanitation including solid waste management and efficient urban mobility, among others. Other areas
that NDMC are exploring as part of the proposal include robust IT connectivity and digitization, ensuring
safety and security using CCTV surveillance, smart street lighting, public Wi-Fi network, parking,
development of non-motorized transport, sustainable environment, intelligent traffic management,
energy efficient street lights, health and education services using IT enabled smart applications and
innovative use of open spaces. The residents of the NDMC areas can submit their suggestions and ideas
by October 25, 2015.

 LMC to develop Lucknow like GIFT city
The Lucknow Municipality Corporation (LMC) is planning to develop Lucknow on similar lines to that of
Gujarat International Finance Tech-City (GIFT). Currently, LMC is reviving the heritage part of the old city
on the lines of old Ahmedabad. All the ancient structures and narrow streets of Lucknow are being
cleaned and repainted. The project will also include developing greenery and constructing footpaths
across the heritage walk route. In the next two years, LMC aims to eradicate open defecation and usage
of dry latrines, convert all sodium streetlights to LED, modernize transport system by initiating online
booking, installing GPRS devices in buses, among others.
 Havells developing wireless lighting solutions for smart cities
Havells is developing technologies for wireless lighting solutions for smart city projects and has already
made models using chip and wireless communications technology. Since the Modified Special Incentive
Package Scheme (M-SIPS) has been extended by the Union Government for five years to boost
manufacturing in the electronics sector, Havells hopes to take benefit of this scheme and bid for the
smart city projects.
 Essel Group plans to set up integrated resort city in AP
The Essel Group is planning to set up an integrated resort city in Andhra Pradesh (AP). It will be
conducting a feasibility study for the project, soon. The company is currently working on developing
Tirupati as a smart city. It also plans to invest in waste-to-energy projects in AP by participating in the
bidding process for waste-to-energy plants to be set up in the state.
