 Development plan for India’s 100 Smart Cities
The government is planning to invest USD 1.2 billion over the next year, with more funding coming from
overseas investments, for the development of selected 98 smart cities. A number of smart city projects
are already underway, such as the Gujarat International Finance Tec-City, SmartCity Kochi and
Visakhapatnam. The Gujarat International Finance Tec-City, expected to be completed by 2020, is
envisioned as Gujarat's Wall Street, and includes an 80-storey skyscraper on an artificial island. The city
will feature solar panels, automated waste management, water treatment plants and recycling facilities.
Further, it will integrate information technology with utilities such as water, electricity, waste removal
and traffic management for smart utilities. The Central Government’s agenda of National e-Governance
Plan (NeGP) has implemented a number of projects for generating substantial requirements for IT
consulting services, last mile connectivity, expansion of state WAN, state data centres and citizen service
centres, as well as mobile government consulting. Policies to manage transport demand include better
co-ordination with multiple modes of public transit systems, integrating transport fares and transport
strategies.
 Smart buildings for fire safety
A Fire and Safety Association of India (FSAI) event held in Ahmedabad discussed fire safety mechanisms
for buildings. Steel and glass intensive buildings are inefficient for venting smoke which is the primary
reason for death due to fire. The buildings usually do not have ventilation systems or water management
systems that could be used by fire brigades. It was suggested that the National Building Code of 2005
needs to be revised depending on current development. The event emphasized that smart cities would
require smart buildings. The first requirement would be strict adherence to prevailing laws and its
monitoring. The initiative will need to start with building design, with proper vertical spacing and
stairwells, keeping an eye on emergency situations and use of fire resistant materials.
 UN SDG’s to be adopted for cities in India
Sustainable Development Goals (SDG) that define global sustainable development agenda post-2015. To
foster closer integration of sustainability of India's '100 Smart Cities' initiative with the SDGs, each city
would get Rs 100 crore for five years, to achieve economic growth. Good governance, planning and
financing are among the key institutional factors for realizing sustainable cities. Responsibility and
accountability are integral towards making the community more sustainable. Good governance will serve
as a powerful inspiration for promoting reforms in policies and programmes for sustainable development.

 Partial funding for cities by World Bank
The World Bank is in discussion with Government of India to provide initial partial funding for the smart
cities programme and the Amrut initiative for urban revitalisation. At the launch of the World Bank report
on urbanization, it emphasized that India’s urbanization drive will be the biggest in the next 30 years.
Implementing the 14th Finance Commission recommendations by the Indian government will help in
getting finances for the states’ programmes. Government estimates indicate INR 400,000 crore will be
invested in smart cities initiative, mainly through the private sector and loans from multilateral
institutions and other agencies. The Central Government is set to approach the World Bank and the Asian
Development Bank (ADB) for loans of 500 million pounds and 1 billion pounds, respectively, for a five-
year period up to 2020. The World Bank, the ADB and the Japan International Cooperation Agency will
also provide technical assistance in preparing smart city plans.
 Privatisation of water supply in cities
The Union Government, jointly with Ministry of Urban Development, is preparing a model agreement for
the privatisation of water distribution in urban India. A model concession agreement that would serve as
the framework for public-private participation (PPP) in the water sector in all cities is underway. The
model would be implemented in 100 smart cities and 500 cities selected under the AMRUT mission. It will
address issues such as user fee, tariff indexation to inflation, metering of water connections at the
household-level and risk allocation between the public sector and the private entity. World Bank figures
report that currently, only 20 percent of water connections in India are metered and non-revenue water
accounts for 40 percent. The PPP route would help to reduce non-revenue water and also plug leakages.
The PPP model will help meet the resource gap and ensure private sector efficiency.
 Pune, 68 colleges to collaborate for smart city
The Pune Municipal Corporation (PMC) plans to collaborate with 68 colleges across the city to promote
the Smart City project, for which a special training programme for students was conducted. The PMC has
also started a door-to-door contact programme inviting suggestions from citizens, across seven lakh
properties in the city. The civic administration is giving out forms to be filled by the people expressing
their ideas for the city and its problems. The administration has signed a Memorandum of Understanding
with the Savitribai Phule Pune University, according to which students will support in data collection,
entry and analysis. The administration is expecting over 3,500 students to participate. A special software
has been developed to analyse the data.

 KPT and PPT to develop smart port cities
The Kandla Port Trust (KPT) and Pradip Port Trust (PPT) will develop 400-500 acres and 1,500 acres of
smart port city projects, respectively. Both the ports have invited consultants to carry out techno-
feasibility studies. KPT is planning to develop a Smart Industrial Port City (SIPC) within the Kandla,
Gandhidham and Adipur Complex located at Gandhidham (Kutch), on a land bank of 930 acres in Kandla
and 560 acres in Gandhidham. Each major port would construct one smart city, with an expenditure of Rs
3,000-4,000 crore. Under the smart port city project, the government plans to have industries and
townships, along with wind and solar energy parks, around these facilities.
 Three collaborators for Mumbai’s smart city network
Reliance Energy is partnering with Connode and Intel for implementing communication technology for
the smart grid in Mumbai. Through the implementation of the smart grid, they will be able to provide
services to customers and build further competencies. In the first phase, Reliance will connect smart
meters, streetlights and distribution automation equipment in Mumbai, for which it will use Intel IOT
Gateways and Connode’s IPv6-based wireless mesh solution, Connode 4. This will be India’s first roll-out
of smart meters fully compliant with the communication standards recently adopted in the machine-to-
machine (M2M) roadmap by the Government of India.
 Reliance Industries, US-based Ecorithm sign IoT agreement
Reliance Industries has signed an agreement with US-based software company Ecorithm to gain access to
technology that will help collect and exchange data that will boost the Internet of Things (IoT). Ecorithm
specializes in IoT and Reliance plans to apply its technologies for building systems and various other
enterprises to improve operations, optimize systems and minimize energy use. Reliance Jio Infocomm’s
4G services plans to provide a platform for seamless connectivity of communication devices over high-
speed internet and act as the base for IoT. The government has also stressed the implementation of IoT
technologies under its Smart Cities Mission.

 TCS introduces Smart City accelerator solution
Tata Consultancy Services announced that its Digital Software Solutions (DSS) group has released
Intelligent Urban Exchange (IUX), a powerful analytics-based software solution for intelligent city
operations. The IUX solution combines big data and domain specific advanced analytics to provide cities
with real-time actionable insights. It will deliver cost-effective operations on a common platform across
essential city domains, such as transportation, water, energy and government operations. The IUX will
collect and analyze data from multiple sources, including networks, sensors, social media and open city
data and apply real-time analytics to deliver insights for city officials to help increase citizen satisfaction.
The smart city market will be USD 1.5 trillion by 2020 and more than 60 percent of urban citizens will
have full access to eServices in the next decade.
 UK support for Rourkela and Bhubaneswar’s smart city proposals
UK-based Department for International Development (DFID) will provide technical assistance (TA) to
Bhubaneswar and Rourkela in preparing smart city proposals. Both the cities will participate in the city
challenge competition along with 98 other cities. Further, individual consulting firms such as Canada-
based Jones Lang LaSalle Incorporated, Delhi-based Feedback Infra, Tata Consulting Engineers Limited
and Fisco, having expertise in development of real estate and information and technology, would be
engaged in preparing the plans. Civic bodies and citizens have also been asked to participate in the city
plans. Both the cities would have a 'citizen engagement' programmes to receive comments from different
stakeholders. The implementation of the smart city will be carried out by a special purpose vehicle (SPV
that will plan, appraise, approve, release funds, implement, manage, operate and monitor the
development of the smart cities. The SPV will be headed by a CEO and have nominees from the centre,
the state government and the civic bodies concerned. The city, which would figure in the first list of smart
city, would receive a central grant of INR 194 crore and INR 200-crore grant from the state government.

Ltd., 2015 1 Industry News  Development plan for India’s 100 Smart Cities The government is planning to invest USD 1.2 billion over the next year, with more funding coming from overseas investments, for the development of selected 98 smart cities. A number of smart city projects are already underway, such as the Gujarat International Finance Tec-City, SmartCity Kochi and Visakhapatnam. The Gujarat International Finance Tec-City, expected to be completed by 2020, is envisioned as Gujarat's Wall Street, and includes an 80-storey skyscraper on an artificial island. The city will feature solar panels, automated waste management, water treatment plants and recycling facilities. Further, it will integrate information technology with utilities such as water, electricity, waste removal and traffic management for smart utilities. The Central Government’s agenda of National e-Governance Plan (NeGP) has implemented a number of projects for generating substantial requirements for IT consulting services, last mile connectivity, expansion of state WAN, state data centres and citizen service centres, as well as mobile government consulting. Policies to manage transport demand include better co-ordination with multiple modes of public transit systems, integrating transport fares and transport strategies.  Smart buildings for fire safety A Fire and Safety Association of India (FSAI) event held in Ahmedabad discussed fire safety mechanisms for buildings. Steel and glass intensive buildings are inefficient for venting smoke which is the primary reason for death due to fire. The buildings usually do not have ventilation systems or water management systems that could be used by fire brigades. It was suggested that the National Building Code of 2005 needs to be revised depending on current development. The event emphasized that smart cities would require smart buildings. The first requirement would be strict adherence to prevailing laws and its monitoring. The initiative will need to start with building design, with proper vertical spacing and stairwells, keeping an eye on emergency situations and use of fire resistant materials.  UN SDG’s to be adopted for cities in India Sustainable Development Goals (SDG) that define global sustainable development agenda post-2015. To foster closer integration of sustainability of India's '100 Smart Cities' initiative with the SDGs, each city would get Rs 100 crore for five years, to achieve economic growth. Good governance, planning and financing are among the key institutional factors for realizing sustainable cities. Responsibility and accountability are integral towards making the community more sustainable.   • 2.  Partial funding for cities by World Bank The World Bank is in discussion with Government of India to provide initial partial funding for the smart cities programme and the Amrut initiative for urban revitalisation. At the launch of the World Bank report on urbanization, it emphasized that India’s urbanization drive will be the biggest in the next 30 years. Implementing the 14th Finance Commission recommendations by the Indian government will help in getting finances for the states’ programmes. Government estimates indicate INR 400,000 crore will be invested in smart cities initiative, mainly through the private sector and loans from multilateral institutions and other agencies. The Central Government is set to approach the World Bank and the Asian Development Bank (ADB) for loans of 500 million pounds and 1 billion pounds, respectively, for a five- year period up to 2020. The World Bank, the ADB and the Japan International Cooperation Agency will also provide technical assistance in preparing smart city plans.  Privatisation of water supply in cities The Union Government, jointly with Ministry of Urban Development, is preparing a model agreement for the privatisation of water distribution in urban India. A model concession agreement that would serve as the framework for public-private participation (PPP) in the water sector in all cities is underway. The model would be implemented in 100 smart cities and 500 cities selected under the AMRUT mission. It will address issues such as user fee, tariff indexation to inflation, metering of water connections at the household-level and risk allocation between the public sector and the private entity. World Bank figures report that currently, only 20 percent of water connections in India are metered and non-revenue water accounts for 40 percent. The PPP route would help to reduce non-revenue water and also plug leakages. The PPP model will help meet the resource gap and ensure private sector efficiency.  Pune, 68 colleges to collaborate for smart city The Pune Municipal Corporation (PMC) plans to collaborate with 68 colleges across the city to promote the Smart City project, for which a special training programme for students was conducted. The PMC has also started a door-to-door contact programme inviting suggestions from citizens, across seven lakh properties in the city. The civic administration is giving out forms to be filled by the people expressing their ideas for the city and its problems. The administration has signed a Memorandum of Understanding with the Savitribai Phule Pune University, according to which students will support in data collection, entry and analysis. The administration is expecting over 3,500 students to participate. A special software has been developed to analyse the data. © Gyan Research and Analytics Pvt. Investment News  KPT and PPT to develop smart port cities The Kandla Port Trust (KPT) and Pradip Port Trust (PPT) will develop 400-500 acres and 1,500 acres of smart port city projects, respectively. Both the ports have invited consultants to carry out techno- feasibility studies. KPT is planning to develop a Smart Industrial Port City (SIPC) within the Kandla, Gandhidham and Adipur Complex located at Gandhidham (Kutch), on a land bank of 930 acres in Kandla and 560 acres in Gandhidham. Each major port would construct one smart city, with an expenditure of Rs 3,000-4,000 crore. Under the smart port city project, the government plans to have industries and townships, along with wind and solar energy parks, around these facilities.  Three collaborators for Mumbai’s smart city network Reliance Energy is partnering with Connode and Intel for implementing communication technology for the smart grid in Mumbai. Through the implementation of the smart grid, they will be able to provide services to customers and build further competencies. In the first phase, Reliance will connect smart meters, streetlights and distribution automation equipment in Mumbai, for which it will use Intel IOT Gateways and Connode’s IPv6-based wireless mesh solution, Connode 4. This will be India’s first roll-out of smart meters fully compliant with the communication standards recently adopted in the machine-to- machine (M2M) roadmap by the Government of India.  Reliance Industries, US-based Ecorithm sign IoT agreement Reliance Industries has signed an agreement with US-based software company Ecorithm to gain access to technology that will help collect and exchange data that will boost the Internet of Things (IoT). Ecorithm specializes in IoT and Reliance plans to apply its technologies for building systems and various other enterprises to improve operations, optimize systems and minimize energy use. Reliance Jio Infocomm’s 4G services plans to provide a platform for seamless connectivity of communication devices over high- speed internet and act as the base for IoT.   • 4.  TCS introduces Smart City accelerator solution Tata Consultancy Services announced that its Digital Software Solutions (DSS) group has released Intelligent Urban Exchange (IUX), a powerful analytics-based software solution for intelligent city operations. The IUX solution combines big data and domain specific advanced analytics to provide cities with real-time actionable insights. It will deliver cost-effective operations on a common platform across essential city domains, such as transportation, water, energy and government operations. The IUX will collect and analyze data from multiple sources, including networks, sensors, social media and open city data and apply real-time analytics to deliver insights for city officials to help increase citizen satisfaction. The smart city market will be USD 1.5 trillion by 2020 and more than 60 percent of urban citizens will have full access to eServices in the next decade.  UK support for Rourkela and Bhubaneswar’s smart city proposals UK-based Department for International Development (DFID) will provide technical assistance (TA) to Bhubaneswar and Rourkela in preparing smart city proposals. Both the cities will participate in the city challenge competition along with 98 other cities. Further, individual consulting firms such as Canada- based Jones Lang LaSalle Incorporated, Delhi-based Feedback Infra, Tata Consulting Engineers Limited and Fisco, having expertise in development of real estate and information and technology, would be engaged in preparing the plans. Civic bodies and citizens have also been asked to participate in the city plans. Both the cities would have a 'citizen engagement' programmes to receive comments from different stakeholders. The implementation of the smart city will be carried out by a special purpose vehicle (SPV that will plan, appraise, approve, release funds, implement, manage, operate and monitor the development of the smart cities. The SPV will be headed by a CEO and have nominees from the centre, the state government and the civic bodies concerned. The city, which would figure in the first list of smart city, would receive a central grant of INR 194 crore and INR 200-crore grant from the state government. © Gyan Research and Analytics Pvt.
