According to Lee (2012) Whole–life TVD is a broad application of TVD involving facility operation
and user costs beyond first costs (such as design and construction costs). While the initial
application of TVD to projects considered only the capital costs of facilities, great efforts have been
initiated to broaden its application toward analyzing business operating costs and user costs, while
considering whole–life costs. Lee's comparative analysis from different authors investigated the
ratio of relative costs of owning and operating a commercial office building. (Table 1). However
different, they shared the same view on the importance of shifting focus from first costs to whole–
life costs.

sitting at the bottom of the tower grading you on your exit from the mockup and how you recovered

Airport in Seattle. It is the largest private air and space museum in the world, and it also hosts the
