The uninsured and acquiring access to health care is one of the problems that the United States faces
in regards to health care. An obstacle that individuals face is that gaining access to health care is

form that not every job gives people access to health care. Many employers will stop from offering
individuals full time status because then they would have to offer some type of insurance plan.
Thus, employers often hire people as part–time so as to not have to face giving people benefits they

Workshop in OPPI 2016 Conference
The Golden Horseshoe Area is identified through the literature in this part because of its special
economic status in the province. The province of Ontario initiated a coordinated review of the
provincial four plans in 2015. Members of the public, stakeholders, municipalities and organizations
provided feedback on how the plans are preforming and how they may be improved (MMAH.,
2016a). To support the co–ordinated review, Ontario appointed a panel, chaired by David Crombie,
to develop recommendations on how to amend and improve the plans. The Panel has completed its
work and submitted the report Planning for Health, Prosperity and Growth in the Greater Golden
Horseshoe: 2015 – 2041 (MMAH., 2015). One year later, the updated 2016 Proposed Greenbelt
Plan was issued on May 2016, and asked for public consultation again until end of Oct 2016.

GAASB's Proposed Changes to the Pension Plans
GAASB Proposed Changes GAASB is proposing some major improvements to the reporting of
pension plans. (GASB Proposes Major Improvements for Pension Reporting, 2011). Immediate
recognition of more components of pension expense will be required, including the effect on the
pension liability of changes in benefit terms, rather than deferred and amortization over as many as
30 years. Use of a discount rate will be required that applies the expected long term rate of return on
pension plan investments where pension assets are expected to be available to make projected
benefit payments and the interest rate on a tax exempt 30 year AA or higher rated municipal bond
index to projected benefit payments where plan assets are not expected to be available for long term
investment in a qualified trust. A single actuarial cost allocation method, the entry age normal, will
