The United States' foreclosure and housing market problems have been well–documented in recent
years. This issue has only been heightened by the 2009 economic downturn. Can the sky–rocketing
foreclosure market truly be blamed on the recession, however? Can the issue be pinned down on the
masses of people who have lost their occupations? Surely many of the cases can be traced back to
these harsh conditions, but many more, most likely, can be attributed to something else.

to the meeting, including citizens with an interest in the community and intention to speak, as well

Thank you for providing the California Department of Transportation (Department) the opportunity
to review and comment on the Notice of Preparation of a Draft Environmental Impact Report for the
Valley Corridor Specific Plan (Project). The project area would be oriented along a 1.25–mile
corridor of Valley Boulevard between Alder and Spruce Avenues boundaries. The Project proposes
land use and development framework to ultimately support approximately 1,093 housing units in
residential and mixed–use projects and up to 1.9 million square feet of nonresidential building
square footage comprised of a variety of retail stores, restaurants, hotels, and business
development/office space on a 355 acre area.
As the owner and operator of the State Highway System (SHS), it is our responsibility to coordinate
and consult with local jurisdictions when proposed development may impact our facilities. As the
responsible agency under the California Environmental Quality Act, it is also our responsibility to
make recommendations to offset associated impacts with the proposed project. Although the project
is under the jurisdiction of the County of San Bernardino, due to the project's potential impact to the
State facilities, it is also subject to the policies and regulations that govern the SHS.

GAASB Proposed Changes GAASB is proposing some major improvements to the reporting of
pension plans. (GASB Proposes Major Improvements for Pension Reporting, 2011). Immediate
recognition of more components of pension expense will be required, including the effect on the
pension liability of changes in benefit terms, rather than deferred and amortization over as many as
30 years. Use of a discount rate will be required that applies the expected long term rate of return on
pension plan investments where pension assets are expected to be available to make projected
benefit payments and the interest rate on a tax exempt 30 year AA or higher rated municipal bond
index to projected benefit payments where plan assets are not expected to be available for long term
investment in a qualified trust. A single actuarial cost allocation method, the entry age normal, will
be required. Governments participating in cost sharing multiple employer plans will be required to
record a liability equal to their proportionate share of any net pension liability for the cost sharing
plan as a whole. Governments in all types of covered pension plans will be required to present more
extensive note disclosures and required supplementary information. Georgia State University does
not mention anything about the pension funds in the financial statements except they participate
