3. BACKGROUND
 Contract for water main installation on Wildrose,
Cloverleaf & Rosemary in preparation of eventual
relocation of water service
Rosemary bid as an add-alternate for budget
consideration
Project area between N. New Braunfels and
Broadway

Project part of City’s ongoing mandated separation of
sanitary sewer & potable water (4” x 2”)
Water mains to be relocated to the street from current
location in City’s easement at rear of properties

 Competitive Sealed Bid Proposals advertised on January
25th & February 1st in San Antonio Express-News
Bid opened on February 24th
Four (4) proposals submitted:
Miller Brothers - $847,811
Guerra Underground LLC. - $1,075,396
Vaca Underground Utilities Inc. - $1,125,530
Rangeline Utility Services LLC. - $1,230,288

 Competitive Sealed Bid Proposals reviewed according to
following criteria (100 points total)
Proposed contract price – 40 points
Contractor’s approach – 20 points
Experience & past performance of Bidder – 20 points
Experience & qualifications of proposed key personnel – 20
points

Found none of submittals provided much history of water main
installation through directional boring
On March 21, Request for Additional Information emailed
to all respondents seeking 2nd opportunity to provide HDD
project history for prime & subcontractors & references
As of March 29th deadline, only one response received –
Miller Brothers

9. BACKGROUND
 After extensive review of Competitive Sealed Bid
Proposals & additional information submitted, staff
& Freese & Nichols selects Miller Brothers as most
qualified contractor to perform this work

10. POLICY ANALYSIS
 Authorization will allow installation of new water
mains through horizontal directional drilling as part
of City’s continued infrastructure improvements & 4
x 2 compliance with Texas Commission on
Environmental Quality (TCEQ)

Cost for water main improvement project on all three streets by Miller Brothers is
$874,811.00, plus a 5% contingency, and engineering fee for a total amount not to
exceed $970,052.00
If Rosemary was to be delayed for future consideration, the cost for two streets is
$628,000.00, plus a 5% contingency, and engineering fee for a total amount not to
exceed $710,900.00

13. FISCAL IMPACT
Funds in the amount of $450,000 available in FY
2023 Utility Fund Budget
Swift & volatile fluctuations in cost for construction materials &
high demand for similar projects drove bid costs beyond
budgeted amounts
Funds available in Utility Fund balance to cover
project cost

14. FISCAL IMPACT
If three-street proposal accepted, authorizes
contract with Miller Brothers in an amount not to
exceed $970,052.00 and amends FY 2023 Utility
Fund Budget in amount not to exceed $520,052.00
If two-street proposal (omits Rosemary) accepted,
authorizes contract in amount not to exceed
$710,900.00 & amends FY 2023 Utility Fund Budget in
amount not to exceed $260,900

15. MOTION TO APPROVE
 Motion for three-street water main replacement project:
“I make a motion to accept the most qualified bid from Miller
Brothers for the water main installation project on Wildrose
and Cloverleaf, and include the ad-alternate street of
Rosemary, in an amount not to exceed $970,052 and to
amend the FY 2023 Utility Fund Budget in the amount of
$520,052.”
