A RESOLUTION TO RENEW AN INTERLOCAL
AGREEMENT WITH AHISD FOR THE SCHOOL
RESOURCE OFFICER PROGRAM

2. SUMMARY
Staff is seeking to continue to sponsor a School
Resource Officer (SRO) Program for AHISD
Renew the Interlocal Agreement passed in
September 2018 until June 30, 2025
Approve a Resolution allowing the City
Manager and Chief of Police to execute the
Interlocal Agreement
3. BACKGROUND
COAH entered into an Interlocal Agreement (ILA)
on September 24, 2018 for an SRO Program
AHPD staff has worked with the AHISD executive
staff to update the provisions of the ILA to current
needs
The ILA commences on the date signed by the
authorized representatives
4. BACKGROUND
The ILA automatically renews under the same
terms/conditions for a period of ninety (90) days
SRO supervisory authority changed from
“Administrative Lt” to “SRO Supervisor”
Jurisdiction of the SRO is amended to all school
campuses within the geographical boundaries of
AHISD
5. BACKGROUND
The AHISD Board of Trustees approved the
proposed Interlocal Agreement on March 24,
2022
6. POLICY ANALYSIS
Pursuant to the Interlocal Cooperation Contracts,
Chapter 791, Texas Govt Code, the COAH, a
home rule municipality, and AHISD, an indepen-
dent school district, may jointly exercise the
power to provide governmental services for
public health, safety, and general welfare
7. FISCAL IMPACT
The cost of the SRO’s salary and benefits will be
shared by AHISD (75%) and COAH (25%)
The FY21-22 base salary and benefits cost is
$87,828
AHISD cost - $65,871
COAH cost - $21,957
8. FISCAL IMPACT
SRO equipment and vehicle currently in inventory
All financial obligations of the SRO program will
be funded by the respective revenues of AHISD
and COAH
