Request of Mike McGlone, Architect, of Alamo Architects, applicant, representing Kip
Gilliland, owner, for the significance review of the existing main structure and
compatibility review of the proposed design located at 510 College in order to demolish
67.98% of the existing street-facing faรงade and add covered parking to the front of the
single-family residence with detached garage.

BACKGROUND INFORMATION
The property is zoned SF-A and is located on the south side of College between La Jara Blvd and
Woodway Ln. The applicant is seeking to raise the roofline and construct and new entry way and
carport at the front of the main structure. This item was originally scheduled for the May ARB
meeting but was unable to be heard due to lack of quorum.
POLICY ANALYSIS
The proposed project required four variances. The Board of Adjustment heard the case at their
May 5th
meeting and approved the following variances:

Architectural Review Board Meeting

In accordance with order of the Office of the Governor issued March 16, 2020, where he temporary
suspended certain provisions of the Texas Open Meetings Act, take notice that a regular meeting
scheduled at 5:30 p.m. on Tuesday, May 18, 2021 will be conducted by telephone conference in order to
advance the public health goal of limiting face-to-face meetings (also called โsocial distancingโ), to slow
the spread of the Coronavirus (COVID-19), to consider and act upon any lawful subjects which may

2010).
Chapter 5 of Code of Ordinances (Buildings and Building Regulations) requires City Council to consider the
ARBโs recommendation for all demolition/final design review applications. Please check the ARB posted
results on the Cityโs website after the ARB meeting to confirm any future meeting dates.

Dear Ms. Hernandez,
I am the architect and applicant for Kip and Lisa Gilliland for the renovation of their house located at
510 College Blvd. The project consists of major renovations of the living areas โ entry, living, dining
and family rooms, and the kitchen as well as minor renovations of a bedroom, laundry room an
portion of an existing bedroom that will be converted into a bathroom. The proposed project includes
the construction of an addition to provide code required covered parking for two cars on the front of
the house.
Previous Renovations / Context
๏ง Before the Gillilands owned the house, it had been significantly renovated at least two times.
One of these renovations (we believe in the 1980โs) removed a driveway and two car garage
located at the rear of the property for the construction of a swimming pool. This renovation
included a new (now existing) driveway that terminated at the front wall (north) of the house.
๏ง A subsequent renovation in 1996 (designed by Mac Chesney of Chesney Morales Architects)
modified the front of the house with shallow additions to the existing bedrooms and the
entry, added a single carport (since removed), renovated the kitchen, dining and family
rooms, and added a new master bedroom suite to the rear of the house. This renovation
received a variance (Case no. 1206, approved 8/21/1996) for construction within the 30โ front
yard setback. The current setback is 16.7โ
Proposed Renovation
The renovation includes raising the roof of the living room, dining room and kitchen and the
construction of a new entry, landscaped entry court and code required covered parking. Significant
features of the proposed renovation are:
๏ง New painted siding, clad wood windows and limestone.
๏ง Standing seam metal roof

5. ๏ง The covered parking, setback 6โ from the west property line, is located so its footprint will not
project any further into the setback than the existing front of the house and is designed with a
thin, lightweight profile, and deep overhang. It is supported on stone piers, similar to the
entry and screened with horizontal open siding.
๏ง The location of the covered parking shifts the driveway to the east from its current location.
While the apron and driveway are narrower than the existing, it does require the removal of
one existing tree. The new approach will be flanked by two new trees and landscaping and the
driveway will pervious basalt (knippa) gravel.
๏ง The proposed renovation does not interrupt or change the existing drainage on the site.
