SUBJECT: Case No. 863F – 218 Normandy
Request of David Youngquist, applicant, representing Rachel Kenney, owner, for the
compatibility review of the proposed design located at 218 Normandy in order to construct
a new single-family residence with detached accessory structure.

BACKGROUND INFORMATION
The property is zoned SF-B and is located on the south side of Normandy between Arbutus and
Columbine.
The ARB considered the significance review at their February 23, 2021 special meeting and
declared the existing main structure as not significant. The demolition was approved by City
Council on March 08, 2021.
After working with City staff regarding the replacement of an existing storm drain line on the
property, the owner revised their code compliant plan and applied for and was granted two (2)
variances by the Board of Adjustment at their October 06, 2021 meeting. The variances were for
a 21ft front yard setback instead of the minimum 25ft required per Section 3-14 and exceeding
height looming standard per Section 3-19(2)(a) and 3-19(5)(a) of the City’s Zoning Code.

The Architectural Review Board heard the compatibility request at their October 19, 2021 meeting
and voted unanimously to recommend approval of the design as compatible with the following
suggestions: 1) that the designer review the roof height so that the main roof pitch of the body of
the main structure be parallel to the roof pitch of the dormer towards the front of the residence
increasing the height of the main building to the allowable 28ft height allowed by code providing
better balance.
FISCAL IMPACT
No projected fiscal impact from this project has been calculated.

Architectural Review Board Meeting
Tuesday, October 19, 2021 – 5:30 P.M.
In accordance with order of the Office of the Governor issued March 16, 2020, where he temporary
suspended certain provisions of the Texas Open Meetings Act, take notice that a regular meeting
scheduled at 5:30 p.m. on Tuesday, October 19, 2021 will be conducted by telephone conference in
order to advance the public health goal of limiting face-to-face meetings (also called “social distancing”),
to slow the spread of the Coronavirus (COVID-19), to consider and act upon any lawful subjects which

single-family residence with detached accessory structure under Demolition Review Ordinance
1860 (April 12, 2010).
Chapter 5 of Code of Ordinances (Buildings and Building Regulations) requires City Council to consider the
ARB’s recommendation for all demolition/final design review applications. Please check the ARB posted
results on the City’s website after the ARB meeting to confirm any future meeting dates.
