The intentof thislistingistogive a general indicationof the level of difficulty and responsibility of this
position. It requires performing a variety of complex and specialized administrative duties to ensure
effective and proficient operation of the County Administrator’s Office. This position reports to the
County Administrator.
Job Summary
The Executive Assistantmustbe mentallyandphysicallycapableof assistingthe CountyAdministratorin
matterspertaining to County Government; and act as a liaison between the County Administrator and
Department Directors, the general public and elected/appointed officials (except members of the
DarlingtonCountyCouncil). Thispositionperformsavarietyof complex and specialized administrative
dutiestoensure effective andproficientoperationof the CountyAdministrator’sOffice. Duties include
performing a variety of complex responsible administrative work in the coordination of a variety of
programs, projects and daily operations within the County Administrator's Office, including
administrativeassignments,general andspecial events,development,andplanning. Underbroadpolicy
guidance,the ExecutiveAssistantexercises discretion and independent judgment, while being able to
organize andmaintainmultiple projects and files. Duties include knowledge of methods, policies and
proceduresof the CountyAdministrator’soffice,pertainingtospecificdutiesof the Executive Assistant,
and being knowledgeable in the laws, ordinance, standards and regulations pertaining to the specific
dutiesandresponsibilitiesof the position. Thorough knowledge of the organization of the County and
of related departments and agencies, the ability to comprehend, interpret and apply regulations,
procedures, and related information, excellent clerical, bookkeeping and interpersonal skills, and
excellenttelephone etiquetteare all dutiesrequiredbythisposition. The Executive Assistantmusthave
knowledge of modern office practices and equipment, be knowledgeable and skilled in the use of
computers for data and work processing, and be knowledgeable in proper English usage, vocabulary,
punctuation and spelling. Knowledge of basic mathematics and the ability to type accurately at a rate
sufficient for the successful performance of assigned duties is also a requirement. The Executive
Assistant reports to the County.
Essential Functions
1. Provides administrative assistance to the County Administrator; coordinates and/or completes
special projects, such as specialized research, policy development, project management, special
events, and planning.
2. Manages to achieve goals within available resources; plans and organizes workloads and staff
assignments; reviews progress and directs changes as needed.
3. Assistthe County Administratorwiththe developmentandexecutionof long and short range plans.
4. Research and compile data for studies, reports and special projects and events for operating
departments; make recommendations; and coordinate activities with other departments and
agencies as needed.
5. Reviews incoming correspondence, reports and summaries and briefs the Administrator, making
recommendationswhere appropriate. Stays abreast of local government issues and presents facts
to the CountyAdministratorforreviewand opinion. Review policies and procedures on a periodic
basis, making recommendations for revision and new policies where appropriate.

6. Undertakes special studies and projects relating to the County Administration function, as well as
other County functions, to include the drafting, presentation, and management.
7. Preparespressreleases,manageslocal,state andfederal grantprogramsandapplications,technical
study reports and annual reports as needed. Maintains County website.
8. Interacts, communicates and provides administrative and management assistance to senior
management team members, elected and appointed officials, other County personnel, and the
general public; as needed to maintain County operations.
9. Receives, prepares, reviews and submits various reports and records, including statistical
information, architectural/engineering drawings, financial records, site plans, tax information,
newspaperarticles,demographicreports,presentationmaterials,memorandums, correspondence,
progress reports and other administrative documents.
10. Maintainspromptand regularattendance; makes arrangements for deadlines that need to be met
duringabsencesandadheresto County policies and procedures regarding absences and tardiness.
11. Works according to good safety practices as posted, instructed, and/or discussed, reports unsafe
conditionsordefectsinequipment, refrains from any unsafe behavior or acts that might endanger
self orfellowworker(s), reports all accidents and incidents (including near misses) as soon as they
occur, and follows safety rules and regulations, using personal protective equipment when
necessary.
12. Assist in the preparation and/or proofs of Freedom of Information Act requests addressed to
Darlington County.
13. Performs related duties as required.
Qualifications
1. Requires a Bachelor’s degree in public or business administration, administrative management or
relatedfieldsupplementedby three to five years of administrative experience, preferable in local
government,oranequivalentcombinationof education,trainingandexperience whichprovidesthe
required knowledge, skills and abilities.
2. Must possess a valid state driver’s license.
3. A criminal background check will be completed on selected applicant if a current one (less than 3
years old) is not on file.
Requirements
1. Thoroughknowledge of the methods, policies and procedures of the County as they pertain to the
performance of the role andresponsibilitiesasthe Executive Assistantto the County Administrator.
2. Knowledge of administrative principles involved in developing, directing and supervising various
programs and related activities; proper English usage, vocabulary, punctuation and spelling;
terminology and various professional languages used within the department; and how to react
quickly and calmly in emergency situations.
3. Skilledinorganizational,technical,andhumanrelations, operating computers for word processing,
data processingandrecordsmanagement, applying responsible attention to detail as necessary in
preparing reports, spreadsheets and correspondence.
4. Ability to offer recommendations and use independent judgment and discretion in performing
routine and non-routine tasks and in supervising various programs, including the handling of
emergency situations, determining procedures, setting priorities, setting schedules, maintaining
standards, planning for future County needs and resolving problems.

interacts with the public in a professional manner and provides information and assistance,

and effectively handle multiple assignments simultaneously.
6. Ability to operating a variety of equipment, which includes a computer, calculator, mail machine,
printer, typewriter, copier, fax machine, telephone, binding machine, laminator, audio visual
equipment, tape recorders, calculator, etc.
