 Plan, implements and oversee the implementation of all road
rehabilitation/maintenance and capacity development activities in the province

Duties and Responsibilities:
 As part of the LGSPA Senior Management Team, undertakes planning,
implementation, monitoring and evaluation of all LGSPA program and its sub-
projects. The work includes participation in regular management meetings, regular
coordination with other Managers and Advisor to ensure program synergy,
formulation and review of program annual work plans and progress reports and
provision of support to Program Officers (POs) and Local Resource Partners (LRPs)
in the updating of the Performance Information System (PIS) and mainstreaming of
cross-cutting themes.
 Primary responsible for the effective and efficient management of the Regional
Enabling Environment component of LGSPA and liaison with the Regional
Autonomous Government (ARG) and Supporting Institutions
 Represents LGSPA with various national and regional constituencies; assesses
regional contexts; plans, implements and evaluates projects that respond to
Regional Government and Supporting Institutions needs
 Provides support to the (POs) and (LRPs) in the updating of the Performance
Information System (PIS).
 Represents and promote the objectives of LGSPA with local government units
(LGU’s), local resource partners (LRP’s), Civil Society Organizations (CSO’s), the
Autonomous Regional Government (ARG), national line agencies, local officials of
CIDA, officials of other-funded projects, and local media
 Ensures effective and efficient implementation of LGSPA Enabling Environment
(Component 2) projects by LGSPA staff and LRPs by coordinating, coaching,
advising, supporting and monitoring performance of POs and LRPs. This will include
coordination of assigned Focus Area Teams; ensuring efficiency of project
implementation, developing project plans, Request For Proposals (RFPs), Terms of
References (TORs), Performance Management Frameworks etc. and liaising with
ARG/Supporting institution representation in Team. Ensure achievement of
Component 2 results.

 Assess ARMM Regional Government (ARG) departmental capability-building needs
through a process of consultation and review of existing information and by
remaining informed about changes in local socio-economic and political conditions.
 Develop and sustain relationships with select ARG departments such as the
Department of Trade and Industry (DTI)-ARMM, Regional Planning and
Development Office (RPDO), Department of Agriculture-ARMM, DILG-ARMM, Office
of the Regional Governor (ORG) and Official Development Assistance (ODA) to
determine and implement appropriate capacity development interventions
following LGSPA’s capacity development framework. Ensure LGSPA Capacity
Development plans and programs for ARG departments are designed and
implemented effectively and in close partnership with ARG officials. Work in close
collaboration with the LGU Capacity Development Manager regarding capacity
development for DILG-ARMM

 Working as part of the LGSPA Senior Management Team to plan, implement, monitor

 Over-all, managed the portfolio of Annual Work Plan (AWP) projects for the ARG and
CSOs. The work entails the efficiency of project implementation; coordination in the
development of project plans and budgets, Request for Proposals, Terms of
Reference; and management of LRP contracts.
 Working closely with key officials and technical staff of select agencies of
Autonomous Regional Government (ARG) to assess, plan, implement, monitor and
evaluate LGSPA capacity building interventions for the ARG. This includes conduct
of consultation to determine the appropriate capacity building interventions,
coordinate and facilitate the conduct of capacity building activities, provision of
follow-up coaching activities and monitoring of results.
 As part of the management team, oversee the development and implementation of
Civil Society Organizations (CSOs) Theme sub-projects, the work involves provision
of mentoring and coaching support to LGSPA POs in developing, implementing and
monitoring capacity building interventions for selected CSOs at the municipal,
provincial and regional level. The position requires effective interaction with key
officials and staff of partner CSOs.

 Works with the Local Government Capacity Development Manager to assist in the
development, implementation and monitoring of the following projects under the
Leadership Theme: “Supporting the Executive and Legislative Agenda (ELA)
Formulation”, “Executive and Leadership Development Program” and “Dialogue for
Circle of Leaders in ARMM”.
 Ensures that the LGSPA physical and financial resources are utilized in an effective
and efficient manner, the task also involves regular evaluation of proposed budget/s
and expenditures in relation to project designs/strategies or proposals given the
factors of practicality, and optimized usage of resources.
 Assists the Local Government Capacity Development Manager in the management
of the day to day operation of Cotabato Field Office specifically in the supervision of
support staff and the management and maintenance of facilities and equipment.

key officials and technical staff of the Office of the Regional Governor, Regional
Planning and Development Office, Department of Interior and Local Government
and the Regional Commission on Bangsamoro Women and selected CSOs to assess
their capacity development needs and come up with appropriate capacity building
interventions. Provides follow-up coaching support to facilitate application of
learning.
