Duties and Responsibilities:
As part of the LGSPA Senior Management Team, undertakes planning,
implementation, monitoring and evaluation of all LGSPA program and its sub-
projects. The work includes participation in regular management meetings, regular
coordination with other Managers and Advisor to ensure program synergy,
formulation and review of program annual work plans and progress reports and
provision of support to Program Officers (POs) and Local Resource Partners (LRPs)
in the updating of the Performance Information System (PIS) and mainstreaming of

Primary responsible for the effective and efficient management of the Regional
Enabling Environment component of LGSPA and liaison with the Regional
Autonomous Government (ARG) and Supporting Institutions

Autonomous Regional Government (ARG), national line agencies, local officials of

through a process of consultation and review of existing information and by
remaining informed about changes in local socio-economic and political conditions.
Develop and sustain relationships with select ARG departments such as the
Department of Trade and Industry (DTI)-ARMM, Regional Planning and
Development Office (RPDO), Department of Agriculture-ARMM, DILG-ARMM, Office
of the Regional Governor (ORG) and Official Development Assistance (ODA) to
determine and implement appropriate capacity development interventions

Over-all, managed the portfolio of Annual Work Plan (AWP) projects for the ARG and
CSOs. The work entails the efficiency of project implementation; coordination in the
development of project plans and budgets, Request for Proposals, Terms of
Reference; and management of LRP contracts.
Working closely with key officials and technical staff of select agencies of
Autonomous Regional Government (ARG) to assess, plan, implement, monitor and
evaluate LGSPA capacity building interventions for the ARG. This includes conduct
of consultation to determine the appropriate capacity building interventions,
coordinate and facilitate the conduct of capacity building activities, provision of
follow-up coaching activities and monitoring of results.
As part of the management team, oversee the development and implementation of
Civil Society Organizations (CSOs) Theme sub-projects, the work involves provision
of mentoring and coaching support to LGSPA POs in developing, implementing and
monitoring capacity building interventions for selected CSOs at the municipal,
provincial and regional level. The position requires effective interaction with key
officials and staff of partner CSOs.

Works with the Local Government Capacity Development Manager to assist in the
development, implementation and monitoring of the following projects under the
Leadership Theme: “Supporting the Executive and Legislative Agenda (ELA)

Ensures that the LGSPA physical and financial resources are utilized in an effective
